President-elect Barack Obama, trying to enforce strict rules on special-interest influence in his administration, butted up against what some said was inevitable: The perfect person for a top Pentagon post recently lobbied for a major defense contractor.

Viewing it as a crucial selection, Obama picked William J. Lynn III, senior vice president for Raytheon Co., as the No. 2 at the Defense Department, Obama aides said Thursday.

Lynn's credentials appear ideal for the deputy secretary post: a deep resume that includes Clinton administration service as the Pentagon's top financial officer and overseer of strategic planning, six years on the staff of Sen. Edward Kennedy, D-Mass., and honors for his efforts to improve defense accounting practices.

That he also has been a well-known lobbyist for years underscores a common, revolving-door scenario in Washington, and appears at odds with the spirit of Obama's self-imposed rules to distance his administration from corporate influence peddlers.

Until July, Lynn was registered to lobby on behalf of Raytheon before Congress and the administration, representing the defense giant on a range of military and intelligence and budget matters.

"We are aware that Mr. Lynn lobbied for Raytheon and are working with Mr. Lynn to craft a role for him that is consistent with the president-elect's high standards while balancing the need to fill this critical national security position," said Obama spokesman Tommy Vietor, who volunteered the information on Lynn's lobbying background.

Lynn was "highly recommended from experts across the political spectrum," to be the top civilian under Defense Secretary Robert Gates, he said.

Vietor declined to discuss whether Lynn would have to remove himself from any policy matters.

As Raytheon's senior vice president for government operations and strategy, Lynn's responsibilities included company liaison to the federal government, and state and local government relations, according to the Raytheon Web site.

Obama stressed in his campaign that no political appointees in his administration would be permitted to work on areas that "directly and substantially related to their prior employer for two years."

Although Lynn withdrew his lobbying registration last summer, meaning he can't personally contact Congress or administration officials for Raytheon, he retained his same job and title, and lobbying rules would not preclude his Raytheon colleagues from continuing their lobbying.

In his presidential campaign Obama vowed to end the days of lobbyists setting the agenda in Washington. He banned lobbyist contributions to his campaign and set unprecedented restrictions on lobbyists who came to work on his transition staff.

When political appointees leave his administration, they will be banned from lobbying the executive branch during the remainder of the administration, he has said.

If the Senate confirms Lynn, it will be hard for him to avoid defense issues related to Raytheon, said James Thurber, who teaches lobbying at American University.

"I think it's impossible in our system not to have people that have been in the advocacy system," he said. "They're the people who know the issues and have the expertise."

But he said that most important is public disclosure of those connections.

Bill Buzenberg, executive director of the Center for Public Integrity said although Lynn is well-credentialed, his appointment is troubling.

"He left public service and went into lobbying for one of the largest defense contractors in the nation," he said. "Even if he's completely above board and ethical, it raises questions about his loyalty."

Waltham, Mass.-based Raytheon, with 2007 sales of $21.3 billion, specializes in worldwide defense and homeland security-related markets.

Obama's transition office announced the names of several other Pentagon selections on Thursday, including Michele Flournoy for the No. 3 job as policy chief. A Clinton-era official at the Pentagon, Flournoy has been the co-chair of Obama's Pentagon transition team.

In a statement, Obama said he is confident his picks will help build what he called a sustainable national security strategy that answers the threats of the 21st century.

Too bad it doesn't seem lie any of you have actually read the text of President Obama's executive order. Section 3 is titled WAIVER in which an outline is given to determine if certain lobbyists (including Lynn) should be granted a waiver on the PRESDIENT's rule (not the Constitution's rule) if it is for the better of the country, the President and that it was proven that the lobbyist had minimum contact with the other parties in question.

READ what you're criticizing before you do.

For #12 you might want to add that this guy also was (at least partially) responsible for the department of defense missing 2.3 TRILLION DOLLARS.

As others have said, this puts the spotlight on the guy from the defense industry thus he will be constrained as far as that goes. Obama perhaps knows the guy and Gates does not have a problem with him either so either it is a good choice that will have the affect Obama wants or he is someone who needs to be close to the President as in keeping enemies closer than friends if you will. This is one way to stop the process that Cheney started with being biased against contractors other than his own Halliburton friends of which perhaps this guy is one of them? Obama does everything or a reason so do not use your feelings about Bush politics on him, he is by far a better strategist and tactician, just ask McCain!

Wasn't there supposed to be some rule in the Obama administration that if you'd lobbied for a particular industry, you couldn't hold a position in the corresponding governmental department? Seems to me that a defense lobbyist would then be prohibited from working in the Pentagon...

Now, I'm not saying the pick is bad: I will freely admit that I have no idea. But the impression it leaves certainly isn't good.

There is a stipulation in hiring lobbyist that Obama set into motion during the campaign that makes a change about how close to their last job they are when trying to take a position in the same industry that they had lobbyied for previously. They cannot have worked for the current administration, and they have to wait a number of years that are stipulated since their last lobbyist position for any industry. It is a measure to stop lobbyist from using recent influence in an industry position in a new, or current position in Obama's administration. His rule is just plain stupid. Lobbyists are needed in a large democracy, where the will of the people comes together to form orginizations. You can outlaw the gift and money aspect of the lobbying, but the act of lobbying is someone, with knowledge on how governing works, pettioning for their cause. That's not a bad thing by itself. I find it funny that he is having a hard time getting around this. Of course lobbyists are going to be qualified, they need to know the issues in order to lobby affectively.

I really wonder if Obama has any clue as to what he is doing. He knows law, but does he know anything about governing and policy? Oh wait, that's why he has his team of experts...whatever.

If you really research before you comment you will not be as confused as you are about what is going on. Obama made the move to limit the influence of lobbyist in his administration so he changed how they can be appointed and how much time they have to wait before they can apply for or be appointed in a position where they have to deal with an industry that they were lobbying for. That is the gist of the changes regarding lobbyist. He does not want a current lobbyist from the automakers for example, coming in applying as the Car Czar for example because that would be a conflict of interest. In other words, someone just finishing lobbying for the car makers, should not become the Car Czar, because their loyalty would not be transparent to the American people. The person would be perceived as being loyal to the car makers instead. If some time has passed and the person has worked elsewhere it looks better and appears to be more transparent because the person in the office would not have just finished working for the industry that needs the regulation.

If you go to Fact Check you can find the changes Obama made about lobbying during the campaign. He does not want recent lobbyist in positions based on "conflict of interest," so any of them have to have a certain amount of time between their last job and any position with him. He also changed rules about "freebies," there won't be any that senators can take from any lobbyist for example.
