NEW YORK — President-elect Barack Obama's vast list of donors is being asked to donate to Hillary Rodham Clinton as she scrambles to reduce her massive campaign debt before she becomes secretary of state and federal ethics rule limit her fundraising, an Obama adviser said Thursday night.

An appeal on Clinton's behalf signed by Vice President-elect Joe Biden is to be sent by e-mail to all of the more than three million donors to Obama's record-setting fundraising, according to this adviser, who spoke on condition of anonymity because the e-mail had not yet been sent.

Obama promised after Clinton endorsed him to help her pay off her debt and this is the second time the Obama list has been asked to help Clinton. It was used once during the campaign as well, but its second use underlines the urgency of Clinton's task now that she is Obama's choice to be secretary of state.

Clinton and her husband, former President Bill Clinton, will headline a major debt retirement event in New York Dec. 15 with "Ugly Betty" star America Ferrera as master of ceremonies. Tickets range from $50 to $1,000, with top donors earning a premium seat and a backstage photo with the former first lady.

Clinton also plans to sell a children's book, titled "Dreams Taking Flight" by author Kathleen Krull, about her pioneering candidacy. Clinton's mother, Dorothy Rodham, planned to send an e-mail to supporters later this week asking them to purchase the book to help raise funds to pay down Clinton's debt.

On Tuesday, a day after Obama announced she would serve as his top diplomat, Bill Clinton signed an e-mail to supporters asking them to send a note of congratulations to his wife and including a link for contributing to her debt retirement.

The urgency is rooted in the size of the New York senator's unpaid bills and the fundraising restrictions she will face once she joins Obama's cabinet.

At the beginning of November, Clinton owed $7.5 million to vendors from her failed presidential bid, according to campaign finance records. The largest share of the debt _ about $5.3 million _ is owed to the polling firm of Mark Penn, the Clintons' longtime political strategist. She owes hundreds of thousands of dollars for printing, equipment rental, phone banks and other services.

Clinton has slowly been trimming the debt since suspending her campaign last June, partly with Obama's help. But her fundraising efforts will be curtailed if she is confirmed as secretary of state and becomes covered by the Hatch Act, which regulates political involvement by federal employees.

A 2001 advisory opinion by the federal Office of Special Counsel said a federal employee with a campaign debt would be prohibited from "personally soliciting, accepting or receiving political contributions." That means Clinton's political committee could keep raising money to pay off her creditors, but without her direct involvement.

The lack of access to Clinton could pose a disincentive for donors, said Sheila Krumholz, director of the Center for Responsive Politics, which tracks political donations.

"People write a check to get into the room with a candidate or government official. If she's legally barred from fundraising, the No. 1 reason for giving has been removed," Krumholz said. "It's like attending a wedding and the bride isn't there."

The advisory opinion does allow the former candidate to appear briefly at fundraising events and thank donors. That restriction could suit Clinton well, according to some of her top bundlers who say neither she nor her husband has ever been good at asking for donations.

But none of the Hatch Act rules apply until Clinton is confirmed, so there's an opportunity for people eager to get some face time with the incoming secretary of state. Aides said she will try to avoid doing anything that suggests she is leveraging her new post for fundraising advantage.

Brad Smith, a former Federal Election Commission chairman, said Clinton would be wise to avoid any appearance of conflict of interest.

"If nothing else, there's the embarrassment element," Smith said. "A secretary of state trying to raise campaign money is kind of ugly."

Clinton's new job will help her avoid some pitfalls that loom when political access linked to campaign donations. For example, foreign citizens, who might be interested in forging a relationship with an incoming secretary of state, are legally barred from contributing to U.S. political campaigns.

Still, Krumholz said, there are plenty of U.S. citizens with strong ties to other countries who would welcome the chance to write Clinton a check.

"Wealthy people who have family overseas and are tied to issues in the country _ human rights issues, for example _ have more incentive to give," Krumholz said.

Analysts said that fundraising to retire a politician's debt _ never easy _ is more difficult during the recession. Also, Clinton is trying to pay off debts from the Democratic primaries, where many of her supporters already gave the maximum $2,300 per person. They cannot be solicited again.

The large share of her debt owed to Penn, a controversial figure and harsh Obama critic, also complicates matters for Clinton. Many Democrats blamed him for her strategic failings.

Clinton also has about $6 million in her Senate re-election account; some of that could be used under strict restrictions to help pay these debts. Under FEC rules, she would need to ask each contributor's permission to move the donation to her debt retirement account _ and none could come from people who already contributed the maximum to her presidential bid.

