CHICAGO — President-elect Barack Obama announced Arne Duncan, the head of the Chicago school system, as education secretary Tuesday and declared that failing to improve classroom instruction is "morally unacceptable for our children."

"When it comes to school reform, Arne is the most hands-on of hands-on practitioners," Obama said, making the announcement at a school that he said has made remarkable progress under Duncan's leadership.

"He's not beholden to any one ideology, and he's worked tirelessly to improve teacher quality," Obama said.

Duncan stood nearby, the latest member to be named to the Cabinet of the president-elect. His appointment is subject to Senate confirmation.

"No issue is more pressing than education. ... It is the civil rights issue of our generation," Duncan said in brief remarks.

Obama combined his announcement with a brief news conference in which he refused to say whether he supports the idea of a special election to fill the Senate seat he recently vacated.

Illinois Gov. Rod Blagojevich has the power to make the appointment, but he was arrested last week and charged with, in effect, trying to enrich himself by appointing a new senator who could help him financially or politically.

Some Democrats have called for a special election, while others prefer to wait for Blagojevich to resign, a step that would allow Lt. Gov. Pat Quinn to appoint a new senator. The second alternative would ensure the seat remains in Democratic hands, and on a faster timetable than a special election would allow.

Obama cut off a reporter who sought to ask a question about Rep. Rahm Emanuel, the incoming White House chief of staff, who was reportedly heard on a federal wiretap talking with an aide to Blagojevich about potential Senate replacements. The president-elect said he has not been able to confirm that is the case.

Neither Obama nor Emanuel has been accused of any wrongdoing, and the president-elect has said he will make the results of an internal investigation into the matter public soon.

The appointment of Duncan left a handful of Cabinet appointments yet to be made public, and in response to a question, Obama hinted broadly a Republican would be among them.

The posts yet to be filled include secretaries for the departments of Labor, Transportation, Agriculture and Interior, where officials have said Democratic Sen. Ken Salazar of Colorado has been tapped. Nor has Obama named leaders for the intelligence agencies, or a trade representative.

So far, Defense Secretary Robert Gates, a holdover from the Bush administration, is the only Republican member of the incoming Cabinet.

On the economy, the president-elect said the Federal Reserve was "running out of ammunition" in terms of lowering interest rates to combat the recession. He said it was "absolutely critical" that his economic recovery program be put into place to deal with what he called the toughest time economically since the Great Depression.

The Fed was expected to announce the latest in a series of rate cuts later in the day.

Obama spoke of Duncan in glowing terms _ and joked that his longtime friend, a former professional basketball player in Australia, had the superior jump shot.

"In just seven years, he's boosted elementary test scores here in Chicago from 38 percent of students meeting the standards to 67 percent. The dropout rate has gone down every year he's been in charge."

On a key standardized test, Obama said, "the gains of Chicago students have been twice as big as those for students in the rest of the state."

Duncan would take over a sprawling department that has focused during the Bush administration in winning passage and then implementing the president's signature No Child Left Behind education program.

That effort has proven controversial, with supporters saying it is making progress in improving student skills, while local officials complain it focuses too much attention on standardized tests.

Obama said it was time for Washington to move beyond "tired debates" such as whether to approve the use of vouchers for students to attend private schools.

"We cannot continue on like this. It is morally unacceptable for our children and economically untenable for America," said the president-elect.

Duncan has run the country's third-biggest school district since 2001, pushing to boost teacher quality and to improve struggling schools and closing those that fail.

The news conference took place at the Dodge Renaissance Academy on Chicago's West Side, a facility that Duncan shut down and then reopened. Obama and Duncan visited the school together in 2005.

A 44-year-old Harvard graduate, Duncan has played pickup basketball with Obama since the 1990s. Duncan co-captained the Harvard basketball team and played professionally in Australia before beginning his education career.

He ran a nonprofit education organization on Chicago's South Side before going to work in Chicago schools under former superintendent Paul Vallas, now the New Orleans schools chief.

Duncan's nomination will please reform advocates who wanted a big-city schools chief who has sought to hold schools and teachers accountable for student performance; they had backed Duncan or New York's Joel Klein.

These advocates have squared off against teachers' unions in a contentious debate among Democrats over whom Obama should choose. Unions, an influential segment of the party base, wanted a strong advocate for their members such as Obama adviser Linda Darling-Hammond, a Stanford University education professor.

