SALT LAKE CITY — An environmental activist tainted an auction of oil and gas drilling leases Friday by bidding up parcels of land by hundreds of thousands of dollars without any intention of paying for them, a federal official said.

The process was thrown into chaos and the bidding halted for a time before the auction was closed, with 116 parcels totaling 148,598 acres having sold for $7.2 million plus fees.

"He's tainted the entire auction," said Kent Hoffman, deputy state director for the U.S. Bureau of Land Management in Utah.

Hoffman said buyers will have 10 days to reconsider and withdraw their bids if they think they paid too much.

Tim DeChristopher, a 27-year-old University of Utah economics student, said his plan was to disrupt the auction and he feels he accomplished his goal.

DeChristopher won the bidding on 13 parcels, auction records show, and drove up the price of several other pieces of land.

"I thought I could be effective by making bids, driving up prices for others and winning some bids myself," the Salt Lake City man said.

Some bidders said they were forced to bid thousands of dollars more for their parcels, while others fumed that they lost their bids.

"We were hosed," said Jason Blake of Park City, a consulting geologist who was outbid on a 320-acre parcel. "It's very frustrating. I hope the guy is prosecuted."

Several bidders said they hadn't decided whether they would withdraw their bids. Some said they may reluctantly hold on to their leases _ despite the higher cost _ out of concern that the parcels might not go up for auction again under President-elect Barack Obama's administration.

BLM criminal investigators questioned DeChristopher, who says he expects to be charged. He was released and the case was referred to federal prosecutors for possible fraud charges, said Melodie Rydalch, a spokeswoman for the U.S. attorney's office.

"I'm willing to deal with that," DeChristopher said.

Other bidders at the auction had complained about DeChristopher as unfamiliar and bidding in an unconventional fashion, which raised suspicions, said Terry Catlin, leader of the BLM's Utah Energy Team.

DeChristopher snapped up 22,500 acres of land around Arches and Canyonlands parks but said he could afford to pay for only a few of those acres. He owes $1.7 million on all of his leases.

The sale of the leases has drawn complaints from environmental groups and scathing criticism from actor Robert Redford.

Activists said the sale would threaten Utah's wild lands and spoil the view from some of the state's spectacular national parks with drilling rigs.

"If we're going to sacrifice public lands, let's do it with some deliberation, not in a hasty way," said Joseph Flower, a University of Utah biology student who was among about 100 protesters outside the auction.

The bureau already had pulled some parcels from the sale in response to complaints from the National Park Service and others. Ultimately, the agency dropped more than half the 359,000 acres first proposed for auction.

Selma Sierra, who heads the BLM in Utah, said only 6 percent of lease parcels would ever see drilling because of the "costly and speculative" nature of the business. The federal government also typically imposes environmental safeguards on drilling parcels, Sierra said.

"Facts of the lease sale have been mischaracterized in the public forum, sowing confusion and misunderstanding," Sierra said.

Conservation groups sued Wednesday challenging 80 of the 132 lease parcels set to go up for bid, but the groups reached an agreement with the BLM one day later allowing the auction to go forward, according to the National Resources Defense Council.

The agreement filed with the U.S. District Court in Washington, D.C., stipulated that the government wouldn't issue leases on the 80 parcels for 30 days, giving a federal judge time to consider whether to block the leases.

"Some bidders said they were forced to bid thousands of dollars more for their parcels, while others fumed that they lost their bids."

No one forced the bidders to go higher, they did it of their own volition.

Missing the point. The point wasn't the sale price. It was to screw up the auction and prevent the sale of public lands for private use.

Thanks Tim!!!

I find it funny that a BLM thug says only 6% would ever be developed... why would people lease land they couldn't even use. Then again to answer my question I guess those rigs only take up about 6% of the surface area of the leased land. Tricky!

because the buyers don't know exactly what is there and how much it will cost to get it out of the ground until they lease it and can prospect. You should try not answering your own questions when your completely f-in ignorant of the subject.

