A deal with Bill Clinton over his post-White House work helped clear the way for Hillary Rodham Clinton to join President-elect Barack Obama's national security team as secretary of state, reshaping a once-bitter rivalry into a high-profile strategic and diplomatic union.

Obama was to be joined by the New York senator at a Chicago news conference Monday, Democratic officials said, where he also planned to announce that Defense Secretary Robert Gates would remain in his job for a year or more and that retired Marine General James L. Jones would serve as national security adviser.

The officials requested anonymity because they were not authorized to speak publicly for the transition team.

To make it possible for his wife to become the top U.S. diplomat, the officials said, former President Clinton agreed:

_to disclose the names of every contributor to his foundation since its inception in 1997 and all contributors going forward.

_to refuse donations from foreign governments to the Clinton Global Initiative, his annual charitable conference.

_to cease holding CGI meetings overseas.

_to volunteer to step away from day-to-day management of the foundation while his wife is secretary of state.

_to submit his speaking schedule to review by the State Department and White House counsel.

_to submit any new sources of income to a similar ethical review.

Bill Clinton's business deals and global charitable endeavors had been expected to create problems for the former first lady's nomination. But in negotiations with the Obama transition team, the former president agreed to several measures designed to bring transparency to those activities.

"It's a big step," said Sen. Richard G. Lugar of Indiana, the top Republican on the Senate Foreign Relations Committee, who said he plans to vote to confirm Clinton.

The former president long had refused to disclose the identities of contributors to his foundation, saying many gave money on condition that they not be identified.

Lugar said there would still be "legitimate questions" raised about the former president's extensive international involvement. "I don't know how, given all of our ethics standards now, anyone quite measures up to this who has such cosmic ties, but ... hopefully, this team of rivals will work," Lugar said.

Obama's choice of Hillary Clinton was an extraordinary gesture of good will after a year in which the two rivals competed for the Democratic nomination in a long, bitter primary battle.

They clashed repeatedly on foreign affairs. Obama criticized Clinton for her vote to authorize the Iraq war. Clinton said Obama lacked the experience to be president and she chided him for saying he would meet with leaders of nations such as Iran and Cuba without conditions.

The bitterness began melting away in June after Clinton ended her campaign and endorsed Obama. She went on to campaign for him in his general election contest against Republican Sen. John McCain.

Advisers said Obama had for several months envisioned Clinton as his top diplomat, and he invited her to Chicago to discuss the job just a week after the Nov. 4 election. The two met privately Nov. 13 in Obama's transition office in downtown Chicago.

Clinton was said to be interested and then to waver, concerned about relinquishing her Senate seat and the political independence it conferred. Those concerns were largely resolved after Obama assured her she would be able to choose a staff and have direct access to him, advisers said.

Remaining in the Senate also may not have been an attractive choice for Clinton. Despite her political celebrity, she is a relatively junior senator without prospects for a leadership position or committee chairmanship anytime soon.

Some Democrats and government insiders have questioned whether Clinton is too independent and politically ambitious to serve Obama as secretary of state. But a senior Obama adviser has said the president-elect had been enthusiastic about naming Clinton to the position from the start, believing she would bring instant stature and credibility to U.S. diplomatic relations and the advantages to her serving far outweigh potential downsides.

Clinton "is known throughout the world, very smart, a little harder line than Senator Obama took during the campaign," said Sen. Lindsey Graham, R-S.C., a close McCain friend and adviser who is on the Senate Armed Services Committee.

Sen. Jack Reed, D-R.I., a senior member of the Armed Services Committee, said the Clintons will have to tread carefully to avoid the appearance of conflicts.

"The presumption will be that both Secretary of State Clinton and former President Clinton will be very judicious in what they take on because there's a new dimension here," Reed said. "I think they've put up a good framework. This disclosure, this transparency is the right way to go."

Lugar and Reed both spoke on ABC's "This Week." Graham was on "Fox News Sunday."

