The Obama team's decision to drop the idea of forcing oil and natural gas companies to pay a tax on their windfall profits has caused a firestorm among liberals and small business coalitions.

As first reported in the Houston Chronicle, Obama's reference to a windfall profits tax, which he articulated during the campaign at a time of skyrocketing gas prices, had been removed from the transition team's Website, change.gov:

President-elect Barack Obama has quietly shelved a proposal to slap oil and natural gas companies with a new windfall profits tax.


An aide for the transition team acknowledged the policy shift Tuesday, after a small-business group discovered the proposal -- touted throughout much of the campaign -- had been dropped from the incoming administration's Web site.

"President-elect Obama announced the policy during the campaign because oil prices were above $80 per barrel," the aide said. "They are below that now and expected to stay below that."

At liberal blog Campaign For America's Future, David Sirota writes:

Between this move and the move to wait to repeal the Bush tax cuts for the wealthy, it seems like the Obama team is buying into the right-wing frame that raising any taxes - even those on the richest citizens and wealthiest corporations - is bad for the economy. Of course, that frame is debunked by history. And while sure, it's OK to rack up deficits so as to spend our way out of the economic crisis, it's sorta silly to ignore the tax moves that could be implemented to limit those deficits where possible.


Oh, and one last thing - if oil prices are down and oil industry profits are truly down, what's the harm in passing a windfall profits tax? Even if you buy the right-wing nonsense about a windfall profits tax "hurting the industry" or "hurting the economy" when it is applied, if there really are no windfall profits to tax, then it won't be applied.

On Mother Jones' blog, Nick Baumann wrote a post asking, "Did Barack Obama just break his first camaign promise?":

Obama talked about a windfall profits tax as early as April. As crude oil prices topped $110 a barrel, Obama promised to "put a windfall profits tax on oil companies and use it to help ... families pay their heating and cooling bills and reduce energy costs." And in August, the Democratic nominee issued a campaign ad that promised "a windfall profits tax on big oil to give families a thousand dollar rebate." The windfall profits tax was a key point of contention between President-elect Obama and McCain in June, when McCain criticized Obama for the plan, calling it "dangerous".

The removal was noticed by the American Small Business League which fumed in a press release:

The American Small Business League questions whether the sudden elimination of this issue is a further indication that large corporations are already demonstrating their ability to influence the Obama adminstration...


President-elect Obama owes the American people an explanation as to why these campaign promises have been pulled from his agenda.

PE Obama, once in office, will hopefully get you to see that things can and will improve. Maybe you will even start to look for the good in your spouse. Must have been there at one time or you wouldn't have chosen that person......I would think.

New data; changed circumstances. And when this happens, the best laid plans need to be adjusted. A good leader is flexible and knows this. It is not flip flopping or breaking promises, it is leading. My guess is that the President-Elect (PE) will continue to adjust some of his campaign promises because new evidence and changed circumstances requires tthat he do so. This is what good leaders do. Only poor ones stay with the original course of action even in the face of new evidence and changed circumstances; only poor leaders try to make the evidence fit their plans. Case in point, the outgoing administration. These people are still insisting they were right to go into Iraq and right about deregulation. Look where we are now..

Please stop trying to second-guess the PE. Le't help him do the job we elected him to do.

This is too much: 'keep your negative thoughts to yourself'. In fact it's outrageous. I don't believe he has broken any promises yet, but in a democracy people can think and say what they want, be it negative or positive or inbetween. This isn't a dictatorship, you know, where no criticism of the leader is allowed.

Further, your 'The man is not president yet and we are talking about broken promises.,' is just so much hot air, it doesn't do anything to address the concerns some people are having right now.
It's a nonanswer. It's bad enough to give a nonanswer, but to follow it by telling other people to sh.ut up while you look for one, is, as I've said, too much.

exxon paid 27 billion in taxes last year.

average profit for Exxon is 8%. Gucchi makes 10x that.

Big Oil and Bush = $48 a barell oil and less than $2 at pump. Conspiracy?

Big Oil asks for no bailout.

One enviro problem only ( Alaska) and that was due to a drunk captain. Alaskan Pipeline didnt ruin Alaska as green predicted. The Caribou are thriving.

Big Oil employs more victims of hurricanes Rita, Gustov and Katrina than any other industry.

Big Oil contributes more money to public TV, nature and public projects than all greens combined.

Lay off Big Oil. They really are our friends.

20 yrs worth. From legal affairs to seeing my neihbors leave their wives for 14 days at a time to bring home the bacon. Personal experience in exploration, extraction and completion.

