HOLLYWOOD, Fla. — A serial killer who died more than a decade ago is the person who decapitated the 6-year-old son of "America's Most Wanted" host John Walsh in 1981, police in Florida said Tuesday.

The announcement closed a case that stoked the Walsh family's grief and anger, launched the television show about the nation's most notorious criminals and inspired changes in how authorities search for missing children.

"Who could take a 6-year-old and murder and decapitate him? Who?" an emotional John Walsh said at Tuesday's news conference. "We needed to know. We needed to know. And today we know. The not knowing has been a torture, but that journey's over."

Walsh's wife, Reve, at one point placed a small photo of their son on the podium.

Police named Ottis Toole, saying he was long the prime suspect in the case and that they had conclusively linked him to the killing. They declined to be specific about their evidence and did not note any DNA proof of the crime, but said an extensive review of the case file pointed only to Toole, as John Walsh long contended.

"Our agency has devoted an inordinate amount of time seeking leads to other potential perpetrators rather than emphasizing Ottis Toole as our primary suspect," said Hollywood Police Chief Chadwick Wagner, who launched a fresh review of the case after taking over the department last year. "Ottis Toole has continued to be our only real suspect."

Toole had twice confessed to killing the child, but later recanted. He claimed responsibility for hundreds of murders, but police determined most of the confessions were lies. Toole's niece told the boy's father, John Walsh, her uncle confessed on his deathbed in prison that he killed Adam.

Wagner acknowledged numerous missteps in the investigation and apologized to the Walshes.

"I have no doubt," John Walsh said. "I've never had any doubt."

Many names have been mentioned in connection to the case in the years since the killing, including serial killer Jeffrey Dahmer, but Toole's has persistently nagged detectives. John Walsh has long said he believed the drifter was responsible, saying investigators found at Toole's home in Jacksonville a pair of green shorts and a sandal similar to what Adam was wearing.

Toole died in prison of cirrhosis in 1996 at the age of 49. He was serving five life sentences for murders unrelated to Adam's death.

The Walshes, who appeared Tuesday flanked by their other children, long ago derided the investigation as botched. Still, John Walsh praised the Hollywood police department for closing the case.

"This is not to look back and point fingers, but it is to let it rest," he said.

Adam Walsh went missing from a Hollywood mall on July 27, 1981. Fishermen discovered his severed head in a canal 120 miles away two weeks later. The rest of his body was never found.

Authorities made a series of crucial errors, losing the bloodstained carpeting in Toole's car _ preventing DNA testing _ and the car itself. It was a week after the boy's disappearance before the FBI got involved.

"So many mistakes were made," John Walsh said in 1997, upon the release of his book "Tears of Rage," which harshly criticized the Hollywood Police Department's work on the case. "It was shocking, inexcusable and heartbreaking."

For all that went wrong in the probe, the case contributed to massive advances in police searches for missing youngsters and a notable shift in the view parents and children hold of the world.

Adam's death, and his father's activism on his behalf, helped put faces on milk cartons, shopping bags and mailbox flyers, started fingerprinting programs and increased security at schools and stores. It spurred the creation of missing persons units at every large police department.

"In 1981, when a child disappeared, you couldn't enter information about a child into the FBI database. You could enter information about stolen cars, stolen guns but not stolen children," said Ernie Allen, president of the Center for Missing and Exploited Children, co-founded by John Walsh. "Those things have all changed."

The case also prompted national legislation to create a national database and toll-free line devoted to missing children, and led to the start of "America's Most Wanted," which brought those cases into millions of homes.

What it also did, said Mount Holyoke College sociologist and criminologist Richard Moran, is make children and adults alike exponentially more afraid.

"He ended up really producing a generation of cautious and afraid kids who view all adults and strangers as a threat to them and it made parents extremely paranoid about the safety of their children," Moran said.

Sometimes fear is a good thing. Everyone should be afraid. We're not living in Disneyland; it's a dangerous world, Nothing wrong with being afraid and aware. No one talked about these things when I was growing up and they happened. It almost happned to me when I was 9 years old and blowing up firecrackers on July 4 near my house with another friend. A man in a black raincoat (on a sunny day in July?) stopped us and said he was a cop and we were under arrest. He took us by the hand and started walking with us but another friend nearby saw this and ran to my home and told my older sister. She ran out and stopped the guy and demanded to see his badge. He flashed it quickly and she told him he flashed it too quickly and she wanted to see it again. He hesitated and she said, "You're no cop!" and told us ro run. We did and that was that. hinking back on that, if I had been warned, I never would have allowed myself to go off with him.

It's good that Walshs finally have some kind of closure about that horrible event in his life.

My heart goes out to them, and I am relieved that they now know the identity of the man who murdered and mutilated their son.

