SACRAMENTO, Calif. — Gov. Arnold Schwarzenegger on Friday ordered a state hiring freeze and payroll cuts to conserve cash as California struggles to deal with a $42 billion budget deficit.

The governor issued an executive order that requires state agencies to reduce payroll by 10 percent, which could lead to massive layoffs. He also ordered the state's 235,000 employees to take two days off a month without pay, starting Feb. 1.

Schwarzenegger also issued an executive order calling lawmakers back into session to deal with the budget for the third time in two months. On Thursday he announced he would veto an $18 billion Democratic deficit-cutting package that he said didn't do enough to address the financial crisis.

In a letter to state workers, Schwarzenegger said California must take emergency steps that will require sacrifices from everyone.

"It is imperative that state government look inside itself and be part of the solution," the governor wrote. "We simply have no other choice."

Labor officials said they were considering filing a lawsuit to prevent job losses.

"We definitely think we have grounds for filing an unfair labor charge," said Jim Herron Zamora, a spokesman for the Service Employees International Union, Local 1000, the largest state employee union. "Our contract doesn't allow him to do this."

Officials warn that the state will run out of cash in February unless Schwarzenegger and lawmakers can reach a deal to close the budget gap with spending cuts, revenue increases or a combination of both.

Schwarzenegger ordered all state employees to take two days off a month without pay or take a similar salary cut to achieve $1.3 billion in savings through the next fiscal year.

On top of that, the governor directed agencies that get their money from the state's largest budget account, the general fund, to achieve a 10 percent payroll savings. Officials said that could lead to an undetermined number of layoffs.

Department of Personnel Administration spokeswoman Lynelle Jolley said any workers who lose their jobs as a result of the order could seek employment at other state departments that use special state funds.

"We're hoping we can do this with the least number of layoffs possible but the goal is to address this imminent cash crisis," Jolley said.

Lawmakers adjourned for the holidays Thursday after Democrats pushed through a package of spending cuts and tax increases using a creative maneuver to bypass Republican opposition.

Schwarzenegger's decision to veto the package left Democratic leaders scrambling to save their plan. They argued that it met some of his demands for speeding up public works projects and selling surplus state property.

Assembly Speaker Karen Bass, D-Los Angeles, said it was "mind-boggling" that the governor would throw away a package that begins tackling the state's fiscal problems because it didn't contain exactly what he wanted.

"It's like a child telling Santa if you don't bring every single item on the list, then stay out of my chimney," Bass said. "I am hoping that the governor over these next few days will really reconsider saying he will veto the budget."

Bass and Senate President Pro Tem Darrell Steinberg, D-Sacramento, said they would remain at the Capitol to negotiate with the governor or his staff, but would not call the other 118 lawmakers back until a deal could be reached.

Under the governor's special session declaration, lawmakers have 45 days to send the governor bills that address the budget crisis. If they fail to do so, the Legislature may not act on other bills.

The governor had sought what he said was assistance for homeowners facing foreclosure, broad authority to relax environmental regulation on public works projects and more toll roads. Democrats allowed only partial waivers for a limited number of road projects and for certain state properties up for sale.

Additionally, Schwarzenegger requested deeper cuts than Democrats were willing to offer, such as reductions in welfare and senior assistance programs, greater flexibility to reduce school spending, and the elimination of two of 14 state employee holidays.

Environmental advocates also questioned why the governor would toss aside the only deficit-cutting legislation to reach his desk since he declared a fiscal emergency on Nov. 5. Paul Mason, deputy director of the Sierra Club in California, suggested that by demanding environmental exemptions, the governor was betraying his public image as a crusader against global warming.

OK.... lots of people are suffering, lots of jobs are in jeopardy, and many of us will be experiencing a contraction of our lifestyles.

The question that arises then is "What can we do about it?"

Blowing off anger and frustration here does not solve the problem unless you hold to the "misery loves company" school of thought...­which I don't.

People are going to learn to do what our parents and grandparents had to learn...ho­w to live wisely, how to make use of everything, to reject "throw-away" consumerism and maybe even to recognize the things we need from the things we want.

It's one thing to blow off steam about those who are responsible for the situation and another to try and do something about it. And since "one small voice" tends to get lost, it demands a concerted effort by everyone to do what we can to NOT be a drag on the ship. And it offers the opportunity for those with more to help those with less.

We can be sure that other states and localities are hovering on the brink of California's situation.­.. maybe we should look around and see what we can do, personally and locally, to prepare for these problems that are likely to come to our own doorsteps, if they haven't already.

To reference John Donne...."­No man is an island; no man stands alone"... Do not ask for whom the bell tolls; it tolls for thee..."

May I make one observation about State govt? In our city the largest building downtown is the State building. It has a massive lobby with virtually no offices on the bottom floor. On the top two floors there are about 50 or 60 offices. I have been delivering packages there for 9 years. I would say that at any given time, only 30 per cent of these offices are occupied by workers. When a citizen comes in with a question or problem he or she is told that so and so is "in a meeting", "away from their desk" or "working from home" today. For the individuals that happen to be there much of their time is spent walking to the bathroom or break room, typically carrying a piece of paper. And, to top things off, they are closed on holidays most of us never heard of. It is a very ineffient organization with no obvious oversight. Most of the people working there are just trying to pass time to collect their retirement.

Time to reward competence & efficiency - what the 'work ethic" was supposed to represent -

Who here has been impressed with the efficiency & competence at the US Post Office, the DMV, any State office ? How many times have you whispered to yourself "there would be much better service if this were a private business (with competitors) ?
I'm not at all for a "blanket layoff" etc. but I am ! for re-examining the lax work habits that have been allowed in the non-private sector work force -

Well, that's a whole other topic - I was talking about employees - the competence level of gov't. employees vs those working for a bus. that operates with competition as a compelling impetus to offer competence & service.

