DEARBORN, Mich. — By shunning government loans, Ford Motor Co.'s top executives say they hope to buff up the automaker's image and set it apart from its cash-starved Detroit competitors, General Motors Corp. and Chrysler LLC.

GM and Chrysler are in desperate need of government money and may not last until the end of the year without it. But Ford set up $23.5 billion worth of credit in 2006, and both Chief Executive Alan Mulally and Executive Chairman Bill Ford Jr. told The Associated Press on Tuesday they are confident that the borrowing, coupled with restructuring and new product plans, will get them through the recession without relying on the government.

Ford even said the century-old company that bears his family's name might be able to use the independence from loans to its advantage.

"I think if they see Ford as a company trying to pull itself up by its own bootstraps, and making it on its own and pulling the right levers, I think that could be a positive for us," Ford said.

Mulally said Ford has completed much of the restructuring that Congress is demanding of the other two, slimming down its brands by selling Jaguar, Land Rover and Aston Martin and studying the sale of Sweden's Volvo.

Ford, he said, has cut its factory capacity to match demand, and it anticipates no further cuts will be necessary as long as the U.S. auto market doesn't worsen considerably. The company has announced the closure of 17 factories and eliminated 50,000 jobs since 2005, many through buyout and early retirement offers.

The interviews came as weary Democratic congressional leaders cleared the final obstacles to a $15 billion bailout of Chrysler and GM. Congressional officials said Wednesday that majority Democrats and the Bush White House finalized a deal that could go to a vote later that day, although stiff opposition lingered among some Republican lawmakers.

Among the requirements in the Democrats' proposed legislation is the appointment of a "car czar" to oversee Chrysler and GM with authority to yank the loans if the companies don't make substantial progress toward restructuring.

Both companies are likely to seek further concessions from the United Auto Workers and their creditors in order to justify the government money and prove themselves viable.

But Mulally said Tuesday he would expect the same concessions from the union even though Ford wouldn't be under government supervision.

"The UAW supports the entire industry. They represent employees at all three companies. I can't imagine being disadvantaged on that," Mulally said. "I would think whatever's done on that we would continue to do together because they support all of us."

Mulally appeared before Congress last week with the CEOs of GM and Chrysler, and said he did so to support the other automakers and to line up a government loan just in case the economy worsened and Ford might needed the money in the future. If one or both of the others go into bankruptcy, it could drag down parts suppliers and force Ford into the same situation, Mulally said.

Mike Moran, Ford's Washington, D.C., spokesman, said Wednesday that drafts of the bailout legislation show Ford would not fall under government supervision unless it actually draws on a federal loan.

Ford wants to set up a $9 billion long-term line of credit from the government but would use it only if the U.S. auto market worsens or fails to recover. The company has said it has enough borrowed money to make it through 2009 without government help.

"From our understanding of the drafts that have been shared publicly, a company that is actually borrowing the money would have to comply under the structure and oversight, but Ford has clearly indicated we aren't going to be requesting any short-term bridge loans from the government," Moran said.

He said Ford would comply with all government conditions if it tapped the loans at a later date.

Mulally said that if Congress required him to step down for Ford to get the money, he would comply with the conditions.

But Ford, the executive chairman, said he would be against Mulally leaving, joking that he might rob a bank to keep the executive he hired away from aviation giant Boeing Co. in 2006.

Mulally said that two years ago Ford took its plan _ similar to the one it submitted to Congress last week _ to 40 banks in an effort to get financing to unify its production system and for research and development. It originally estimated a need for $17 billion, but raised additional funds just in case.

"None of us thought it would go as deep as it was going to go and we would have to use it all," Mulally said. "To finance this transformation of Ford on the production system to match demand and get back to profitability, and finance our accelerated product development. That's what led to doing it and doing it at that time."

Ford said the company is trying to take leadership in fuel economy with direct-injection turbocharged engines, new hybrid gas-electric powertrains and eventually electric vehicles. Competitors, including Chrysler, GM, Toyota Motor Corp. and Honda Motor Co., have or are working on, similar technologies.

"Even when we got into tough times, we kept our R&D spending alive, and it was something that I was personally involved in to make sure we spent in the new technologies that will get us to real modernization," he said.

He said it looks like the country is moving toward electric vehicles as the next generation of transportation, and he called on the government to come up with an energy policy to pick one technology and start building the infrastructure to make it work.

"I don't think we'll ever get the infrastructure built that we need if market forces alone are working. I think that our government has to provide some direction," he said.

Ford also said he'd like to see the government keep gas prices stable with taxes or a floor on crude oil prices so automakers can plan their models better.

Gasoline prices peaked at more than $4 per gallon during the summer but now are well below $2 per gallon in many areas of the country.

"We plan our vehicles three, four, five years in advance," he said. "It makes life very difficult if the market gyrates wildly over the course of several months, and that's exactly what we've seen happen."

You guys who comment without reading the article are a huge part of what is wrong in this country! UNEDUCATED people spouting off at the mouth. Ford went to Washington because what ever happens to the other 2 can cause issues to them.

Good job Ford! I do not currently own a Ford but will do so the next time I buy a car.

As for someone who insinuated that they did not want to be governed by a democrat car czar and that the dems had tanked our government....like that reality do ya? Try facts. The Republicans have had the helm for the last 8 years and they alone are responsible for this mess with our economy. De regulation, thieves and corruption got us where we are today lead by George Bush and cheered on by the same people who thought Sarah Palin was smart enough to know which toilet to use in a fine restaurant.

maybe they realized that Nobody would buy a car from a company that is so deep in the hole getting bailed out?? As a consumer I was not a big fan of the big three, but knowing they were being bailed out just told me to never do business with them ever again. Nobody want to go to a dealership, purchase a car, and then in 2 months see no dealership. Despite the bailout that is what will happen with some of these guys, hopefully Ford can fix it's reputation quickly which has been in tatters probably since all this talk of bankruptcy/bailout started.

