CHICAGO — Citing an "economic crisis of historic proportions," President-elect Barack Obama urged Congress to pass a costly, job-creating stimulus bill as quickly as possible, a rare pre-inaugural call to action delivered as the outgoing Bush administration approved fresh billions to bail out one of the nation's largest banks.

Stock prices surged _ the biggest two-day percentage gain for the Dow Jones industrials in 21 years _ as investors took heart Monday from the actions and words of the incoming and departing chief executives.

"If we do not act swiftly and boldly, most experts now believe that we could lose millions of jobs next year," said Obama, 57 days shy of taking office in the shadow of the worst economic crisis since the Great Depression.

He blended criticism of Detroit's beleaguered Big Three automakers _ General Motors Corp., Ford Motor Co. and Chrysler LLC _ with a pledge of support for government aid to help them survive. "We can't allow the auto industry to ... vanish," he said, although he added that a blank check for an industry resistant to change was not the solution to its long-term decline.

At a news conference in which he introduced New York Federal Reserve President Timothy Geithner as his treasury secretary and named other top economic officials, Obama said restoring the economy to health took priority over deficit concerns. Still, he said he would be looking for "meaningful cuts and sacrifices" to restrain federal spending.

The president-elect was expected to stress that pledge at a second news conference on Tuesday. Democratic officials said he intended to name Peter Orszag, currently the head of the Congressional Budget Office, to be his budget director.

Obama and President George W. Bush spoke by telephone during the day, their first disclosed conversation since a visit at the White House more than a week ago, and each man appeared eager to show a transition proceeding smoothly.

At the same time, the juxtaposition of the outgoing and incoming chief executives grappling _ publicly and simultaneously _ with the economy underscored the severity of a crisis that has sent joblessness rising, caused a large spike in mortgage foreclosures and crippled the credit markets.

Bush said his administration's dramatic overnight rescue of Citigroup Inc. was necessary to safeguard the nation's financial system and help the economy recover. He said more such moves might follow if other institutions need help. Officials said the government might invest $20 billion in the firm, and guarantee $306 billion in risky assets.

Encouraged by the action, investors sent the Dow Jones industrials up 397 points. Coupled with Friday's gain, that mean an 891 point increase over two trading days, the biggest percentage rise since October 1987.

Obama made a point of saying his administration "will honor the public commitments made by the current administration to address this crisis," words of reassurance to the financial markets.

Remarkably for a president-elect, he said he wanted Congress to act "right away" on a stimulus measure that would blend spending and tax cuts. Asked for details, he said without elaboration that he wanted a measure "of a size and scope that is necessary to get this economy back on track."

Democratic officials in Congress said the stimulus plan could include aid to cash-strapped states to provide health care to the poor, along with road and bridge funding. More money for food stamps is also likely, they said.

Obama renewed his campaign-long call for middle class tax cuts but said he would let his advisers make a recommendation on whether to roll back Bush-era tax cuts for the wealthy.

He offered few details about the economic stimulus measure he wants from the new Congress, saying he would ask his new team of advisers to consult with lawmakers.

As a candidate, he supported a $175 billion measure, but the economy has worsened since then, and many lawmakers and economists argue for a more robust jolt. Obama said his goal is to create 2.5 million jobs by "rebuilding our infrastructure, our roads, our bridges, modernizing our schools and creating the clean energy infrastructure of the 21st century."

His forecast was sober. He said there are neither shortcuts nor quick fixes.

"The economy is likely to get worse before it gets better. Full recovery will not happen immediately," he said. At the same time, he coupled those sentiments with optimism. "I know we can work our way out of this crisis because we have done it before."

The new Congress comes into session on Jan. 6, two weeks before Obama takes the oath of office as the nation's 44th president.

Democratic leaders have said they are eager to spend the time before then working on the legislation he wants, and Obama had scarcely made his remarks when political jockeying broke out over the details.

Senate Majority Leader Harry Reid, D-Nev., issued a challenge to Republicans to join Democrats in sending legislation to the White House as soon as possible.

House Republican Leader John Boehner of Ohio said he hoped the new administration would listen to those "who do not believe increasing government spending is the best way to put our economy back on track."

Nominally, Obama called the news conference to introduce the top members of the economic circle of advisers who will join his administration.

