CHICAGO — President-elect Barack Obama said Saturday he's asked his economic team for a recovery plan that saves or creates more than 2 million jobs, makes public buildings more energy-efficient and invests in the country's roads and schools.

"We won't just throw money at the problem," Obama said in his weekly radio address and Internet video. "We'll measure progress by the reforms we make and the results we achieve _ by the jobs we create, by the energy we save, by whether America is more competitive in the world."

Obama's remarks come after the Labor Department announced Friday that employers cut 533,000 jobs in November, the most in 34 years.

Obama said his plan would put millions of people to work by "making the single largest new investment in our national infrastructure since the creation of the federal highway system in the 1950s."

WATCH:

He also wants to install energy-saving light bulbs and replace old heating systems in federal buildings to cut costs and create jobs.

School buildings would get an upgrade, too. "Because to help our children compete in a 21st century economy, we need to send them to 21st century schools," Obama said.

As a part of the plan, Obama said he wants to expand Internet access in communities. Hospitals also should be connected to each other online.

"Here, in the country that invented the Internet, every child should have the chance to get online," he said.

Obama said he would announce other details of the economic recovery plan in the coming weeks. He said he'd work with Congress to pass the initiative when lawmakers reconvene in January.

Good for you! I hope your military child is safe and we bring them all home soon! I had a brother who served twice in the marines in Viet Nam, watching what he gave to this country is what made me vote for Obama. Our soldiers deserve a President who does not send them to war with anything less than full certainty that is the only option left, and a President who takes care of the soldiers from the moment they enlist until they are home, safe and fully recovered and then makes sure we support those soldiers by making sure they get a college education as a thank for giving up their youth to serve us all.

Increase tax credits for individual infrastructure upgrades to home HVAC units to more energy efficient models....the $500 for 2009 is too little. Let solvent homeowners help with the economic solution by spending our money to put their fellow citizens to work on energy saving home improvements. We need bigger tax credits to help!!

Thanks for your comment. I would love if someone could make it easy to find out this type of information. Putting consumers together with manufacturers and installers of home efficiency products like solar panels and the smaller, more efficient water heaters. The information about these sorts of upgrades is very hard to come by.

When Barak! Obama! transforms all of the country into an energy efficient machine, will our utility costs go down?

If you use less, you bill will be less. If you're refering to rates, probably not...but that's not the reason we should be more energy efficient!

Id like to see Republicans say no to this. If they do you can bet your bottom dollar that they will no longer find a seat in the house and senate. They forget that politics have changed and that we are not as stupid as we were before. We can remember.

I hope the Republicans do many stupid things over the next couple of years. 2010 is going to be a key year. If the Dems gain a few seats, they will have supermajority in House and Senate. If the Dems loose even a few seats, they will loose momentum. The next 2 years are key.

Obama is doing well so far I think. Obviously his team has their eye on 2010 too. I think Obama will concentrate on actions that everyone can agree with for the next couple of years (fix the economy). He will gain many peoples trust.

I hope November 2010 turns out well for Dems.

I appreciate Barack Obama's plan to launch a public works program, but I believe that there needs to be reform in the area of public works efficiency and affordability. He needs to pose the question to all Americans, "How can we establish reform while instating qualitative public works projects that are also affordable?"

In my hometown of Los Osos, the County of San Luis Obispo, California wants to instate a $165 million wastewater project for a town of 15,000 people whose median income (of those who will be paying for the sewer) is around $40,000. Our monthly sewer rates will likely quadruple because of this expensive project when there are dozens of other kinds of wastewater treatment that could help us for far less while keeping our environment safe.

I hope we can reach out to Barack Obama to correct these problems because we are hurting, America is hurting, and many Americans are struggling to put food on the table so that their children can eat.

Tell him your suggestion. I did about investing in levees for the gulf that are similar to the Netherlands. He actually listens to what we have to say.

While your at change.gov website, make sure that you provide all the personal information requested. Don't worry; it's the government; it's safe to share all that with them. (Never mind that the website is run by Obama's campaign website people.)

Is the GOP still paying their tro//s to stir up blogs or are the various (coloured) ones now volunteering? Just curious.

