BEIJING — China is urging Washington to rein in debt-fueled spending and stabilize its economy in high-level talks on their commercial relations, reflecting Beijing's growing economic assertiveness.

Speaking at the opening of the Strategic Economic Dialogue, Vice Premier Wang Qishan appealed Thursday to Treasury Secretary Henry Paulson and other U.S. officials to take steps to calm the global financial crisis and protect Beijing's U.S. investments. China's central bank governor said U.S. financial excesses were to blame for the crisis.

"The important reasons for the U.S. financial crisis include excessive consumption and high leverage," said Gov. Zhou Xiaochuan, according to Jin Qi, a central bank official who briefed reporters. "The United States should speed up domestic adjustment, raise its savings rate and reduce its trade and fiscal deficits."

The unusually pointed Chinese comments reflected the close links between the world's biggest and fourth-biggest economies and the global significance of their ability to maintain steady trade relations.

Paulson said engagement between China and the United States has helped in managing the crisis. Officials said both sides stressed the importance of cooperation to combat a potential rise in trade protectionism.

The two-day meeting, due to wrap up Friday, was not expected to produce breakthroughs on trade or other sensitive issues. The two sides signed a pact Thursday to cooperate in financing for projects to improve energy efficiency.

Speaking earlier as Paulson listened, Wang appealed to Washington to "take the necessary measures to stabilize the economy and financial markets, as well as to guarantee the safety of China's assets and investments in the United States."

Wang did not elaborate, but Beijing owns $585 billion in Treasury debt that has helped to finance U.S. budget deficits and its holdings of other U.S. assets are growing. But the weak dollar and financial turmoil have fueled Chinese anxiety about such investments.

Wang also said Beijing wants to see progress in reforms of international financial institutions _ a reference to its desire for a bigger role in the International Monetary Fund and other bodies.

U.S. officials said China promised more currency reforms. Washington and other trading partners say China's yuan is kept undervalued, giving its exporters an unfair price advantage and adding to its trade surplus. Some American lawmakers are calling for punitive action against Beijing.

"The Chinese continued to reinforce to us that they were committed to continued reform, and by that I mean continued appreciation (of the yuan) over time," said an American official who briefed reporters on condition he not be identified further.

The yuan has risen 20 percent against the dollar since Beijing cut its peg to the dollar in July 2005. But it has fallen this week in government-controlled trading _ including a nearly 1 percent decline Monday, its biggest one-day drop in three years _ in what analysts suggested was a message from Beijing to go easy on the issue.

The yuan's drop Monday also might have been meant as a warning to President-elect Barack Obama, that talks will be more effective than confrontation, said Frank F.X. Gong, chief Asia economist for JP Morgan Securities Ltd. Obama has yet to say whether he will continue the dialogue. Some analysts have speculated that Obama and the U.S. Congress will take a harder line on China.

China's economic growth is expected to slow this year to about 9 percent, down from last year's 11.9 percent. Communist leaders worry about rising job losses and possible unrest.

Beijing is launching a 4 trillion yuan ($586 billion) stimulus package meant to revive slowing growth through heavy spending on construction and other projects.

It's nice Hank Paulson has time to wander around China. Not much happening with the U.S. economy, after all. As soon as he threw hundreds of billions at his millionaire Wall Street buddies, I guess he figured everything was fine.

I hope the Chinese keep him.

It's interesting comparing China's 500B stimulus to the US'. China plans to spend money on infrastructure especially in rural and poor regions with the potential to grow on the long term. The US on the other hand, plans to spend about half of its 700B stimulus on the banks, who are responsible for the all of this financial at the first place. It's too bad that China is one corrupt country so a lot of this money are going to be wasted at the local levels.

The economy can't function if the banks are allowed to fail. Did you not notice that we are in a massive recession right even after the govt saved several banks and allowed just one to fail (Lehman Brothers)? Just think how much worse it could get if all the banks were allowed to fail. We'd certainly see many more months with net 500,000 job losses. It would be catastrophic.

