Fresh off an election cycle that saw massive Democratic gains in both houses of Congress and the reclamation of the White House, party chairman Howard Dean took a moment on Tuesday to bask in the achievements.

"Look, the record has obviously been unbelievable," he said in an interview with the Huffington Post at the DNC's headquarters. "It wasn't all me obviously. We had a lot of help from the Democratic Senatorial Campaign Committee and the Democratic Congressional Campaign Committee. I had a big assist from George Bush and a huge assist from Barack Obama... But it is hard to improve on this."

These are, indeed, heady times for Dean. Days removed from his 60th birthday and months away from the end of his tenure at the DNC, the former Vermont Governor could not come up with a single regret from his four-year tenure as party chair.

"I'm sure there are some things," he said, before turning to his staff for help. "I don't carry a list of those in my head."

And yet, there are various questions that remain unresolved. Foremost is what Dean himself will do next. The rumor mill has him ending up somewhere in the upcoming Obama administration, perhaps as the head of Health and Human Services. "I'm not going to discuss anything related to the transition," he says of the chatter.

But after several efforts at rephrasing the question, he offers the slightest indication of what might be -- or at least what he wants to be -- around the corner.

"I'm interested in doing something policy oriented," he says, downplaying another political post. "But please do not put me down as a candidate for one agency or another. Because it is all gossip and it doesn't help at all... That stuff is very harmful to anyone who is looking to get into the administration... The best way you don't get a job is to campaign for it. It's just the way it works. It is a very complicated, subtle way of doing it, which is why I don't talk about it... So don't make more of me saying I'm interested in doing policy because it is going to hurt my chances."

As evidence, he cites a Politico article that said he was out of the running for HHS -- a piece that Dean said, laughingly, "was pulled out of thin air" and/or had to be planted by enemies.

But questions persist beyond a hypothetical role in the Obama administration. For starters, who will be the next chair of the DNC?

Noting that the choice was ultimately Obama's to make, Dean had several recommendations: (1) the incoming administration should be one chair, not a dual ticket, which he said didn't perform well in the Clinton years; (2) the person should be a "substantial political figure who can help raise money"; and (3) whoever takes over the post should -- indeed, will -- continue the strategies he put in place four years ago.

"There is no question in my mind that Obama will continue the fifty-state-strategy," he says. "First of all, that is how they won the primary. They had organizations in every single state. And second of all, that is how they won the general."

Combining this facet of the Democratic politic id with an inclusive approach that Obama takes to governance (see: Lieberman, Joe), Dean predicted that his party would enjoy a durable majority and avoid the same pitfalls that engulfed the GOP these past four years.

"You have to bring everyone you can into the fold or the coalition," he explains. "You know, it is easy in politics to use anger, as Karl Rove and Lee Atwater and Newt Gingrich did -- to manufacture anger and aim it at a particular ethnic group, or gay people or immigrants. They always used to do that stuff. But it leads to a failure of government in a diverse country like this."

Ironically, as Dean prepares to leave office, some of the individuals holding leverage over the future direction of the Democratic Party are those with whom he has previously clashed.

The first is Rahm Emanuel -- a once-forceful critic of the fifty-state-strategy who Dean says is the ideal fit for the post of Barack Obama's chief a staff.

A White House with Rahm at the helm, said Dean, will be "very tough, very focused, very much the trains run on time. I know the blogosphere is not that enthusiastic about this, but the truth is, when you are actually governing you have got to get stuff done, and Rahm gets stuff done."

The second, somewhat surprisingly, is John McCain -- the man who Dean spent nearly every day of the past six months trying to chop down.

"I think McCain is most likely to be very helpful going forward on the stuff he cares about. When you run for president and you don't win, all the sudden you don't have to posture anymore. And my prediction is you will see the McCain of 2000 come back and he will work with Democrats when he should on stuff that he cares about," said Dean. "I have always respected McCain, especially the 2000 McCain. And I still respect McCain cause he wouldn't let them put the Jeremiah Wright ads on, which was an easy whack at us. So, you know, McCain is free now to be McCain again. He is free to do what he thinks is right and some of that will help the Democrats."

I would like to see Obama consider "occupational diversity" and name Howard Dean to The Supreme Court. This would be gutsy because it would look to other factors and backgrounds to see what would make a good judge. Dean is intelligent, thoughtful, visionary, forward-thinking, and this would certainly be useful on The Supreme Court.

Why did I say Dean would be an intriguing pick for the Supreme Court? Because last year I saw CNN analysts Jeffrey Toobin on C-CSPAN promoting his most great and recent book, "THE NINE". At the time, he recommended that whoever the president was going to be, Obama or Hillary, for eith one of them to consider naming govenors, congressional reps, mayors, etc. In fact, Earl Warren, one of the court's most famous chief justices, was not a judge, but in fact a govenor - like Dean. Warren did have a law degree, but Toobin's point is a brilliant one: why should the criteria for sitting on the High Court be (a) has a law degree, and/or (b) having been a judge? And I think its a great question.

Before anyone dismisses how Dean's medical background can work on the Supreme Con't, don't you think a justice who is also a physician may be helpful with cases involving of stem cell research, cloning, assisted suicide, abortion rights, and capital punishment? I do. I believe Obama should consider "occupational diversity" and name Dr. Dean to The Supreme Court.

