Bush Gaza Crisis Response: Let Obama Handle It

WASHINGTON — With time running out on the Bush presidency, the administration seemed increasingly ready Friday to let the crisis in Gaza fall to President-elect Barack Obama. Although aides to President George W. Bush insisted they are still working hard to secure a "durable and sustainable" cease-fire _ even as their influence wanes with less than three weeks on office _ they all but ruled out a more direct approach and stood behind Israel, squarely blaming Hamas militants for the latest flare up in Mideast violence.

Secretary of State Condoleezza Rice briefed Bush on developments in Gaza, where intensifying rocket fire from Palestinian militants has elicited days of punishing air strikes by Israel, and she continued furious telephone diplomacy to arrange a truce. Yet, she said she had no plans to make an emergency visit to the region.

There have been growing calls for Rice to intervene with Israel in person amid rising international concern about the deteriorating humanitarian situation in Gaza. Her decision to stay away will likely disappoint those calling for a more robust U.S. role, particularly as French President Nicolas Sarkozy intends visit the region next week.

In recent days, U.S. officials had said that a Rice trip to the Middle East, as a first stop on a long-planned visit to China next week, was under consideration. But those officials said Friday that Rice would stay in Washington. They spoke on condition of anonymity because an announcement is not expected before the weekend.

"It's just as easy for her to keep on working the phones from here in Washington rather than being in the region right now," White House spokesman Gordon Johndroe said.

Meanwhile, Obama is receiving the same intelligence reports on Gaza that Bush is. Rice has spoken to both Obama and Secretary of State-designate Hillary Rodham Clinton about the situation at least once in the last week. Obama and Clinton have remained silent on the issue out of deference to Bush, who still has 18 days as commander in chief.

At the same time, Rice has kept up a frantic pace of telephone calls trying to secure a truce that Hamas will respect.

"It is obvious that that cease-fire should take place as soon as possible," Rice said, "but we need a cease-fire that is durable and sustainable."

"Hamas has used Gaza as a launching pad for rockets against Israeli cities, and has contributed deeply to a very bad daily life for the Palestinian people in Gaza and to a humanitarian situation that we have all been trying to address," she told reporters after meeting with Bush.

At the White House, Johndroe said that Hamas must stop its rocket fire before a cease-fire.

"Israel has a right to defend itself from these rocket attacks," he said. "And so, we'll see."

Israel has been cool to a truce, rejecting calls for a 48-hour humanitarian cease-fire and massing tanks and troops near the Gaza border for a possible ground incursion, a step that could vastly broaden the casualties and the consequences for the region.

Johndroe would not comment on a possible invasion by Israel, but cautioned: "Any actions they take in this overall operation that they are involved in right now need to avoid civilian casualties, and we also need to continue the flow of humanitarian goods into Gaza."

Hamas-run Gaza has been largely isolated from the rest of the world since the Islamic militants won parliamentary elections in 2006. Hamas violently seized control of the Gaza Strip in June 2007, expelling forces loyal to moderate Palestinian President Mahmoud Abbas, who still rules the West Bank.

Rice said that Hamas has "held the people of Gaza hostage ever since their illegal coup," a point she has made in dozens of conversations with Arab leaders and other interested parties over the course of the past week.

She spent much of New Year's Day on the phone about Gaza, calling Israeli Prime Minister Ehud Olmert and Jordanian Foreign Minister Salaheddine Al-Bashir twice each, the State Department said. Rice also spoke Thursday with the foreign ministers of Britain, Egypt and the United Arab Emirates, along with former British Prime Minister Tony Blair, who serves as an envoy for the international "Quartet" of Mideast peacemakers.

On Friday, Rice discussed Gaza with the foreign minister of the Czech Republic, which assumed the rotating presidency of the European Union on Jan. 1, department spokesman Gordon Duguid told reporters. The European Union, as well as the United States, the United Nations and Russia, is a member of the Quartet.

