SACRAMENTO, Calif. — Gov. Arnold Schwarzenegger on Friday ordered a state hiring freeze and payroll cuts to conserve cash as California struggles to deal with a $42 billion budget deficit.

The governor issued an executive order that requires state agencies to reduce payroll by 10 percent, which could lead to massive layoffs. He also ordered the state's 235,000 employees to take two days off a month without pay, starting Feb. 1.

Schwarzenegger also issued an executive order calling lawmakers back into session to deal with the budget for the third time in two months. On Thursday he announced he would veto an $18 billion Democratic deficit-cutting package that he said didn't do enough to address the financial crisis.

In a letter to state workers, Schwarzenegger said California must take emergency steps that will require sacrifices from everyone.

"It is imperative that state government look inside itself and be part of the solution," the governor wrote. "We simply have no other choice."

Labor officials said they were considering filing a lawsuit to prevent job losses.

"We definitely think we have grounds for filing an unfair labor charge," said Jim Herron Zamora, a spokesman for the Service Employees International Union, Local 1000, the largest state employee union. "Our contract doesn't allow him to do this."

Officials warn that the state will run out of cash in February unless Schwarzenegger and lawmakers can reach a deal to close the budget gap with spending cuts, revenue increases or a combination of both.

Schwarzenegger ordered all state employees to take two days off a month without pay or take a similar salary cut to achieve $1.3 billion in savings through the next fiscal year.

On top of that, the governor directed agencies that get their money from the state's largest budget account, the general fund, to achieve a 10 percent payroll savings. Officials said that could lead to an undetermined number of layoffs.

Department of Personnel Administration spokeswoman Lynelle Jolley said any workers who lose their jobs as a result of the order could seek employment at other state departments that use special state funds.

"We're hoping we can do this with the least number of layoffs possible but the goal is to address this imminent cash crisis," Jolley said.

Lawmakers adjourned for the holidays Thursday after Democrats pushed through a package of spending cuts and tax increases using a creative maneuver to bypass Republican opposition.

Schwarzenegger's decision to veto the package left Democratic leaders scrambling to save their plan. They argued that it met some of his demands for speeding up public works projects and selling surplus state property.

Assembly Speaker Karen Bass, D-Los Angeles, said it was "mind-boggling" that the governor would throw away a package that begins tackling the state's fiscal problems because it didn't contain exactly what he wanted.

"It's like a child telling Santa if you don't bring every single item on the list, then stay out of my chimney," Bass said. "I am hoping that the governor over these next few days will really reconsider saying he will veto the budget."

Bass and Senate President Pro Tem Darrell Steinberg, D-Sacramento, said they would remain at the Capitol to negotiate with the governor or his staff, but would not call the other 118 lawmakers back until a deal could be reached.

Under the governor's special session declaration, lawmakers have 45 days to send the governor bills that address the budget crisis. If they fail to do so, the Legislature may not act on other bills.

The governor had sought what he said was assistance for homeowners facing foreclosure, broad authority to relax environmental regulation on public works projects and more toll roads. Democrats allowed only partial waivers for a limited number of road projects and for certain state properties up for sale.

Additionally, Schwarzenegger requested deeper cuts than Democrats were willing to offer, such as reductions in welfare and senior assistance programs, greater flexibility to reduce school spending, and the elimination of two of 14 state employee holidays.

Environmental advocates also questioned why the governor would toss aside the only deficit-cutting legislation to reach his desk since he declared a fiscal emergency on Nov. 5. Paul Mason, deputy director of the Sierra Club in California, suggested that by demanding environmental exemptions, the governor was betraying his public image as a crusader against global warming.

In the UK, it's all that left-wing Labour understands at present. Gordon Brown intends to borrow (and spend) his way out of this economic crisis to the tune of almost 295 billion over the next 4 years. To be paid back by us of course. He's been advised by experts all over Europe not to do this, but he will do it anyway. And before this crisis hit, and before he became PM, he had borrowed more over the last 12 years than any chancellor in UK history.

He is also deep into privatizin­g...Royal Mail is the latest, before that, Rail, hospitals, and some schools.

I'm sorry for you...priv­atization is grossly expensive, open to fraud, and is usually biased towards corporate profiteering. You have to remember their bottom line even for "non profit" (which is a mis-nomer) is "profit". To hell with people and their needs, it's the all mighty dollar in your case.

Schwarzenegger works for a dollar a year. You get what you pay for, there is no such thing as a free lunch, aren't those republican mantras?

