WASHINGTON — Global warming could be a boon to Russia, a European country could be overrun by organized crime and the U.S. and its dollar could further decline in importance during the next two decades, says a U.S. intelligence report with predictions for the world in 2025.

The report, Global Trends 2025, is published every four years by the National Intelligence Council to give U.S. leaders insight into looming problems and opportunities.

The report says the warming earth will extend Russia and Canada's growing season and ease their access to northern oil fields, strengthening their economies. But Russia's potential emergence as a world power may be clouded by lagging investment in its energy sector, persistent crime and government corruption, the report says.

Analysts also warn that the same kind of organized crime plaguing Russia could eventually take over the government of an Eastern or Central European country. The report is silent on which one.

It also says countries in Africa and South Asia may find themselves unstable and ungoverned, as state regimes collapse or wither away under security problems and water and food shortages brought about by climate change and a population increase of 1.4 billion.

The potential for conflict will be greater in 2025 than it is now, as the world's population competes for declining and shifting food, water and energy resources.

Despite a more precarious world situation, the report also says al-Qaida's terrorist franchise could decay "sooner than people think." It cites its growing unpopularity in the Muslim world, where it kills most of its victims.

"The prospect that al-Qaida will be among the small number of groups able to transcend the generational timeline is not high, given its harsh ideology, unachievable strategic objectives and inability to become a mass movement," the report states.

The report forecasts a geopolitical rise in non-Arab Muslim states outside of the Middle East, including Turkey and Indonesia, and says Iran could also be a central player in a new world order if it sheds its theocracy.

The report, a year in the making, also suggests the world may complete its move away from its dependence on oil, and that the U.S. dollar, while remaining important, will decline to "first among equals" among other national currencies.

U.S. global power also will likely decline, as Americans' concerns about putting resources into solving domestic problems may cause the United States to pull resources from foreign and global problems.

I see lots of posters here talk about the pros and cons of Universal Health Care as if the govt is going to foot the bill.

Let me enlighten you ONE MORE TIME!!

Not all of European countries are socialized medicine.

We here in Holland switched to all PRIVATE 3 years ago. However, we killed 2 birds with one stone.

First off, its MANDATORY that anyone in the country MUST have a health insurance policy. There are about 15 companies in our small country of 16 million that provide those policies. The law states they MUST insure anyone (no prescreens, pre existing conditions etc).

The average cost is 100 Euros per person, no limitations , in fact, its a FELONY to ask for prescreens.

The secondary benefit is that is has put quite a screeching halt to illegal immigration.

IN order to buy the policy, you must show 3 forms of ID, passport or legal permanent residency status.

This way everyone is insured.

It seems to be working quite well, and I have never had to wait for anything .

If for some reason you have to go on unemployment, the premiums are deducted from your money and sent to the insurer BEFORE you get it.

Is that so hard to understand??

I know many of you think that is socialism but the govt HAS to monitor greedy companies from gouging people.

One of the most insane and immature arguments by many Americans against this is.,

''Well, I am healthy and don't need health insurance''.

Guess they don't need auto insurance either because they are good drivers.

This is the kind of ignorant mentality which is making the USA a second rate country.

Change that mentality and perhaps you have a chance.

The "It won't happen to me." mentality. Until it happens. Then the scumbags run around like chickens with their heads cut off. Also, they complain that the government will not help them and how unfair the system is.

Most do not care about these things. Until something bad happens to them. Selfishness. Selfish scumbags.

Socialism is bad LoL

Here in SA they started building homes for the disadvantaged which is a step to taking care of the homeless which in turn will lead to better lives for the kids and maybe the next generation will come up to par with the middle class.

They get a 99 year lease which is another way of getting them to make payments when they are employed - sadly the allocation is corrupt with backhanders being taken.

We have free healthcare for the unemployed and the poor which is much of our population but that means long waits at govt hospitals - many Cuban doctors but they are good.

I have been to Joburg and Durban a few times when I was still flying (retired now).

I think Americans don't realize just how HUGE and beautiful Africa is. If I were younger I would consider moving there. Windhoek, Namibia I found much like Arizona and quite modern. Lots of European retirees down there where you can buy a fabulous villa for peanuts.

Exactly, 100% correct.

There are so many good health care models working in good old Europe they just would have to take a look, but Noooooo, it smells like socialism. On the other hand Paulson gets away with raping the American citizen at gunpoint, demanding 700 billion for Wallstreet, not to be fully accounted for and succeeds. Then after 2 weeks he goes: "well, buying all these bad credits may not be so good after all, so we figure out something better". Sad how many criminals are able to loot America, laughing their way to the bank as long as they avoid the word "social", not even socialism which is of course a different story, although most Americans don't know the difference.

Excellent idea. But did you see how much our government makes off these illegal workers and they are therefore not inclined to see it any other way. As long as they bring in the money for their part, they could not careless about small problems like illegals taking our jobs and clogging up
the emergency rooms. I believe we should start eliminating congress and senate and come up
with a different system. They have never worked for the good of the people but are greedy and
only interested in their own pocket.

Hypocrisy and a false sense of superiority. What a beautiful land America would have been if it wasn't founded and run to this day based on the above.

A black man will get punished for stealing twenty dollars. Sticky fingers-in-thief and his criminal cohorts (Cheney et al) will walk away with wealth and luxury beyond most of our wildest dreams.

