BEIJING — China is urging Washington to rein in debt-fueled spending and stabilize its economy in high-level talks on their commercial relations, reflecting Beijing's growing economic assertiveness.

Speaking at the opening of the Strategic Economic Dialogue, Vice Premier Wang Qishan appealed Thursday to Treasury Secretary Henry Paulson and other U.S. officials to take steps to calm the global financial crisis and protect Beijing's U.S. investments. China's central bank governor said U.S. financial excesses were to blame for the crisis.

"The important reasons for the U.S. financial crisis include excessive consumption and high leverage," said Gov. Zhou Xiaochuan, according to Jin Qi, a central bank official who briefed reporters. "The United States should speed up domestic adjustment, raise its savings rate and reduce its trade and fiscal deficits."

The unusually pointed Chinese comments reflected the close links between the world's biggest and fourth-biggest economies and the global significance of their ability to maintain steady trade relations.

Paulson said engagement between China and the United States has helped in managing the crisis. Officials said both sides stressed the importance of cooperation to combat a potential rise in trade protectionism.

The two-day meeting, due to wrap up Friday, was not expected to produce breakthroughs on trade or other sensitive issues. The two sides signed a pact Thursday to cooperate in financing for projects to improve energy efficiency.

Speaking earlier as Paulson listened, Wang appealed to Washington to "take the necessary measures to stabilize the economy and financial markets, as well as to guarantee the safety of China's assets and investments in the United States."

Wang did not elaborate, but Beijing owns $585 billion in Treasury debt that has helped to finance U.S. budget deficits and its holdings of other U.S. assets are growing. But the weak dollar and financial turmoil have fueled Chinese anxiety about such investments.

Wang also said Beijing wants to see progress in reforms of international financial institutions _ a reference to its desire for a bigger role in the International Monetary Fund and other bodies.

U.S. officials said China promised more currency reforms. Washington and other trading partners say China's yuan is kept undervalued, giving its exporters an unfair price advantage and adding to its trade surplus. Some American lawmakers are calling for punitive action against Beijing.

"The Chinese continued to reinforce to us that they were committed to continued reform, and by that I mean continued appreciation (of the yuan) over time," said an American official who briefed reporters on condition he not be identified further.

The yuan has risen 20 percent against the dollar since Beijing cut its peg to the dollar in July 2005. But it has fallen this week in government-controlled trading _ including a nearly 1 percent decline Monday, its biggest one-day drop in three years _ in what analysts suggested was a message from Beijing to go easy on the issue.

The yuan's drop Monday also might have been meant as a warning to President-elect Barack Obama, that talks will be more effective than confrontation, said Frank F.X. Gong, chief Asia economist for JP Morgan Securities Ltd. Obama has yet to say whether he will continue the dialogue. Some analysts have speculated that Obama and the U.S. Congress will take a harder line on China.

China's economic growth is expected to slow this year to about 9 percent, down from last year's 11.9 percent. Communist leaders worry about rising job losses and possible unrest.

Beijing is launching a 4 trillion yuan ($586 billion) stimulus package meant to revive slowing growth through heavy spending on construction and other projects.

Trader blue state? The economy is doing fine in Texas. Yes that's a blue state!!! We don't have all that red state government intervention here. Consider these facts...Te­xas leads the nation in exports, 65% of the defense industry is here, 85% of gasoline is refined here, most of the natural gas is drilled here, Texas has a large base of the computer industry, medical industry and research. Paper, plastic, agricultur­e...you name it and we're leading in it. So remember which "trader blue state" is working hard for the rest of the country.

Heck no, they want Michigan - our Great Lakes to pollute since they have polluted all of theirs and need fresh drinking water - also they want to buy an AUTO COMPANY - the Chinese would love to put their logo up on the Rennasiance Center in Detroit, which is GM headquarters!

When it comes to keeping dollars circulating in the U.S., Americans can do a lot better. Quit spending as much money on gas. Buy food grown in the U.S. or something manufactured in the U.S.

