Sen. Boxer Urges Attorney General To Intervene Over Illegal EPA Memo

California Sen. Barbara Boxer urged the U.S. Attorney General to launch an investigation into a controversial memo published last week by the EPA Administrator that axed tough carbon-dioxide rules for power plants and other emitters.

The chairwoman of the Senate Environment and Public Works Committee called "illegal" a memo published by the head of the Environmental Protection Agency, Stephen Johnson, that ruled out mandatory limits on CO2 emissions when granting construction permits.
