Stimulus: Dems May Drop Family Planning After GOP Attacks

WASHINGTON — House Democrats are likely to jettison family planning funds for the low-income from an $825 billion economic stimulus bill, officials said late Monday, following a personal appeal from President Barack Obama at a time the administration is courting Republican critics of the legislation.

Several officials said a final decision was expected on Tuesday, coinciding with Obama's scheduled visit to the Capitol for separate meetings with House and Senate Republicans.

The provision has emerged as a point of contention among Republicans, who criticize it as an example of wasteful spending that would neither create jobs nor otherwise improve the economy.

Under the provision, states no longer would be required to obtain federal permission to offer family planning services _ including contraceptives _ under Medicaid, the health program for the low-income.

Democrats considered the politically-potent change as congressional budget experts estimated it would take slightly longer for the overall legislation to achieve an impact on the economy than the administration projects.

The Congressional Budget Office said the economy would feel the effects of almost two-thirds of the money over the next year and a half. The administration claims 75 percent of the funding would be absorbed in that period of time, and Obama has pledged that the bill he signs will meet that target and either save or create up to 4 million jobs.

While the debate surrounding the overall impact of the measure pits economists and their statistics against one another, Republicans quickly seized on the family planning money as evidence that the Democrats were advancing an agenda that went beyond the economy.

"How you can spend hundreds of millions of dollars on contraceptives how does that stimulate the economy?" House Republican Leader John Boehner, R-Ohio said on Friday after congressional leaders met with Obama at the White House. "You can go through a whole host of issues that have nothing to do with growing jobs in America and helping people keep their jobs."

Several Democrats said Monday night that Obama had spoken personally with Rep. Henry Waxman, D-Calif., about removing the provision. Waxman is chairman of the committee with jurisdiction over Medicaid and a close ally of Speaker Nancy Pelosi, D-Calif.

The Democrats who described the likely reversal did so on condition of anonymity, saying they were not authorized to disclose developments not yet made public.

Obama's request to House Democrats underscores the administration's desire to signal a spirit of bipartisanship, a recurring theme for the president in his first week in office.

Whether it also succeeds in gaining votes is unclear, particularly in the House, where the GOP leadership has advanced an alternative that consists almost exclusively of tax cuts. The only new spending in the Republican plan is to maintain the current system of up to 33 weeks in unemployment benefits for several additional months.

By contrast, the White House-backed bill includes about $550 billion in spending and $250 billion in tax cuts.

Much of the funding in the Democratic bill is ticketed for health care and education, as well as money to weatherize buildings and build highways and other transportation projects.

A companion measure is making its way to the Senate floor for a vote next week, and congressional leaders have pledged to have legislation ready for Obama to sign by mid-February.

White House Budget chief Peter Orszag said in an AP interview that he's confident that the more ambitious target can be met for getting money into circulation in the economy, especially with changes likely to be made in the bill before it reaches the White House.

"With appropriate attention and proper management, you can both get the money out the door ... and still have well-selected projects," Orszag said.

"I don't see how that's possible," said Sen. Thad Cochran of Mississippi, top Republican on the Senate Appropriations Committee. "They'll be just pouring money down on the ground if they achieve that goal."

That's not how it works. Republicans won 41 senate elections. You did not win in 177 districts of this country. Those districts have a right to a representative who will vote the way they want, and not just give in because other districts voted Democratic. This was exactly the problem with the Bush Administration and the underlying factor to all the other problems they caused. They had a "with me or against me" mentality and "I'm the president I get to decide". If Democrats go the same way then they will get the same results, at least so far as having a bitter, divided nation. I feel like Obama seems to understand this. I don't think Nancy Pelosi does. And clearly people like you don't.

This is absolutely amazing. People refuse to recognize the consequence when you engage in sex and because they lack the intelligence to close their legs, I have to pay and help put a condom on a man or put a pill in a woman? Which of you idealists out there actually believe this agenda will reduce unwanted pregnancies? And please get a hold of your outrage, condoms are not expensive. But the agenda is removed and the excuse makers this nation scream out this delusional outrage that THIS WILL CREATE MORE UNWANTED BABIES! THIS IS A STRIKE AGAINST WOMAN! THE GOVERNMENT SAYS WOMAN CAN’T HAVE SEX! I do not want tax money to go to a program to another PITY fund. You don’t want a child, you don’t have sex. If you need to have sex, protect yourself. I am outraged that the same people who claim to be opposed to abortion would also block access to family planning services. Where is the middle ground?

