Many educators will be happy to know that, under Arne Duncan Chicago was the poster child for districts resisting and criticizing the law. Others may find themselves worrying that as EdSec Duncan will be a little too loose with district "flexibility." But there's little doubt that Duncan (and Daley) fought tooth and nail against many of the law's key provisions like tutoring, transfers, and AYP ratings.

You kind of missed the point that the "tutoring" being done was corporate tutoring, and they were doing a lousy job of it. They were literally ripping people off by charging families for tutoring that wasn't helping kids learn anything more than how to pass some institutionalized tests...and it wasn't even doing that much. On top of that, all the private tutors in the area were basically being put out of work by the corporation Platform Learning. Duncan and Daley actually supported tutoring and felt that Platform Learning was getting in the way of their own initiatives for increasing accessibility to quality tutoring by putting all the "quality" out of work.
