WASHINGTON — Global warming could be a boon to Russia, a European country could be overrun by organized crime and the U.S. and its dollar could further decline in importance during the next two decades, says a U.S. intelligence report with predictions for the world in 2025.

The report, Global Trends 2025, is published every four years by the National Intelligence Council to give U.S. leaders insight into looming problems and opportunities.

The report says the warming earth will extend Russia and Canada's growing season and ease their access to northern oil fields, strengthening their economies. But Russia's potential emergence as a world power may be clouded by lagging investment in its energy sector, persistent crime and government corruption, the report says.

Analysts also warn that the same kind of organized crime plaguing Russia could eventually take over the government of an Eastern or Central European country. The report is silent on which one.

It also says countries in Africa and South Asia may find themselves unstable and ungoverned, as state regimes collapse or wither away under security problems and water and food shortages brought about by climate change and a population increase of 1.4 billion.

The potential for conflict will be greater in 2025 than it is now, as the world's population competes for declining and shifting food, water and energy resources.

Despite a more precarious world situation, the report also says al-Qaida's terrorist franchise could decay "sooner than people think." It cites its growing unpopularity in the Muslim world, where it kills most of its victims.

"The prospect that al-Qaida will be among the small number of groups able to transcend the generational timeline is not high, given its harsh ideology, unachievable strategic objectives and inability to become a mass movement," the report states.

The report forecasts a geopolitical rise in non-Arab Muslim states outside of the Middle East, including Turkey and Indonesia, and says Iran could also be a central player in a new world order if it sheds its theocracy.

The report, a year in the making, also suggests the world may complete its move away from its dependence on oil, and that the U.S. dollar, while remaining important, will decline to "first among equals" among other national currencies.

U.S. global power also will likely decline, as Americans' concerns about putting resources into solving domestic problems may cause the United States to pull resources from foreign and global problems.

In his October 2004 NYT article titled "Faith, Certainty and the Presidency of George W. Bush", Ron Suskind described an encounter with a Bush "senior advisor" scolding him about an article he wrote about Karen Hughes. Trivial, but here’s what Suskind wrote about what happened next:

"The aide said that guys like me were ''in what we call the reality-based community,'' which he defined as people who ''believe that solutions emerge from your judicious study of discernible reality.'' I nodded and murmured something about enlightenment principles and empiricism. He cut me off. ''That's not the way the world really works anymore,'' he continued. ''We're an empire now, and when we act, we create our own reality. And while you're studying that reality -- judiciously, as you will -- we'll act again, creating other new realities, which you can study too, and that's how things will sort out. We're history's actors . . . and you, all of you, will be left to just study what we do.''

I don't believe there's ever been a paragraph written that so perfectly captures the arrogance, astonishing ignorance, and shear lunacy of the executive branch “leadership” that, over the past 8 years, has brought us to the brink of ruin.

As for me, I don't give a rat's ass about "American Supremacy". I want our country to be just, prosperous, economically sound, and capable of defending itself. If we can achieve that, it doesn't matter where we are in the nation-state pecking order.

Are you for real.... Bush has destroy every phase of American's power and wealth , and turn it over to Global; corporations and foreign countries and you start blaming Obama whom has not step his foot in the door to have been responsible for any of our failure policies.....

Republicans fail to state that Bush's war which has killed over 4,400 Americans soldiers , wounded over 50,000 soldiers and there are over 100,000 soldiers coming home with mental brain damage with had nothing to do with the war...There have also been over 1,000,000 innocent Iraqi women , children and killed in Iraq..
The war in Iraq was for personal revenge and to steal Iraq's oil resources....

A noble sentiment. However, we must also make sure people like Bush/Cheney never again have the opportunity to shred the constitution, to rule by fiat, to ignore the checks and balances that served us so well for so long. Ignoring the past is a sure way to be forced to repeat it, as the man said.

Remember what happened to Great Britan after losing the Rev. War, they became a weakened World power slipping from #1.

Now he same thing is happening to the USA; if we are not very lucky we will be reduced to a third world country before Climate change takes hold...

If Obama cannot mobilize the USA quickly then we are going to become like Mexico in may regards; with a small rich elite and a large poorly paid population with no real prospects for what we now refer to as the "middle class".

really they didn't lose their supremacy after that. They still lead the industrial revolution and took more colonies in the east then any other country; Including India. They also were one of the only European countries to fend off Napoleon. I would say they were never truly supreme as France was always right there, and then Germany. Just sayin.... bad historical example.

Americans represent about 5 percent of the global population, and up to now, we've been able to pretend that we can make the other 95 percent toe the line. Now we've got to face the facts. We're no longer the economic force we were, and the economic philosophies we've forced on the world are being rejected en masse. Our position of influence will never ever be quite the same.
