CHICAGO — Four days before the election, Illinois Gov. Rod Blagojevich claimed someone came to him with a deal about filling Barack Obama's soon-to-be open U.S. Senate seat.

"We were approached `pay to play,'" Blagojevich said as FBI agents listened intently. The candidate would raise $500,000 for Blagojevich, and an emissary would raise an additional $1 million, according to the conversation.

The exchange contributed to charges against Blagojevich in which he is accused of putting his office up for sale, while raising questions about the identity of the candidate.

On Wednesday, it was revealed that U.S. Rep. Jesse Jackson Jr. was the candidate, prompting him to hold an emotional news conference proclaiming his innocence. Jackson, the son of the Rev. Jesse Jackson, said prosecutors have told him he is not the target of the bombshell investigation, nor is he accused of any wrongdoing.

"I did not initiate nor authorize anyone, at any time, to promise anything to Gov. Blagojevich on my behalf," he said, without taking questions. "I never sent a message or an emissary to the governor to make an offer or to propose a deal about the U.S. Senate seat."

Jackson said he openly sought appointment to Obama's seat but denied offering favors in return to Blagojevich. His lawyer, James D. Montgomery Sr., acknowledged the Illinois Democrat is "Senate Candidate 5" in the 76-page federal complaint filed against the governor, who was arrested Tuesday.

U.S. attorney's spokesman Randall Samborn would not confirm or deny Jackson's assertions.

Blagojevich, a second-term Democrat, is accused of scheming to enrich himself by selling Obama's open seat for cash or a lucrative job for himself or his wife.

In an interview with The Associated Press, the Rev. Jesse Jackson said it's "common in politics for people to try to leverage relationships," but his son didn't do such a thing.

"The good is news is ... that it did not say he had done anything illegal," Jackson said, referring to the criminal complaint. "Somebody in his name was trying to negotiate."

Jackson said he didn't know who tried to negotiate on his son's behalf and that he had not spoken with the FBI. He said he hadn't spoken with Blagojevich in months and that he didn't promote his son for the Senate seat. Jackson said his son was always critical of "clandestine, backroom" deals.

He said the scandal had saddened many people, especially after Obama's historic victory.

"Our hearts dropped," he said. "We were astonished. All of us were. We went from the height of joy and exuberance to oceanic depths and a sense of bewilderment. There's a great sense of pain in the state."

Jackson Jr. said he met with Blagojevich on Monday in Chicago for 90 minutes to discuss the Senate vacancy. It was their first meeting in about four years, he said.

"I presented my record, my qualifications and my vision," Jackson said. "Despite what he may have been looking for, that's all I had to offer."

The federal complaint cites an intercepted Blagojevich conversation on Dec. 4. In it, the complaint alleges, the governor told an unidentified adviser "that he was giving Senate Candidate 5 greater consideration for the Senate seat because, among other reasons, if Rod Blagojevich ran for re-election, Senate Candidate 5 would `raise money' for him."

The complaint alleges that Blagojevich said he might get some money "up front, maybe" from the Senate hopeful "to insure Senate Candidate 5 kept his promise about raising money" for the governor.

On Wednesday, the seven-term congressman called on Blagojevich to resign and said he was appalled "by the pay-to-play schemes hatched at the highest levels of Illinois state government."

"Politicians and fundraisers do some very strange things from time to time," said Montgomery, the lawyer. "I wouldn't put it past someone to be purporting to represent Jesse without authority."

Jesse knew what was going on .He wanted the seat badly and was getting impatient.He did work hard for the dems and was an ardent supporter of Barack but don't believe his phone calls were being returned.

Jesse Jackson Jr did not bribe Blago, he offered to raise money for him in exchange for the senate seat (allegedly)

Politicians are always awarding positions, government contracts, and political access to people who help them raise money.

Someone doing campaign fund raising is a common practice and not illegal yet, however on Jan. 1 it will be illegal in Ill. for contractors with the state to contribute to politicians who have received their contributions.

Jesse Jr. was set up. It was "revealed" that he was candidate number 5? Revealed by whom, when? Nobody felt the need to reveal the identities of candidates 1-4. This is all to keep JJJR. from getting the Senate seat that he actually deserves after years of diligent work in the House.

Chitown, though your assertions about him being set up may be true, that does not mean he deserved anything, with regards to this senate seat. He did not earn it, All he had to do was legally bring his case to the governor why he should be picked, and I hope and pray that is all he did, but your determination that he deserves it is absurd. Obama worked hard for anything he ever recieved. If JJ JR. feels that he should be a senator, if he is not picked, (which is so obvious that he won't be now) he should run for it fair and square in 2010.

Senate seats are not something that one "deserves;" they are given by the people in an election. Many Congresspersons work diligently for years in the House. That doesn't mean they are entitled to become a Senator. Unless I'm missing something, the voters are supposed to decide that.