This is going to become even more important as the world economy crashes. Build up the local economy.

good thinking let me help if you send GM Ford and Chrysler to Canada Canadians won't see it coming .Then you have no bail out. The employees would be welcome this would mean no more demeaning of UAW workers and to think like so many Americans you would get nothing but imports. Canada has great Health plans too . This means a few Billion to relocate and payback in a year, good till the end of December.

So TRUE. I hate to say it, but it's like that scene in Wall Street, when Gordon Gecko character tells the Fox character, "I made you" or words to that effect...i­f not for American capitalist GREED, the great Chinese economic BOOM would never have happened.

It is capitalist greed which enabled the MORIBUND Chinese economy to thrive (for SOME in China - the vast majority are still POOR - could be political instablity - i.e, hey America, get your stuff together, or we might have a REVOLUTION over here and democracy instead of communism! The communist party may lose its grip on power in China if US economy doesn't improve).

best argument for allowing US economy to freefall (which I DON'T want to happen) - it will force democracy to come to China.

That's right China, dare us and we will double dare you right back into overthrow of Communist regime in China.

I guess it is time for us all to learn to speak Mandarin. Unfortunately none of us can afford the lessons any more. China is going to have a huge influence on our domestic policy unless we find a way out of this mess.

We should: Let CITI fail. They were less responsible that other big banks that are still turning profit without bailout money. Bail out the Big 3 but kick out their boards and force the auto industry to start manufacturing electrics, light rail, trains, alternate fuel verhicles etc. creating new jobs rather than just laying off more people. Get the heck out of Iraq - it is a huge money pit and has done nothing to keep us safe. The most difficult change will be to convince Americans that the point of living is not to die with the most toys. I have some luxuries but I have saved for them and paid cash. Only my house and car are borrowed for. Cut up your credit cards and live within your means!!

Bu hao. Really, whether Chinese as individuals are "nice" is not the issue - the issue is how do we rebuild the manufacturing sector in US - and get our jobs back from the Chinese - which I never voted for!!! Just some rich person's money game (Walmart execs) destroying US middle class by way of China's desperation to come out of Communist central planning economic failure.

I studied Chinese too, the Chinese (mainland and Taiwan) people I have known have all been very nice. That's not the issue. WE WANT OUR MANUFACTURING SECTOR BACK!!!!!!!

Xie Xie---I agree with everything you say--I live just like that-no credit cards and within my means--maybe as a result of this that is why I am not feeling the economic crisis. I just want to say that there are Chinese that I love very much. I teach at Peking University during the summer months and have for the past 6 years--my son travels with me. The Chinese teachers I work with would do anything for my son and me--we are treated beyond my words to describe their level of kindness and consideration extended to us. We are continually showered with gifts, dinners, traveling with us to the airport, never allowed to pay for anything--they would be there to help us at anytime--any Chinese for that matter. My students and teachers cry and cry everytime we leave--I joke here in the states always telling people how much I love my "commey" friends. We landed in the Chicago airport--after two months in Beijing and were insulted, my son was yelled at, and another person made a sneering gesture at my son--all within 15 minutes of being back in the states. Zai jian.

Every since I watched a couple wrote a book a book: “China a waking giant” about 15 years a go, I paid attention about it. One thing I want to underscore is that Americans think that China will ever play by the rules of the games in business. China profited in many ways partly because the greed of US companies make quick profit by selling via Wal-Mart. Once a friend told me that every American company considers that, he had a piece of property in China and had to claim it fast. That was the idea in the last decade.

China also benefits by exploiting third world countries such as in Africa. For example, China buys 30% of the Sudan oil while Darfur is going on. China supports the dictator of Ethiopia, Meles Zenawi by providing blocking the internet from dissidents, jamming short wave radios including VOA. China benefits by getting contracts from the dictator Zenawi building roads, bridges and other infrastructure financed by the World Bank & IMF
