WASHINGTON — As vice president, Joe Biden will oversee an Obama administration effort to find ways of building up the ranks of the middle class, that ambiguously defined segment of society most Americans identify with.

The task force will include four Cabinet members as well as other presidential advisers, the Obama transition team announced Sunday.

The goal is to recommend proposals to ensure the middle class is "no longer being left behind," Biden said. The proposals could include executive orders and legislative plans.

"Our charge is to look at existing and future policies across the board and use a yard stick to measure how they are impacting the working and middle-class families," Biden said in a statement released Sunday. "Is the number of these families growing? Are they prospering? President-elect Obama and I know the economic health of working families has eroded, and we intend to turn that around."

Overseeing a task force has become tradition for vice presidents.

Dick Cheney led a task force on energy. Al Gore had the task of reinventing government. George H.W. Bush, while serving as Ronald Reagan's vice president, oversaw a task force charged with reducing government regulation. While all of those efforts resulted in some accomplishments, it's also clear that the issues they confronted were so large and systemic that many could and did question the progress they made.

Biden said the measure of economic success in an Obama administration would be whether the middle class was growing.

The transition team promised the task force's work would be transparent, with annual reports on its findings and recommendations. Also, any submissions from outside groups are to be posted on the Internet. By comparison, Cheney, a former oil man, fought to keep the White House energy task force's deliberations secret.

Task force members will include the secretaries of labor, health and human services, education, and commerce, as well as the directors of the National Economic Council, the Office of Management and Budget, the Domestic Policy Council and the head of the Council of Economic Advisers.

In an interview broadcast Sunday on ABC's "This Week," Biden took care to define his role as vice president as going beyond a particular task. He said that when he discussed the job with Barack Obama during the campaign, he told Obama he didn't "want to be the guy that goes out and has a specific assignment." Rather, he wanted to have a voice in every matter of importance.

"I said I want a commitment from you that in every important decision you'll make, every critical decision, economic and political as well as foreign policy, I'll get to be in the room," Biden said.

He said that Obama agreed and has adhered to that commitment.

"Every single solitary appointment he has made thus far, I have been in the room," said Biden, who was elected seven times to the Senate. "The recommendations I have made in most cases, coincidentally, have been the recommendations that he's picked, not because I made them, but because we think a lot alike."

Biden also covered topics from the auto bailout to his continued desire to close the Guantanamo prison holding terrorist suspects:

_The loan agreement for automakers will require sacrifices from all segments of the industry. While saying organized labor did not bring the carmakers to the brink of collapse, unions in particular are "going to have to make some additional sacrifices, and they know it and they understand it."

_The economic aid plan being readied by the Obama team will focus on creating a strong energy grid, will pay for thousands of new jobs focusing on making buildings and homes more energy efficient and will help health care providers invest in electronic record keeping for patients. "The end result, though, the money we're spending, we're going to get back three- and four fold."

_The military prison at Guantanamo Bay, Cuba, should close, and the U.S. reputation abroad has suffered as a result of the Bush administration's policies on surveillance and detainees. "To quote from a previous national security report put out by the intelligence community, we have created, not dissuaded, more terrorists as a consequence of this policy," Biden said.

_It's up to the Justice Department to determine if charges should be filed against any member of the Bush administration for prisoner abuse that occurred at Abu Ghraib or Guantanamo. "President-elect Obama and I are not sitting thinking about the past," he said.