I don't live in Illinois, so it's primarily the business of people in your state, but Jackson, Jr., is tainted enough by what is now coming out about people approaching the Governor on his behalf, that it is starting to appear to most outside observers that there must be better candidates.

Thats a good point chitown, I often wondered why 1-4 was not revealed. The two people the Media leaked were African American. The Media has to take a good look at how it instigates the negative reflections of African Americans by insinuating guilt before the facts come to light.

There remains insinuations even now as to what Obama knew and when did he know it.
There are subtle undercurrents in News reporting to cast a shadow of suspicion around President elect Obama and his staff.

jackson sr. should just keep his big mouth shut. no one is alleged to have been making deals on behalf of jackson jr. blago is just running off at the mouth hoping. in fact, nearly all of this is some wannabe big shot running off at the mouth and everyone is running around as though their hair is on fire. Just stop already. This is quite stupid.

Boy, we are finally getting some transparency in a corroded political landscape that politicians of the past several decades have spawned. Virtue has been all but mocked in our society since the 50's. Now comes Barack Obama - and words like ETHICS, INTEGRITY, morality, transparency .. are coming back into the conversation. Thankfully, we remember echoes of these things & can teach our children before wholesome-ness is lost forever.

Our country has abandoned the welfare of average citizens and catered to self-serving individuals with a political machine that was fast descending into third-world mentality: Every man for himself. Just as we are teetering on the brink of total disaster, an honest man makes it to the White House. HOPE and redemption are possible ... and critical if we are to have a future. First, get rid of the crooks one by one and hope there are still some good people standing. There should be zero tolerance on political corruption. Otherwise it's just a game.

Meanwhile, it would be nice if there were some kind of safeguard against MEDIA fanning the flames of false accusations. This is akin to someone slapping a "child molester" tag on your back. It will take an act of God to exonerate you. Ought to be serious penalties for destroying a person this way.

I stand behind Jessie Jr.. He is the best person for that senate seat and I hope he gets it.
Why so many are so quick to put blame on him so quickly is astonishing - what has he done to deserve these accusations? He's not his dad.
He is now tainted through no fault of his own, and that completely sux.

Sorry, I am not buying that Jesse Jr or Sr. knew nothing about someone trying to pay for him to take the senate seat that Obama had left open Yea, right! Call me cynical, but something smells fishy.

Time will tell, and if it turns out that Jesse Jr. or Sr. did have something to do with this mess, Jr. can kiss his poticial career good-bye. Blago is finished, as he should be!

What is really sad is Obama does not need this kind of mess from these ding-a-lings in his own party right now. He is busy getting ready to take over the presidency and make this country better and does not have time to deal with these jokers. Obama has some very important things to accomplish during his term(s) and should not have to be bothered by their foolish actions. Politicans need to GROW UP.

It is time we start getting rid of all the corrupt politicians, democrat and republicans alike. It's time that they start working on our behalf and not their own. They are public servants and need to start remembering why we put them there and do what is RIGHT!

I am in total agreement with your last paragraph. To do that, however, I really think we need some heavy duty campaign reform so that qualified, competent individuals, that don't have as much money as the entrenched politicians, have a chance at winning some of these elections.

It looks bad for JJ jr. no matter how the wind blows. The only way he could possibly get this seat now is if he won it in a special election.

Also, why would Jackson meet RB privavatly if he knew the guy has been under investigation for YEARS!!!!!

Hind-sight is 20-20 but he should have at least had someone in the meeting with him. I do agree, that the timing of the RB arrest is interesting. Something obviously happened the day before and it could have involved JJ. I feel bad for him. He was has waited in the wings for this type of chance and to see it slip away is hard to take. Before Obama there was JJ jr. This must really hurt.

Where is there any evidence of wrong doing on behalf of Jackson, Jr. He is not the target of the feds investigation according to the feds. The feds are trying to gather all of the information jumping to any conclusions or arresting anyone. You should try to gather more information too.

You should also learn to use the proper words before you write anything. Moral "compose"??? What the....?

I did not want to believe that Jesse Jackson, Jr. was involved in any kind of backroom deal with Blagojevich since I have always admired him for the positive things he has accomplished, a sometimes difficult feat for the son a famous and powerful man. No, I did not believe it until I heard the similarities between his denial of illegal activity yesterday and Sen. Larry Craig's denial earlier this year. The words used and the emphasis on certain said words were eerily identical. I hope there is some kind of plausible explanation. Maybe they both used the same denial speechwriter and voice coach. If not, I think that Representative Jackson is in for some rough times ahead.

i think the "emissary" was a plant

i am sure candidate 1, candidate 2, candidate 3 and 4 - thought something was "fishy"

the phone taps and videotaping were already taking place

then the "plant" stepped in - this would be the wired person he talked about on monday - at the plant strike

and it was done with the count