For those out there struggling, consider the oil industry. With a High School education, a good work ethic, drug free body and a can do attitude you can hire on, get trained in 3 months and be making 60,000 plus per year. You wont be union and you may work a few extra hours for free but when you get sick or hurricane has you out of work the employer will pay you 100% and make sure your refrigerator is full. The oil patch pays well but wont molly coddle you. You work hard and you get treated right.

Good post. All you hear on the news is how much profit they make, not the amount of taxes they pay.

It's like Charlie Gibson last night on ABC: the lowest amounts of deaths in Iraq since 2003 and it gets a 20 second mention. If it was bad news, there would be a prime time special. MSM wants all bad news to get us roiled.

I think the people on this post that are bashing Obama were Mccain supporters. They make that much sense.......None.
They can't stand the fact that we won and that our guy is smart. They're so jealous they have to come here and try to get us angry. Obama should stick to his promises or he will soon lose support among those of us who supported him because we wanted change from the norm. The problem with surrounding himself with "experienced hands" is that he runs the risk of becoming drowned in their politics as usual mantra.

It matters not if oil prices are down right now, the windfall tax should be passed to ensure that any sudden shifts in prices in the future would be subject to taxation. The way prices have fallen so drastically is very cynical to me, the oil magnates got greedy and virtually collapsed the world's economy by artificially raising oil prices which affected everything including starvation and emanciation in poor countries who could not afford the sudden rise in prices of their staple foods.

If Obama desert the promises he made, he should then expect to be deserted when he comes up for reelection.

When we put all out eggs into one basket, that can caused us to lose sight of the broader impact of issues.

Granted, promises are promises. However, priorities are priorities.

Just because his policy team has removed those references from webpages DOES NOT mean a broken promise. For goodness sake, he's not even president yet. How can be break a promise when he does not have the authority to enact anything yet???

Does he have to keep all his promises on day-one, January 21st? If not, does that mean he will break them? He's got 4 years. Let him use his leadership and strategic skills to get us our of this mess the best way possible.

Be realistic, people.

As they say, conditions on the ground! The conditions in our country now including restoration of our laws and our economy dictate that we be open to any position that will help us.

Obama "promised" windfall then he get's elected and the "promise" becomes more

The oil companies have dropped prices because they are worried about the new "green" initiatives. They have done this before, they misbehave and loot the pockets of the people while they have political support and then drop prices to change public opinion when people who won't put up with it come into government.

Its a purely political move.

Look. Exxon alone paid 27 billion dolars in taxes last year. Despite all teh BS about Big Oil and Bush/Cheney being in bed with them l, the price per gallon is below $2. In addition Big Oil is teh largest employer of victims of Hurricane Katrina, Rita and Gustov. Not to mention that not one has asked for a bailout and they fully cleaned up and paid for their one main disaster in Alaska with not one penny of taxpayer money.

Last they give 1000x more to public causes than any green group does

We ought to thank Exxon, Chevron etc for being such sound corporate citizens. Dont kill the goose that lays teh golden egg

There is no such thing as a "windfall profit". The oil industry is just like any other - when times are good, profits are good. when times are bad, profits are not so good. If government wants to inact a "windfall profits tax", then it should implement such a tax on ALL companies and even endowments. Harvard's endowment is billions of dollars. A windfall. And, being rich, Harvard doesn't "NEED" that money. Let's slap a windfall profits tax on them.

The oil companies will not have windfall profits next quarter. Gas went from 4 dollars a gallon to under 2 dollars. Windfall taxes dont seem necessary anymore. They were to fight the crushing price of gas and the gas companies incredable profits but now that gas has gone down there it is not applicable. People need to calm down. The man has not even took the oath of office. You know the funny thing about us Democrats. We never stick and defend our leaders. Republicans defend their leaders to the point of delusion while we are getting skeptical before the man even takes the oath of office. Huffpost suck on one and wait till he takes an oath.

Actually, that's not true... their profits are through the ROOF & they deserve to be taxed.... but Obama is right to wait for a while, & this is why....

If the oil companies are hit NOW with a tax, they'll use that as an excuse to raise to raise PRICES NOW... this WINTER.... which WILL have an effect at the pump... which will affect all of us... but that's not the central concern.

The issue is NOT gasoline... it's HEATING OIL.

This winter is predicted to be a particularly NASTY one & with the general economy where it is, there are low income people.... elderly, the poor that would most likely D.I.E. if they were unable to afford it.

THIS is why is wise to wait until spring... OPEC has ALREADY said that they will be curtailing production to a trickle... & those prices will be back in the stratosphere by next summer.