Yet Duncan's nomination may please the unions, who have said Duncan seems willing to work with them.

"Arne Duncan actually reaches out and tries to do things in a collaborative way," Randi Weingarten, head of the 1.4 million-member American Federation of Teachers, said in an interview earlier this month.

Obama managed during his campaign to avoid taking sides in the debate, which centers on accountability and the fate of President George W. Bush's No Child Left Behind law. Duncan also has tried to appeal to both factions; he signed competing manifestos from each side earlier this year.

Nothings wrong with our system compared to others that another 100+ days of schooling a year won't cure. Read "Outliers" by Malcolm Gladwell. (PS - I am not Malcolm or his agent). And this schooling need not just be in a formal schoolhouse setting. A lot of kids fall behind in the summer off-season simply because there minds are not taxed during that period.

Obamavich, and Duncan and every civil employee that can , send their kids to PRIVATE schools..The CPS is what you would expect in Chicago ,Cook County Illinois..... While the chicago schools are awful, it makes no logical sense that "America is getting it nationally on all levels". The city schools (and that is many big cities, not just Chicago) have been awful for decades, and the biggest problems are low income and lack of support from parents. It's not like the schools in DC are any better than the chicago schools.

You don't honestly believe that the schools could get worse under Obama than they were under Bush? Especially with the big failure NCLB, which is way overdue for a retooling - right now the nation is on a path where more and more schools fail every year and unless things change, eventually virtually every school will be failing.

First, he is a politically safe choice because he will most likely not upset either side of the current education reform debate. On the one hand, he is appealing to education "reformistas" because he is a big city school chancellor with a history of trying to reform schools. Also, his name isn't Linda Darling-Hammond.

On the other hand, he is at least partially appealing to the more traditional/teacher-friendly (for lack of a better term) side of the debate because he isn't as controversial as a Joel Klein or Michelle Rhee.

The second thing his choice indicates is that, simply, Duncan is someone Obama can personally trust because he is from Chicago. Just like other Presidents will pick people for their cabinets from back home (including our present Education Secretary), Obama has done the same thing.

I do have some concerns. Is the fact that he didn't pick either a Linda-Darling Hammond or a Michelle Rhee a sign that Obama wants to reach out to both sides of the education reform debate? Or is it just a sign that Obama wants a politically safe pick because education won't be that high of a priority? Also, it would be nice to have an Education Secretary who has actually taught inside a class.

I personally would have preferred a Linda-Darling Hammond, but I am not opposed to Duncan as a choice. Let's give the guy a chance and see what he can do.

The absoute first thing that needs to be done absolutely is scrap the horrible "No Child Left Behind" Neil Bush giveaway that does absolutely nothing for our schools and children in them, but subject them to expensive testing (Neils') that measure absolutely nothing of value. Talk to someone in the schools. The tests have no value in relation to the future of the kid taking them, so the kids have figured it out that why in the hell should they even try. In fact, there are instances of kids doing badly to get at the teachers and schools.

My fear is someone like McCauliffe is gonna come back tot he DNC and we will get back into the busness of losing elections.

Every school I know has a committee dedicated to school improvement, and they have to revise their plan every year.

sorry for the off topic post, but why is the press stuck on stoopid? every time PEO holds a presser, they belittle the importance of his announcements by asking annoying questions about extraneous matters.

when he announced the natl security team, they were only focused on an imagined tension between PEO and hillary.

when he met with al gore, they completely ignored the details of their meeting to ask questions about Blago.

when he announced the energy team, more blago.

today he announces the education sec. and again more blago.

it's pretty obvious that he wants to get on with the business of setting up our new government, but rather than ask questions that will help the public stay informed about the transition, the press keeps obsessing about scandals that don't really matter. ughhhhhhh!

The schools are better than you think. I assumed the same thing before my kids were born and I was wrong. I pulled them out of a private school to move them into CPS and feel that they are receiving a MUCH better education now.

Chicago school system is one of the worst run system in the country. And Obama chooses Duncan as education sec? why? what has he done? Mediocrity and incompetence cannot be a solution when it comes to Education. This is ridiculous. C'mon Obama.

I voted for Obama (seems like I see this line a lot with a but) BUT why this choice for Education? I don't understand. Heckuva job Obama.

