Al Franken has ended the unofficial Minnesota Senate election recount up 50 votes over Sen. Norm Coleman.

The margin is subject to change as the state and both campaigns considers what to do with roughly 1,350 wrongfully rejected absentee ballots. But the canvassing board's decision carries with it some political and symbolic importance.

The 50-vote margin represents the final voting total reached after the state recounted all 2.9 million ballots cast on Election Day and sifted through the approximately 1,500 ballots that were challenged during the recount process by both campaigns. Franken started the process down by roughly 215 votes, meaning that a shift of roughly 265 votes took place.

The next major step in the election process will come on January 5th or 6th, when both campaigns are expected to reintroduce a pool of absentee ballots that the State Supreme Court declared wrongfully rejected. Both campaigns must agree on which ballots to re-introduce, and Coleman threw a small wrench into the process by highlighting a scant 136 such ballots. The Franken campaign has held that all 1,346 ballots be resubmitted.

But Secretary of State Mark Ritchie, in a telephone conversation with the Huffington Post Monday evening, said he expected both candidates to come to an "amenable" agreement.

"The Coleman campaign has said in public that they expect these meetings to be amenable, we expect them to be amenable. We expect a portion of those ballots to end up in our office Friday," said Ritchie. "The [other] thing is that the State Supreme Court has said in very stern language that all parties will approach this in a very fair minded approach. So the Supreme Court can decide that ... if any of the parties are not approaching this in the right way, they can take action."

Should Franken emerge victorious after the issue of wrongfully rejected absentee ballots is solved, the Coleman campaign has suggested that they will legally appeal the result. That could drag on the process for weeks or months. And, as such, some Minnesota officials -- in particular Sen. Amy Klobuchar -- have suggested that the state seat the winner on a temporary basis until those lawsuits are settled.

UPDATE: The campaigns have, predictably, two very different responses to the canvass board ruling. Franken welcomed the news as evidence that he is "on track to win." Coleman, meanwhile, accused state officials of being in the bag for the Democratic candidate.

In a quickly convened press briefing following the board's decision, Coleman lawyer Tony Trimble singled out Deputy Secretary of State Jim Gelbmann's as being a biased force in the recount process.

"He's gone out and done their work," said Trimble. "He's gone out and advised county officials to simply count those [wrongfully rejected absentee ballots] the Franken campaign wants."

Meanwhile, in a statement issued in his own name, Franken writes:

"Today, the state canvassing board completed an important step in this process. I'm glad to be ahead, and as it appears that we're on track to win, I want Minnesotans to know that I'm ready to get to work for them in Washington on Day One. We still need to ensure that Minnesotans whose absentee ballots were improperly rejected aren't disenfranchised, but we are close to the finish line. And we should all be proud of our state's electoral process, and grateful for the dedication of our public servants, from the state canvassing board down to elections officials at the local level."

Colemans lawyer says that Franken only wants to count the absentee votes that Franken wants? This is a LIE. This is what COLEMAN is doing by only requesting that 136 of the 1350 wrongfully rejected ballots be counted. Franken wants ALL wrongfully rejected ballots to be counted.

Coleman is trying to spin this by lying to an uninformed public.

You're so dead right about the projection. Projection accounts for about 90% of what Republicans say when they trash the Dems. (The other 10% is just mean spirited lying.) To really understand what Normie is saying, you need to consult Harry Frankfurt's work, "On Bulls---". An even better resource explaining this form of discourse is Laura Penny's book, "Your Call is Very Important to us (the truth about bulls---)". The point of this bizarre form of speech is neither to lie nor to tell the truth, but to introduce so much sewage into the conversation that everyone simply loses interest.

Ignoring the usual Repugnican twaddle and the uninformed naysaying of those who don't live in MN, and/or those who don't bother to check their facts, I'd just like to offer a couple quick observations.
First, this is potentially good news, but we're not out of the woods yet.
Second, this has been one of the cleanest recounts ever, even considering Coleman's reptilian efforts to obstruct it.
Third, I'm grateful to HuffPo for running a decent photo of Al!

