WASHINGTON — President-elect Barack Obama would spend the remaining $350 billion of a financial bailout fund on expanded lending and reduced foreclosures and would not use the money to help other industries, lawmakers said Wednesday after discussions with Obama emissaries.

The Senate was set to vote Thursday on whether to release the money. Lawmakers insisted that Obama advisers put their assurances in writing before the vote.

Seeking to secure votes from wary members of both parties, Obama aides fanned out across the Capitol on Wednesday. Their lobbying effort culminated in a closed door meeting between Senate Republicans and top Obama economic adviser Larry Summers and incoming White House chief of staff, Rahm Emanuel.

The private guarantees went further than what Obama's team has been willing to discuss publicly about his plans for the second half of the $700 billion Troubled Asset Relief Program.

Obama has asked Congress for the money and has been trying to overcome misgivings from lawmakers over how the Bush administration spent the first half of the fund.

Democrats were growing increasingly optimistic that the Senate would agree to release the money to the new administration. And even reluctant Republicans praised Obama's outreach.

"These folks have much more credibility already than Secretary Paulson," Sen. Jim DeMint, R-S.C., said, referring to the Bush administration's treasury secretary, Henry Paulson.

Still, Republicans demanded that the incoming Obama administration put in writing details of the conditions and goals for the money.

"There is a real concern that it's one thing to say it in the privacy of that room; it's another thing entirely to put something on the record," said Sen. John Thune, R-S.D.

While the criticism of the Bush administration's handling of the bailout has been bipartisan, Republicans were especially opposed to using the bailout funds to help out nonfinancial sector industries. Money from the fund has been used to assist insurance giant American International Group Inc. and automakers General Motors Corp. and Chrysler LLC.

Senate Minority Leader Mitch McConnell, R-Ky., said Summers and Rahm "did not represent they are in favor of industrial policy."

"We'd like to see something publicly stated with reference to that issue," he added.

In the House, Financial Services Committee Chairman Barney Frank, D-Mass., said Summers assured him that Obama would commit a significant portion of the bailout money to foreclosure relief.

The House on Thursday was scheduled to vote on Frank legislation that would place broad restrictions on the bailout program. One major provision would require that the new administration spend between $40 billion and $100 billion on reducing the number of foreclosures.

"I believe they would have done this anyway," Frank said after speaking to Summers on Wednesday.

Obama's transition office would not comment on discussions held with members of Congress.

The House bill has little chance of passing the Senate.

Summers this week submitted a three-page letter to congressional leaders as part of Obama's request for the money that outlined the Obama economic team's goals. But several Republicans and Democrats said the letter was not specific enough and said they needed more information from the president-elect.

Congress built in a safeguard by requiring that after the first $350 billion of the bailout fund was spent, Congress could reject spending the second half. Obama has said he needs the additional money to help extend loans to small businesses, consumers, homeowners and local governments.

Lawmakers from both parties have complained that the Bush administration did not spend the money as it initially intended.

Paulson told legislators last year that the money would be used to buy toxic assets held by the banks in hopes that would help them make more loans. But the Treasury soon changed course and used the money to make direct infusions of capital into financial institutions with few strings attached. Lawmakers complained that the money has not appeared to loosen credit.

"It is critical we provide a real road map on how this funding will be spent," said Rep. Jim McGovern, D-Mass.

Republicans argued that Frank's bill was a futile effort.

"That we would just go ahead with the bill that everyone acknowledges is not going to become law as cover for us to then release the $350 billion is just plain wrong," said Rep. David Dreier, R-Calif.

There is a 15 day lag between the time the money was requested and the money is made available. Therefore by the time the money is made available, Obama will be President. There is no element of trust involved here. No need to be nervous. Obama knows what he is doing.

As much as I think something needs to be done I think an equal share of money should be given to people who were responsible, who didn't buy houses they couldn't afford and who didn't run financial institutions or car companies into the ground.

Whilst I have every sympathy with those losing homes, it was people stretching budgets to buy houses they could ill afford that drove house prices to the ridiculous levels they were in 2006. Hence that caused the current problem of people needing to sell and not being able to get enough money to pay off the mortgage.