The issue is, larger banks cannot succeed. They have grown to the point that they hurt, rather than help the economy in many cases. Trust busting might be the only real remedy. Two mega-banks merge, you loose jobs as they shed them to make the merger look appealing to stockholders, and the execs then float away on their golden parachutes as the next round of execs then do their own mergers to inflate the value again, to again float away... this cycle has been happening since the 1980's, and we are now paying for it.

Why are you trying to protect the FEDERAL RESERVE????? Why should Americans have to borrow from the F R at iterest???? Our dollar is backed by nothing. ...it's worth is the paper it is written on.

Thats why the bailout for the banks....the Federal (which is not owned by the government for those who don't know) would have callapesed and the end of capitalism as we know it here in the US.

As for China, when China can staightens up it's human rights record, then we shall stop spending. I wonder when thats going to happen....???? Maybe after the hole capitalistic system fails....I only hope...please if there is a god.

China!? Great country? Again, on what planet? Pollution, corruption, slave labor, poison in milk, poison in the water supply, poison in the air. Yeah, what a great country to emulate. It took 5 years for FDR to start really getting our country out of the mess left by Hoover in 1932. I expect Obama to have the same time line. People of the United States it is time to stop consuming and start producing again. That means you to the same Wall Street Bankers that got us into this mess. Bring back the machinery sent over to China to build stuff. Bring back the textile mills. The bicycles. The TV's. The stereos. Everyone needs to roll up their sleeves. BUT Especially these overpaid CEO's. They all need to cut their pay to $1 dollar per year for the next 4 years. Then, we will start getting our house in order.

As your standard of living does not allow wages of 4 or 5 dollars an hour, how are you going to compete with your products ? Outsourced production never returns to its origin. It travels around the globe looking for opportunities to produce even cheaper. Your cars can't compete on the world market. What will you produce to sell to the world ?

Five years after FDR took over (1938) we were still in the Depression and industrial production was way under the levels of early 1929 and the unemployment rate was over 20%. If that's what we have to look forward to with Obama, there will be riots in the streets.

Ok Dugan. Did Americans riot in the streets in 1938? Oh, what was the unemployment rate in 1932? 24%? In 1936? 17% In 1940? 14%. By the time Obama takes the oath of office Unemployment may hit 8%. If in 4 years he has that down to 5.6%, that will be a great accomplishment.

A lot of people are bashing Chinese people for their lack of ability to innovate. If Americans are so good with innovations why can't they come up with a sound business plan which can help the nation to keep its leadership throughout this century? This world is run by capital and that's something the US has the most of. So why is it slowly declining?

Manufacturing jobs are never going to come back. Even if China dissolves tomorrow the businesses will simply move to another third world nation like Vietnam or Indonesia as long as it's cheaper to build a product over there as compared to the US.

The problem with the US is that people don't do what they say, and generally expect freebies from everywhere. Everyone knows that we have to do a better job at educating the young and our future depends on it, but how many people are willing to pay 5% more taxes so that we can get schools in the middle/lower class neighborhoods (which serves a lot more people) to be as good as the schools in the wealthier areas? Everyone says they will not buy from China, but in the shopping isle how many people will actually choose the same product which costs 20% more just because it's not made in China?

Bicycles? Bicycles haven't been able to be built in the US since the late 70's!

The US lost out to Japan because Japan could make bikes lighter. Japan lost out to Taiwan because Taiwan could make them cheaper. Taiwan is now losing out to China for the same reason.

Bicycles are a perfect example of how the global economy works. Companies in the US and Europe conceive, design, engineer, and develop the latest products. China makes these products at a price the consumer can afford.

We need to invest in innovation and create an economy based on exporting technology - just like we did in the 90's with the IT Revolution (the last time we made a tangible product that benefited our economy). We can create an Energy Revolution here in the US and export it around the world after creating our own wealth.

The country that sent a space craft into outer space (past Pluto) can't produce a single bike of any kind? I don't buy it. My dad still owns his Schwinn Stingray that says USA on the bottom. He can lend it to the out of work wall street bankers as a loaner to copy and make knockoffs in Jersey with.

So lets keep spending more money we don't have to buy more things we don't need. consumer driven economy is not the answer. Our technological advances this last decade along should propel or society into a new marketplace! Green energy production and water collection/purification are two huge industries that could bring long term solutions to our next generation!
