WASHINGTON — New York Federal Reserve Bank President Timothy Geithner won confirmation Monday as President Barack Obama's treasury secretary despite personal tax lapses that turned more than a third of the Senate against him. Obama immediately put him to work fixing an economy in "dangerous jeopardy."

"We can't waste a day," Obama said, standing beside Geithner as he was sworn into office by Vice President Joe Biden.

The Senate voted 60-34 to put Geithner in charge of the administration's economic team as it races to halt the worst financial slide in generations. The swearing-in followed less than an hour later, the administration seeking to emphasize that it was wasting no time in trying to address the financial crisis.

Obama said there had been a "devastating loss in trust and confidence" in the U.S. economy.

In his remarks, Geithner said the new administration would work first to stabilize the financial system and get the economy growing again and then would move to reform the system.

"We are at a point of maximum challenge for our economy and our country," Geithner said to a standing-room only audience in Treasury Department's ornate Cash Room. On hand were Federal Reserve Chairman Ben Bernanke and former Treasury Secretary Lawrence Summers, now director of Obama's National Economic Council.

Referring to Geithner's tax problems, White House spokesman Robert Gibbs said Geithner had made amends _ he has paid the taxes and penalties _ and possessed the talent needed to steer the nation out of the crisis.

Geithner, 47, served as undersecretary of the treasury for international affairs during the Clinton administration. As president of the New York Federal Reserve Bank, he's been a key player in the government's response to collapsing financial institutions and the housing and credit markets since last summer.

Story continues below

The ambivalence dogging lawmakers was reflected in the fact that a third of the chamber voted against Geithner, in large part because of his failure to pay all his taxes on income received from the International Monetary Fund in 2001 and in three subsequent years.

Ten Republicans overlooked that matter and voted for confirmation. One Republican, Sen. Arlen Specter of Pennsylvania, told reporters earlier in the day that he would vote yes, only to change his mind and vote no.

Three Democrats and one independent voted against Geithner's confirmation, including Sen. Robert C. Byrd, D-W.Va., the longest-serving senator in history.

"Had he not been nominated for treasury secretary, it's doubtful that he would have ever paid these taxes," Byrd said in a statement.

For the prevailing majority, the real reason for Geithner's likely confirmation appears to be less a matter of bipartisan cooperation than political survival. Lawmakers of all stripes are eager to set the economy in the right direction long before voters judge their progress in the 2010 midterm elections.

"People make mistakes and commit oversights," said Sen. Orrin Hatch, R-Utah. "Even the most intelligent and gifted _ two adjectives that certainly apply to Mr. Geithner _ make errors in their financial dealings."

Even so, not everyone was convinced that the need for a speedy confirmation should trump concerns about the candidate. Sen. Susan Collins, R-Maine, didn't buy Geithner's contention that he skipped paying some taxes because he was confused by the complexities of the tax code.

"They were described by the nominee himself as 'careless mistakes,'" Collins said in prepared remarks. "It has become clear to me that this is not merely a matter of complexity leading to mistakes, but of inexcusable negligence."

Sen. Mike Enzi, R-Wyo., agreed and noted that his is one of the few voices of dissent.

"Nominees for positions that do not oversee tax reporting and collection have been forced to withdraw their nomination for more minor offenses. They have been ridden out of town on a verbal rail," Enzi told the Senate. "The fact that we're in a global economic crisis is not a reason to overlook these errors."

"The Senate," he scolded, "is not supposed to be a group of 'yes' men."

It wasn't. Democratic Sen. Tom Harkin of Iowa lined up against the nominee, asking how someone of Geithner's "financial sophistication" could innocently not pay the taxes and then head up the agency that oversees the IRS.

"How can Mr. Geithner speak with any credibility or authority?" Harkin said.

Specter earlier in the day had told WHP radio in Harrisburg, Pa., that he planned to vote for confirmation, only to change his mind and vote no later in the evening.

"I'm prepared to back Obama on this issue," Specter had said in the interview. "The economic situation is so tense right now and I don't want see us go back to square one and wait several weeks or longer for the process to bring in a new treasury secretary."

The 10 Republicans who voted yes were Sens. Bob Corker of Tennessee, John Cornyn of Texas, Mike Crapo of Idaho, John Ensign of Nevada, Lindsey Graham of South Carolina, Judd Gregg of New Hampshire, Hatch of Utah, Richard Shelby of Alabama, Olympia Snowe of Maine and George Voinovich of Ohio.

The Democrats voting no were Sens. Byrd, Russell Feingold of Wisconsin and Harkin of Iowa. Also voting no was Sen. Bernie Sanders, I-Vt., who caucuses with Democrats.

Sens. Kit Bond, R-Mo., Sherrod Brown, D-Ohio, Edward M. Kennedy, D-Mass. and Ron Wyden, D-Ore., were absent. Senate seats representing Minnesota and New York are vacant.

The Senate Finance Committee approved Geithner's confirmation in an 18-5 vote last week.

Geithner has inspired me to rush out and pay my Federal Taxes. My confidence in the IRS has been renewed.

It's hardly Geithner's tax and nanny situation that bother me - just to set that straight. It's that situation combined with which some of the Republican Senators that voted FOR him that is telling...