Do you have any children in the Chicago public school system? I have three there and I've gotta say that "one of the worst run system [sic] in the country" is a gross exaggeration. Is it perfect? No, but it's also not terrible or even simply mediocre. I don't like a lot of things that Duncan has done, but he is innovative.

When you watch the news footage of corporations being given monster cash infusions, you see sleek state of the art buildings equipped with the latest high tech tools. Cut to public schools: relics of W.W. II; rather than a big infusion of money to retool for the next century, schools get NCLB with its plethora of unfunded mandates. Then comes teachers bad, unions worse, tenure the culprit; why can't schools be run like corporations? Always excluded from the conversation, teachers themselves.

Schools cannot be run like businesses, because children are not widgets!! Stop the comparisons. Schools cannot control who walks in their doors. we have to accept everyone. Teachers cannot individually negotiate their salaries so bad and good get the same pay. Also, how can you judge a teacher solely on test scores? We work very hard, but if the students don't care, it doesn't matter! I can't just tweak children like mice in an experiment! There are too many factors involved to expect all children to come out of school being a bunch of brainiacs regardless of upbringing. Teachers actually have the least amount of say in education, but people like you always what to blame us first!!! this is so unfair!!!!

I agree 100%. I have always said if we could find a way to get into students' homes and turn off I-Pods, computers and TVs, make sure students actually did homework and studied, had good breakfasts and enough sleep let me know. How does anyone expect me to be accountable(responsible) when my students are hungry and sleepy?

Why are private schools , which we propose to subsdize in the form of vouchers , not held to the same standards as public schools?

1.)They are not required to test to NCLB standards or any standards
2) They do not have to accept every student,
( by picking and choosing their students the can appear more successful in college placement)
3) They are not required to meet the same standards for special ed or disabilty access that public schools are ,
,4) They do not have to answer to the taxpayer in any way . They just kick your child out if you challenge them.
5). Their teachers are not required to have continuing ed credits , updating their skills.
6.) They are not bound to hire by equal opportunity laws

To hold public schools to the standard of private schools is to compare apples and oranges.
In fact the very push for vouchers and privatization is a move towards disenfranchisng the poor for good and threatens to create a permanant underclass.Remember the Repug congressperson who said -" The Constitution doesn't say anything about free education"
Thats where this road is headed.

In fact there is a single thing that has pushed America to its status as a superpower , innovator and beacon for equality- free education for all.

By all means, let schools be run like corporations: (1) let them reject raw materials that don't meet their standards (2) let them change suppliers at the drop of a hat (3) let them be held accountable only to their own morals, or lack thereof (4) let them sink without a trace and without accountability if they do a rotten job [after all, it's their own fault] (5) let them hire totally unqualified and incompetent people and pay them a pittance, and (6) let them fold their tents and walk away any time they feel like it

Oops, excuse me. That's what private schools do already. Thank God, for the good of the students, public schools can't do any of this.

The same criticisms are always raised with the same stupid solutions proposed by those outside of public education. The conversation is never honest because it rarely includes teachers. Instead, it always begins and ends with teachers are bad,
unions protect protect crummy teachers and block accountability, and tenure only adds to the problem. Most teachers are good and dedicated, but have little say in policy; unions protect due process, not bad teachers; all tenure does is make it harder for a loose cannon administrator to dump teachers they disagree with without cause. But that's the easy stuff. Public education is complex. They are required to educate the brightest as well as those severely physically, mentally, and emotionally challenged, and all in between. Again, failing schools get NCLB; failing corporations get billions of dollars to fix their mistakes.

since Duncan took over from Paul Vallas ( he did not get along with Daley , but was great ) Chicago Public Schools now have a record of 6% of their highschool graduates earning bachelors degrees..He does play hoops with Barack on a daily basis though

With Mr Duncan's assistence our public schools will be privatized within 10 years .

Education will become the next "bubble" of investment as competition to get your child into a school better than your neighbors and becomes the latest means of showing your status.And of of course as a "private" business entity , these schools will not have to answer to the taxpayer , just like private prisons, energy companies and security contractors.

Welcome to the stripping away of our national assets for the enrichment of the investment class.

You are so right.Folks should read the fine print of NAFTA (of all things). Therein lies the legal framework for securitizing TEST SCORES. This will involve the largest transfer of taxpayer money to the private sector in U.S. history. The language was written by Lehman Bros. What we need is a constitution right to quality public education for all.

This is the first nomination by Obama which has REALLY depressed me. Progressives should organize to resist it!
