BOSTON — Citgo, the Venezuelan government's Texas-based oil subsidiary, has suspended shipments of heating oil for poor families in the United States, citing falling oil prices and the world economic crisis, the nonprofit organization that distributes the fuel said Monday.

The controversial program gave fuel from Venezuelan President Hugo Chavez's government to 200,000 households in 23 states through Citizens Energy, a charity organization run by Joseph Kennedy, the eldest son of late Sen. Robert F. Kennedy.

Started as a discount oil program in 2005, beginning in 2006 the program sent 100 gallons of free oil a year to eligible households. It drew fire from critics who called it a ploy by Chavez to undermine the Bush administration.

Citgo donated $100 million worth of heating oil last year, according to Citizens Energy.

At a news conference held at Citizens Energy's Boston headquarters, Kennedy said Citgo officials told him of their decision and he was forced to go public so that households expecting the assistance will know what's happening.

"Citgo made it clear that this is not a cancellation of this program," Kennedy said. "But at the end of the day, the tankers are not going to be in front of this building."

Kennedy said "a couple of hundreds of thousands" will be affected by the Citgo suspension, including those living on dozens of Native American tribal lands.

About 20 staffers at Citizens Energy also were told Monday they had been furloughed as a result of the suspension.

Kennedy urged those who have been helped by the program to write to Chavez to share their stories. Kennedy said that Citizens Energy will continue to run some of its heating assistance programs for now, but the majority of its programs outside of Massachusetts will be suspended. "The big kahuna were those Venezuelan oil tankers," Kennedy said.

Kennedy also said he was seeking a face-to-face meeting with Chavez.

Citgo didn't respond to requests for comment.

Citizens Energy was founded by Kennedy in 1979 in the wake of the energy crisis of the late 1970s with the goal of reducing the cost of home heating oil for the poor and elderly.

Kennedy drew fire from critics of Chavez when he began the fuel assistance program with Citgo. Critics charged that Chavez, a socialist and staunch U.S. critic who famously called President Bush "the devil," was using the heating oil program as propaganda.

"It looks like the cost of bringing Fidel Castro's brand of rich-vs-poor politics to America just got to be too expensive for Venezuela's bellicose president, but it's hardly a surprise that he's pulling out of our economy now that he's crashed his own," said Larry Neal, deputy Republican staff director of the House Energy and Commerce Committee.

U.S. Rep. Connie Mack, R-Fla., once accused Kennedy of working with "a sworn enemy of the United States" and betraying the legacy of President John F. Kennedy, his uncle, who spoke of the perils of communism.

Kennedy has responded that critics should hold oil-exporting countries and other trade partners, like Saudi Arabia, Kuwait, Russia and China, to the same standards.

On Monday, Kennedy also called out U.S. oil companies for not taking part in his efforts to provide heating assistance to low-income households. "This shouldn't be the responsibility of another country," Kennedy said. "I don't get one barrel from one U.S. company. Not one."

Are you kidding me? Chavez is laughing his way to the bank.
He dangled lower gas prices through Citgo and free oil to the struggling and the drones just stood in line. Chavez wasn't being generous He was just creating a dependancy and now he is pulling the plug, and laughing till it hurts.

That's a clearly unintelligent comment; Chavez is doing what any sane, charitble person would do: give when you can, but not when it cuts so deep that it deprives you of needed resources. Considering all of the social programs he pours oil profits into at home, I'm sure it's far more difficult to take care of his own now that oil prices are so low....

Chavez - an elected leader, NOT a "dictator" - has been such a great leader for the Venezuelan people, words like "messianic" and "angelic" might not be strong enough.

Well, Chavez is certainly a flawed leader. "Dictator" is not the right word, though. Venezuela is not in the habit of keeping political prisoners or using death squads or other hallmarks of an authoritarian regime. Chavez is a bit eccentric, but hardly a wacko commie sociopath like the far right might like you to believe. At least as far as I know anyway.

Just because oil is cheap it does not mean we are living in first world conditions, We have no infrastructure, all they do is steal, no health care system, no justice system, our streets are flooded with garbage, everything is closed before 7pm because of the threat of violence, just how DUMB can you Americans be? And he continues to push to stay in power forever. How can a coup leader be a good man? How can a thug and a thief be a good man? Caracas has been labeled the murder capital of the world and we are not at war.

The Bush crime family gives free money to rich bankers who messed up our economy badly. I have worked in the mortgage business for 10+ years and saw it go from respectable job to criminal.

Listen to those who point out the leaks - they are not crowing. They are simply pointing out that the vessel is sinking. That thing about the attempted coup. That was engineered by the Neo Con owned Oil and Energy Conglomerates with the help of Daddy Bush and the CIA. Thety were trying to install a puppet gov't in order to wrest control of Venezuelas oilfields to themselves.
Colonialism!! The same thing going on in Iraq where the same Neo Con owned Oil and Energy Conglomerates now own the iraqi oilfields, in a country with no ties to 9/11.
Colonialism!! The same thing is going on in Palestine in the Gaza concentration camp. Britain and the U.S. is responsible for that one. If we got rid of colonialism, we'd get rid of terror directed against us for the most part.

US oil companies made record profits last year.
But they wouldn't donate an ounce of oil to anyone, American or otherwise.
Say what you like about Chavez, he did more for poor Americans than the CEO of ExxonMobil.

Right you are, Citizen54 and the Administration nor Congress stepped up to help those needing heating oil just as they have not done this winter. Many Alaskan Native villages have been abandoned this winter because heating oil wasn't affordable. And some slug like Larry Neal has the nerve to criticize aid from anyone. Pathetic.

we do help the poor, we have programs that are designed to help, it's the people who aren't really poor that use and abuse the system there for making it much harder for the people who need help, there was a new report about how most people who live in section 8 housing are illegal immigrants, in fact as am example in my neighbor hood there was section 8 housing and you know what was park outside of those houses hummers, BMWs, etc... The programs would work if we flushed out the parasites that suck life out of it.

And I highly doubt that he is a good guy since there are people who are fighting to kick him out, I don’t see Americans doing that to Bush

Thanks for the stereotyping, Acleacius.
But please explain to me how Bush's 8 years in office increased the federal budget by 50% (this BEFORE considering any expenditures under the various bailouts), including not only all the social programs that existed BEFORE he became president but several new ones AFTER (such as the senior drug program).
The fact is that Bush's "compassionate conservativism" turned out to be the usual Democrat style of spending like there's no tomorrow on social programs.