I rejoice each day knowing that we will soon have a Vice President of great honor, honesty, and integrity, and respect for the United States...h­er citizens, and the U.S. Constituti­on...in Joe Biden. Biden truly comes from middle class working beginnings, and I've always had great confidence in his leadership. In his travels and during campaigning, Joe connects well with working America, and they embrace him in return. Middle class America needs and deserves help and recognition, especially now. I believe Biden is the right choice to head this task force...he cares and will get this started.

do you know anything about Mr. Biden's early life? it's interesting, if not unusal for politician. David Brooks (conservative columnist, NYTimes): Biden is a lunch-bucket Democrat. His father was rich when he was young...bu­t through a series of bad personal and business decisions, he was broke by the time Joe Jr. came along. They lived with their in-laws in Scranton, Pa., then moved to a dingy working-class area in Wilmington, Del. At one point, the elder Biden cleaned boilers during the week and sold pennants and knickknacks at a farmer’s market on the weekends. His son was raised with a fierce working-class pride — no one is better than anyone else. Once, when Joe Sr. was working for a car dealership, the owner threw a Christmas party for the staff. The ONLY ones responsible for people becoming terrorists are the ones choosing to become terrorists, by their own free will. Just like nobody forces a thief to steal something. If anything, because of Bush and Cheney's forceful action, the terrorists know they've met their match attacking the U.S.

So, people just sort of randomly choose this path without having been influenced by anything? They have no reasons or history? I can't support the life they live but I don't presume that it has nothing to do with political, social and economic realities, histories and attitudes.

Thieves steal for many reasons. Some are starving and trying to stay alive, are they choosing to starve? Maybe they need medicine for a sick child but can't afford it. Did they choose for their child to be sick?

We have an obligation to take this issue seriously. Casually dismissing those who feel so strongly against our country that they would attack us is a weak and defeatist attitude. We can do better than that.

I am 60 and grateful that I lived long enough to see a president care about the middle class enough to have a task force specifically for it. We have been the invisible middle child with the execs stealing off the fruits of our labor for too long.

Joe,

One way to solve this problem is to force the banks to:
1- Refinance every Mortgage to 4% no fees
2- Allow home owners to buy down the rate to 3% with points (fees) if there more financially secure.
3- Make all new Mortgages available at these same terms.
4- After a period of say 1 year, rates can return to prevailing rate.
$$$$
1- This will slow foreclosures
2- Put money in the pockets of every home owner every month, because of less overhead less overhead.
3- Allow people to pay down there credit cards faster.
4- Help stabilize rents
5- Reduce the number of houses on the market.
6- Reduce the number of bad loans held by the banks.
7- Reduce cost to the banks ( foreclosure, attorneys fees, court fees, repo fees, etc...)
8- Its much cheaper to collect monies due then to chase money due.
----
Of course, none of this will work without jobs for all.

4%, would be a fixed rate for the remainder of the loan. New loans will also be at 4%.
The 1 year period is to spark a home buyer to buy, and buy now, before the rates go up.

"Tanking" home prices is the REAL problem...­even people with perfect credit can't get a proper re-fi or home equity loan to do improvements because of the reduced value of their home and the "value to loan" ratios.

The Fed Govt, state-by-state or regionally, could IMMEDIATELY and DIRECTLY begin to prop up home prices by taking the amount (%) home prices have fallen since the height of the bubble and then giving appraisers the directive to INCREASE the appraised value by half of the post-bubble drop... For example, if values in the Northeast have, on average, dropped by 30% since the height of the bubble, then the current appraisal value would be increased by 15%.

This would be a temporary program AND IT WOULDN'T COST A DIME TO IMPLEMENT!­...

Eliminate ARMs, keep interest rates between 5% and 6.5%, eliminate no-docs, or somehow make them rental/lease with purchase option after 12 months, and you should see the real estate market pick up immediately.

Also, the GOVT could use some of that "bail-out" money to finance "green" loans to home-owners that could run con-current with their existing mortgages, for solar panel installations, solarium installations (to collect heat that is redistributed thru the house later), passive rain-water collection, green roofs... Tax credits are fine, but not if you can't afford the up-front costs.

Propping up the bubble prices will keep houses unaffordable for most Americans for years to come, especially in the Northeast. Ask Long Islanders. The only people who think housing prices should be propped up are those who bought into the bubble or used their houses like ATMs for college and/or creating McMansions.