The ongoing violence in Gaza has underscored the Bush administration's difficulties in trying to forge peace between Israel and the Palestinians. That process, launched by Bush, Abbas and Olmert in a November 2007 peace conference in Annapolis, Md., excludes Hamas, which the United States brands a terrorist organization.

Israel launched the aerial campaign last Saturday in a bid to halt weeks of intensifying Palestinian rocket fire from Gaza. The offensive has dealt a heavy blow to Hamas, but has failed to halt the rocket fire. New attacks Friday struck apartment buildings in a southern Israeli city. No serious injuries were reported.

Although I can understand the feelings of the I.s.r.a.e.l.i.s and those of you who blindly support them no matter what the policies, politics or circumstances are, you must all remember that Barack Obama will be the President of the United States of America, NOT the president of the state of I.s.r.a.e.l. Accordingly, the I.s.r.a.elis cannot and should not expect to run our White House from T.el A.v.iv at their beck and call any longer! Will this political blackmail between I.s.r.a.el, our country and our politicians ever end? It’s high time for a fresh, new approach to this, like we finally did in Lebanon…which was a gradual "hands off" approach! Eventually, the Lebanese M.u.s.l.i.m, C.h.r.i.s.t.i.an, D.r.u.ze, P.L.O and other factions grew tired of k.i.l.l.i.n.g each other and finally learned to co-exist peacefully from the ashes. Perhaps that is what’s needed here because nothing else seems to have worked.

Why a cease-fire? We all know it would be temporary, months, weeks, whatever. The United States stands firmly behind Israel constantly so no one should be surprised that the White House is blaming Hamas. Personally, I feel Israel has shown restraint. I feel israel is the lesser of two evils in this situation. If you feel differently then take action....protest, write your Senator, write the local paper, do something if you think Hamas deserves better treatment. But first learn a little about Hamas and how fair and balanced they are.
Obama won't be looking for a band aid for this situation...a quick fix just won't have any lasting impact.
Invasion time soon...shock and awe over.

Herb Tee and others make valid points about the US and diplomatic involvement in the Middle East problems. However, we were attacked by Middle Easterners, sent troops there by Bush1, invaded Iraq and a war in Afghanistan, the oil fields, al Qaeda, and the Israeli-Palestinian question does require some attention due to its "spill" over into other areas. Due to the fact that our entire "diplomatic" effort has been to cheerlead the Israeli goals and efforts in this area for years and appears to be for the future, divorcing ourselves from the scene is probably not an option with AIPAC directing foreign policy in the Middle East. Conflict may never be resolved with the best of intentions, or it could be. No one has the "gift of prophecy".

Although I do not agree with Israel's tactics in Gaza, it seems that dealing with an organization whose mission statement is to obliderate the state of Israel and all inhabitants would be a bit...challenging. How do you defend yourself against a group that embeds themselves and their home-made weapons amongst innocent citizens? Hamas has taken much time and put much effort into endearing themselves to the Palestinian people by providing schools, food and shelter to them, so of course they would be able to park themselves where they could use innocents as shields. As long as Hamas' continued objective is to destroy an entire population, this remains a lose-lose situation for all involved.

What some of you don't seem to understand is that this age-old conflict of sl.a.u.g.h.t.er and h.a.t.r.ed between the A.r.a.b.s and J.e.w.s of the M.i.d.d.le Eas.t is NOT our w.ar! It's NOT our problem to continue trying to solve! So many of us are di.s.g.u.s.ted, si.ck and tired of it all! Obviously, Herbtee, you are a liberal. By reading your comments, it becomes obvious. Let me tell you why the US is involved with this. Because many Israeli citizens hold dual passports with the USA. And Israel is an allie and a friend of the USA's. And it is the RIGHT thing to do. Do you, if you see a friend getting the sh** kicked out of them, turn around and walk away? Of course you don't. You help. This is foreign policy, my dear. Get used to it. And I don't much think BO will change anything along these lines. He hasn't the ability or the backbone to go against Israel, he knows it would not fly with the American people~

Yeah...liberal, neo-con, centralist, progressive...I don't answer to or identify with labels from others. Unlike bleating ReTHUG sheep, I answer to my own moral center, who I amy and my personal beliefs. My feelings can run the gamut from right to left to in-between. I am known to support or deride either ilk, depending on the topic and my own opinions and beliefs.