As treasury secretary he turned to Geithner as well as Former Treasury Secretary Lawrence Summers to head his National Economic Council.

In recent months, the 47-year-old Geithner has worked closely with the Bush administration on the bailout of the financial industry, and earlier in his career was involved in responding to international financial crises overseas.

Obama named Christina Romer, an economics professor, as chair of his Council of Economic Advisers. Melody Barnes, a former aide to Sen. Edward M. Kennedy, was named director of the White House Domestic Policy Council.

The appointment of Geithner was the first Cabinet selection Obama has announced, a distinction meant to underscore the economy's importance as he prepares to take office.

Democratic officials have said previously the president-elect is on track to name former rival Hillary Rodham Clinton, the New York senator, as secretary of state, and former Clinton administration Justice Department official Eric Holder as attorney general.

Robert Gates, defense secretary during Bush's last two years in office, is a possible holdover, at least for several months, aides to Obama have said.

The economy is in the tank because Democratic philosophy rules. Fifty-five percent of US automaker sales are pick-ups and SUVs. Because Democrats want a cold turkey approach to curing the economy's addiction to oil, US automakers are in the red. Now the taxpayers who became deliquent on their mortgages because of high gasoline prices have to now bailout US automakers while they take devastating losses as their homes are foreclosed on. Forty-five percent of last month's real estate sales were foreclosures! If the Democrats had a clue they would implement a drill, drill, drill policy to stabalize oil prices in present ranges and protect the US economy from emploding when our enemies find ways to stop oil imports. Once consumers are convinced gasoline will not see $4.00 a gallon in the near future they purchase gas guzzelers giving US automaker the revenue to survive AND invest in new technology for a greener America. The nation needs to manage this transition or be prepared to see a DOW reaching unimaginable low ranges and gasoline prices approaching $7 a gallon by 2012. As for US automakers, Mitt Romney has it right but Barry will not follow his advice because Barry is already running for 2012.

The dem's have not been incontrol of anything for at least 8 years, plus several year during Clinton's administration. You do realize he had a repulican run Senate, right? You do realize that the current Senate has 49 Dem's, 49 Rep's, and 2 independents, right? You do know that in order to break a fillibuster any one group needs 60 votes, right? The American auto makers have been going steadily down hill for at least the past decade - fact. Bush did away with the fuel efficiency requirements so our precious American auto makers could continue to produce gas guzzlers without end. People like you probably bought them and bitched about the price of gas as you are now bitching about drilling.

Your short sightedness is breath taking and pitiful. You are so far off the mark it would be laughable, but it's not because so many just like you continue to play into the hands of those they are getting rich off of your continued ignorance.

Debt equals slavery. It's as simple as that. Unfortunately that means that if you choose to not be a slave you are also choosing to forget about the American dream because it is impossible to achieve without going into massive debt. This is the Catch 22 they deliberately constructed, a no win situation for citizens. Either live free and be poor, or become a slave and take on debt. Can we finally stop calling America the land of opportunity now?

SAVE OUR COMPANIES AND OUR FINANCIAL SYSTEM

Regulations governing short selling were implemented in the United States in 1929 and in 1940 and we need to do it again! We can not afford having our companies driven into CRISIS be Greedy Traders and Banksters in a single week as Citibank was!

We can not Bailout company after company! Who will be the NEXT Bank or Company attacked by the Leveraged Shorts?

Dear conspiracy theorists,

The reason I don't believe in your theories is because there is enough tangible problems and events that are happening to sink my teeth into. If I believe your conspiracy, then why shouldn't I believe another conspiracy? Where does it stop? With one, two, a hundred?

Every conspiracy that I have heard and read is very believable on some level, hence the reason so many people believe them. I just don't have the time or the inclination to spend my days chasing shadows and ghosts, and there isn't a whole lot that I can do about them anyway.

If you guys are right, then we are screvved, and if you are wrong, then I have saved myself a lot of grief worrying about them.

A Theory is some kind of belief that may or may not be TRUE!

It is not a theory that the TAX Code is out of Wack, it is not a Theory that Leveraged Shorting is driving company after company into or near Bankruptcy.

It is not a theory that Banksters are being Bailed out when they are not near Bankruptcy!

It is not a Theory that the Auto Executives are Overpaid!

