Five-Year Intelligence Assessment: Terror Threat Driven By Instability In Middle East, Africa

WASHINGTON — The terrorism threat to the United States over the next five years will be driven by instability in the Middle East and Africa, persistent challenges to border security and increasing Internet savvy, says a new intelligence assessment obtained by The Associated Press.

Chemical, biological, radiological and nuclear attacks are considered the most dangerous threats that could be carried out against the U.S. But those threats are also the most unlikely because it is so difficult for al-Qaida and similar groups to acquire the materials needed to carry out such plots, according to the internal Homeland Security Threat Assessment for the years 2008-2013.

The al-Qaida terrorist network continues to focus on U.S. attack targets vulnerable to massive economic losses, casualties and political "turmoil," the assessment said.

Earlier this month, Homeland Security Secretary Michael Chertoff said the threat posed by weapons of mass destruction remains "the highest priority at the federal level." Speaking to reporters on Dec. 3, Chertoff explained that more people, such as terrorists, will learn how to make dirty bombs, biological and chemical weapons. "The other side is going to continue to learn more about doing things," he said.

Marked "for official use only," the report does not specify its audience, but the assessments typically go to law enforcement, intelligence officials and the private sector. When determining threats, intelligence officials consider loss of life, economic and psychological consequences.

Intelligence officials also predict that in the next five years, terrorists will try to conduct a destructive biological attack. Officials are concerned about the possibility of infections to thousands of U.S. citizens, overwhelming regional health care systems.

There could also be dire economic impacts caused by workers' illnesses and deaths. Officials are most concerned about biological agents stolen from labs or other storage facilities, such as anthrax.

"The threat of terrorism and the threat of extremist ideologies has not abated," Chertoff said in his year-end address on Dec. 18. "This threat has not evaporated, and we can't turn the page on it."

These high-consequence threats are not the only kind of challenges that will confront the U.S. over the next five years.

Terrorists will continue to try to evade U.S. border security measures and place operatives inside the mainland to carry out attacks, the 38-page assessment said. It also said that they may pose as refugees or asylum seekers or try to exploit foreign travel channels such as the visa waiver program, which allows citizens of 34 countries to enter the U.S. without visas.

Long waits for immigration and more restrictive European refugee and asylum programs will cause more foreigners to try to enter the U.S. illegally. Increasing numbers of Iraqis are expected to migrate to the U.S. in the next five years; and refugees from Somalia and Sudan could increase because of conflicts in those countries, the assessment said.

Because there is a proposed cap of 12,000 refugees from Africa, officials expect more will try to enter the U.S. illegally as well. Officials predict the same scenario for refugees from Afghanistan, Bangladesh and Pakistan.

Intelligence officials predict the pool of radical Islamists within the U.S. will increase over the next five years due partly to the ease of online recruiting means. Officials foresee "a wave of young, self-identified Muslim 'terrorist wannabes' who aspire to carry out violent acts."

The U.S. has already seen some examples of these homegrown terrorists. Recently five Muslim immigrants were convicted of plotting to massacre U.S. soldiers at Fort Dix in a case the government said demonstrated its post-Sept. 11 determination to stop terrorist attacks in the planning stages.

The Lebanese Shiite group Hezbollah does not have a known history of fomenting attacks inside the U.S., but that could change if there is some kind of "triggering" event, the Homeland assessment cautions.

A 2008 Interagency Intelligence Committee on Terrorism assessment said that Hezbollah members based in the U.S. do local fundraising through charity projects and criminal activity, like money laundering, smuggling, drug trafficking, fraud and extortion, according to the homeland security assessment.

In addition, the cyber terror threat is expected to increase over the next five years, as hacking tools become more sophisticated and available. "Youthful, Internet-savvy extremists might apply their online acumen to conduct cyber attacks rather than offer themselves up as operatives to conduct physical attacks," according to the assessment.

Currently, Islamic terrorists, including al-Qaida, would like to conduct cyber attacks, but they lack the capability to do so, the assessment said. The large-scale attacks that are on al-Qaida's wishlist _ such as disrupting a major city's water or power systems _ require sophisticated cyber capabilities that the terrorist group does not possess.

But al-Qaida has the capability to hire sophisticated hackers to carry out these kinds of attacks, the assessment said. And federal officials believe that in the next three to five years, al-Qaida could direct or inspire cyber attacks that target the U.S. economy.

Counterterrorism expert Frank Cilluffo says the typical cyber attack would not achieve al-Qaida's main goal of inflicting mass devastation with its resulting widespread media coverage. However, al-Qaida is likely to continue to rely on the Internet to spread its message, said Cilluffo, who runs the Homeland Security Policy Institute at George Washington University.

Officials also predict that domestic terrorists in the forms of radical animal rights and environmental extremists will become more adept with explosives and increase their use of arson attacks.

Another in a "canned" report by a dual citizen official in the adminstration of one GWB who is more responsible for the quaqmire, loss of thousands of American lives in addition to close to 100,000 crippled for life not to mention over a million Iraqis dead and this bs is still proferred the 305 million Americans as "intelligence assessement".

Intelligence assessement would conclude one or more of the following;

1). As a terrorist dedicated to killing Americans why would one have to spend the time and cost to "do it in America" when one can do the same acts in Iraq, Afghanistan, Pakistan, Saudi Arabia, etc,.