While nothing will replace their lost son, but I am pleased that some good came out of his death. Many, many more children are safer today because of the efforts of Walsh and others who dedicated themselves to helping find missing children.

May Adam rest in peace.

I remember watching the tv movie "Adam " and it has stood with me ever since. I have two boys and keep them close while going to the shopping mall.

That movie haunts me to this day. The scene when John and his wife find out Adam is dead is the most heart- wrenching thing I've ever seen. I had a little boy then. I crawled into bed with him and didn't want to let go. I was scared and it did change the way I watched my children. I think the fear is a good thing. I'm sure it saved many lives. God bless John Walsh and his family. They have endured so much. And they have given so much to the cause of crimes against children.

What's with the end of the story? "He ended up producing a generation of cautious and afraid kids..." Clearly there are reasons kids SHOULD be scared. There are too many crazies out there and too many people thinking it can never happen to them. It's a shame that the idiot sociologist casts John as the sole culprit for creating paranoia. Of course no one should live in fear but being cautious never hurt anyone.

It is sad to say but a parent cannot be too careful with their children. People seem to view harming children differently than when I was a child. This is not to say these monsters did not exist but their seems to be a huge increase of this type of crime since I was a child. I am glad for the Walsh family that they finally have closure.

From what I understand, there hasn't been a statistical increase in these types of crimes, only an increase in coverage. We now have news channels that operate 24/7 and, in the search for ratings, repeatedly play coverage of cases like Adam's. It only serves to make us more afraid and forces our children into increasingly sheltered lives.

Clem & AlexNYC are right. News media sensationalizes a handful of the most horrifying crimes, to bump up ratings. My guess is the last few decades and especially the last few hundred yrs, I'd guess incidence of this type of crime has gone down.

Our moral standards have simply changed---for the better. Children used to be viewed as property, and their male owners could treat them in whatever manner they chose. Now they are viewed as people, with the rights of people.

Read the works of Gavin DeBecker, especially_The Gift of Fear_ , for perspective and insight on adult and child personal safety issues.

Being educated, cautious and alert is what all children should be. It saves them from being victims of abuse and it can even save their lives. But we should not teach our children to be scared. They should question authority and adults when they think something is not right.

my thoughts exactly. i was born in 81, and to think that law enforcement has been grappling with this my entire life is pretty sad. either way, i'm glad the family finally has the answers they've been searching for.

All of this reminds me of the JonBenet Ramsey case. Why so long? Sometimes it takes many many years for technology to catch up to forensics of certain cases. They knew they had something but my guess is that the police botched it so badly that they could not use the evidence to prosecute. If you can't put a decent case together with what you have it's almost impossible. Many years from now maybe we will learn who really killed JonBenet too.

I like that John took his pain and anger and turned it into something useful. I grew up watching America's Most Wanted with my dad and I never knew the story of John Walsh's son until I saw a movie based on it on Lifetime about 6 years ago.

I commend him for everything he has done to bring justice to the many victims of crime. I hope this announcement today of the cruel ,heartless person who took away his son, brings some kind of closure to him and his family.

What would go a long way to prevent tragedies like this:

1) Emptying prisons of the huge percentage of nonviolent drug abusers and reserving law enforcement, prison and criminal justice resources for violent criminals

2) Devoting more public resources to the DNA evidence backlogs in most jurisdictions. Many if not most of the violent sexual type crimes in any given community are committed by only a few perpetrators.

3) Devoting more public resources to hiring and doing what it takes to keep highly trained, meticulous, technology-savvy, science-oriented violent crime investigators and supporting often time-and resource-consuming investigations.

4) Dividing sex crimes against minors into categories useful to the public, and treating the convicted differently according to the nature of the crime. For instance, right now, true pedophiles like Ottis Toole are lumped together in these tracking, bell-the-cat publicly accessible sex offender databases with 20 yr. old young men convicted of statutory rape for having sex with their 17-yr old girlfriends. Underage sex is deplorable, yes, but not in the same category with what was done to Adam Walsh. Public safety is not well served by this type of lumping.

As John knows full well ... you can never have closure on a major loss. I've never seen him discuss Adam without crying. He did mention today that he'll have some sense of peace knowing he can close the door on who killed his son.

John Walsh is one of my American heroes ...taking his tragic famillal loss and using this to help other families as well as change the judicial system.

My son, Adam, was only one year younger than Adam Walsh when he was taken. This saga was haunting. Bless the Walsh family for all they have done to protect other children. I hope this brings them some sense of peace and closure. What a tragedy to lose a child, particularly in such a horrible fashion.

There is no pain greater than the loss of a child.....I've watched my sister struggle with the passing of her son and there is a quiet knowing, a calm strength about her that grows every day ..........peace to you.