My Jaguar (Ford owned at the time) is a great ride, albeit with a host of issues that should not occur in any car, but I hope you can turn yourselves around and produce world-class vehicles that deliver quality, value and address our need for alternative fuel sources.

Ford may be first among the arrogant , self serving, environment destroying group of exclusives who make up the so-called “managers” of the investment and banking, insurance, oil, chemical, auto manufactures etc. of our economy. The statement “We plan our vehicles three, four, five years in advance," is a documentable indicator of the totally unconscious, entitled, attitude of these individuals. Imagine planning grossly destructive pieces of junk like the Expedition, the Escalade, the Suburban, the Tahoe… One could go on for several pages.
What , you must ask, were they thinking? The answer is, they were thinking of profits, of making more money for the “haves and have mores”, George Bush’s base. The design of the entire system is based on serving the gross desires for material wealth and power of this group of individuals. For the most part these folks, brothers and sisters though they be, are not even conscious of the general welfare and the common good.
As long as this mind set is not identified and dealt with, as long as individuals who are afflicted with this kind of blindness are “managers” of what is “going down”, it will continue to go down really fast. Well, it may be a situation where we have to plow up the old weeds before we can plant a crop of healthy stuff. The plowing is good exposure. It reveals what this kind of thinking actually leads to.. death and destruction.

Car companies like all commercial pursuits are supposed to make a profit. No one forced anyone to buy an SUV. People bought them in great numbers because they found them to be useful for their personal needs. No one is forcing you to buy one if it doesn't fit your needs.

It takes 3-5 years to develop an car this ids due in large part to the complexity of building a modern automobile and the requirement to validate compliance with safety, performance, pollution and other mandated regulations.

Drive what you want. Keep your hands off my Mustang.

No, AIG says it isn't a bonus. It is a "cash retention incentive"! There is a difference. One comes with a light blue watermark on the check, the other a lime green watermark on the check.

Got a curious question. Can someone tell me why Ford went to Washington in the first place to ask for a bailout, and now says it doesn't need the money. What changed?

Without Congress demands, I wonder if the company would have taken the money anyway?

They went to Washington (a) to support the other two companies and (b) to say they MIGHT, repeat MIGHT want a STANDBY line of credit, in case the economy tanked further.

I happen to think their go-it-alone stance is very admirable, and it would certainly influence me taking a 2nd look at them the next time I am looking for a car...

Just my $.02 worth.

They have mastered planned obsolescence. It may not fail at 50K any longer but it will fail at 100K. Usually right after your warranty runs out.

They don't seem to understand the strong secondary market for quality used cars. They aren't even considered in that respect. The German and Japanese car manufacturers have cornered the markets because people know they are going to last. American cars are throwaways.

I've been burned twice and never again.

Actually, Ford was the only one that was never asking for a bailout. They always had enough cash (unlike GM, which barely has enough to get through February)-- all they were asking for was a line of credit, in case things get worse. I suspect that what "changed" is the unbelievably bad press.

I'm hardly a Ford defender-- I won't get into my Ford issues, ecxept to say that they're myriad-- but I like this. Good for them.

Also, have you SEEN the new Fiesta?! I can hardly believe I'm saying this, but if that baby's a hybrid, I WANT IT!

The Fiesta was released almost 10 years ago in Europe. They never released in the the US because they felt the American people wouldnt be interested in such a small car!

Once they saw the terms of the deal, and the overt hostility, Ford probably said, it's just not worth it.

At least at this time. Having previously arranged a large line of credit, Ford had a hand out, but only if it was a better deal than they had previously arranged.

Just like home buyers, Ford shopped the best deal and ultimately found DC's offer ultimately less attractive. Frankly, the idea of a "car czar" should be enough to have anyone running!

If GM or Chrysler goes... then they take down the part suppliers they all share... which takes down Ford.

The inter connectivity is such ... that the foriegn car MFGs has said that GM going down would also take them down for the same reason... The parts suppliers are in bad shape around the world...

I have driven ford almost all my life, I bought a dodge product 2 years ago, and was willing to go upside down on another F150 last year to get rid of it, no wonder they are hurting regardless of the market conditions. As i heard about what the govt wanted the 3 to do, i thought to myself as a Ford customer, i recongnized that this was what Mullaly and others at Ford were already doing so i was confused as to what extra they wanted from Ford. Plus Ford seemed to have the answers they wanted, where GM was totally inept and Dodge was the red headed step child. I will buy fords more than ever before, and since ive never had any major issues with the 5 ive owned, make that 6, i hope more people do the same.

Pretty smart actually. Sidestep the regulations and oversights that are coming part and parcel of the bailout, while taking advantage of the union concessions that are part of the overall deal. Wasn't it old Henry who said, "Never complain, never explain." LOL

They are right to refuse the line of credit now. They were dragged over the coals for a LOAN; while congress was throwing bushels of money at the money industry. The people who don't produce anything gets full reign. The workers get kicked in the teeth.

True but our state and federal laws prohibit them from shrinking brands and reducing dealerships without paying everyone off. It cost billions for them to close down Oldsmobile.

GM grew by acquiring brands way back when...

another reason why the federal government should not take any receivership at all in these companies. If it was bad before with loony laws can you imagine the government setting up committees to figure out which brands to operate, and which not too. The companies that will go down the bail-out road will go right off a cliff.