Easy Jimbo---I think that was his point. That it's ridiculous to say "it will never get drilled"

Why didn't Redford just buy the land? Or can you only drill for oil and gas if you buy them?

Favorite    Flag as abusive Posted 08:53 PM on 12/21/2008

Because it --all of the parcels out for bid--is Federal land. That means that the land belongs to the people of this country; as in WE THE PEOPLE. The problem is that the butchers who purchase the leases rip the land apart and then, thanks to the repug eco policies, walk away and the once pristine landscape, which is our backyard, is now polluted; a slag heap that the purchasers have no responsibility to repair.
But this land is our land and should not be for sale.

Good Job. Someone thought of a way to disrupt this tragedy/crime being perpetrated my Ms. Sierra.

Redford should put his money where his mouth is, and buy these leases, saving both the land and this young man. Redford could host a one night fundraiser at Sundance and have the money the next.

Redford has put his money where his mouth is over and over and over. Perhaps time others step up. You can contribute online to a number of organizations that protect the wild. Or you can write letters. Or make phone calls...

He shouldn't NEED to put up his money. No one should. What RIGHT does any administration have to sell off our public lands without getting the owners' consent? That's US, by the way. Did you see any referendum on it?

This was indeed a brilliantly inspired strategy. This was a well played gambit which virtually drove a stake through the heartless, insidiously rapacious cretins.

As the treasonous Bushwhack and Company pursuit every conceivable device and felonious machination to continue to plunder, pillage and pirate our venerable and august natural treasure, most of us curse and lament the relentless, egregious and prolific unnatural acts and "Dic-king" this administration has visited upon us.

DeChristopher reintroduces us to the genius of creative proactive dissent; the power of the individual and/or relative small collective can indeed be an effective tool against imprudence and the maladroit. The DeChristopher model can be very instructive.

As the Obama administration are compiling their list of Bushwhacked atrocities for which actions can be immediately deployed to reverse or mollify, I believe conscientious progressives will find, within the newly appointed Cabinet heads of the regulatory agencies, allies truly committed to the resurrection of the people’s primacy of their lands and liberties.

If all else fails,Redford and the NRDC certainly has $1.7MM and the “new” BLM and Interior Departments could easily codify such onerous restrictions as to make access untenable That the purchasers of these leases would gladly sell them back to the “people” at a fraction of their original bids….

Nice Job Tim.

I am by no means a fan of the Bush administration in any regard. However, we need to look at issues logically. This lease sale is most likely legal. The BLM made these areas available for lease through a Resource Management Plan revision. This is a public process and the public was provided several opportunities to comment. The enviros are suing, but they sue a lot and often lose. So let’s say this lease sale is legal. How, then, is this lease sale a “treasonous,” “felonious” “atrocity?”

The Mineral Leasing Act of 1920 allowed the federal government to lease its minerals for development. Is it this law you’re mad about? Do you think there should be no energy development on public lands? The BLM doesn’t make decisions based on some vote, or how a certain segment of the public feels. Is that a law you want changed? Which groups should have the power?

Some of you guys act like there is no way to check the BLM or other federl agencies. This is completely untrue. They get taken to court all the time, win some and lose some. So if this lease sale is legal, quit griping about some big conspiracy and change the laws public land management is founded on.

Man, I wish Obama would use some of his leftover money to buy these leases. What a great slap in the face that would be!!! I'm so sick of our country being literally sold to the highest bidder. This guy should receive the highest citizen award available.

Here's an interesting thought. The story right next to this one is about bank executives from bail out banks getting $1.6 million in bonuses paid with taxpayer money. Interestingly our hero needs $1.7 million to pay for his bids. Maybe the bank execs would like to donate our money for a worthy cause!

sorry karela....that was $1.6 Billion for the bank execs....if only it were that easy. The only people who should be prosecuted are the people who gave those executives that money....and of course the executives themselves.