I rent and pay my bills on time but it's tough and requires 6 days a week at 2 jobs. I hope Obama remembers that it's just not those in foreclosure who should get help - responsible people deserve a fair share as it's hard work staying afloat.

There is potentially a real tragedy developing. It needs to get national attention. Some have drawn a comparison to this being Palin's Katrina.

The GOP gave the money to the rich once again while robbing from the poor once again. 350 billion wasted & we're still up a creek. If the next 350 billion doesn't go directly to the people who are paying for it (us) then heads need to roll. Enough is enough I think we need to stand up as people & take back our country since NONE of these politicians are gonna help us out. We used to be the best country on earth, now we're turning into Turkey.

The fact that the Bush adminstration badly mishandled the funds is absolutely no reason that the Obama administration should not get access to it.

Obama is just going to have to use some of his capital to get access to the funds. Even if he has to use his veto if congress foolishly passes a bill to deny him access. If that pisses some ignorant people off, so be it.

TOY - this is going to hurt....but it was the DEMOCRATS that steamrolled that through congress.
And it was the Democratic Finance Committee, chaired by Barney Frank that dropped the ball on oversight and it was the Democrats that put pork barrel spending (thanks Nancy) in the bill to make the GOP actually vote for it.

You can blame the GOP for detroying the country in about 90 other ways but this major F/UP belongs solely and squarely with the Democratic Party.

It's depressing but true.

You have to read the text of Public Law 106-554, the Gramm-Leach Act that made it legal for financial institutions to gamble with their customers money. The last two lines of the law? Well, they protect financial services from prosecution under any fed or state gambling laws. Gramm, whose wife worked for Enron, is now working at UBS (Swiss bank, accused of helping US citizens of hiding assests). The first $350 billion went to cover-up the fact that your money was stolen, and thhe CEO's needed to get paid for that. The second $350 billion shouldn't even get close to a bank.

The closest thing to justice we can hope for is a shareholder revolt - requiring salary caps, and maybe trying to get some of the earnings (Hahhhh) back..

You want change? Make as much noise as you can at Chnage.gov for new laws requiring the negotiation of mortages to reflect the true real estate value. The banks wrote loans to people they knew couldn't pay, on homes that were over-valued, just so they could play with the credit default swaps. The banks, along the way, were able to buy insurance companies, brokerage firms, and make themselves a one stop financial rape shop.

According to the segment on 60 minutes the financial industry was the main cause of inflated oil prices with their manipulation of the futures markets. This caused a lot of economic hardships throughout the world yet they are getting bailed out when many of their top executives should be getting a jail sentence.

Has anyone noticed how many of the rich are falling as their criminal activities keep coming to light?

The bailout money would best be spent on a massive education program to educate the public (and the Fed!) on the imperative of establishing a steady state economy, with stabilized population and per capita consumption, before the crash chasm only grows deeper. 200 Billion could have bought all bad Loans in October. The problem is there are swap and dirivative on that 200 Billion to the amount to 54 Trillion. This is what congress and the administration do not know what to do?

If the bad debt goes away the 54 Trillion kicks in and it is about 10 times the banking industry and another 60% of GDP. Can the public pay this amount? NO, even if the economy was in High GEAR

I understand this, but where exactly is the 54 trillion? If the gov't stops whats left of the forclosure of the subprimes, alt-a's and the hybrids that are getting ready to adjust to a higher interest rate and locks them in @ 4-5%, won't the banking industry make some of that 50 trillion back over the long haul? Some of that, if not all, 54 trillion is going tohave to go away regardless, because they oversold the debt of the loan packages.

Yes. If the goverment would buy the failures for full value 200 Billion and stopped all new forclosures would do the trick. I agree.

So why did they give the TARP money to banks in cash instead? My first thought is politics. Spend so much money there is none left for Obama and Democrats. Make banks rich so when the market grows they get richer, this is consistent with Bush transfer of wealth to rich and Ownership Society. Nothing else makes CENTS?

Another solution would have been create new FED banks with 0 debt to take up the slack. Let the exisitng go bust or boom.
