WASHINGTON — The Senate Foreign Relations Committee voted overwhelmingly on Thursday for Hillary Rodham Clinton to become the next secretary of state, with lawmakers saying they were hopeful her leadership would mark a turn from warfare toward diplomacy.

The 16-1 approval by the committee paves the way for a full Senate vote after President-elect Barack Obama takes office on Jan. 20. Clinton is not expected to hit any major roadblocks, with Republicans and Democrats alike praising her acumen on the issues.

But concerns about her husband's charitable fundraising overseas remain. Sen. David Vitter of Louisiana, who was among several Republicans who raised the issue at her confirmation hearing earlier this week, cast the lone opposing vote.

In a statement, Vitter called former President Bill Clinton's foundation a "multimillion dollar minefield of conflicts of interest."

"This could produce explosions at any minute, particularly concerning the Middle East where we least need them," Vitter said.

Sen. Jim DeMint, R-S.C., said he too remains wary that contributions to the Clinton charity could pose a problem. But, he added, he wouldn't stand in the way of her appointment and noted that Clinton could become one of the nation's best secretaries of state to date.

Her departure from the Senate has been closely watched because it would give New York Gov. David Paterson, a fellow Democrat, the power to appoint her successor. Caroline Kennedy, the scion of a political dynasty, wants the job.

Clinton told the panel earlier this week that the U.S. must elevate the role of foreign policy and diplomacy in handling tough problems.

"America cannot solve the most pressing problems on our own, and the world cannot solve them without America," she said. "The best way to advance America's interest in reducing global threats and seizing global opportunities is to design and implement global solutions. This isn't a philosophical point. This is our reality."

On Iraq, Clinton said ending the war is a priority. The first step will be moving troops out of cities by June, in line with an agreement already established between the Bush administration and the Iraqi government. The agreement calls for all U.S. troops to be gone by the end of 2011. Obama has said he believes the withdrawal can be accomplished more quickly.

Her testimony invigorated lawmakers, who said they agree that old-fashioned diplomacy must make a comeback in a U.S. agenda dominated by war.

"Our nation needs to put proactively more sandals and sneakers on the ground, in order to prevent having to put boots and bayonets on the ground in the future," said Sen. Christopher Bond, R-Mo.

Sen. John Kerry, D-Mass., chairman of the Senate Foreign Relations Committee, said he looked forward to working with Clinton to "restore our international relationships and America's place in the world."

Sen. Richard Lugar of Indiana, the Foreign Relations Committee's top Republican, has proposed that Bill Clinton's foundation reject any overseas contributions and take other steps to improve transparency.

Clinton rejected Lugar's ideas, contending that her agreement to publish an annual list of the foundation's donors and alert ethics officials to potential conflicts of interest already goes above and beyond any ethics regulations.

Bill Clinton's charity, which financed his presidential library in Little Rock, Ark., and efforts in dozens of countries to reduce poverty and treat AIDS, has relied on sizable donations from foreign governments, including Saudi Arabia.

After voting on Clinton's nomination, the Foreign Relations Committee heard testimony from Susan Rice, whom Obama has picked as U.N. ambassador and is considered a shoo-in for confirmation as well.

Rice told the panel that she understands Americans' frustration with the United Nations, which many say is corrupt and mismanaged. But, she said, terrorism, nuclear weapons, genocide, poverty, climate change and disease are "global challenges that no single nation can defeat alone." If confirmed, she said, she would work to strengthen the "indispensable if imperfect" institution.

Vittre and DeMint are exactly right! If anyone else had this type of baggage, they wouldn't even be considered for such a high profile post. Nothing about her says she should or can be trusted and that she won't attempt in her ever devious way to turn things into the payback that her husband has already been paid for. This is such a travesty. Why would the leaders of these countries donate those kinds of funds to Bill Clinton's Charities. They could care less about the plight and problems of desperately poor people in undeveloped countries. If Bill Clinton's foundations are doing so much good, why do things continue to deteriorate. No progress has been noted for years. The Senators seem to be the only ones, who didn't buy her bull and truly looked out for the interests of this country. HRC was the absolutely wrong choice. The post is going to be held by Bill Clinton, and everyone knows this. In the meantime, he'll continue to do exactly what he's been doing. Let's get real. Has Bill Clinton, ever given up anything he wants to do for Hillary? How did the majority of the Senate forget the lawsuits, charges, bodies, lies and schemes connected to the Clinton's. Dr. Susan Rice, United Nations Envoy, is the perfect choice. She more than qualified respected and doesn't come with drama.

How many prostitutes did Vitter buy on the tax payers dime. Ill tell you: 2000.00 a week. In Washington and Louisianna. You have the nerve to talk about the Clintons when we have just been looted by this administration and including Vitter? Plus Bills foundation, as quoted by one senator, has helped 250 million people. So how many people has Vitter helped, not counting himself and all the prositutes he bought? I can see you are easily swayed by GOP neocrap.

Oh stop it. I wasn't onboard with her in the beginning but she really impressed me at the hearings. And even if there was/is some shad.iness in Bill's dealings, she shouldnt be assumed guilty by association.

Hillary Clinton demonstrated once again her gravitas, intellect, grasp of world issues and her sheer capacity to absorb facts and be prepared- in her confirmation hearing.

Shame on DC Madame Client Sen.Vitter for the toxic comments and lone No vote.

Can you guarantee that he doesn't benefit financially from all of the "A.ID S" programs he's supposedly funding? Can you guarantee that there is no conflict of interest, with the husband and wife? Insulating yourself with charities does not eliminate these realities.

Frank Giustra, the Canadian mining financier whose dealings with Clinton have drawn questions in the past. Clinton traveled with Giustra in 2005 to Kazakhstan, where Giustra was seeking uranium contracts. Clinton lavished praise on Kazakhstan's authoritarian leader, Nursultan Nazarbayev, and Giustra's company soon afterward signed preliminary agreements to buy into state-controlled uranium projects.

Months later, The New York Times reported earlier this year, Giustra donated $31.3 million to the Clinton foundation. On the list posted Thursday, Giustra is reported as having given between $10 million and $25 million personally and the Clinton Giustra Sustainable Growth Initiative-Canada is reported as having given between $1 million and $5 million.

Another donor listed as giving between $1 million and $5 million is Victor Pinchuk, a Ukrainian tycoon who is the son-in-law of that nation's former authoritarian president, Leonid Kuchma, whose handpicked successor was prevented from taking power during the so-called Orange Revolution of 2004.

Among governments — or entities funded by them — that contributed, the Kingdom of Saudi Arabia was the largest donor, giving between $10 million and $25 million. Norway gave between $5 million and $10 million. Kuwait, Qatar, the Dubai Foundation, Brunei Darussalam, and Oman donated between $1 million and $5 million each.

Please tell me that these deals brokered by Clinton and the millions of dollars donated to his "charity" is not going to make these countries and business men expect special treatment from his wife, the Secretary of State.
