WASHINGTON — The Senate confirmed Hillary Rodham Clinton as secretary of state Wednesday as President Barack Obama moved to make his imprint on U.S. foreign policy, mobilizing a fresh team of veteran advisers and reaching out to world leaders. The Senate voted 94-2, with Republican Sens. David Vitter of Louisiana and Jim DeMint of South Carolina opposing.

Republicans and Democrats alike said her swift confirmation was necessary so that Obama could begin tackling the major foreign policy issues at hand, including two wars, increased violence in the Middle East and the threat of a nuclear-armed Iran.

"It is essential that we provide the president with the tools and resources he needs to effect change, and that starts with putting a national security team in place as soon as possible," said Sen. John Kerry, D-Mass., chairman of the Foreign Relations Committee.

Obama's presidential rival, Sen. John McCain, was among those who spoke in Clinton's favor.

"This nation has come together in a way that it has not for some time," said the Arizona Republican, on the Senate floor for the first time since the inauguration.

Voters "want us to work together and get to work," McCain said.

As the Senate debated Clinton's appointment, Obama wasted no time in his first day at the White House. According to a White House spokesman, Obama placed telephone calls to Egyptian President Hosni Mubarak, Israeli Prime Minister Ehud Olmert, Jordan's King Abdullah II and Palestinian President Mahmoud Abbas.

The administration also planned to name former Senate Democratic leader George J. Mitchell as Clinton's special envoy for the Middle East. Dennis Ross, a longtime U.S. negotiator, was also expected to advise Clinton on Mideast policy, according to officials who spoke on condition of anonymity because they were not authorized to speak publicly about the move.

She was sworn in as the nation's 67th secretary of state in her office in the Russell Senate Office Building. Attending the private ceremony was her husband, former President Bill Clinton, and her Senate staff. According to her office, she used the Bible that belonged to her late father. To assume the position, she submitted her resignation as senator in twin letters to Vice President Joe Biden, as president of the Senate, and New York Gov. David Paterson.

The former first lady planned to report to the State Department on Thursday, where she was expected to address employees in the main lobby that morning _ a tradition of sorts for secretaries of state on their first day on the job.

Clinton received overwhelming bipartisan support in Congress despite lingering concerns by some Republicans that her husband's charitable fundraising overseas could pose conflicts of interest.

Sen. Richard Lugar, the ranking Republican on the Foreign Relations Committee, proposed that former President Bill Clinton's foundation reject foreign contributions. But Hillary Clinton rejected Lugar's proposal, contending that the foundation's plan to disclose annually its list of donors and a range of its contributions already exceeds legal requirements.

Lugar said he hoped Clinton would re-examine her position but supported her appointment, citing her "remarkable qualifications" and "pressing global issues."

Vitter and DeMint, both members of the Senate Foreign Relations Committee, said they were unsatisfied. Last week, Vitter cast the sole opposing vote in the committee's 16-1 endorsement of Clinton. DeMint voted in favor of Clinton on the committee because he said he didn't want to obstruct a full Senate vote on her appointment, but ultimately did not support her nomination.

In addition to concerns surrounding the foundation, DeMint said he opposes Clinton's positions on such matters as providing aid to foreign groups that offer abortions.

"I do not plan to slow up this nomination, but I do find it difficult to support a nominee who I know will pursue policies so contrary to American sovereignty and the dignity of the human person," he said.

Following the vote, the Senate Foreign Relations Committee endorsed Susan Rice to become U.S. ambassador to the United Nations, a post Obama has elevated to the Cabinet level.

Meanwhile, the Senate considered other appointments by Obama.

Treasury Secretary-designate Timothy Geithner apologized to the Senate Finance Committee and said he was careless for failing to pay $34,000 in Social Security and Medicare taxes earlier this decade. The committee planned to vote on his appointment on Thursday.

Eric Holder's bid to become the first African-American attorney general was delayed for at least a week when Republicans demanded more time to question him about harsh interrogations, Guantanamo trials and other topics.

I'm convinced that Obama had pity for her, so he gave her this nomination. Personally I would have driven the proverbial stake through her heart. But he's assuming, perhaps wrongly, that she will want to make a name for HERSELF and all, and prove all her naysayers wrong. If you actually listen to what she is saying (and I do) there is no change on the horizon. Past behavior should be an indicator of this. Lord help us. Maybe the this country wants to go to war with Iran. Would help the military industrial complex after all, and boost the economy. Ultimately this will reflect poorly on Obama though. He got too cute by half, and will end up having been the one that capitulated to Clinton Inc.