Ha.m.a.s was elected by the P.a.l.e.s.t.i.n.i.a.n.s. We almost forced them to hold elections to de.s.t.r.oy P.L.O i.n.f.l.u.e.nces. Well, elections were held and Ha.m.a.s won! It's really tough s*it we don't like it! Like the De.m.o.c.r.ats and R.e.p.u.b.l.icans, there're contentious views within the parties. Ha.m.a.s, as a political entity, does NOT fully control the factions within any more than the Democratic Party controls idealogy of ALL Democrats. It's unfortunate you're too blind and biased to see that.

Sustained, concentrated work on the Israel-Palestinian issue should start from the get go. Will yield fruit within 2 years. Viable Palestinian state in 6 years plus Nobel Prize for Hilary Clinton, and in 8 years viable peace.

Wishful thinking? No, there is really no other choice. Israel and Palestine are incapable of making peace on their own. They need to be cajoled into peace by the US.

The POTUS has NEVER told Israel what to do when it comes to protecting their country from t e r r o r i s t s. Israel is a democracy. They do what they need to do. The Isreali people have a right to defend themselves from the attacks that happen on a daily basis. This is NOT something the USA or anyone else has the right to step in and stop. Hamas does NOT want peace. It wants the total destruction of Israel. Arafat was given everything including the kitchen sink about 10 years ago, and he turned it down. Israel had left the gaza strip, and was mindong their own business. Funny how Hamas has money for ammo but not for food for the people. And btw, this started 100's of years before Bush. And I have a feeling it will continue for 100's of years even though Obama will be president in less than 3 weeks. This idol worship of the progressives will be shown for what it is: False hope for a few special interest groups~

Israel have a right to defend itself when missles are coming over and placing its civilian at risk. Bush attack a country that wasnt sending missles or anything else and you think we have the right to say to Isarel dont attack a country thats sending missles. WE DONT. So yes Obama is going to support Isarel. And frankly Isarel maybe doing the Palestinian people a favor gettng rid of Hamas. Then maybe we can have a chance at stablity. Its hard to work out peace with someone who doesnt think you have the right to EXIST.

Israrel is excessive in its use of missles but to say it doesnt have the right to defend itself is hypocritcal of us imo.

This is pathetic. Great job Georgie, just like the mess you are leaving us in Iraq and Afghanistan. Going back to Texas may put an end to this nightmare from your prospective. Why do you expect Obama to immediately come into office, wave his hand and solve this decades old exercise in h.a.t.r.e.d and s.l.a.u.g.hter? In my opinion, he has MORE important things to do...like fixing our own country! After all, isn't that what the American people elected him for..to be our POTUS? Bush did what he was elected for, for Gods sake the cleaners at Haliburton are millionaires, he doesn't care about the mess he's left America in just the money he and his have made. Where do you think the money was going when oil hit US170 a barrel to the Arabs they were still getting their $30 a barrel, guess who got the difference? Also who got most of the 28 billion in cash that was shipped to Iraq on palettes, soldiers were playing football with bundles of 100 dollar bills, Bush should of left it in America would've saved on freight and then you have the sub prime fiasco, money doesn't just disappear it all ended up somewhere...................................

Lets hope Obama has the fortitude to end these bully boy tactics once and for all. There will be no peace unless both sides realise that there has to be give and take. The blockade needs to end, the rockets need to stop and the obliteration of the pals needs to cease.
