NEW YORK — Pressured by the economic turmoil and the mounting loss of traditional phone customers, AT&T Inc. is cutting 12,000 jobs, about 4 percent of its work force.

The Dallas-based telecommunications company, the nation's largest, said the job cuts will begin this month and run throughout 2009. The company also plans to lower its capital spending next year, and one analyst estimates that reduction could be as much as $2 billion.

The 300,000-person company has announced layoffs several times over the past few years, including in April, when it said it would eliminate 4,600 jobs, but it has been hiring at the same time. This is the first time since the company bought BellSouth Corp. in 2006 that it said overall staffing would decline.

The new cuts were part of a parade of layoffs tied to the recession. In addition Thursday, chemicals company DuPont announced plans to lose 2,500 jobs, Credit Suisse Group slashed 5,300 and media conglomerate Viacom Inc. jettisoned 850. Yet AT&T, which provides local phone coverage in California, Texas and 20 other states, is also being pulled by another current: the long-term trend of people defecting from landline phones to wireless services or phone service from the cable company.

In the last quarter, AT&T's basic voice lines in service dropped 11 percent. Its wireless customer base, meanwhile, grew 14 percent.

Reflecting that "changing business mix," the company said it still plans some hiring in 2009 in parts of the business that offer cell phone service and broadband Internet access.

The shift away from landlines has accelerated because of the economic turmoil, said Christopher King, an analyst with Stifel Nicolaus. Fewer homes bought means fewer landlines getting installed or transferred. And more are getting disconnected as people look to save money and rely only on their cell phones.

AT&T spokesman Walt Sharp said the layoffs will be "across the company and across the country," but would not specify what departments and cities would be most affected.

Connecticut Attorney General Richard Blumenthal said late Thursday he would seek "an immediate order" to stop what he called an "illegal action" by AT&T to layoff workers in his state. He said AT&T is already failing to meet service demands in the area.

"We will take action before our regulatory authority to fight this," said Blumenthal, referring to the state's Department of Public Utilities Control. "This is the height of arrogance and insensitivity." He said he thought 500 Connecticut workers could be affected.

King expects most of the lost jobs to come from the company's landline business. But he said some might also come from the unit of the company that serves large businesses and accounts for about 30 percent of AT&T's sales. Companies have been cutting back spending because of the recession, and this, King said, will "certainly pinch" AT&T's revenue growth.

AT&T, whose shares are down about 30 percent this year _ while the Dow Jones industrial average is off 35 percent _ remains profitable, and benefits from being the sole U.S. wireless carrier for Apple Inc.'s popular iPhone. This is in sharp contrast to rival Sprint Nextel Corp., which has been hemorrhaging wireless subscribers and has seen its shares lose 80 percent of their value this year. Last month, Sprint said it is offering voluntary buyout packages to an unspecified number of its 57,000 workers.

Verizon Communications Inc., the nation's second-largest phone company, has fared better than AT&T so far. Its landline business is concentrated in the Northeast, which hasn't been as battered by the housing crisis as some of the markets AT&T serves, like Florida and California. However, Verizon figures to be more affected by a slowdown in business spending and the fallout from the financial sector's crisis.

AT&T plans to take a charge of about $600 million in the fourth quarter to pay for severance costs. The company is still finishing its capital spending plans for next year, and said it will give more specifics on the planned reductions when it posts fourth-quarter earnings in January.

UBS analyst John Hodulik estimates the layoffs will save the company about $720 million, or 8 cents per share, annually. He also expects AT&T's reduction in capital spending to amount to about 10 percent of the $20 billion being spent in 2008.

AT&T noted that many of its non-management employees have guaranteed jobs because of union contracts. All affected workers will receive severance "in accordance with management policies or union agreements," the company said.

AT&T's shares fell 67 cents, or 2.3 percent, to $28.41 in afternoon trading.

AT&T's Code of Conduct could be used to arbitrarily fire personnel and avoid any severance.

You don't even receive your remaining vacation balance. Read the 70 pages and the CWA contract. Nobody can or does abide by it as written and management certainly fosters a different Code for them than the employees. Do you know what it costs to initiate a civil litigation against of Fortune 50 company?

I witnessed a yellow pages sales manager set up a false cancellation date in their office and this was brought to management's attention. The sales manager was promoted to a regional manager position instead of the Code of Conduct being enforced. I witnessed other regional managers give unwarranted adjustments to accounts so that the customer would buy into the next year yellow pages. No known ramifications to this action. AT&T folks, CYA and lump sum those pension balances into something else asap.

