WASHINGTON — The Senate confirmed Hillary Rodham Clinton as secretary of state Wednesday as President Barack Obama moved to make his imprint on U.S. foreign policy, mobilizing a fresh team of veteran advisers and reaching out to world leaders. The Senate voted 94-2, with Republican Sens. David Vitter of Louisiana and Jim DeMint of South Carolina opposing.

Republicans and Democrats alike said her swift confirmation was necessary so that Obama could begin tackling the major foreign policy issues at hand, including two wars, increased violence in the Middle East and the threat of a nuclear-armed Iran.

"It is essential that we provide the president with the tools and resources he needs to effect change, and that starts with putting a national security team in place as soon as possible," said Sen. John Kerry, D-Mass., chairman of the Foreign Relations Committee.

Obama's presidential rival, Sen. John McCain, was among those who spoke in Clinton's favor.

"This nation has come together in a way that it has not for some time," said the Arizona Republican, on the Senate floor for the first time since the inauguration.

Voters "want us to work together and get to work," McCain said.

As the Senate debated Clinton's appointment, Obama wasted no time in his first day at the White House. According to a White House spokesman, Obama placed telephone calls to Egyptian President Hosni Mubarak, Israeli Prime Minister Ehud Olmert, Jordan's King Abdullah II and Palestinian President Mahmoud Abbas.

The administration also planned to name former Senate Democratic leader George J. Mitchell as Clinton's special envoy for the Middle East. Dennis Ross, a longtime U.S. negotiator, was also expected to advise Clinton on Mideast policy, according to officials who spoke on condition of anonymity because they were not authorized to speak publicly about the move.

Story continues below

She was sworn in as the nation's 67th secretary of state in her office in the Russell Senate Office Building. Attending the private ceremony was her husband, former President Bill Clinton, and her Senate staff. According to her office, she used the Bible that belonged to her late father. To assume the position, she submitted her resignation as senator in twin letters to Vice President Joe Biden, as president of the Senate, and New York Gov. David Paterson.

The former first lady planned to report to the State Department on Thursday, where she was expected to address employees in the main lobby that morning _ a tradition of sorts for secretaries of state on their first day on the job.

Clinton received overwhelming bipartisan support in Congress despite lingering concerns by some Republicans that her husband's charitable fundraising overseas could pose conflicts of interest.

Sen. Richard Lugar, the ranking Republican on the Foreign Relations Committee, proposed that former President Bill Clinton's foundation reject foreign contributions. But Hillary Clinton rejected Lugar's proposal, contending that the foundation's plan to disclose annually its list of donors and a range of its contributions already exceeds legal requirements.

Lugar said he hoped Clinton would re-examine her position but supported her appointment, citing her "remarkable qualifications" and "pressing global issues."

Vitter and DeMint, both members of the Senate Foreign Relations Committee, said they were unsatisfied. Last week, Vitter cast the sole opposing vote in the committee's 16-1 endorsement of Clinton. DeMint voted in favor of Clinton on the committee because he said he didn't want to obstruct a full Senate vote on her appointment, but ultimately did not support her nomination.

In addition to concerns surrounding the foundation, DeMint said he opposes Clinton's positions on such matters as providing aid to foreign groups that offer abortions.

"I do not plan to slow up this nomination, but I do find it difficult to support a nominee who I know will pursue policies so contrary to American sovereignty and the dignity of the human person," he said.

Following the vote, the Senate Foreign Relations Committee endorsed Susan Rice to become U.S. ambassador to the United Nations, a post Obama has elevated to the Cabinet level.

Meanwhile, the Senate considered other appointments by Obama.

Treasury Secretary-designate Timothy Geithner apologized to the Senate Finance Committee and said he was careless for failing to pay $34,000 in Social Security and Medicare taxes earlier this decade. The committee planned to vote on his appointment on Thursday.

Eric Holder's bid to become the first African-American attorney general was delayed for at least a week when Republicans demanded more time to question him about harsh interrogations, Guantanamo trials and other topics.

Well, the Clintons can hang the sign outside their door to let the high rollers know they are open for business. I wonder how many lies shady Hillary is going to be telling now. I just cannot get over the Bosnia lie.

CBS Exposes Hillary Clinton Bosnia Trip on youtube for the lie she told. David Geffen said it best about the Clintons. They lie with such ease is troubling. What makes her any different now that she is SOS. Anybody with any sense will always question her motives now when she schooling the American public about the world or is she serving her self interest. Yeah Hillary, power to the elites.

I believe most of the people who comment on these blogs are not old enough to have followed the Clinton presidency closely.

I also believe that a huge number of people who voted for Hillary Clinton knew absolutely nothing about her past and never read her platform. I say this, having engaged Clinton supporters in conversation to find out why they supported her, only to find out they knew very little about her.