It is not a Theory that Banksters sliced and Diced High Risk mortgages into Derivatives added Outrageous Fees and sold them as "AAA."

And none of those, to my knowledge, are conspiracy theories. The theories I am talking about have to do with "the group of seven" that supposedly controls the world. Kennedy, 9/11, those types.

I think you need to read up on the definition of a conspiracy theory.

You can't just write off con.spiracy theories as a genre. There are con.spiracy theories and there are con.spiracy theories. For example, based on the evidence mind you, it turns out that the J.F.K. as.sassination was almost certainly the work of a con.spiracy and not a lone n.ut g.unman. Personally I also find the evidence (a lot of it physical) questioning the official account of 9./.11 to be compelling.

A couple of points on con.spiracy theories:

1) One problem is that con.spiracy theorists often CLAIM to have "proved" a con.spiracy when all they have really done is to make a compelling CASE for the plausibility of a particular event being the result of a con.spiracy.

2) Many con.spiracies (like the J.F.K. as.sassination and,arguably in my view, 9./.11) are carried out by PROFESSIONALS, who are masters obviously at covering their tracks -- even to the extent of generating b.ogus (and wrong) con.spiracy theories, the cr.azier the better because this discredits ALL con.spiracy theories.

Until there is indisputable proof, it is a theory, nothing more. There is no actual proof about either Kennedy or 9/11. I admit both of those theories are plausible. It's why they gain so much traction. And it would be easy to believe them.

Though, until someone confesses or papers are found proving these theories then they are just that theories, unproven one way or the other.

If the Auto Executives do NOT make a sound and convincing case for the Bailout Funds then simply replace them! There have to be some talented people at Toyota USA where the TOP EXECUTIVE GETS only $1 million per year who would be willing to fill the void at GM and Ford making twice that!

No Executive taking a Bailout should get more than Toyota USA pays its top people.

If the Executives do poorly we should not punish the companies and the workers, but instead replace the Executives.

It would be rewarding 30 years of predatory pricing, never showing a profit here and in all likely hood you would end up paying twice as much for the same car just like in Japan. AND OF COURSE ALL THE HIGH VALUE PARTS WOULD BE IMPORTED JUST LIKE NOW.. WITH SOME LOW END WAGE ASSEMBLY HERE.

Pls note that within the past 8 years Mazada and Nissan almost went under. and they have a protected market back in Japan in which to make a profit unlike Detroit. Nissan is now run by a Frenchman!

Europe rstricted Asian imports due to their predatory prices to just 20% in the 1980s to protect their market... Korea, Japan and China are not import friendly to anyone.. Build there to sell there.


Your solution sounds like more of the same.... Concede another industry like electronics, appliances, textile, steel, ship building,computers while no one else plays free trade, they play to win for their country.

US EXEC salries are crazy.. Thats said Jpana executives are paid less, but they get their housing, cars, food, club memberships and etc all paid for, So wages are not always the same.

But again we need to go back to 1980 wages when Exec wages were 30 times their avaerage worker and not 410 times.


The way to control these high wages in thru the tax system... After a few million it should be very progressive.... 70% to 90% with high inheritence tax after a 6 million exemption. Thats the way it was under IKE and even Nixon!


That takes care of the greed factor. It hard to say with a straight face that excessive pay has led to better management! No facts support that claim.

The top 2% TRUE Rich have so much discretionary income they will not be bothered by a tax increase! They put their money off-shore and into paintings and parties!

So Taxing the top 2% will have near zero negative impact on the REAL Economy!
Consider a minimum income tax on Gross Income, close the loopholes on the new "TOOLS" thay have devised over the last 8 Years, and Hedge Fund Managers making $500,000,000 should be taxed at the earned income rate.

The IRS was all over my back just for accidentally sending my 2007 tax payment in the same check as my first estimated payment for 2008. They should leave people like me alone and go after those that are truly trying to evade taxes.

Yeah, but on the market it would have been catastrophic. Furthermore, if he hinted on tax cuts, people like Boehner(the biggest tool ever) would try everything to block any type of stimulus package. The man is smart and he knows what he is doing.

I just want also to add, letting the Bush tax cuts expire on their own is not such a bad idea, for now. We need this economy to get back on track, let the rich get richer and then we tax them. BOOM