Government contracts is a whole other area needing regulation -

Civil Service Rules are what makes government bureaucracy so inefficient. If you can't be sacked for poor performance why should you worry? I'm all for unions and worker protection but the civil service rules of local government go way beyond any reason. If you need a good example of how bad these rules are take what happened to King-Drew Hospital in LA, where nurses who negligently KILLED patients couldn't be sacked because of these rules.

Over the past 5 years, it seems like the post office and DMV have made some serious improvements. IMO they have become more customer service oriented than a large number of private companies, many of which seem to have taken a "the customer doesn't matter" attitude. The government agencies seem worlds apart from utilities. I live in a small town (not too small), but I don't know that it's just local.

It is still a contrast here, a blatant contrast, really -
However, I really think an adjustment in attitude is what's needed - it's not an untreatable problem -
Take Obama's way of conveying the need for reform : he points out the problem, urges emphatically that we need change (in gov't. & that doesn't just mean high levels of gov't.) & those who are interested, genuinely interested in jumping on board with a more efficient way of "really" accomplishing things, will have job security -

It's hard to know what to say about this economic cr.isis that isn't so obvious that saying it is like driving a big truck through the thread. The most obvious thing was summed up, for me, anyway, by an economy editor at Sky. He said that everyone nowadays has to have everything NOW. No saving up for a decent downpayment on a house, just take out a huge mortgage and get the 5 bedroom 4 bath thing NOW. Same for cars, holiday homes, boats, building extensions, and even the kids have to have all the new computer games NOW. (After their parents get them the new computer NOW.)

That seemed right to me. There is a kind of impatience in people to have material things combined with a kind of self-indulgence in getting them that borders on the im.mo.ral. I am not judging anyone here by using that kind of language, I just mean that, in the main, human beings seem to have gone n.u.t.s with the plastic to the point where lives are being r.u.i.n.e.­d. And the credit card companies are partly to blame; as some have pointed out, they send out pre-approved credit cards to young married couples and lu.re them on.

This is just one cause of the current cri.sis, I know, but it's sure played its part.

Allow me to add that I don't mean everyone is like this. Not at all. As one poster here pointed out, some hard-working people are suffering through no fault of their own, losing their jobs and the like.

Lots of people don't even use credit cards. I just meant that this waving plastic around has become, in some parts anyway, a kind of disease. Over here they used to call it paying on the never-never, i.e. you never quite get the balance paid off!

I've noticed a lot of judgment from folks (like you) lately towards those that have fallen on hard times. a lot covers issues like overspending (never done this yourself, huh?), anf folks who took out ARMs. in my experience, most people who don't know something rely on an expert to educate them; if the loan officer recommended an ARM, it isn't exactly the borrower's fault if they were lied to. just look at a video from, oh, two years ago, and watch the financial guru, Alan Greenspan, tell America that if they don't have an ARM, they're an idiot.

and on the subject of "big down payments"; let me know how this would help someone if they lost their job. unless you're putting down 80%, a big down payment is a total waste of time. almost every down payment is hard-earned, and it gets a little frustrating watching another $10K in down payment (money that would make a great cushion for a "rainy day fund") drop your house payment a whopping 20 bucks. you're much better off keeping it in the bank for emergencies, like losing your job. a cheap house payment is irrevelant if you don't have any income to make it.

I'm no fan of Bush's, but he tried with immigration. He worked long and hard on bipartisan immigration legislation that was supported by governors from the SW, including Nepolitano and Richardson, and by McCain and other Republicans senators. It didn't go through. I strongly suspect the reason that Obama has put Nepolitano in charge of Homeland Security is to get this legislation through. Remember the glowing words McCain had for her appointment to Homeland? That's why.

Whatever they do, do NOT get rid of the tax loopholes for the multi-billion dollar entertainment industry! They should not have to pay for the poor people's mistakes, especially not after the new Jennifer Anniston movie. They're so wonderful!

Part of the problem is that California enacted legislation a while back to cap all property taxes. There are lots of mega-multimillion dollar homes in CA with relatively low property taxes as a result of a shortsighted law. Now the coffers are low and it's hard to pay for schools, roads, police & fire depts, sewers, bridges, etc. (They of course have huge problems with illegal immigrants tapping into the system, too, draining resources. I'm no Lou Dobbs fan--I'm just sayin'! All the border states have the same issue.) California has the 8th biggest economy in the world and a huge population--so it takes a lot of money to run it.

The government taxes/burdens all the wrong things and people. Rock band fees, permit fees, it's ridiculous. I'd love to see a fat tax on luxury items, cigarettes, high fructose corn syrup!

SF please lead the way! 30% state tax on anything with HFCS in it hahaa.

I worked three times in California government, once for ten years, once in education, once in transport, once in a prosecutorial capacity. Almost every department has at least one bozo that makes a great salary and does little work or is grossly incompetent - find a way to get rid of them! Seriously!

I know, I know. But there's always one that _really_ gets your goat. At CC I could never get a job but met a woman in the health clinic, could not spell, at all - how did she get that job? At transport I met a guy making 80K per year plus fat benefits and he literally read the paper at hid desk all day - how can that be?? At that was 20 years ago.

I do agree with this - I've been told by at least 3-4 people I know (who have been State employees) that the "taking advantage" of the lax work conditions is outrageous - 2-3 hour lunches etc.-
& there's a guarantee with gov't jobs that the reasons for layoff or firing have to be extreme, far more than in the private sector - there are def. a bus es in the system - a need for revamp -