The middle ground is when American ADULTS are accounted for their own actions and stop looking for government to bail them out of their irresponsible actions. But hold in your anger, I truly believe abortion is a woman’s right, and should not be frowned upon when any type of rape or endangerment to the mother or fetus is present. But when you engage in sexual activities there are natural biological ramifications. STD’s and becoming pregnant are two clear examples. And those examples alone should be the deciding factors before you engage in sex. But because people can not control their emotions, it costs the working class money, get lost. I didn’t restrain my sexual appetite, work hard, and pay my taxes so the weak minded, uncontrollable sect can reap more benefits from an already charity giving government.

I wish some on this site had more foresight. THINK. The repubs, deciding they wanted to flex some political muscle, cried foul over the mall restoration and the family planning money. This "pork" was put into the bill, knowing it might be cut later. The repubs have now overplayed their hand. Now that Obama has offered concessions, he can now say, "Look, I gave them x, y, and z, yet they still aren't satisfied nor have given any concessions themselves." He knows he can pass this bill without bipartisan support. But now it is all but impossible for the repubs not to support this bill without damaging their cries of trying to work with the dems. Moderate repubs will support the bill, and those who do not will look bad.

Those who say to push the bill through without the repubs are short-sighted. Do you really think that the public will be satisfied with a president and congress that pushes every bill through without bipartisan support for 4 years? I think not. This is about establishing political capital. By getting a bipartisan bill through now on an issue that should be bipartisan (the economy), he can say eff you to the repubs down the road and push more controversial bills through without bipartisan support--such as family planning legislation. If needed, he can point to their dissent now as a reason not be bipartisan in the future. Please remember that half of this country still voted for McCain.

You cannot have a vibrant enthused well functioning work force
that is unable to learn and choose when and how they wish to
expand, or not, their family size. You cannot have young women
and men in jeopardy because of ignorance and withheld information.
Abandoning family planning is great for building a population that has
no where to go but into the armed forces or down the drain. Caving on
this issue is an insult to the entire promise of improving our education
and health systems.

This stuff is just fluff that will be tossed and sacrificed to protect the more important stuff in the stimulus package like infrastructure projects. I am a big advocate of family planning, but stuff like this can be passed in another bill.

THis bill is supposed to keep regular Americans working. Not keep abortionists in business. I dont see how condoms and federally funded abortion is going to keep the economy from tanking further.

What happened to Obama's "new age of responsibility" claim? I guess everybody has to be responsible EXCEPT for those who are too stupid and cold hearted to use condoms instead of kill their unborn children.

It should be taken out and its not a major concession just a common-sense one.

This plan is suppose to be about the American people. It is past time for egos to be laid down, President Obama's, Nancy Pelosi and others who are more invested in getting what they want, rather than what will serve the interest of the majority of Americans. What did any of the people who put this together expect the reaction to be? Surely our leadership can do better!

the article reads Obama is attempting to keep it all home yet these lobbyiest are of great power as it appears we no longer can call these US corporations US.. They appear to be international corporations in the disguise of US. They must have been bought I suppose by China? I think we are in much deeper crap than any of us are aware of but again Ive been reading everything possible and but it all leads that way.

There presently are bigger problems with this package.
if the BIG business sector gets their way look like much of the money will not be required to be kept with american products and jobs.
Is this why the GOPs are so bent on giving big cuts to big business rather than smaller cuts to smaller business??? you have to wonder .
The threat that the Buy American measure would spark protectionist measures by other countries that might deepen a global recession.

For many women, birth control is as health issue. I can go with no government funded abortions, but no government funded medication to reduce a woman's chance of getting pregnant is too far, Obama. This has become a country in which the religious "Christian Taliban" in our country is dictating government policy for many who don't practice their narrow religious views. All of us from time to time pay taxes for htings that offend us...I for one am very offended that so much of my hard earned money goes for wars we should not have been involved it. Obama, you need to remember who voted for you including the majority of the 12 million Hillary women. How many million more votes than McCain did you get last time? IF this is not in this bill it will be filibustered every time it si brought up.

So help me, sometimes Dems will do the stupidest things!!

The President made it clear he didn't want "Pork" in this stimulus package and you put Family Planning in this bill. It was stupid to put it in, stupid to try to defend it, and the Republicans were right to call them on it because what better way not to discuss the sorry economy than to talk about sex!

Please Nancy and Harry, start thinking strategically!

They are not caving. They are negotiating. That is why the contraception thing was in there--as a giveaway. There are probably several other points in there for the same purpose.

exactly. This is smart negotiating on Obama's part. We can address family planning issues in another bill. That definitely belongs, just not here.
