WASHINGTON — President-elect Barack Obama countered critics with an analysis Saturday by his economic team showing that a program of tax cuts and spending like he's proposed would create up to 4.1 million jobs, far more than the 3 million he has insisted are needed to lift the country from recession.

Congressional Republicans reacted skeptically, just as Obama acknowledged that he would be forced to recant some of his campaign promises given the economic crisis facing the country. Even the president-elect's own economists acknowledged their two-year estimates could be wrong.

The 14-page analysis, which was posted online, says estimates are "subject to significant margins of error" _ because of the assumptions that went into the economic models and because it is not known what might pass Congress.

"These numbers are a stark reminder that we simply cannot continue on our current path," Obama said in his weekly radio and YouTube broadcast address.

"If nothing is done, economists from across the spectrum tell us that this recession could linger for years and the unemployment rate could reach double digits _ and they warn that our nation could lose the competitive edge that has served as a foundation for our strength and standing in the world," he said.

Obama has provided few details of his $775 billion plan so far. This fresh report does not include the specific construction of his tax cuts, the amounts dedicated to state aid or public works _ key questions that Obama aides have closely held.

On Saturday, economic aides and advisers declined to lay out even rough estimates for the plan's components. They said they worked with broad instructions from Obama but didn't want to limit negotiations with congressional leaders by outlining their limits in public.

"I want to be realistic here. Not everything that we talked about during the campaign are we going to be able to do on the pace we had hoped," Obama told ABC's "This Week" for an interview set to air Sunday.

For a second time since his election, Obama increased the number of jobs his jobs program would create, taking the number to as many as 4.1 million jobs saved or created _ a benchmark his critics charge cannot be measured. During the campaign, he promised only 1 million new jobs.

The analysis came out one day after news the unemployment rate had jumped to 7.2 percent, the highest in 16 years. The nation lost 524,000 jobs in December, bringing the total job loss for last year to 2.6 million, the largest since World War II.

GOP lawmakers have insisted on carefully targeting any aid and on a politically popular tax cut for the middle class, as well as loans to states.

"We want to make sure it's not just a trillion-dollar spending bill, but something that actually can reach the goal that he has suggested," said Sen. Mitch McConnell of Kentucky, the Senate's top Republican.

Obama's plan has met with lukewarm support from lawmakers in general, despite economic news that has dominated the new administration even before it begins.

In hopes of having the new president gain immediate access to bailout money already approved by Congress when he takes office Jan. 20, his economic team and the Bush administration have discussed the possibility that Treasury Secretary Henry Paulson would ask lawmakers soon for access to the $350 billion remaining in the Wall Street rescue fund.

The transition team also has asked the head of the rescue program at the Treasury Department to remain in that position for a short time after the inauguration to help assure a smooth transition, according to an Obama official.

If Congress fails to enact a big economic recovery plan, Obama's advisers estimate that an additional 3 million to 4 million jobs will disappear before the recession ends. Obama's team also noted that with or without the plan, the jobless rate by 2014 would be the same.

The president-elect agreed on Friday to modest changes in his proposed tax cuts. Democratic congressional officials said his aides came under pressure in private talks to jettison or significantly alter a proposed tax credit for creating jobs, and to include relief for upper middle-class families hit by the alternative minimum tax.

The new report is likely to intensify debate as economists outside the Obama team begin delving into the analysis. The report, for example, estimates that the unemployment rate at the end of 2010 would be 1.8 percentage points lower if the plan is enacted.

Top Democrats on Capitol Hill say there is far more agreement than disagreement on the major parts of the recovery plan: aid to cash-strapped state governments, $500-$1,000 tax cuts for most workers and working couples, and a huge spending package blending old-fashioned public works projects with aid to the poor and unemployed and a variety of other initiatives.

But it needs restrictions, Republicans say, to ensure prudent spending.

University of Maryland economist Peter Morici said the analysis attempted an economic justification for a political decision. He said evidence suggests that working class families would spend the modest tax credits _ $500 per individual or $1,000 per family _ on low-cost, imported products that do little for the U.S. economy. He also said state and local governments don't need as much aid as Obama is proposing.

"They should stick to the infrastructure spending" in the plan and jettison much of the rest, Morici said in an interview, because that is the most likely proposal to provide a short-term economic boost and long-term benefits.