2). Given the socalled "intelligence assessement" that was promoted by the neocons as to first; the existance of wmds in Baghdad, the cakewalk into Iraq, which was to last some 6 months and be paid for by Iraqi oil, and the "mission accomplished" banner what would prompt an average American to believe any statements or warnings put out by the likes of Chertoff?

Does Chertoff maintain dual citizenship? Hope Kucinich authors legislation to end dual citizenship for anyone who serves in a government position. I am waiting for some dual citizen to make a statement that they cannot carry out their jobs due to their conscience, that morality being based on national allegiance to their "other" country. If it's good enough for religious zealots, why not dual citizens?

Dear omop & who38,

Michael Chertoff is a U.S. national, and this is easily knowable by anybody with a browser. Also, as a matter of fact, it is already forbidden for anyone at Chertoff's level, or in any classified position, to hold dual citizenship, another fact you could easily discover if you had any motivation to actually know the facts instead of spouting off about things you know nothing about.

Just thought you'd want to know.

Th first issue is to identify the real terrorists.
The US or their surrogates have been stealing the Muslims land and water since the 1920s with a massive push from the late 40's. onward.
Even the US with their diminished gene pool can figure out the outcome of such a policy.

Instability in the Middle East is driven by stupid Foreign Policy created by idiots who should never have been given the reins of government.

One example is giving weapons and viagra to Tribal Chieftains in Afghanistan, which is unlikely to create a more democratic society or increase stability, there or anywhere else.

Why are these "dangerous terrorist threats" all coincidentally coming from those very regions of the world (the Middle East and Africa) where, for years, the U.S. has been plundering for oil through our wars (covert, overt and by-proxy) under the guise of spreading humanitarian aid, freedom and democracy?

The above article sounds like a flashback to the early Bush-Cheney years. Why the resurgence, now, of terrorist fearmongering? Are they hoping we'll tell them, teeth chattering with fear, to just for godssakes do "whatever it takes" to keep us safe?

While detecting lies has become second nature to many Americans, many have yet to really make the connection between U.S. foreign policy (which is about oil, oil and more oil) and terrorism. Until this happens, there can be no real strides toward stopping terrorism. As-is, we're just kicking hornet's nests, then running in frenzied circles, spending billions of dollars to stop the hornets from attacking us.

The fact is, so long as the U.S. continues hiring guns to slaughter, torture, pillage and ethnically cleanse millions of innocent people around the world, there will be "terrorists" bent on retaliation.

Chertoff and his band of Homeland Insecurity bureaucrats, have spent money like water, hired ex-felons as guards, have trained the staff so thoroughly that they fail about 70% of the 'Red Team' attempts to smuggle I.E.D.'s through the checkpoints and spend more time writing up each other than actually catching anyone...except of course, the legion of 85 year old grandmothers who were sent to destroy us with their nail clippers. Now those scoundrels have been 'busted' on a daily basis for 5 years by these highly trained 'brainiacs'. 'Homeland Security'..part of your 'Patriot Act'...which ensures that nobody is safe from the idiots listening in to our phone calls. The best thing Obama could do would be to send out 60,000 pink slips to these intrusive morons and start over, perhaps using the Israeli security model...you know, the one where if you actually look as though you might be a terrorist, don't have a valid reason for travelling somewhere and can't answer a few probing questios, you're not allowed to get on the plane? Oh...but that would be profiling...better to hassle the old ladies than to annoy a possible evildoer and get sued.....

And just who looks like a "terrorist?" Anyone with dark skin? Believe me, when they pull me into a dark office for questioning (I am Native American) while allowing European-looking people to board unquestionably, then I will have a big problem with such an illegal, racial-profiling policy. Let's just hassle everybody and be done with it...give everyone a hard time. Anything other than that is unAmerican, undemocratic.

As a retired veteran, I can tell you that far left sympathy is distasteful, unwelcome and seen for what it is, a smokescreen for partisan hatred of the current administration. There are no draftees currently serving and those fighting today are doing so because it is their chosen profession.

I don't think any one wants to tell our solders that they were injured or died for anything but honor and to take care of us, and their brothers and sisters.

My husband is a retired veteran, I retired from the Veterans Administration, we both love and support our troops. I am an advocate to try to get better medical and psychiatric care for these young men and women.

Just because we speak out against this administration does not mean we love our troops or our country any less then you do. We know this is a volunteer service, and appreciate their service. However, I think alot of the famalies of these youngsters who have died, already know they were sold lies. I can only imagine how hurtful that must be. However, this is not the only war that citizens were lied to, and thousands died in Viet Nam as well.


Please don't lump all of us together, there may indeed be people so full of hate that they hate everything. Not all liberals are the same, we are all different. I don't look to the end of this war with glee, only with sadness that is overwhelming, that kids a little older then my own grandchildren will never be coming home, or will come home with their lives changed for ever.

And now our "buddies" in Israel are talking about invading Gaza. Give me a break. They can talk war, but I sincerely don't believe that they want peace. They have had too many opportunities and steadfastly don't act on any of them. Yet, we will continue to blindly support Israel to our own detriment. When will we learn that we need to step back and take a good long hard look at Israel and her policies and practices. Hopefully before its too late.
