WASHINGTON — President Bush called Iraqi Prime Minister Nouri al-Maliki on Thursday to thank him for pushing through an agreement that sets a three-year time frame for U.S. troops to leave the country, a pact the administration said will put future U.S.-Iraqi relations on a strong footing.

Bush also thanked Iraqi President Jalal Talabani for his work on the deal between the two countries.

Iraq's three-member presidential council agreed to the pact Thursday, removing the last legal barrier. The deal says U.S. forces will withdraw from Iraqi cities by June 30, 2009, and from the entire country by Jan. 1, 2012.

White House press secretary Dana Perino said the Iraqi presidential council's approval of the agreement was a "remarkable achievement" for both nations. It will guide the U.S. relationship with Iraq and help solidify Iraq's progress toward democracy, she said.

"We have a path now to help our troops get home," Perino said. "And we are already bringing troops home, and we're going to be able to continue to do that as long as we solidify the gains that we've made."

The agreement, however, includes a caveat that it should go before Iraqi voters in a referendum by the end of July _ when the deal will already be in effect. That was a concession to Sunni demands and means the agreement could be rejected next year if, for example, anti-U.S. anger builds and demands for an immediate withdrawal grow.

"If there is a national referendum, Iraq is a sovereign country, and they could decide to do lots of different things with it," Perino said. "But I think that the fact that their representative leadership has signed this agreement today that they recognize that they are going to continue to need your help for the next little while."

Why the agreement was signed by the Iraqi parliment is being talked about on dozens of Iraqi TV stations and newspapers - it is amazing how convincing Mr. Bush can be with a 100+ death squads, Gonzo selected judges and jails full of the Iraqi parliments sons and daughters, all charged with capitol crimes to. Unrelated, but after the agreement was signed about many of the charges were droped, but not all - there might be other agreements needing signitures. The Sunni leader Adnan al-Dulami's (he was the guy in the front row trying to cover his face in during the "agreement" signing) son has 6 charges, the capitol ones are now droped, and his torture by the death squads has been reduced, but the others with less "important" parents are luckier and may even be set free soon by that nice Mr. Bush and his friends.

This is all about Bush helping the Iraqi people as Ms. Perino said:
"But I think that the fact that their representative leadership has signed this agreement today that they recognize that they are going to continue to need your help for the next little while."
Yup, Iraqi needs that help, You Betcha.

As I understand it, the SOFA agreement allows the US continued control over Iraq's oil revenues.

The funds go directly into the Federal Reserve.

This doesn't sound like sovereignty to me.

I just don't believe the ruling class capitalists intend that Iraq ever be sovergn. At least til the oil wells go dry.

Is that how low we have fallen that we are now thanking Iraqis for saving our ass? Shouldn't they be thanking the 4000 plus men and women who die in that war to liberate their country? Now we have to be thankful to them.
How pathetic.

I hope Obama will move on these next. That is when he gets sworn in.

BUSH should thank IRAQ for the Recent Contract for OIL to Flow to TEXAS Billionaires! After all that was the GOAL in the beginning!

The UNCERTAINTY of TWO WARS plus OIL Speculators have "JACKED" up the price of OIL to $147 per barrel. Congress began an investigation in late June, at the Height of the Driving Season, and immediately the price began to drop as the Banksters, Hedge Hogs, and Tradsters ran for cover. A 23% drop in one month and a 70% drop since then.

America has been "HAD" by these corrupt people using illegal Leveraging of 30 to 1 and up to 100 to 1 and by TWO WARS in the vicinity of or in the Middle East.

It now looks like we are going to close out one of those wars in an Oil Rich country, IRAQ, who has recently begun selling its oil to Billionaire Texans.

The price of OIL has already dropped from $147 per barrel to 43 per barrel or a 70% DROP!

It still cost us the US more to steal the oil, than to buy it. You can't put a price on lives.

Very few Billionaires in Texas - mostly in the north east or west coast. Odd that most of the traders and hedge fund people come from NY and Chicago in fact 9 of the 10 wealthiest people in the US are democrats.

How'd THAT happen?

And never forget that Congress has far more wealth on the dem side of the aisle -

...and a special thanks for letting us occupy your country, while looting your oil.