Instead of ordering everyone to work for free, why not just do the hard work and make some layoffs. It's never easy to do but often necessary. And some people will get laid off that don't deserve it, and some will stay on that do (Schwarzenegger comes to mind). It's the way of the world.

Welcome to reality California . . .

Did you think you could spend out of control for the last 15 years and bills wouldn't come due? Offering government services to everyone and anyone that asks (legal or not) is something that is not sustainable.

I feel bad for the workers but people in CA need to wakeup.

It is a safety valve for decades of Catholic inspired population increase and a good source for the repatriated cash that is sent back each year.

I would love to see a breakdown of expenses here in Cali so all of us could see where all this money is going. Also the income ( Vehicle/ real estate ) as compared in percentages to other states. Might be a shocker...­.I better start googeling.

Yeah, Bash Arnold all you want. How many actors good or bad, have been able to make that leap to politics, convince millions of people to vote for them, strong Austrian accent and all?
The fact is that this is a sensible move rather than Republican vs Democratic thingy. If you live in California, you would notice that Arnold is more libral than any governors California had in past years! It is a smart move. How can a state run on 18b deficit? If the country's economy is in a good shape then they can borrow but there is NO money people and there are no jobs! I work in corporate world and my company can go belly up any day even though we are told everything is fine. Frankly instead of losing my job, health insurance I would rather take 2 days of unpaid vacation. No one should lose their jobs in this economy because there are just no jobs out there, employers are not hiring because they are watching their expenses.
FedEX this week announced that rather than lay off thousands of people it requires pay cut for all salaried workers. FedEX is the first big corporation to do that this year. Am sure those employee will be glad to have a reduced pay rather than pink slips. THINK ABOUT IT!

I can bash Arnold all I want to because I did not vote for him and would not ever vote for him. I agree with you that taking a few days of unpaid leave seems like the better deal than getting laid off, but when does it stop? Next thing he will be doing is LAYING off people. It is a slippery slope and if that is the only damn solution he can come up with, I am very worried.

Forget ever talking to a live human being ever again. Good luck. You'll need it.

Empty fridge; day 6. Days of dog food left for the dog=1, Days before rental home goes back to the bank=7. Days since last unemployment check= 20. Christmas presents purchased=0.

Rich people raping the poor. Wall St. hasn't had to sacrifice, yet Main St. can't seem to catch a break. What is Arnold willing to sacrifice? He's rich, so giving up his salary shouldn't be an inconvenience for him and his family.

They are still giving out bonuses on Wall St. WITH OUR MONEY, money we need to run our states, bring our schools into this century , build up our infrastructure, etc., and Arnold wants to cut peoples pay? Clearly this is a man, like those on Wall St., that does not understand what hard times mean for individuals and families and therefore should not be governing a state.

We need Made in U.S.A. to come back. We need to start making our own products and in turn employ Americans so that they can pay their fair share of taxes and consume when necessary to keep our economy going. The service industry was never viable in the long run. It was just a way for a few people to make a lot of money, and now that they lost that money they are given our money to recoup their loses...An­d Arnold wants to cut workers' incomes?

As a young man, I benefitted from going to California schools that at every level ranked the highest in the United States. But that was before the "taxpayers revolt" and the Reagan revolution--the right of America and the center and left that followed: the something for nothing generation.
Truthfully, there is only one area that the state could reasonably reform and that's in its marijuana laws. Leglize it; tax it--get out of the victimless crime prison business, but let's see cut education? health services for an aging population? infrastructure in a state that probably bears the most vehicular traffic of any in the nation?
But heck one thing certain, the Republicans in the Senate and Legislature will die before asking people to pay for their government, and Arnold is too much of a (pardon the expression) "girly man" to face up to his own party and tell them the days of putting it on the card are over. Hasta la vista golden state.

Too bad many Californians weren't financially conservative when they bought their homes. They should have considered the following: Gross income x 3 = the home you can actually afford to buy. Anything beyond this is financial madness. In light of this, California is going to have to face a horrific meltdown.

I know of many federal positions that go unfilled simply because there is no place to live in California and work on a job within the federal pay structure. I'm fortunate to have left that state many years ago.

I live in California and work at a publice school (21 years now). No offense to HP, but this would be a huge story. I haven't seen it posted on CNNor MSN. If anyone can find a link from another source I'd appreciate it. I admit I've not looked at local news all week, but I would think it'd be a main story.
Anyone suppy a link please. I tried googling and got nothing on this story. I am definitely interested.