Hi, I"m new to huffington and posting. I just got hired by AT&T and I've only done 3 days of training to become a bilingual customer service rep in the Miami call center. I was shocked to learn that they were firing 12k employees. However our trainer told us that we probably wouldn't be affected; that the cuts would affect mostly upper management and other non customer-facing employees. The pay is almost $18 an hour to start. I have the option of joining a union which I"m considering doing due to the article's mentioning it would offer somewhat of a more stable job security. Honestly, while I was bothered that the trainer told us our every move on the computer IS going to be tracked, if you're doing your job and not using it for personal use I really don't have a problem with it. I am very thankful that I went from being unemployed for almost two months to having a JOB, and one that doesn't pay that bad considering I don't yet have a college degree.

I don't know about the telephone services or customer service end of AT&T, but in other areas, such as the Yellow Pages, employees are covered by the terms of the CWA contract whether they are dues-paying members or not. I would assume the rest of AT&T's union contracts would apply in the same way.

Most of our work is going to right to work states: You are covered by the CWA contract by federal law and when you are fired etc, the Union has to defend you.That is in the national labor relations act! The Union's contract with the company is just that, a contract. Wouldn't joining the CWA be the moral thing to do. Oh, by the way, the union contract is your stability. It is the reason you make $18.00 an hour to start. Ask the cable television guys what they make. Believe me, in your job you will need representation sooner or later!

I'll ask more about unions and joining tomorrow. I tried really hard to land that job and I'm not about to get fired that easily. Some questions:
1. If I don't join the CWA, I won't have any sort of severance/protection if indeed I do get fired?
2. What are some dues to the union? paid yearly, monthly?
3. How would the union 'defend' me and other workers?

If you hear breathing in the background call ATT asset protection or (whatever company you subscribe: then log it and call the state public service commission with dates and times of the incident. ATT employees do not, I repeat, do not listen to anyone's phone calls. This is a totally different issue from the FISA warrant-non warrant question. The government listened in, not ATT employees. I have heard of 2 incidents of this in fifteen years. The employees were terminated and referred to the local police. Your allegation is a serious federal and state offense. It is also a violation of ATT and Verizon code of business conduct! Don't accuse, report the incident. The real question is 12000 decent employees who are actually still employed in this country and make very good wages and benefits (i.e. middle class)are going down the rat hole because "Wall Street got a little drunk". Keep your eye on the ball. Its about the jobs!

One day I was called and kids were screaming in the background. I told the lady that it must be nice to get to work from home!!!!! SNARK ! Think she was from Canada, though..

I used to work for AT&T and have friends that still do, but it couldn't happen to a better enemy. Whenever you talk on a phone, e-mail, blog or do work on your computer, your every move is now tracked. Thank you FISA (extreme sarcasm). The EFF is in court, right now, fighting the retroactive immunity and is putting pressure to get the original 1978 version of the Bill reinstated. Please consider donating to the Electronic Frontier Foundation, so we can get our 4th Amendment Rights back in full. They do a lot of good work in many other fields, too (net neutrality, higher bandwidth, etc.). As far as this despicable new FISA bill is concerned, you can write your congress critters and demand a stop to warrantless wiretapping and go to Barack's page for "Get FISA right" and state your concerns. If EFF can get the retroactive immunity rescinded, that means that they will be subject to testimony against Bush & Cheney (which was the WHOLE REASON for the retro-imm.!) for their crimes against humanity. Thanx.

Each employee who is represented by Communications Workers of America is entitled to $31,000 in buyout which is not very much and six months health insurance. There are also training programs etc. for employees who choose them and relocation allowances for employees who follow their job when it move to another state.That is in the contract. For years now, land lines have been a minor part of the business. Fiber and Broadband systems carrying an unimaginable amount of traffic are the company's meat and potatoes.The profit centers are these massive fiber optic networks. Except for necessary maintenance, there are very few new systems going in at any telecommunications company. Most of the attrition will be in low seniority (less than 25 years) technical employees who provision and maintain these systems.Wall Street got a little drunk and the rest of us get the hangover.

A Depression is upon us. They can call it euphemistically a "recession" but tell that to the millions who have lost their jobs this year, and millions more who will lose their jobs in 2009.

Older workers have the most to fear; age discrimination is a reality and retraining is not an option. Will it be like 1930? Probably not because of some safeguards, but it will nonetheless be brutal. People rip WalMart, but they do not discriminate based on age, at least, and may be a last resort for many. The next couple of years will be scary, while upper management fend only for themselves.

I'd like to know why it's always the little guy who gets laid off. If they want to save some money how about these d*** CEOs either take a big pay cut or get laid off themselves!
Let's see some real fairness and stop taking it out on us, the middle class and working class. Let's have the rich and the stupid CEOs pay a price and suffer their share

Donate to the EFF. They're working on getting their (Telco's) Retroactive Immunity pulled right now! The Judge is sympathetic to their cause and this just might get overturned! If you ever had a good cause to get involved to prevent "illegal search and seizure", this is it.