I have been here in the USA for 40 years and I am still waiting for the USA to catch up to Europe
as I knew it then. I have noticed how the general population is so brainwashed with their pledge of allegiance and stuff like that like it matters one way or another. For too long they have heard
that America is #1 and assume that everyone is worse off. What a fallacy. What was most shocking to me was the wage situation, which is not comparable to Europe. The benefits are
almost non-existent and why the people don't revolt against congress,who have all those benefits,
I can't explain. Are we second class citizens?

The report warns about organized crime gangs taking over governments, most notably Russia That's something I've been worried about too. It appears I'm not alone in this concern.

This is the most urgent reason why we have to pull out of the War on Drugs. The War on Drugs makes bad people rich.

Even in a good economy, we can't win the war. Sure, we confiscate assets from people we arrest. But the success rate is at best 10%. So 90% of the money is not being seized, instead it's making criminals rich.

According to the report, soon they're going to get rich enough to take over entire countries, especially if the financial crisis of the world deepens.

The best way to stop this IMO would be to stop the War on Drugs and sequester all that drug money in the legal economy.

As objectionable as that sounds, it still sounds better to me than having the drug cartels take over Russia in ten years like they're trying to take over Mexico right now.

The "w ar" on drugs should remain w/o the w word. It is a police action. if you stop policing, then they will grow, no government will legalize dru.gs some have allowed marijuana but nothing more, you still cannot buy it over the counter but will not get jailed for use unless you are caught driving under the influence. Here in SA it is still illegal but MJ users usually get off with a slap, the dr.ug market is still backstreet.

You can't kill plants - they seem to grow everywhere and all drugs all come from plants.

You make things illegal and all those that live off production are outlaws. Make em legal and they pay taxes.

Legalizing marijuana would put a huge dent in profits. Anyone with the know-how could grow it.

How about a "Mao Solution"? Catch someone with cocaine or heroin. Test them for the drugs. And just shoot them if the they test positive. Watch the rates of abuse of those two drugs plummet.

Hard choice. Cocain and Heroin. Or Death.

I'm sick of this doom and gloom stuff! I'm sick of fellow Americans acting like they are "ashamed" when we are on top! Who would do better with the options we have? Russia? China? Europe possibly but their population is dwindling. Are we just going to roll over like some dog? We're only 228 years old. We're not even an adult yet and we're talking about our decline? We're going to hit a rough patch for a decade or so, but if we use our brains this time and not only choose good leaders but also make good decisions ourselves and lead in our own way we'll be back. We are not spreading our values. That is just an excuse for international finance. Cover. America gets the blame. They get the loot.

As for all Americans out there, where is your outrage. No... just sit back on your couches, eating your potato chips, and writing on the blogs. I am sure if three million Americans, real Americans, showed up one weekend to voice their displeasure, the "bought and paid for" government would do something. Maybe even shoot you.

I guess it is hardly possible to predict what will be in 2025. But anyway nobody would mind if the USA get downsized to normal. From the cradle to the grave Americans are fed the message: greatest country on earth, god's own country, America No.1, etc. As the majority never travels abroad they are more than happy to believe it. If more people would travel outside the US, they would find America is a very good country with many positive aspects, but it is useless trying to impress the rest of the world how "great" the USA is.

More important though: the American democracy was built on a revolution. You cannot EXPORT this. Apart from financial or economic interests, if you believe you invade another country to bring them the goodies you think you have at home, it doesn't work. Let other nations find out what is right for them. Germany had democratic structures before WW2, so this was different back then. Iraq or Afghanistan are completely different issues. Why waste any more of your national treasure on adventures abroad, and the people whose life you try to improve give you their middle finger ?

Great story about this. When I was living in California in the 90s, I became friends with a woman who had moved from Norway to be with her husband. Norway, as in the country with perhaps the highest living standards/quality of life in the world. But people would say to her things like, "aren't you so glad to be living here?" as if she had escaped from North Korea. And these were supposedly hip, sophisticated Californians. Oi!

In the election, we were faced with a choice between Obama who could operate under new conditions and forge out America's place as leader in a new multi-polar international system, or McCain who was thoroughly stuck in the Cold War era mindset of what is now an extinct bi-polar international system with America plowing into global hegemony, what Bush II followed. McCain would have brought this country to extinction by external overexertion and corresponding internal exhaustion. Meanwhile, the press was mostly enthralled with covering trivialities.

I think before you aspire to be "the" worlds leader, which you are not, the first step is to show the USA is now part of the global system. The planet USA is only fantasies in some folks minds.

Do not measure happiness by your own standards, you will still see more smiles in Africa in spite of dire circumstances, your news only shows you the bad stuff.

Most in the west live to work, they work to LIVE - big difference.

Actually, America continues to be the financial powerhouse. However, this engineered recession (and possibly Depression) will bring that to a close. There are already calls for a supra-national financial regulator. This concentrates power into the hands of a few. Military conflict has taken backseat to the financial warfare that is being conducted today on behalf of the few against the majority.

The majority is losing. We will continue to lose. Something needs to be done.

Look, a CIA Intelligence Estimate predicted back during the early 1990's that the North Korean communist regime would be past tense by 2000. Therefore, given how much of a swing and a miss the CIA provided us on that one as well as on other issues, who is to say that this report by an independent group I personally have never heard of will be valid?

So this has to be taken with dumptruck loads of enough road salt to use during the next ten Chicago winters.