Clinton for Secretary of State is a particularly disappointing selection on Obama's part. Although Hillary demonstrated heroic loyalty to Obama after she lost the nomination and I am not at all hostile to Hillary serving in an important position in the Obama Administration, Hillary lost the nomination because she lacked the judgment in international relations to wholly reject the warmongering policies of the neocons. To this day she has not apologized for putting the lives and limbs of my military family members, and millions of other military family members like mine, in harm's way against the interests of the United States.

She supported labeling a part of the Iranian military a terrorist organization, in effect giving Bush authority to attack Iran according to Senator Jim Webb. She continually articulated a close-to-neocon predisposition and demonstrated an incredibly narrow world view -- exactly the opposite of what she needs to perform as a competent Secretary of State. It is even more disappointing because the most qualified person for Secretary of State in generations, Bill Richardson, is there for the asking. Richardson has the exact perspective, judgment and international and negotiations experience necessary to supplement Obama's stated goals of switching from depression-causing cowboy militarism as our foreign policy to effective negotiations. Hillary doesn't have those talents based on her record, although she has many valuable talents. This choice demonstrates Obama probably would have voted for the Iraqi invasion if he were a Senator at the time.

Your critique of Senator Clinton was substantive and correct, nonamnesiac. But I do like to believe Obama would NOT have voted for the war had he been in the Senate. I guess we will never know. Had he been in the Senate at the time and voted for the war, I would not have voted for him, either in the primary or the general election, as support for the war in Iraq is too large a faux pas to pass over.

What I saw was both Bill and Hillary being VERY reluctant supporters of Obama, conducting a whisper campaign that he could never win, bolstering John McCain, and joining Obama to steal some spotlight and protect their own images, only after he took a signficant lead in the polls.

Did y'all pay any attention to Obama's managerial style during the campaign? He had complete control over all members of his campaign. It's the reason he'll be moving into the White House and it's the reason he'll have control over all members of his cabinet--including Hillary.

Obama had a very strategic, disiplined campaign earning the moniker "No Drama Obama." But in the transition, since he has surrouned himself with Clinton staffers and started "negotiating" with the Clintons, there have been constant leaks, constant drama, rumors, denials, misinformation, distortions...... very reminiscent of the Clinton White House. It raises major concerns among Obama supporters who want change and DO NOT WANT THE CLINTONS BACK. Appointing Hillary is the one thing Obama could do to raise doubts, even among core loyalists. We hope he is still wise, and not being co-opted by the Clinton agenda and poltiics of division.

Everyone who is freaking out about this appointment is forgetting two things:

First - the position of SOS is about relating to World Leaders, not internal US politics. Condi had no heft and was just a shill for W so was largely ignored by said leaders. HRC is recognised the world over as her own person and has a huge amount of international respect which she can build on immediately. Vital in the present climate.

Second - PEO is her boss and can sack her any time he chooses!

I was one of those Obama supporters from the very beginning that was dead set against Hillary getting the nom. After watching her throw her support behind Obama during the convention and her subsequent campaigning for him, my tune changed. Hillary is a class act.

She'll make a classy Sexy of State. I'm stoked for this announcement.

Seems like I missed the party. I'll chime in just the same. I can't stand these people, and I hold Bill personally responsible for giving the presidency to the Republicans (I was a closet anarchist at the time). She lies so much she has trouble determining fact from fiction. That alone probably makes her qualified as a diplomat. I say it's a brilliant move on Mr. President-Elect's part. He's got someone that will lie through her teeth if need be, keeps an enemy for 2012 in plain sight and keeps her busy, and brings Bill to heel. Outstanding I'd say.

i'm sorry i just do not feel hillary for this postion.. obama is making a big mistake .. i campaigned for him to put in office not to relive the "clinton era" . i do not dislike her but she said and did thing that forever stay in my mind it would not be a good union. she's polerizing.

I think there are Obama supporters who seriously believe that he consults their opinions on HuffPo before making decisions. A few have actually posted things like "now that we're in office..." This notion is pretty delusional, IMO.