Am I missing something, or does that tactic make no sense? I mean, if the tro//s are drawing people to (and keeping them) on the blog, aren't they just helping the site?

My eldest daughter's husband and my youngest daughter have both lost their jobs. I earn about 30K per year and I am subsidizing both families. We are really hurting. The country is really hurting. I do not want to hear the republicans worry about the deficit....our government has to rescue us and worry about the deficit later. I am so proud I donated my money to and voted for Barack Obama--the fact that hope and help are on the way is the only thing that keeps me and my family going!

Don't listen to republicans honey, Remember, Yes we can. Its all about hope. And democrats can't do it without your help. Even a few dollars can go a long way.

At this point, why would anyone listen to the republicans, they are the no we can't party unless you are big business. Remember Fahrenheit 911, Bush called his base the haves and the have more. That was one time Bush told the truth.

I am with you there. I work a full time job, and two part time jobs, trying to help my daughter through college, keep my home, and deal with the rising costs of goods every day. Even the part time minimum wage jobs are drying up. I worry for my 2 older children who have families, they struggle all the time, and I try to help them out as well. My son lost a good job, due to cut backs, and is trying to do the best he can working construction, but that isn't all that stable right now. My eldest daughter is pregnant, with complications, and her husband's company just raised employee portion of health care. Mine went up as well. There are a lot of issues that need addressed right now, and I am so glad for www.change.gov, I know the light at the end of the tunnel is there. I know that I am better off than a lot of people, just because I am employed, but it's tough. I just have to keep reminding myself that Bush and Cheney are going away. There's going to be a new President in town, and he has a lot of clean up to do. I am so glad that I voted for Obama, and I am so glad that he won. I don't know what I would have done if the election had gone the other way.

They only worry about the deficit when ordinary American may benefit. Are they worried about the deficit when it comes to wars? of course not. They just give their cronies no bid contracts.

Smart plan: Get the economy moving again, create new jobs, by doing something useful, and beneficial for the country, improving our country's infrastructure, which has been neglected for much too long. It's a win, win project! Jobs are created, and our country's infrastructure gets fixed.

Improving and maintaining infrastructure is the key to everything else. Roads, bridges, communication lines,--so many things depend on this being strong and efficient. Further down, I was reading someone lamenting over these jobs not being "female positions". When roads are built, people need things--phones, tools, materials. They are making money and paying taxes. They are buying and spending (and saving). They are raising their families. And its not just construction jobs--we are an interconnected system. When ANY people work--everyone gains.

So don't think in terms of whether one industry is getting more. We are all connected, and any increase in any area helps us all.

I agree, we're all connected. And women can and do work hard hat jobs all the time. And there's a LOT of men sitting in offices, so...yeah, it's not a gender issue.

yeah, female jobs? not really helpful commentary.

One, females can do "hard hat" jobs (and go into combat, though technically they are barred). But also, these projects will also need a lot of administrative oversight. I know quite a few female architects, engineers, and contractors. any gender bias will be from individuals, not the nature of the work provided.

All good, but top of my list was a major expansion of affordable, fast, and efficient public transportation, and that wasn't even mentioned. I guess big oil still has us by the throat?

Obama has been speaking about this idea for almost 2 years. Fixing the Country's infrastructure, AS WELL AS, starting the process of getting uS off foreign oil, by getting started on creating a green economy which is focused on creating electricity from solar and wind, and clean sources of fuel created from sources of biofuels, as well as geothermal, and also finding a way to use the abundant amounts of NATURAL GAS that exists in this country (Natural gas is also a cleaner from of gas than gas we now used which comes from fossil fuels). There would be a focus on ONLY using this Natural gas in large trucks, and airplanes. trains, etc,.. While smaller passenger vehicles will be fueled by electricity, and biofuels.

Let's not forget solar and geothermal for residences. There are millions of square miles of roofs that could be put to good use for energy efficiency.

There is a really great article on newsweek.com where Howard Fineman mentions how investors (domestic and foreign)are looking forward to come back and invest in the US. They feel like Obama's administration is more open to investments than BOOSH.