It's not the purpose of government to create jobs. The purpose of government is collective defense and the prevention of aggression between individual citizens, which includes fraud. The private banking cartel has defrauded the American public by its issuance of unconstitutional money in the form of citizen debt to itself without offering anything in consideration for these loans , thereby wreaking havoc with a free market. That egregious fraud is what has destroyed jobs to an extent never before seen. Continued government intervention to save this system of banking fraud will only devalue our currency further, creating continual upward pressure on the cost of doing business and the further migration of capital to other countries. The migration of capital to other countries not balanced by an inflow of capital into the country is accompanied by the loss of jobs. The best we can hope for under this system is a slow grind down to nothing, followed by social chaos, as opposed to a precipitous decline, followed by social chaos. The alternative is so easy. Return the power of the issuance of money to the United States Treasury.

We need people to have enough money (not borrowed on credit cards) to change their spending habits.

Institute a massive lowering of mortgage rates. Start a re-fi frenzy. Open up lines of credit to responsible small business.

There are several places to get unemployment numbers. The 7.2% figure doesn't take into effect discouraged workers and people who are under employed or working part time when the want full time jobs.

According to the latest Bureau of Labor Statistic report that number for all categories is 13%.

I agree, infrasturcture government spending to create jobs and put money in the hands of people so they can purchase and save.

Higher tax to corporations with no loop holes foreign or domestic 35% +, so they can give tax incentive to create jobs Higher tax on Capital Gains and Dividends and the RICH. This will create the revenue to subidize the job creation.

Anyone surprised that Obama plans for middle-class tax cuts as part of his economic plan must really not have been paying attention for the past year. He mentioned it repeatedly during his campaign, and it's a significant part of why he won the election.

Here's an idea: target the $500/$1000 rebates by issuing them as "nutritional assistance," formerly known as food stamps. Every single American needs to eat, and while not all food is domestically grown or produced, a far greater amount of it is than say, the things sitting on shelves at Walmart and Best Buy. Imagine an entire nation using food stamps for a few months - the rightwing media would go nuts!

Alternatively, the government could issue rebates that are valid only on U.S.-made goods. This too will probably never happen, is probably unrealistically complex, but imagine if it did: retailers would fall all over themselves to stock and promote merchandise made in the U.S. as they compete for these limited funds. (Of course, it might be really hard these days to find U.S.-made goods...)

Of course, I'm no economist and these ideas could be mere fantasies with significant drawbacks. But my main point is, we have options. We are not limited to either tax cuts or no tax cuts. We can be smart about this.

Yeah, because that is the only way to create jobs. Lets forget a complete overhaul of education, health care and infrastructure which the country sorely need, instead lets concentrate on hemp and pot

Has anyone done the numbers? 750 Billion dollars. That is 750 with nine zeros after it. If we pay people 100,000 dollars per year, those are good paying jobs. And all the money goes to pay for the people doing work that is about 7.5 million jobs....but we are only creating 4 million jobs. So money to support 3.5 million additional jobs is going where?

That's not how it works. I'm not exactly understanding your questions, but what you seem to think is that this money is going to pay people's salaries and pay checks directly. It doesn't work that way. The small spending poriton of the bill goes toward government consumption, paying for projects, and through grants to kick start construction projects etc. The companies that are involved in the projects use the money and hire employees to do the work. That's basically it. It creates jobs with varying salaries which then puts that money earned in those jobs into the hands of consumers who then being purchasing which jumpstarts retail, and consumer spending which creates jobs in those fields.

So we will be creating 4 million good paying jobs. Lets define 90K$/year as a good paying job. That is roughly 360 Billion dollars . Where is the rest going for?. Are we looking for 180K$/year as a good paying job? I need help.

Stop playing politics Obama. Pass the bill that should be passed. The stimulus plan should have very little tax cuts, put it all into public spending. Rebuild the country. You are coming short because you are afraid the Republicans, whose mindset has left us where we are, will filibuster. The republicans are stuck in a messed up view of economics, and only care about one thing, Reelection, you know this. Step up to the plate Obama, give us $1 trillion dollars so we can rebuild our highways, streets, water and wastewater systems, broadband networks, and electical grids!! Give us the ability to invest in futuristic technologies, like a more efficient solar cell, a cheaper method to store hydrogen, give us our New World. Stop listening to these naysayers who have done nothing but dig us a huge hole where young people and children of our present will have to shoulder the burden. Stop listening to those who only care about their self interests, be the man we hoped you'd be. Please before it is too late.

While I agree with most of your views, Sen. Obama promised us that he will be the President of all Americans, will listen to all points of view and to work in a bipartisan manner...