No, no. Not that Al Franken. This one. The one that filed papers in Minnesota to run for Senate. The one that campaigned like a Senate candidate focused on the issues and delivering an honest-to-goodness message to the people which could not be ignored. The Senate candidate Franken whose good name, reputation and character remained wholly intact after a relentless barrage of negativity and lies about him withstood the salvos form Senator Coleman who authorized the brutal mud-slinging bombardment with his command: "Fire for effect!" The gentleman, Franken, often needing to take a moment to set the record straight before returning his attention to the matters of the people and showing everyone the underlying deceit, betrayal and contempt that made the incumbent tick. Franken simply told the truth. Al Franken led the crusade to get every single ballot cast in the Minnesota election -- COUNTED! Franken wants NO vote left-out from the final score. Coleman would have a good bunch of them shredded and burned. Minnesota cannot do better than having Al Franken represent its people in the Senate. The Nation will be better-off when Al Franken arrives on Capitol Hill. Much better!

Franken wants the whole pool counted and the DSOS advised that improperly rejected ballots be separated and counted in the official tally (in line with the state supreme court). Sadly, it's usually the voters who make elections diificult. Thank God he won, but in Ohio some 12,000 write-ins were for Obama. Not a problem, right?

Wrong! It WAS a problem because the voters had ALSO marked their ballot for him at the top of the ticket. This caused them to be set aside and counted later when they were determined to be "intended by the voter" to be for Obama. Had there not been enough to put Obama over the top already, he might not have won in Ohio.

To be funny on top of intelligent and educated, why wouldn't you want that in a human being and certainly in a politician­.. I can't wait for Al to crack his first joke when this is over. Not sure I understand the confidence with only 50 votes ahead. I'm not American and it's hard to follow your electoral system.. You an actually negotiate which votes get counted? That doesn't seem right.

During the recount, both sides had the ability to challenge the way the ballots were being counted. These ballots were then looked over by a group of judges later. Copies of these ballots are available on sites like the Star Tribune or NPR.

Most of the challenges were bogus and thrown out, but some were legimate.

Negotiation is done without regard to and, sometimes without knowledge of, the vote on the ballot. Negotiation is whether the intent of the voter can be determined by the ballot and, sometimes, whether the ballot is legitimate - an absentee ballot cast by a person who also voted in person. Enough already. If the election system in Minnesota is that flawed than neither candidate should be willing to accept being elected/reelected in what will always be considered by the other side as a "stolen election." Set a runoff election for the first Tuesday in February and let that be that.

Conducting a runoff election is not that state's election statutory process. The state has followed the process as the recount is the statutory process, as has the Franken campaign. The campaign that is the sore loser is the Coleman campaign, which is doing everything possible to stand in the way of the statutory process.

At the end of the process, the loser should concede, regardless of whether that candidate is Coleman or Franken.

ok, one more time. The recount is automatic when there is less than a .5% difference in the vote talley between two candidates. There was a recount and the candidates were able to lodge their challenges to ballots that they thought might be ambigious. A panel of 5 people (repubs, dems and Independents) then looked at each of the challenged ballots and made a decision regarding the intent of the voter. At the end of this Al Franken is 50 votes ahead. There are over a thousand absentee ballots that were discarded due to clearical errors. The Supreme court of MN has stated that these ballots should be counted and that the two campaigns need to submits thier request for how they should be counted. Franken says count them all, let the people be heard.
Coleman say, only count 136 from places he think will favor him. The system worked beautifully. All votes will be counted. That is the right way to do it.

That's absurd. In that case any loser could say "fraud" or "bias" in any election..­.no matter how fair...and get another election paid for by the public. Then they could say THAT election was "flawed"..­.until they won.

The fact is that every one of Coleman's ballots that he challenged (in order to keep them out of the final count which would have given Franken the lead he now has) was reviewed by the Canvassing Board. It consisted of 2 Republican appointed judges, a Democratic appointed judge, a "Jesse Ventura" appointed independent judge, and the elected Secretary of State. All the votes were shown on Elmo's (overhead projectors) and the ballots were shown completely (not just a portion) to see what the style of marking was used on the other parts of the ballot, and to see if there were "identifying marks" that invalidated the ballot. 95% of Coleman's ballots were determined to be nuisance challenges, clearly introduced to prevent Franken from taking a lead in the initial counts. Franken's successful challenges, which were almost all real issues for debate, soon overwhelmed Coleman's phony 400 vote lead.

And remember, the challenges were over the election officials initial decisions. The challenges prevented legal votes from being counted. And the same is true with Coleman's challenges to absentee votes that do not have legal justification.
