WASHINGTON — Eighty-three of the nation's 100 largest corporations, including Citigroup, Bank of America and News Corp., had subsidiaries in offshore tax havens in 2007, and some of the companies received federal bailout funding, a government watchdog said Friday.

The Government Accountability Office released a report that said Bank of America Inc., Citigroup Inc. and Morgan Stanley all had more than 100 units in countries that maintain low or no taxes. The three financial institutions were included in the $700 billion financial bailout approved by Congress.

Insurance giant American International Group Inc., which has received about $150 billion in bailout money, had 18 subsidiaries. JPMorgan Chase & Co. had 50 units and Wells Fargo & Co. had 18; both financial institutions received government bailout money.

Sens. Carl Levin, D-Mich., and Byron Dorgan, D-N.D., who requested the report, have pushed for tougher laws to fight offshore tax havens around the globe. Levin, who leads the Senate Permanent Subcommittee on Investigations, has estimated abusive tax havens and offshore accounts cost the U.S. government at least $100 billion a year in lost taxes.

"I think we should take action to shut down these tax dodgers and we will be introducing legislation to do just that," Dorgan said.

General Motors Corp., which received $13.4 billion from the federal rescue package, had 11 offshore subsidiaries while GM's financing arm, GMAC LLC, had two offshore units. GMAC, whose majority owner is private equity firm Cerberus Capital Management LP, received $5 billion from the Treasury Department in late December.

Citigroup said in a statement that it has more than 4,000 subsidiaries around the globe "which enables us to serve hundreds of millions of individuals and institutions in more than 100 countries." A News Corp. spokeswoman declined comment. Messages were left with several of the companies identified in the report.

Separately, the GAO said 63 of the 100 largest federal contractors maintain subsidiaries in 50 tax havens.

Levin noted that many competitors use the tax havens to varying degrees. PepsiCo Inc. has 70 subsidiaries while the Coca-Cola Co. has eight units. Caterpillar Inc. had 49 while Deere & Co. had three.

"We need to put an end to the use of offshore secrecy jurisdictions as tax havens," Levin said.

The GAO said the subsidiaries could be established in the countries "for a variety of nontax business reasons" and said having a business unit in one of the countries "does not signify that a corporation or federal contractor established that subsidiary for the purpose of reducing its tax burden."

Citigroup had 427 units in 23 countries, including 91 subsidiaries in Luxembourg and 90 in the Cayman Islands. Morgan Stanley had 273 units, News Corp. had 152 and Bank of America had 115. Procter & Gamble Co. had 83 subsidiaries and Pfizer Inc. had 80 in the jurisdictions.

Several major corporations have announced plans to leave Bermuda, a leading offshore business center, amid the global financial crisis and fears of tighter tax rules. Tyco Electronics Ltd., which makes electronic components, and Foster Wheeler Ltd., an engineering and construction company, are reincorporating in Switzerland _ which has a tax treaty with the U.S. _ for tax and other reasons. Covidien Ltd., a health care products company, is heading to Ireland.

Big businesses taking bailouts are criminal acts? This is no surprise to me. The b@$tards running them are arrogant, with feelings of entitlement, and they care nothing for America but only for their desires and those of their rich masters. For years I've said that it's gonna' take putting those kraps in front of firing squads to solve this mess. Our most dangerous enemies are not the ones most distant from us, but those who reside among us --- the corporate kraps.

This entire bailout is a farse. These banks and huge corporations have been funneling thier money out of the country for years. Bush administration hood-winked the Public into believing that by cutting taxes on big business it would result in trickle-down economics. It was suppose to result in more hiring, better wages and improved benefits for the middle and lower income workers. It has been anything but. The greed took over resulting in massive outsourcing overseas, massive layoffs, a boom in temp and contract hires to avoid paying benefits/healthcare. Also closure of domestic manufacturing plants and fulltime hiring freezes nationwide. And now these Corporations are rewarded for these unethical if not illegal business practices with a massive giveaway by the feds under the guise that we cannot afford to have these companies fail. As they were begging for our taxmoney, they promised to freeup thier lending. Talk about being suckers! Now they won't even tell us where most of the money went or how they are spending it. This must stop now. They are nothing but grifters and shouldn't be given another dime. How can our Congress and Senate be so blind?

I now appoint you all as Corporations, and I suggest you get yourself an off-shore post office box and claim that as your business address. You Inc can now pull the same scam as these big guys and deduct your office, health care, transportation, phones and computers, even training for your (under age) employees, ie your kids' education, I mean they did clean their rooms, right? Computer games are deductible as eye-hand coordination development.

So to fix this problem we can look at two options, the first is to quit penalizing through a bad tax system
and move to a flat or consumption tax or we handle it Obama's way and nominate a tax cheat to run the IRS.

I worked for the IRS Collection Division for 28 years, during my last 4 yrs there I learned a great deal about upper management including then (2001) Commissioner Charles Rosotti. Let me assure you good people the IRS , including Rosotti, is guility of Fraud, Waste & Mismanagement. I wrote to US Senators, newspapers, Newsweek mag. and not a one responded. Heh Rosotti you know who I am so SUE ME if you don't like my comment. PS here it comes.... April 15th.....good nite and good luck.

the average working joe wouldn't hate and distrust the IRS so much if the rules applied to the big boys

when is tha last time any of these hundred corps mentioned had their assests seized ? or they were even audited; i mean really AUDITED

seems to me that the law of diminishing returns would factor in aduting all these 40k wageearners padding theri mileage and home office deductions so the IRS can get another 80 bucks vs spending the money and manpower to audit the big boys which might reveal a multimillion dollar tax debt; but that is just my reasoning I guess

Moral relativism? Isn't that how we got in this mess? Large corporations have every return audited. I know of one large corporation that has 6 IRS agents with offices in their headquarters full time, and they have been there for decades..................I hate to spoil your fun and conspiracy theory, and I'll reiterate my challenge to you and the rest of the posters here: prove it-show me examples of large multinational corporations getting nailed for large scale tax evasion-i.e. illegal activity. They are complaint with the rules. Are the rules fair? That's another question..................

I am anything but a Friedmanite. Nor am I a Keynesian. Nor am I any -ian of any economic school that exists, or has existed. Obviously, you have not read my posts. I agree, this form of capitalism is dead. The bailout is a travesty. The Paulson penned $164 Billion bank tax benefit that allowed Wells Fargo to absorb Wachoia's losses, and benefit more than it paid (with bail out dollars) is a travesty. It is a travesty that we have ceded control of our economy to intermediary "financial service" institutions........

I do like to keep the discourse based on facts, Obviously, in formerprosecuter's eyes I am a terrible "troll" of some sort. C'est la vie.

This mess we are in is serious and deep-rooted. You may have faith in Buddha, Mohammed, Rabbi Jesus, or Jehovah for that matter....but never, ever have faith in a politician. One half of the reason why Bush was able to waltz into DC and ruin this country for the next thirty years was because most everyone was asleep for the last thirty years having faith in Ronald Reagan, Bill Clinton, and now.....President Obama.

I see good things with our new President, but I still intend to stick to my guns and fight like hell.

Morgan Stanley has used some of the bail out money to purchase the Parking meter concession in Chicago for the next 75 years. They are raising the rates by 4 times. Yes the rates were low but now the revenue will go into private hands for the next 75 years , not into the local government. The advance payment for this concession is a small fraction of what the City would have collected over 75 years