If the people see the Pepublicans as being obstructionists, instead of helping President Obama, then we the people need to get behind President Obama, and tell the GOP to either cooperate or get out of the way....Democracy is not a spectator sports...

I have always desired a government that upholds an all inclusive democratic process in policy decisions, but this isn't a time of regular circumstances. It is do or die. We cannot allow ideology, nor political motivation influence measures that must be taken or else the consequences will be unmitigatable. We have no latitude, no breathing room, to include any measures where there is a large amount of experts who agree that they are useless and are only included to appease a faith-based ideologic driven agenda. It is not the first time where government has been swayed by factually unfavored policies simply because of the short term political capital it manages to maintain. It is especially disconcerting that the measures we are taken are being influenced from a school of thought that has lead us to such perilous times. This is a time were we need a leader to take bold action based on sound principles and well aware of the mistakes of the last 8 years.

In an English pub, I defined the difference in Republicans and Democrats as the Republicans tell everyone everything is just great and borrow money to keep up appearances and the Democrats tell us we're going to H in a handcart and how much it's going to cost to get it stopped and turned around. Truth, it's going to get worse before it gets better. We aren't in the middle, we're at the beginning. If we don't do something fast, this will, not could be, the longest and worst depression in our history. We don't have jobs for people and the number for whom we don't goes up with every kid who finishes school and begins to look for work. If you 'save money' by looking at prices, not where things are made or grown, you're adding to the problem. If you can't find what you need to buy without a 'made in China' sticker, you're seeing the 'bottom line' of the problem. Do some research. Why does it take a hydrogen fuel cell to produce electricity to power a car when every car now on the road could be converted to run on water, currently, and a ceramic engine that would last about 300,000 miles could be mass produced for about $400? Why do we buy wind turbines from Norway? Why don't we produce those and solar cells here? Currently, we cannot successfully compete in the world labor market. Am I coming back to the cost of health care?

Exactly ! The most important thing is for Obama to correct, in a most radical way, the causes of the crisis we are in : we need public health care and retirement, a severe regulation of the financial industry, and a combination of industrial policy, revised trade deals and taxation so that manufacturing is promoted and protected.
Anything other than this is putting bandages on the wound. My great fear is that Obama might be too timid, and not confront the origin of our problems. Among other things, until we have public health care and retirement we are at a great competitive disadvantage, compared to other countries.

And if even half of those 4.1 million jobs are UNION jobs (fear the appointment of Hilda Solis more than the Grim Reaper) then any competitive edge America may have left can be kissed good-bye.

Additionally, if business owners can't get LINES OF CREDIT how are they supposed to PAY these 4.1 million new employees???? The bailouts have been an offensive joke that have done nothing to actually solve the problem of lax regulation, corporate stupidity and consumer greed. As a person with NO UNSECURED DEBT, I am annoyed and frightened.

Somebody? Anybody? Nobody?

Your second point resonates a bit and the main problem is that Paulson has NOT set the terms of the bailout to ensure that lines of credit start to open up. Fortunately, I think O's team understands the rules need to change. Your first point about unions has some weaknesses. My state (NC) has almost no unions...this has not made almost no difference in our ability to compete for jobs and thrive economically. Clearly unions are going to have to accept major changes in this economy with employers in real pain, but the main barrier to competing for manufacturing jobs is the low cost of living and lack of environmental/safety regs in places like Taiwan, Indonesia, Honduras, etc. Even China is starting to lose jobs to less developed countries with lower cost of living. Trade agreements have hurt us some too, but Congress is big on free trade. Manufacturing is not our future. We are going to have to compete differently and in different sectors than traditional manufacturing given these factor, unless we want to become a "third world" country again.

He must be factoring in the 1.2 million jobs that the Census Bureau is hiring for. If he factors those jobs in, the goal declines to 2 million. And I really wish he wold stop projecting how many jobs it creates. It won't be instanteous like people think it will be. People are sitting back waiting for the magic to happen, and it's going to take months to ramp up.

I believe that lots of these jobs are waiting to be funded at state and local levels, and as such, the hiring will happen as soon as funding is avialable...

The important thing I think people seem to miss is that an employed person does not collect unemployment, and other govt. assistance, instead pays income and other taxes, thus adding to the Federal revenue...So, the sooner the better...

Yes, it will take a few months or may be a year, but it is far better that somethings is being done to fix the problems.

We gave Bush 8 years to screw things up, may be we ought to give President Obama a couple years at least to clean up the mess!!
