A deal with Bill Clinton over his post-White House work helped clear the way for Hillary Rodham Clinton to join President-elect Barack Obama's national security team as secretary of state, reshaping a once-bitter rivalry into a high-profile strategic and diplomatic union.

Obama was to be joined by the New York senator at a Chicago news conference Monday, Democratic officials said, where he also planned to announce that Defense Secretary Robert Gates would remain in his job for a year or more and that retired Marine General James L. Jones would serve as national security adviser.

The officials requested anonymity because they were not authorized to speak publicly for the transition team.

To make it possible for his wife to become the top U.S. diplomat, the officials said, former President Clinton agreed:

_to disclose the names of every contributor to his foundation since its inception in 1997 and all contributors going forward.

_to refuse donations from foreign governments to the Clinton Global Initiative, his annual charitable conference.

_to cease holding CGI meetings overseas.

_to volunteer to step away from day-to-day management of the foundation while his wife is secretary of state.

_to submit his speaking schedule to review by the State Department and White House counsel.

_to submit any new sources of income to a similar ethical review.

Bill Clinton's business deals and global charitable endeavors had been expected to create problems for the former first lady's nomination. But in negotiations with the Obama transition team, the former president agreed to several measures designed to bring transparency to those activities.

"It's a big step," said Sen. Richard G. Lugar of Indiana, the top Republican on the Senate Foreign Relations Committee, who said he plans to vote to confirm Clinton.

The former president long had refused to disclose the identities of contributors to his foundation, saying many gave money on condition that they not be identified.

Lugar said there would still be "legitimate questions" raised about the former president's extensive international involvement. "I don't know how, given all of our ethics standards now, anyone quite measures up to this who has such cosmic ties, but ... hopefully, this team of rivals will work," Lugar said.

Obama's choice of Hillary Clinton was an extraordinary gesture of good will after a year in which the two rivals competed for the Democratic nomination in a long, bitter primary battle.

They clashed repeatedly on foreign affairs. Obama criticized Clinton for her vote to authorize the Iraq war. Clinton said Obama lacked the experience to be president and she chided him for saying he would meet with leaders of nations such as Iran and Cuba without conditions.

The bitterness began melting away in June after Clinton ended her campaign and endorsed Obama. She went on to campaign for him in his general election contest against Republican Sen. John McCain.

Advisers said Obama had for several months envisioned Clinton as his top diplomat, and he invited her to Chicago to discuss the job just a week after the Nov. 4 election. The two met privately Nov. 13 in Obama's transition office in downtown Chicago.

Clinton was said to be interested and then to waver, concerned about relinquishing her Senate seat and the political independence it conferred. Those concerns were largely resolved after Obama assured her she would be able to choose a staff and have direct access to him, advisers said.

Remaining in the Senate also may not have been an attractive choice for Clinton. Despite her political celebrity, she is a relatively junior senator without prospects for a leadership position or committee chairmanship anytime soon.

Some Democrats and government insiders have questioned whether Clinton is too independent and politically ambitious to serve Obama as secretary of state. But a senior Obama adviser has said the president-elect had been enthusiastic about naming Clinton to the position from the start, believing she would bring instant stature and credibility to U.S. diplomatic relations and the advantages to her serving far outweigh potential downsides.

Clinton "is known throughout the world, very smart, a little harder line than Senator Obama took during the campaign," said Sen. Lindsey Graham, R-S.C., a close McCain friend and adviser who is on the Senate Armed Services Committee.

Sen. Jack Reed, D-R.I., a senior member of the Armed Services Committee, said the Clintons will have to tread carefully to avoid the appearance of conflicts.

"The presumption will be that both Secretary of State Clinton and former President Clinton will be very judicious in what they take on because there's a new dimension here," Reed said. "I think they've put up a good framework. This disclosure, this transparency is the right way to go."

Lugar and Reed both spoke on ABC's "This Week." Graham was on "Fox News Sunday."

PART I

First of all, I would love to know who is the coward "official" that does not want their name used as they devulge sensitive information that should be rightfully introduced by Obama concerning his selection of cabinet members. I hope they slip up and be exposed and their employment status terminated. That person or persons truly deserve it for their lack of professionalism and loyalty to the mechanism of order of communication to the press.

I do not particularly care for Hillary as the Secretary of State but I will wait and see if she proves me wrong that she has "matured" and will not bring her playground mentality to this very important appointment. I hope that she will prove me wrong about her possibly introducing methods of manipulation seeking to bring about her "foreign policies" rather than implement his....and if indeed I am right...I hope that Obama terminate her employment immediately and I would like to give her faithful followers a fair warning:

You do understand that this position that Hillary is undertaking...is described as one in which she serves at the "pleasure of the President" which means SHE has to carry out HIS vision and NOT her own. You do understand that this position dictates that she is to not maneuver her way to promote her own agenda and if there is any thread of evidence that she has gone off the "reservation" or "Obama agenda" and she is FIRED...NO WHINING..

