DETROIT — Medical marijuana became legal in Michigan on Thursday, but smoking a joint could still get patients arrested because the regulations needed to protect them won't be ready for months.

The law approved by voters in November allows patients with cancer, HIV, AIDS, glaucoma and other diseases to use marijuana to relieve their symptoms on a doctor's recommendation.

Qualifying patients can register with the state and receive ID cards allowing them to legally acquire, possess, grow, transport and use a limited amount _ no more than 2.5 ounces and 12 plants _ of marijuana. They also can designate a primary caregiver to receive similar protection.

But those cards won't be issued until the Department of Community Health introduces guidelines addressing how applications will be handled, what fees will be charged and other issues. The rules must be finalized by April 4.

Until then, anyone possessing marijuana _ even patients who could later qualify for the program _ can be arrested and prosecuted, though the law allows patients to use a medical-justification defense at trial.

"We have this void where this takes effect now, but there are no rules, regulations or guidance for the people who want to use it or the people who enforce the laws," said Jim Valentine, chief of police in Lowell and first vice president of the Michigan Association of Chiefs of Police.

Officers in Lowell will arrest marijuana users even if they claim to be patients awaiting cards, Valentine said. He said he'll let the prosecutor decide whether to pursue charges.

A medical-marijuana program nearly identical to Michigan's was implemented without major incident in Rhode Island in 2006, said Charles Alexandre, who oversees the program as chief of health professions regulation in Rhode Island's Department of Health. That state also had a period where the law went into effect before the regulations were in place, and patients simply had to wait until the rules were in order.

"It's been very quiet," Alexandre said.

Michigan is the 13th state to allow medicinal use of marijuana, though the state's law doesn't address how patients can obtain it. It's illegal to sell marijuana, even to registered patients. That's also the case in several other states.

Police in Michigan say they want guidance on the issue, and some experts said the Legislature may have to intervene if that or any other aspect of the program becomes a problem.

It doesn't, but trust me, it's not the only keyword that gets flagged around here. Any hints of "9-11 skepticism" get filtered out too.

After all, pot isn't the only thing that that gets lied about, but it's one of the most conspicuous.

Ayurveda, the oldest written system of medicine in the world, had used it for at least 4-5,000 years, and considers it a valuable remedy for many conditions. Modern stupidity on the subject is fairly new, only since 1937, so it's not too late to bring this particular Dark Age to an end.

Here in the Netherlands we can grow a small amount at home,,,,,,,,,,but only enough for personal consumption.

No more smoking hash or pot in coffee bars though.

not correct - the law only applies to tobacco smoking, not weed or hash. so no more mixing weed or hash with tobacco and smoking on a coffeeshop, but smoking "pure" is okay.

The 50 year demonization of pot is has been tragic. What a waste: new prisons, drug cops, billions of dollars, burgeoning criminal enterprise, lives ruined by the legal system and draconian sanctions.
From the "threat to society" and "safety and health" point of view it makes more sense to demonize beer.
Clinton the non-inhaler didn't have the courage challenge the myth. Will Obama? Barak, at least call off the DEA storm troopers who are raiding legal dispensaries.

We do have at least one reason for optimism under an Obama administration. Though he is about to become the third consecutive American president known to have smoked marijuana, he will be the first to have freely admitted it of his own volition. This at least hints that he may have a more rational approach to drug policy than his predecessors.

Not to mention that he was openly discussing reforming marijuana laws as recently as 2004...

That's ridiculous.

Hemp seed oil is one of the most expensive vegetable oils.

Bio fuels are a bust. Even something as plentiful as rapeseed oil is more expensive than petroleum (and requires a LOT of petroleum to grow and cultivate).

Fueling the world on Hemp, is nothing more than Bong Talk.

It should be legal across the board. Regulate and tax it like alcohol or tobacco (no use in public places, no driving under the influence, 18/21 year old age limit, serious penalties for underage possession, personal use only). Then take those taxes and put them directly into education funding and scholarship programs like the dozens of states that have set up education lotteries. Hell, you can grow a pound of the stuff cheaper than you can grow a pound of tobacco, tax it at 500% or so (would still be cheaper than the current illegal sources) and use that money. Instead, we have recreational users who are 99% non-violent offenders giving their money to illegal enterprise, spending state and federal money to house these "criminals" and further overcrowding an already swamped legal/penitentary system. In fact, if anybody can give me a rational reason for the continuing illegality of marijuana, I would be happy to hear it.

Although I had many things going for me in my life, I couldn't stop drinking.

I saw where I was going and so did my friends. I look back and see the young man that didn't have the understanding, time, resources or backup to try to deal with the emotional issues that were both inviting and being masked by, the drink. I found myself getting lonelier and lonelier.

But I live in B.C. Marijuana is sorta kinda legal here. Most of the competition is who can offer the most environmentally friendly product, with the least amount of criminal involvement possible.

So I tried to switch, and it worked. Since putting down the bottle to become a pothead, I've built a life.

I run a restaurant built on communication and respect,
I can deal with my emotions rather than try to block them
I don't want to kill myself every other night.
I have respectful relationships.

The weed carries it's own set of problems, but compared with the road I was on, I'll take em. Amazingly I'm finding myself in a place where I can see myself putting it down. It's done what I needed it to do.

If I was able to conquer an incredibly destructive drinking habit on my own with the help of a plant that I could grow naturally in my house,

What kind of help could be offered other people in my situation. Imagine if we actually studied the possibilities?

It sure is frustrating.

Thanks for your testimonial to the efficacy of cannabis in alcohol teatment. The biggest problems most people have with using, growing or accessing marijuana marijauana are bad laws that crimminalize healthy life decisions.

I had been hit from behind while driving to work and suffered whiplash and found marijuana was the most effective way to control the pain. One night after smoking a joint with a friend he asked me if I had a cigarette when I said no but we could go to get some, he replied lets enjoy the buzz for a while first. Later as I pulled the lever on the cigarette machine I had an epiphany, why smoke it if I don’t get off on it. I had smoked tobacco for 17 years and tried to quit on many occasions. I carried the unopened pack for two weeks when waiting in line he again asked me if I had a cigarette. I handed him the pack and told him to keep them I didn’t need them anymore. I haven’t smoked tobacco since.

imo alcohol is way more dangerous than marijuana. i'd rather have a loved one be a pot head than an alcoholic anyday. at least pot is non-addictive and you can funtion.