Bob Corker of Tennessee
John Cornyn of Texas
John Ensign of Nevada
Lindsey Graham of South Carolina
Richard Shelby of Alabama

Isn't this the core of the group that voted AGAINST the auto-bailout and the in part the so-called TARP? Hmm, I wonder if Phill Gramm were still a Senator if he'd have voted FOR Geithner. This is some of the stuff that makes me nervous about him. Also, too - his time at the IMF makes me extremely nervous, on top of being a Robert Rubin protege.

We'll see if a cat can change it's stripes.

Remember, Geithner serves President Obama, his decisions reflect that of Obama.

And the Repubs who voted against the bailout are f ools, the bailout helped save the economy from going into a full out wide DEPRESSION.

Chill out, President Obama knows what he is doing, he is the President now, and he hasn't made a decision yet that caused millions of Americans their life savings or a decision that led to the d eaths of 4000+ Americans.

It'd be nice if you'd put away your hyperbole hat and put on your critical thinking one.

Folks can express a bit of nervousness about some of Obama's picks and still be in full support of him - as well as his administration. Even Geithner. We're just wary - and will be watching.

I never really liked the Geithner pick - I really don't like the Duncan one either.

These are the only two that really make me nervous.

I imagine that if everyone who has at one time or another been forgetful about their taxes, were disqualified from being appointed to something, 2/3 of the Hill would never be appointed to anything.

This is not ideal, of course, simply because Obama has promised to clean things up in Washington, and appointing someone to secretary of the treasury who has being this forgetful about his taxes, might not be the best way to start. But neither is it a disaster...or even shocking.

Obama is a pragmatist. Imo, he started out as an idealist but over the course of his campaign, and now in his first days as President, he has learned the value of pragmatism, one might even say the necessity...

The intention of bank bailout is to strengthen the spine of the banking industry. Is it not possible to do the same by devising of ways by which depositors will be more encouraged to save more of their earnings in the bank in stead of investing in all kinds of unproven financial vehicles? It will be a good idea not to tie the interest rates on the deposits with the prime rate as decided by the federal reserve. When the banks get the loan from the central bank based on the lowered prime rate, the depositors deserve to be given higher rate so that the banks will depend more on the deposits rather than the loan from the central bank. The banks must be able to make money by their own lending to the consumers and other vehicles of investments.

People don't get it the fundamentals of the economy have been getting weaker and weaker since the 60's when we started losing our manufacturing base and domestic energy production.

First we were told don't worry about manufacturing jobs we have the service industry.

Then when the service economy flattened out and our trade agreements would save us.

Then when Asia took over the manufacturing jobs in the global economy we had the tech industry.

Then when corporations shipped more and more tech jobs overseas we had the housing market.

When that bubble collapse we have nothing but we started have nothing years ago.

Unless we can compete globally in manufacturing again our economy will be smoke and mirrors.

He ll we are even outsourcing our MIC.

Geithner isn't the best pick, but who else is there?

Our economy is in a crisis, and we don't have the time to find another person just because Geithner made a mistake with his taxes.

All you opposed to Geithner, maybe you should run for President during an economic crisis, and see if you can do better than President Obama, maybe you could find a better Treasury Secretary...

Give President Obama the benefit of the doubt. He has already overturned the gag order under Bush, signed executive orders to close G I T M O, sending envoys to the ME and Afghanistan/Pakistan, and is kicking p uke butt and giving Rush a major h eart attack.

And let's not forget, Prez O is the boss, he can fire Geithner at any time.

Chill out.

I'm perfectly "chill" and yet decidedly not thrilled about Geithner.

Take a look at our economy.

Open the newspaper each day.

You'll read about corporate bailouts, Ponzi schemes, golden parachutes, lay-offs, MORE corporate bailouts....

Keep 'chillin' with your faith in "Prez O", but I think we, the general citizenry of the United States of America, have the right to be skeptical of our government and how it does business.

Again, you do not have faith in President Obama's judgment?

The man has been in office a week, and has done more than Bush did during the last eight years.

Maybe YOU should run for President, then you can have the Treasury Secretary YOU want.

Point is, Geithner is Obama's employee, Obama can fire him if Geithner proves to be a s crew up.

YOU need to chill out, Bush is not President anymore, Obama is, and you're just not used to the idea of people being upfront and honest with you. Geithner didn't pay his taxes, he admitted his mistake, when did Bush's past t oadies admit any mistakes... and what Geithner owed was c hump change compared to the billions Bush and Paulson looted through those bailouts.

Geithner isn't perfect, but the times are too dire to find someone else.

Relax, like I said, President Obama is the boss, give him the benefit of the doubt.

Geithner may be the right pick. Even Krugman had some good things to say about him. But the right pick at treasury will not be enough. Congress needs to pass some serious legislation to change the game including a health care bill that will make us competitive around the globe.

Subsidizing our manufacturing industries is a must to compete globally other wise they will not make products for the future they will make products for now which means they are already obsolete.

I just really doubt Americans will be willing to pay the taxes needed to compete as one country rather than a hundred million or so individuals.

In my household, we are a wee bit nervous about Geithner as well.

Larry Summers too.

Dear Wall Street:

Congratulations on your great performance. Your new bonsues are in the pipeline. Keep up the good work. You know Tim Geithner, he's just like you. Think of him as your man in the Treasury, here to assist you." Just like his mentors Paulson and Rubin before him. CHANGE was just a campaign promise.

Signed, the Obama Adinistration.