My point. Now, these supporters will be able to get to know the real Hillary Clinton -- live -- as she goes about her role as Secretary of State. It will be interesting to check back in a couple of years.

I agree. I admire her in some ways but I don't like what she said during the campaign.

I didn't like Obama supporting FISA.

We don't have perfect people in government. But what we've got is light-years better than what we HAD.

The mention of the word "Clinton" triggers a Pavlovian response in the haters which triggers laughter from the rest.

Way east in Washington on the Potomac
She was serving New York as a Democrat
She decided to run and was pilloried
By simply saying My name is Hillary
She never ever learned to shut her mouth so well
And it would bugger the Repubs just like-a ringin' a bell

Go, go, go Clinton go go
go Clinton go go
go Clinton go go
go Clinton go go
Clinton be good
.

I just found this little nugget, to share with you all. It's from a Washington Post interview with Barry Goldwater in 1994:

On Hillary Clinton, who was an ardent Goldwater supporter in 1964: "If he'd let his wife run business, I think he'd be better off. ... I just like the way she acts. I've never met her, but I sent her a bag of chili, and she invited me to come to the White House some night and said she'd cook chili for me. Someday, maybe."

I don't know if Secretary Clinton ever made chili for Barry Goldwater, who died in 1998. But I somehow think he's somewhere upstairs, smiling down on her today.

Yes. He is one republican who actually evolved as much as she did through the years after supporting him actively in 1964. A reasonable, thoughtful man by the twilight years. In fact some of what he believe in in 1964 was also reasonable and I did go to one of his rallies to hear what he had to say and shook his hand afterwards. If you compared him to a current day candidate, even in 1964 he was moe philosophically akin to Obama than, say, Palin.

all these people (like Hill/Bill and their interest conflicts.) And, one could ask IF Princess Di (Feinstein) tries any more of her flack to hold up the appointment of the (imminently qualified and high on integrity) Leon Panetta as CIA head, SOMEONE (long overdue), should start up some serious work, transparency, and discovery about hubby RICHARD BLUM and his financial deepthroatisms----here and with China----this woman has walked toooo long, and now she has a lot of power; they have profited GREATLY from her connections, yet she refuses to disclose, engage in any transparency. Unfortunately, now that the Dems. are in charge, and she is com. chair, little will be done. (YES, I voted for Obama-----this is not partisan----but cleaning house should be across the board)--

If is a "charity" ,as they say it is, what is wrong with quarterly rather than yearly reports? Ok, maybe the NYT's monthly request was going a bit to far, but surely quarterly is reasonable.

Frankly since it is an organization raising money for AIDS assistance and research world wide, any attempts to short change it really will cause alarm world wide.
Helping others should not be considered conflict of interest UNLIKE the CARYLE GROUP WITH PAPA BUSH MAKING MONEY FROM questionable sources and genuine conflicts of interest.

SEEMS THE GOP DOES NOT CARE ABOUT CONFLICTS UNLESS THEY CAN SHIFT BLAME TO A CLINTON. HYPOCRISY IS SO UNATTRACTIVE.
THIS IS WHY THE GOP MUST STAY OUT OF POWER. THEIR HYPOCRISY AND LACK OF HONEST REPRESENTATION OF THE PEOPLE CAUSED ONLY HAVOC AND GREED.

Is U.S. foreign policy expected to be at odds with the goals of the Clinton Global Initiative? I can't imagine so, unless we're planning to get into Dr. Evil territory.

Favorite    Flag as abusive Posted 07:48 PM on 01/21/2009

It's not about being at odds with the work of the Clinton Global Iniative. It's about the danger of influence peddling.

So, the $500 million that CGI had collected before her nomination were actually hedge bets? Or are you wondering that any future monies promised could come with strings attached provided the SOS plays ball with the contributor's interests?

My thinking is that the Clintons are much too wise to have their legacies tarnished by such a foolish move. Are they not two of the most scrutinzed people in the world because of their loyal followers just waiting for even the slightest improper move on their part? Not that they've ever given two sh:ts what their ideological opponents think of them as witnessed by Hillary's run for the WH.

President Obama, is all you have to say to the right wing die hard's. He surrounded himself with very smart people from the outset and will continue to "school" you in the new wave politics that swamped your canoe in November.
Last I checked the republicans do not have an intellectual circle. They however just keep going round and round the same pole, with the same messages. lol.

Well as you might have read Caroline Kennedy is said to be withdrawing her name from consideration for Hillary Clinton's vacant Senate seat. I think Governor was not going to appoint her or was very reluctant to do that. Personally I think it is good decision. Some republicans would have eaten her alive

Not really. The dem's in the senate could have opposed her appointment if they wanted which wouldn't have been likely, but its not a confirmation process so the repub's have no say in the matter.
