Obama Pick Gives Arizona A GOP Governor

WASHINGTON — President-elect Barack Obama's Cabinet picks Monday are sweet political gifts for the Republican who'll become governor of Arizona and the yet-to-be-named Democrat who'll assume Hillary Rodham Clinton's Senate seat.

Under Arizona state law, the ascension of Democratic Gov. Janet Napolitano to Homeland Security Secretary will mean Arizona Secretary of State Jan Brewer will assume the reins there. In New York, Clinton's planned departure means Gov. David Paterson will have a month or more to choose a successor for her.

Rep. Nita Lowey, one of the more prominent potential Clinton replacements, told The Associated Press that she will remain in the House and not take Clinton's job.

The 71-year-old Lowey said she isn't interested in giving up her hard-earned seniority on the House Appropriations Committee _ a position which happens to give her a great deal of say over the budget of the State Department which Clinton may soon lead.

"Even though it's a great honor to be considered, for me, it makes more sense and I can accomplish more for my district, the state, and the country, if I stay in the House of Representatives," Lowey said in a phone interview with The AP.

Clinton "would be an outstanding secretary of state and frankly in my position as the chair of the subcommittee that funds the Department of State and all foreign aid, I'm thrilled to have the opportunity to work with her in the future," Lowey said.

Lowey had been expected to seek the Senate seat back in 2000, but stepped aside for Clinton, then the first lady.

In New York, the next senator is almost certain to be a Democrat, and adopt many positions similar to Clinton. That is unlikely to be the case in Arizona.

Brewer, 64, is a veteran Republican officeholder, with more than two decades as a legislator, a Maricopa County supervisor and secretary of state. Arizona does not have a lieutenant governor.

Brewer had a reputation as a fiscal hard-liner and conservative on social issues while a legislator in the 1980s and 1990s, so her taking over the governorship would mean a new approach from Napolitano's direction. A spokesman for Brewer's office didn't immediately return a call for comment after Obama's official announcement.

The jockeying to replace Clinton in the Senate began well before the announcement; Gov. Paterson's decision not to make a decision on a successor until January likely means a frenetic holiday season for New York politicians.

"You can ask me this question a million times, I'm not getting into who the candidates are, what do I think of them," the governor said.

Among those mentioned as potential successors are New York Attorney General Andrew Cuomo, Buffalo Mayor Byron Brown, and a host of representatives in Congress.

Reps. Kirsten Gillibrand and Brian Higgins would satisfy those seeking someone from upstate New York. New York City contenders include Reps. Carolyn Maloney, Jerrold Nadler, and Nydia Velazquez. Rep. Steve Israel and county executive Tom Suozzi would presumably strengthen the Democratic state ticket in their vote-rich home turf of Long Island.

Then there are the longshots: environmentalist Robert F. Kennedy, Jr. and his cousin Caroline Kennedy. Former President Bill Clinton's spokesman, Matt McKenna, said Clinton won't succeed his wife in the Senate, calling the notion completely false and saying that Clinton is excited to expand the work of his foundation. Clinton's work has already led to agreements to provide lower-cost AIDS/HIV drugs to 1.4 million people worldwide.

Whoever is chosen will have to campaign in a special election in 2010, at the same time Paterson and New York's senior senator Charles Schumer are on the ballot. The seat would then come up for election again in 2012, when Clinton's current term would have expired.

"I do think it should be a woman," said Maloney, who called Obama's selection of Clinton "brilliant," and suggested Paterson look for a similar record of competence in "someone who will work their heart out in a very challenging time for the state."

Gillibrand said she thinks Paterson will seek "a good partner for Sen. Schumer to balance all of the state's interests."

Schumer, an increasingly powerful figure in the Democratic party, declined to discuss the selection process.

And with Clinton remaining in office until she is confirmed as Secretary of State, groups will have plenty of time to beg or bluster on behalf of their favored candidate.

Paterson doesn't lose much by waiting, except possibly some peace and quiet over the holidays.