Well we know, after Jill Biden's blunder, that Hillary Clinton was not his first choice for Secretary of State.

Hillary Clinton always wants to make a name for herself, but her divisiveness always gets in her way. It is automatic reactive behaviour that she has accumulated over the years.

Obama could have included her to be inclusive (He tends to be a nice guy.) or he could have included her to pave the way for himself in 2012. Also, he is taken with the idea of a cabinet of rivals.

He didn't consider the importance of matching his cabinet members with their strengths. Hillary Clinton's greatest weakness is dealing with people; the greatest strength required from a secretary of state is dealing with people.

I believe this appointment is his first major blunder. He's let the fox into the hen house.

Congratulations!

As Secretary of State, Hillary has a lot on her plate. The immediate issue to tackle would be the crisis in Gaza.

Friend of Israel aside, she has to deal with this crisis with an even hand and must be seen to be a honest broker.

If there is irrefutable evidence that Israel engaged in collective punishment and committed war crimes by mass murder of innocent Palestinian men, women an d children, then she should not hesitate to throw her weight behind international calls for war crimes trial against Israel. If UN Secretary General Ban Kee Moon's outrage is anything to go by, there is more than needed evidence to pursue this course.

Exactly if she is supposed to be this big friend of the Israelis (politically expedient for her in New York) then she will be able to give them some "tough love". If she doesn't she will be a failure, in the same way that many call Rice a failure. But women weren't as invested in Rice as they are in Hillary, so if she fails at that, we'll see if they take ownership of it.

As Hillary Clinton said very clearly during her confirmation hearing, she and the Obama Administration, as did Bush, do not agree with the terrorist activities of the Palestinians and will make the end of Palestinian rocket fire into Israel a requirement for peace.

Agreed. Palestinian rocket fire into Israel must stop. I don't condone that either.
But, we have to look into the rocket fire saga in its totality.

Firstly, Hamas agreed to the ceasefire brokered by Egypt and observed it diligently. In return, Israel rewarded Hamas with collective punishment by blockading the Gaza Strip and refused to let anyone or anything out. Thus starving the Palestinians and denying them vital supplies like medicine and fuel. The former adviser to Arier Sharon even had the audacity to joke that the people of Gaza are "put on a diet"!

It was in this context that Hamas retaliated with their rocket attack.

Secondly, Palestinians picked the town of Ashkelon to fire their rockets because it was their home. The entire Palestinian population that once lived in this town are driven out by the Israelis into Gaza as refugees.

Thirdly, the casualty and damaged caused by these rocket attacks are very minimal compared to the disproposationate collosal carnage caused by the Israeli attack against unarmed civilians mounted by air, naval and ground attacks.

Am I alone in thinking that it smacks of hypocrisy for Hillary Clinton, with arguably the most conflicts of interest to skate through the confirmation process, basically by being rammed through, when Holder, Daschle, Geithner and the EPA chief's nominations are being held up? You could argue that Geithner's scandal actually pales in comparison to Clinton's because his involved about 30 grand, hers involves potentially millions of dollars.

That is exactly why Congress has record low approval ratings. They just love sitting around, the halls of Congress, calling each other Senator, Representative, Chairman. With very few exceptions they are an absolute joke. All of the same back dealing that Obama did with Clinton to get her to go out and do her duty as a Democrat, continues with the congressional cronyism of ramming her through her confirmation.

They've had low approval ratings because unfortunately there have been too many ignorant elected representatives who squabble just like you're doing . -Over nothing.
That's right, over nothing. Clinton's husband's work poses absolutely no conflict of interest, or you better believe, the right wingers would've brought it full force to bear. Same with Geitner.. It's not a scandal, it's an honest mistake from a person who works at too many directions. If you read about it, you'd see, but you probably don't want to disappoint yourself. But there's nothing really there, and they know it.

Actually, I know I'm not alone, it was a rhetorical question. There's nothing confusing at all, the self-serving, career politicians I'm referring to, rely on the public's ignorance, apathy, and pre-occupation with the rigors of work and home life. Of course citizens are to blame, they constantly complain about Pelosi, Reid, and the like, but election cycle after election cycle these people return to office. Of course some of the people who complain about them vote for them, they should expect, and demand more.
