BigThink interviewed President-elect Obama's National Security Adviser, Ret. Gen. James Jones.

What principles guide your energy plan?

Well, we think that... Obviously, we need to do much better at
diversifying the supply base. We're obviously overcommitted on one
particular aspect, and that's oil and perhaps gas at some point, but
certainly oil. The transference of wealth to other countries is
historic and certainly not what we would recommend in terms of a level
playing field. But we think that with the diversity that we can
bring, the technology that we can muster to harness this diversity,
the reliability, the affordability, the respect for the environment
and climate and also bringing into focus the urgent need to modernize
and improve our infrastructure, are some of the things that just have
to be addressed comprehensively.

What are your specific prescriptions for solving the energy crisis?

We call, in our report, for example, we suggest that it's time to
consider an end to the moratorium on the production of oil and gas off
our lands and off our shores. This is something that should be
discussed and it shouldn't be rejected out of hand. We propose
increase in research and development, incentivizing research for clean
coal technology, including carbon capture and storage. Again, more
needs to be done on this issue. We think we should invest in
alternative fuels and renewable energy. We should get serious about
energy efficiency in all across our sectors. And we should modernize
and protect the energy infrastructure that we have. And we should
provide for a new and more streamlined regulatory framework for energy
investments but one that is much more rapid and much more agile so
that we can deal with the problem in real time

What can the US government do?

For example, I think there's general acceptance that, in some manner,
the nuclear sector has to be reenergized and reinvented. We led that
field for many, many years but we haven't built a nuclear power plant
in this country in over 30 years. Getting that started again is going
to take some incentives and some guarantees that only the government
can give for people who are going to invest billions of dollars to
bring this on line.

How do we encourage innovation?

So, around the country, we have an awful lot of universities that have
labs. We have science and technology centers that are working on
this. The good news is, in a free market like we have, is that people
have figured this out long before people like me have and they've been
working on it for years. The question is how do you harness it? How
do you bring it all together? And what's the right level of support
that the government has to bring to incentivize the most promising
technologies? And I've no doubt that this is the cornerstone to what
will solve our problem and restore American leadership on a global
scale on a very important problem.

Remind me again why we're interested in the Middle East?

As long as we need foreign entities to supply us with energy, it's going to be in the realm of "National Security"

"...it's time to consider an end to the moratorium on the production of oil and gas off
our lands and off our shores."

Well, hasn't he started off on the wrong foot already? There is no "Moratorium" on exploration. The Oil and Gas Behemoths already own thousands and thousands of leases of public lands that they purchased because they contain oil or gas, and that they Refuse to dig on!

What they want is the keys to the Kingdom, the right to give themselves the greatest land grant the world has seen, one that would make the settling of the West with their paltry farm and ranch titles, look like chump change. Add to that the lands where wells have been capped or new exploration avoided, and were talking some serious acreage.

He is spouting the neo-con Corporatist line already, and he hasn't even been sworn in!

General Chevron.

Wasn't Condi on the board of Chevron? Didn't they name an oil tanker after her? I think so, and it wasn't because she had a big butt.

I'm as big a supporter of O as anybody, but I hope he isn't being hoodwinked by the neocons led by Rahm.

I guess we can only wait and see. Wait and see.

You think compartmentalizing the two is the right strategy. Isn't our national security policy intimately tied to our energy policy (and visa versa)? If we have these people stay in their boxes and not think interdisci­plinarily, then we'll have more of the same that we've had for the past 8, hell 30, years. National security only interested in reactively trying to address terrorism and defend our oil dependendence by invading other countries, and our energy policy just drilling more, and taking over other nation's oil reserves?

Our national security is heavily dependant on our energy policy. Cheney's (secret) energy policy was to invade Iraq and take over their oil to ensure cheap oil for the west. No conservation, no alternative energy, no nothing other than just pillage and plunder -- steal basically. That energy policy, such as it was, failed miserably. And now we have a national security crisis.

That's just at one level. The two are intertwined at so many other levels as well.

People need to chill out a little ,the guy isn't even in office yet.
Jones can voice an opinion on things just like us,But! That does'nt mean It's going to go that way,Don't forget if Obama thinks he is undermining him, he can just as easily get rid of him to.Jones can say what he wants,Obama said it will be his!!!! policies,I didn't know Energy was a part of national security,if it isn't,then it doesn't matter what Mr Jones wants. Watch him probably get reprimanded for this interview hahahahhahh

Agreed. I'm as green as the next guy, but the reality is we still have to look at all aspects of how this country deals with energy, including where we get it from, how to protect it etc....The paradigm hasnt' shifted yet and at least this guy is looking at the bigger picture.

He wants to invest in alternative fuels and renewable energy, and get serious about energy efficiency in all across our sectors. He is correct about the dangers of transference of wealth to other countries. The money we spend to buy oil from the middle east is what helps support the Terrorists and their activities.

I am beginning to question Obama a little bit.
As Darcy put it, General Jones may be known as General Chevron.
He's on the board of directors for them, they're oil!!!

It doesn't make any sense.
I'm beginning to wonder that while Obama is intellectual pragmatic change.
I'm not so sure about some of what he said during the campaign will come to fruition with the hiring of people like Jones.

Same old, same old it seems.