I too donated ( especially every time Hillary and her unscrupulous husband did something revolting , which happened a lot , which explains the fact that I maxed out on both primary and general election donations for Barack )

He is our president now and I will do it , because he is asking and because I want him to give the Clintons and clintonites one more reason ( besides picking her as his SOS ) to be grateful and subservient for the next EIGHT years !

Not my responsibility. I never supported the woman, I do not support her appointment as Secretary of State (though I am still joyful that Obama won the election), and I do not believe she is brilliant, talented, honest, or compassionate. I have friends who are kind, truthful, and work hard and are in debt. When I have money to pay off others' debts, that is where it will go.

I am not contributing to help pay off Hillary's debt. I understand that she has probably already paid as much as she can based upon the political rules - she was a lot more than 7.5 million in debt @ the end of the campaign but oh well...Her 18 million voters can each give a dollar. I am sorry but I refuse to help her pay off her debt when she knew that there was no way that she could win & I definitely am not contributing to Mark Penn's salary. I did not support her in the primary & I am accepting President Obama's decision for her to be Secretary of State but she was not on my short list...Hel­l she didn't even make my list....

I could understand taking your time to pay Mark Penn, he can definitely wait, but why should the average Americans that she claims to represent have to wait a year to get paid. Say what you want about Mitt Romney, but I'm sure he wouldn't make his vendors wait this long. What is taking her so long to pay them back? Some things will never change. Can't say I'm surprised.

Carol, if you stood back and looked in instead of out you will note that Obama hasn't released his list of donors to ANYONE! He is very selective and careful about his requests and someone from HIS CAMP is always the one sending out the email. Even Howard Dean / DNC doesn't have access to Obama's email list. So, although there is a request to assist Clinton (from Biden) Obama has not come out and made such a request personally. Only his surrogates, which indicates to me that he too understands how we may feel about the way Hillary/Bill ran that campaign.

As to her yielding power over him - ever thought that each move he's made has been for the betterment of the country. By nominating Hillary as SOS Obama has been privy to info that will preclude her trying to upseat him in 2012. He is also gaining access to her / Bill's vast rolodex of world leaders, which assists us all in restoring peace / integrity abroad. It also puts her so-called experience to the test - she mess up, its on her - she does a good job - its on him. I think he is more intelligent than the average mind can see, for now the Clintons are on the inside of the camp (under control/Obama's authority) instead of outside (going rogue).

Yes, but that implies that Clinton would be able to upseat him in 2012. Obama has the national stage to secure his place in 2012, Clinton has so much baggage attached to her, 2012 leaves plenty of time to remind us of that, while Obama erases any doubt that those 18 million Hillary supporters hold.

As for the rest of the world, world leaders are excited about PE Obama, and are eager to repair relations with America. They are comfortable with America being the leader of the free world and want our reputation restored. I think any SOS appointed by Obama would be warmly received. I don't think Clinton holds any advantage in that arena.

Just looked at the e-mail they sent me entitled "Our commitment to a friend" which in relevant part says:

"Barack and I had the deepest respect for Hillary as an opponent on the campaign trail. Her undeniable intellect, talent, and passion strengthened Barack as a candidate and tested our movement for change.

We welcome Hillary as a partner in our administration, and I hope you will show your support by helping Barack fulfill our campaign promise.

Will you make a contribution of $100 or more now to retire Hillary's campaign debt?

I saw your generosity and commitment to this team throughout the election, and I know we can do it."

Why are they asking me for $100? How about starting at $25? They might have a better shot. That aside...ve­ry nice words for Hillary.

Thanks for this summary of the e-mail. Despite the fact that I donated repeatedly to Obama's campaign, both for the primaries and the GE, I have not (yet) received the e-mail soliciting help in retiring Hillary's debt.

Asking Obama supporters for $100 for Hillary doesn't seems realistic to me. Obama/Biden never asked for more than $25-$35, and the $35 was usually associated with a free t-shirt.

Also, the events of the past 2 months have significantly affected many people's financial positions. Hillary is a wealthy woman; I think it's appropriate that she absorb these costs, given that she could have stopped her campaign a lot earlier than she did. But Obama is certainly correct in soliciting help from his supporters, some of whom may be inclined to donate.

Interesting, I supported Obama and I have not been asked to contribute to reduce HIllary's problems either. It is a good thing because I would say that she made her bed and she needs to lay it. There has never been a more despicable campaign waged by a former first lady. I am wating to hear what happens at the State Department after her tenure begins. I am sure that it will be interesting reading at the Huffington Post. :-)