To tell you the truth, I don't think Hillary really want this job. I think she and her husband, in their VINDICTIVE mode, just do not want Bill Richardson to get it. Remember it is pay back time for Richardson

And rightly so. He owes his entire career to the Clintons and was a personal friend of long-standing. He chose to stab them in the back when he figured he could cut himself a better deal with then-Senator Obama.

I always liked Bill Richardson, he's a charming guy. Unfortunately, he's a base opportunist who turned on his oldest and truest friends at the first sign that they might not be able to provide him with any more patronage positions.

If the President-elect feels that he owes Richardson a plum spot for his treachery, so be it. But he can never trust Bill Richardson and he knows it, too. The President-elect is no fool.

My question is simply why is it necessary to have Mrs. Clinton in the administration? And what's with making deals to accomplish it? Isn't there an inherent problem with having to parlay to fill a position? Especially when Bill Clinton is involved, as we all (should) know he's not an honest man.

Clinton's appointment to Secretary of State shouldn't be the train-wreck that many are predicting. It was important to keep her from the Presidency, because in a roll with no supervision (except the Press), a person’s character faults and personality disorders are more significant that their strengths.
With SOS, she is accountable. Hillary's basic problems have always been her arrogance and her ruthless ambition. It's apparent to me watching Hillalry 2008 and comparing with Hillary 1992 that most of the arrogance has been burned out of her. Her ambition is no longer a factor. She has no chance in 2012, she will be almost 70 in 2016. SOS 2008-2012 is the make or break for the Legacy of Hilllary Clinton and for that matter the shrinking legacy of the Clinton's 1990’s presidency. Their legacy is tied to the success of the Obama first term, and they will work hard to make it a success.
I personally am not overly fond of the Clinton Presidency, but it is a good thing that Obama is recycling some of the Clinton experience - especially in term 1.

Powers is back for the transition team, not the State Department. I assume he brought her back re: transition, because she's a expert on genocide, so knows all the Bushies who work on that issue. I read her book.

Does anyone here seriously doubt that Clinton's vote for the war was strategic--she knew she would be seeking the office of the Pres i dency and didn't won't the repubs to throw a vote against the war in her face. O ba ma wasn't even on the scene, she didn't anticipate him at all, no one did. Because I am appalled at mass slaughter, I would not have been able to vote for anyone who supported Bush's war, despite a lifelong record of voting for Democrats. Senator Clinton supported the war up until the time she began running for President and it became apparent that the Democratic base was largely anti-war (in this particular instance). If her support of the war was a strategic decision to further her own political career rather than based on a deeply-held belief, it is heinous. Hundreds of thousands of lives have been lost and hundreds of thousands of people have been injured or displaced. There is nothing that can be said in anyone's defense who was willing to support this strictly for political reasons.

If President Obama finds a rational way out of the mess we're in in Iraq, restores our international reputation with regards to human rights, revitalizes our economy & shifts it to a sustainable energy model, and passes meaningful health care reform, I'll be satisfied. I'm sure I'll have serious disagreements with some of his policies, and I'll be disappointed by some of the compromises he'll make, but if he gets these major changes through, then I'll regard him as a great president.

And what is your criteria or demarcation that that would lead you to change your mind about Obama? I suspect that there isn't any -- no matter what he does or how he does it, you would still oppose him. So what is to be gained from caring at all what you think?
If you have do one (for example, getting Bin Laden, firing Hillary ___ WHATEVER), I suggest you post it publicly, hold yourself accountable to not being negative for the sake of being negative, and -- if and when that line is crossed -- come out as an Obama supporter.

Obama and Clinton have very similar foreign policy views, and always have had.

It is very smart of Obama to choose more hawkish national security team members, so that his far less hawkish goals can be more easily defended from right-wing attacks, which you know will be coming his way.

We'll be watching, Obama.

If she hires a bunch of FOB's and political hacks and installs them at State, this is a train wreck.

I'll be looking at the quality of her hires. If her foreign lobbyist brother gets anywhere near a State Department position, it'll be scandal from Day One.

If the Clintons use this appointment as a way to cement their political power, the Democratic Party, and Obama's Presidency, will be damaged, and damaged badly.

Look for quality hires. If the hires are based on political patronage, we're screwed.

supposedly the reason for the long drawn out process so far was so that Lady M could choose her underlings. No doubt Bill will be aiding in that. I am sick of both of them and am very unhappy with his choice to bring their drama back. The Cl in tons have little respect for each other I doubt that they feel any alligiance to anyone but themselves.
