A deal with Bill Clinton over his post-White House work helped clear the way for Hillary Rodham Clinton to join President-elect Barack Obama's national security team as secretary of state, reshaping a once-bitter rivalry into a high-profile strategic and diplomatic union.

Obama was to be joined by the New York senator at a Chicago news conference Monday, Democratic officials said, where he also planned to announce that Defense Secretary Robert Gates would remain in his job for a year or more and that retired Marine General James L. Jones would serve as national security adviser.

The officials requested anonymity because they were not authorized to speak publicly for the transition team.

To make it possible for his wife to become the top U.S. diplomat, the officials said, former President Clinton agreed:

_to disclose the names of every contributor to his foundation since its inception in 1997 and all contributors going forward.

_to refuse donations from foreign governments to the Clinton Global Initiative, his annual charitable conference.

_to cease holding CGI meetings overseas.

_to volunteer to step away from day-to-day management of the foundation while his wife is secretary of state.

_to submit his speaking schedule to review by the State Department and White House counsel.

_to submit any new sources of income to a similar ethical review.

Bill Clinton's business deals and global charitable endeavors had been expected to create problems for the former first lady's nomination. But in negotiations with the Obama transition team, the former president agreed to several measures designed to bring transparency to those activities.

"It's a big step," said Sen. Richard G. Lugar of Indiana, the top Republican on the Senate Foreign Relations Committee, who said he plans to vote to confirm Clinton.

The former president long had refused to disclose the identities of contributors to his foundation, saying many gave money on condition that they not be identified.

Lugar said there would still be "legitimate questions" raised about the former president's extensive international involvement. "I don't know how, given all of our ethics standards now, anyone quite measures up to this who has such cosmic ties, but ... hopefully, this team of rivals will work," Lugar said.

Obama's choice of Hillary Clinton was an extraordinary gesture of good will after a year in which the two rivals competed for the Democratic nomination in a long, bitter primary battle.

They clashed repeatedly on foreign affairs. Obama criticized Clinton for her vote to authorize the Iraq war. Clinton said Obama lacked the experience to be president and she chided him for saying he would meet with leaders of nations such as Iran and Cuba without conditions.

The bitterness began melting away in June after Clinton ended her campaign and endorsed Obama. She went on to campaign for him in his general election contest against Republican Sen. John McCain.

Advisers said Obama had for several months envisioned Clinton as his top diplomat, and he invited her to Chicago to discuss the job just a week after the Nov. 4 election. The two met privately Nov. 13 in Obama's transition office in downtown Chicago.

Clinton was said to be interested and then to waver, concerned about relinquishing her Senate seat and the political independence it conferred. Those concerns were largely resolved after Obama assured her she would be able to choose a staff and have direct access to him, advisers said.

Remaining in the Senate also may not have been an attractive choice for Clinton. Despite her political celebrity, she is a relatively junior senator without prospects for a leadership position or committee chairmanship anytime soon.

Some Democrats and government insiders have questioned whether Clinton is too independent and politically ambitious to serve Obama as secretary of state. But a senior Obama adviser has said the president-elect had been enthusiastic about naming Clinton to the position from the start, believing she would bring instant stature and credibility to U.S. diplomatic relations and the advantages to her serving far outweigh potential downsides.

Clinton "is known throughout the world, very smart, a little harder line than Senator Obama took during the campaign," said Sen. Lindsey Graham, R-S.C., a close McCain friend and adviser who is on the Senate Armed Services Committee.

Sen. Jack Reed, D-R.I., a senior member of the Armed Services Committee, said the Clintons will have to tread carefully to avoid the appearance of conflicts.

"The presumption will be that both Secretary of State Clinton and former President Clinton will be very judicious in what they take on because there's a new dimension here," Reed said. "I think they've put up a good framework. This disclosure, this transparency is the right way to go."

Lugar and Reed both spoke on ABC's "This Week." Graham was on "Fox News Sunday."

The drama won't stop, it's merely beginning. Hillary is a very polarizing figure, you either like her or you hate her. As I've said many times before, I disagree with Obama's decision, but I am not disagreeable. If Hillary Clinton surpasses my expectations, I'll be here to admit I was wrong and throw my support behind her. Right now I support President elect Obama and trust him more than Hillary.

I am positive that Hillary did not bring all of these things out in the open. At lot of it was FOX-News. Sean Hannity was chomping on Wright for almost a year before it became an issue. He was also the one who introduced us to the Ayers nontroversy and keep it a part of his nightly talking points.

What Hillary did that was beneficial in hindsight was to prolong the primary season allowing Obama to show voters how he handles controversy and highly charged situations.

By the time the GE campaign started Obama had already addressed those issues and they had become old news. The Ayers story was especially useless because no one cared about him before the campaign and no one really cares about him now. He also was not very scary looking and kept his mouth shut during the campaign.

People in foreign countries could care less about these domestic issues.