Very thoughtful post, I would like to see Howard Dean , my former Governor as a SP Justice or head of HHS. Either way I am sure he would serve with distinction as that is who he is. A GOOD man

He's a great man. I supported him for president four years ago. And I enthusiastically embraced him as DNC Chairman...I'm just not ready to see this great man disappear into the shadows.

So, only people with a legal background should be allowed to serve on The Supreme Court? If that's your point, cool. But you obviously miss the point that Toobin was making about the Supreme Court, and "occupational diversity".

In fact, to be clear, many in the liberal blogosphere were complaining about Dean in 2005 when he launched his "50 State Strategy". Do you even remember some of the most pointed criticism? That Dean was a physician, so how was someone with a physician's background and training going to lead the grassroots organizing charge for an emerging Democratic Majority? I remeber that criticism, and it all seems like a distant memory considering how well Dean performed.

Your "lawyer for a physician" line assumes that crafting an opinion on the Supreme Court is the same as open heart surgery in a hospital...and its not. Sure, Scalia might not be able to operate on a car crash victim like Dean, but are really saying that Dean can't craft a reasoned, well-thought out legal decision like Scalia? If you're saying that, you're wrong. Dean is intelligent, and has a serious understanding of American legal history.

And I reiterate...I hope Dean is nominated to The Supreme Court. Because he is one doctor I trust to render a good decision.

Howard Dean: tanned, trim and ready. He was my first choice for the presidency in this last election. Would so like to see him run again in 4 or 8 years. He was brilliant as head of the DNC and mastermind of the 50 State Strategy in this election, as well as a pioneer of the online political campaign.

While he waits, at the very least I wish for him a very prominent position in the Obama Admin. As a close advisor and friend to Mr O during his campaign, he has certainly earned it and will be a terrific asset.

I think it's a referral to the gracious inclusion of Lieberman in the Democratic Caucus. Myself, I still like the idea of bashing Lieberman, but I can afford the luxury of "tit for tat" I'm not the one trying to put together a functional government.

Gov. Dean has as much guts and brilliance as anyone in Washington. As far back as 8 years ago, he supported civil unions in an election year and won a tight race against a very organized and angry right-wing.

Because of Dean -- and over the objections of moderate, DLC members -- the Democratic Party again became a national force, not a regional one. So I credit him with saving the party and thus saving the country with all those wins 2 weeks ago (heck, the wins are still coming in). America could not have survived another 4 years of GOP control.

P.E. Obama absolutely should give Dean a prominent, useful role. He deserves it, and America will be better for it.

Regarding guts and brilliance, I'm sure no one can forget (I won't let them) Dean standing up against the Iraq War in 2002, and as a presidential candidate in 2003, when almost everyone else was RAH RAH RAH! WAR WAR WAR!

That was a totally bad rap by a wussed-out "Liberal" Media who couldn't find their cajones with both hands to delve into the issues worthy of a political campaign and they paid dearly for it. They had to endure financial ruin and suffer right along with the rest of us through another agonizing and totally destructive 4 years of the Bush Administration. They tried the same stunt for awhile in this last election--demonizing Obama over Rev Wright and Bill Ayers, but fortunately, they all woke up in the nick of time this time. They realized that to continue down that path would have been to guarantee another devastating 4 years of BushCo through the election of McCaint/Palin.

(Just a brief side note: I keep hearing that 'John McCain didn't put the Jeremiah Wright ads on, yet I saw many appalling Jeremiah Wright ads just before the election. Why didn't McCain STOP these ads?' There is little difference between 'putting the ads on' and 'allowing the ads on', isn't there?)

The single reason to not put them on himself is that he said he wouldn't do it early in the year, back in the good old days of the original McCain, before he sold his soul to the devil. So it would have looked like another breached promise, the loss of political capital didn't match the gains. That's why, not because he had any 'moral' issues there.

Good article. I hope that they hurry up and pick who will be what in the administration because we all want to know but these things take time. i think dean would be good at a variety of jobs and it seems like everybody wants to be a part of this historical administration. i really do think this will be an historic group of people and not just because obama is the first african-american president.

If the Democrats had refused to let Bush steal the White House they could have had this victory celebration eight years ago. If they hadn't stupidly voted for HAVA they might have taken congress back in 2002.
Who knows how many congressional seats the Diebold Brothers have helped the GOP steal and still stealing? Saxby Chambliss? The State of Georgia was one of the first to go all Diebold all the time and that's when Cleland fell by the wayside.
Why the Democrats didn't do something in Congress to fix the voting system these past two years is beyond comprehension.
Between caging, vote purges, corrupt SOS's and election officials and general incompetence Obama probably got 80% of the vote.
They may not get that lucky again. They better fix it cause it's really broken.

I would have to agree. Democrats, when they get any power -- or guts -- need to solve the voting problems. First, no more voting machines, the voting machine lobby notwithstanding. (Do people like Diebold give money to Democrats' campaigns? That would be a question worth looking into.)

Second, make all voting rules the same in all the states and counties. Make ballots readable and uniform.

Third, make all the rules about who votes the same, and allow 'felons' who have served their time and are out the chance to vote.

Fourth, no more demanding 'IDs' in order to vote, as there has been NO problem with people trying to vote using other people's identity -- it would be too easy to get caught! But to demand IDs disenfranchises too many people, largely Democrats, which is why the Republicans instituted this law in some states.

Thank you for listening and taking these ideas and running with them, Democrats!