An early resignation and appointment doesn't affect the U.S. Senate's all-important seniority rankings when it comes to committee assignments. Senate Democratic Secretary Lula Davis said that even if a replacement was picked and sworn in next week, that person would be considered no more senior than any of the newly elected senators coming to Congress in January.

Abortion is killing....But, I guess this country wants someone who doesn't know what the hell is going on Military wise and who wants women to kill a child and wants our taxes to go up and schools to fall apart...Boy sounds like something wonderful is coming our way.....Janet at least is someone who would say no when it comes to good things for that state.....AZ rocks my socks off and I can't wait to one day move back there....GO ARIZONA!!!!!

I want everyone to know something....I don't think AZ will ever go blue....The many years that I lived there, they won't go blue....How many people from AZ have ran for Presidency??? Ya, quite a few and yes they didn't get picked, but still they never changed blue.....I think for everyone out there that doesn't know anything about AZ needs to shut up and stick to their own State.....Janet was the best thing for AZ...When they wanted to pass a bill, she would say "no," why?? Because she knew it was for the best......

Please don't bash Arizona. We are being taken over by one of the scary right wingers in the state. You saw how much damage Bush did in 8 years I have a sinking feeling that Brewer will be the Bush of our state. We really depended on Janet to keep a lid on the right wing and now they are in charge again! We are not uninformed voters, we just have a very old conservative population and it is near impossible to move them from their 19th century thought pattern!

Joe Arpaio and Andy Thomas prove that the voters of Maricopa County are uninformed.
Sheriff Joe and Thomas are scary and corrupt right-wingers, so it'll be perfect with Brewer in charge.
It's going to be a very long 2 years.
Get ready for higher taxes, cuts in education, loosening of environmental protections, and tax cuts for the developers and corporations.
One step forward for Janet, and ten steps back for Arizona.

I don't think it's necessary to list all the changes coming to AZ under Jan Brewer and the GOP Legislature.
The Republican Party sticks with the same ideology, so everyone knows what to expect.

Good bye to all day kindergarten and funds for education.
Good bye to environmental protections.
Hello to new taxes, but tax cuts for corporations and developers.

The majority of states voted for progressive change, but not Arizonans, who took a step back and with Jan Brewer taking over the helm, the state will regress further.
I hope Arizona can survive 2 years of GOP leadership, but with the last election, it appears as though Arizonans don't want to move forward.

She would still have to win election in 2010.

And how does the Governor have ANYTHING to do with how the people of the state vote? Just having a Repub Gov that slipped into office doesn't change how everyone will vote. Indiana has a Repub Gov and it went Blue. A few north eastern states are solid blue but have Repub Govs. Hawaii is solid blue but has a Repub Gov.

Janet Napalitano will do well has a Homeland Security Director, but we are screwed here in Arizona. The Rich will get richer and the poor will get poorer. We are building more prisons than schools. The first thing cut here in our state is funding for all of our public schools. We are already the 50th state in spending in the U.S. Hopefully Terry Goddard our Dem. Attorney General will make a run for Governor and Napalitano's success as Homeland security advisor will change the mind of Arizonans in Maricopa County, a highly Republican and highly racist, highly corrupt county that tips the scales in voting for the office of Governer across our State. Pima County voted for Democrats but Raul Grivalva and Gabby Giffords can only do so much.
I am very scared for our children and for all minority races here in Arizona with a Republican State Congress and Governer. I guess things have to hit rock bottom before things get better.

Gov. Napolitano is a fine person. She's a workaholic. She travels all over the state to meet people and listen to their concerns.
As for Brewer, if I lived through Bush. I guess I can live through her.
Keep an eye out for Andy Thomas our DA. he's a doozy.

You have to admit (well you probably wouldn't) that the presidential election in AZ was much closer then anyone would have guessed it would have been. Especially with a home boy in the race. Take a look at the neighboring states.....and the changing population. It's not going to happen overnight, but it's starting to trend that way.

Due to the economic crisis, many states are now suffering. With the housing market collapse in AZ (one of the states that has suffered the most), tax revenues are down, and this trend will only continue. Until recently, she's been fairly successful in balancing the budget.