Hillary has gravitas because :

o they'll view her as someone who Could have been a President of the United States.

o she is the wife of a former President who still has world wide respect.

o most of the world leaders know WHO she is because she has been in an international spotlight since 1992.

o adversarial countries know that she has no problem playing the bad cop in diplomatic games and if given the chance she personally would beat the water out of you.

o she is the most powerful WOMAN in the WORLD, bar none. Lots of other women in the World Would/Will follow her lead. ( No snu snu for you my husband ! )

Posts like this one are exactly why people have a problem with Hillary: her supporters are rude and disrespectful towards those who disagree. Just because I'm not in the tank for Hillary does not give anyone a right to insult me, or anyone who disagrees with this appointment. PE Obama has said that he's going to make decisions he's not going to agree with, this Cabinet appointment is one of them. Frenchie why can't we agree to disagree and move on? This whole back and forth with the insults is really getting old, especially since I've already apologized for my half of the insults.

After 8 years of diplomacy by gunpoint and the complete destruction of 200+ years of American goodwill, we cannot afford to "give it a chance". This being said, it might be a smart move to position HRC as a "fuse" at State Department. We're only going to get more bad news for the next couple years and why not let her wear the hat ...

Anyone have a better theory?

She wasn't chosen for her experience and expertise ... and she's not a threat in the Senate or elsewhere ...

Maybe he actually believes she has a following and therefore needs to buttress the party.

I was highly critical of Hillary during the primary. But the primary is ancient history as far as politics goes. This is a wise choice that will help reunite the Democratic party behind Obama's agenda.

HRC is very experienced, but she will NOT be a good secretary of state. I understand and respect the whole "team of rivals" thing, but you have to realize that during the campaign HRC and Obama had the most differences in foreign policy not domestic issues. Plus, regarding Israel and Palestine, Hillary is a radical. She believes Palestinians should not get sovereignty which is completely against Obama's policies. It is good to have a voice that disagrees with you and is independent in the cabinet, but you can't have someone who differs with you in key issues such as diplomacy with enemies!

I personally hoped HRC could be more involved in domestic issues such as health care because that is the area where she contributed the most to. However Obama gave the post of Sec. of HHS to Tom Daschle which is not a bad choice. So in the end, it is just best for Hillary to continue working hard in the senate and stay put. But Obama is a smart man so maybe there is something that he sees that I don't in the selection of HRC.

If Clinton does not perform to Obama's satisfaction, he can replace her, which would be political suicide for her. She will do what she needs to do to advance her political career, which is: be a good Secretary of State.

The Israeli/Palestinian peace process has been stagnant and ignored by the US for eight years. Who better to push through a Palestinian state than a tough player with impeccably pro-Israeli credentials? That's what is required, President-elect Obama and Secretary of State-designate Clinton will provide it.

Fingers crossed that they have a tremendous success there.

I'm not a supporter of Hillary and I'm not happy at the appointment. But I realize that Obama must have something up his sleeve. I'll disagree with this decision and won't hold it against President Obama until the time comes, if it does at all.

I agree to a point. I suspect a lot of the people complaining about this are not true blue Obama supporters. Some of these folks hate Obama are are bashing him for sport. But some are truly disturbed by this and I can understand. Hill is not my first choice and if I had a say, I would say NO, but Obama made his choice and I will respect his decision.

Obama is in a much better position to determine whether picking Hillary for Secretary of State is a wise choice than any of the people commenting here. He has a lot more information to base his decision on than any of us have.

I don't care for Hillary Clinton after the way she treated President-Elect Obama during the primaries. But she went a long way in redeeming herself during the general election. She fought for him and I appreciate that. Obama obviously forgave her and I do, too. She just needs to rebemer who is the BOSS. If she steps out of bounds or forgets who is in charge, PE Obama must fire her.

"How do you choose up sides on a round planet?"

The only thing I continue to see evidenced is Obama as a pragmatist, more concerned with solutions than with which party he belongs to.

He is by his very nature a leader ... "Who can we engage, What is the problem, How can we get the job done." And he's done this throughout his campaign. This is what caught my attention.

Hillary appointment serves a purpose ...she has knowledge, experience, leads when necessary and is a team player. I see this a another win-win choice.

I have to apologize for my behavior on this thread and the other Hillary thread regarding Hillary supporters. My behavior was innapropriate and beyond the pale.

I was merely trying to express my views concerning this pick for Secretary of State. I have never been a Hillary fan, this is one of those decisions Obama talked about that many would disagree with. I realize the potential Hillary has, but I still have no reason to trust her just because Obama is picking her, just like I wouldn't trust John McCain or Sarah Palin if they were being picked.

Now I know a lot of Hillary supporters are happy, and want to brag. Congratulations. I hope Hillary Clinton does well and serves at the will of the President like she's supposed to. Best of luck to PE Obama and Hillary.

Sometimes I speak my views, and people don't like them. Heck they're my views, and I don't appreciate those out there trying to dictate how I think. I like to be as much a straight talker as possible, I aim to be a person like Joe Biden. I had the luck of meeting him at a rally during the election season, what a class act that man is, glad he is our VP elect.

Again I'll tell it like it is, don't like it, agree to disagree and move on. I don't accept childish behavior or insults, as it is beneath me.
