Record Number Of Americans Receiving Jobless Benefits

Job Fair

WASHINGTON — Week by week, the numbers that measure the economy get worse, heading toward uncharted territory.

The Labor Department released figures Thursday showing that the percentage of the workforce receiving unemployment benefits reached a 25-year high in mid-January. The raw numbers were the highest since the government started keeping records in 1967, although the workforce was much smaller then.

Adding to the grim picture were separate government reports that showed December home sales plunged to their lowest rate since recording began in 1963. And orders for big-ticket manufactured goods dropped more than expected, capping the worst year for manufacturers since 2001.

But the jobless numbers were the worst _ with more layoffs on the way.

The Labor Department reported Thursday that a seasonally adjusted 4.78 million Americans claimed unemployment insurance for the week ended Jan. 17. That's an increase of 159,000 from the previous week and worse than economists' expectations.

As a percentage of workers covered by unemployment insurance, the tally is the highest since August 1983.

The figures underscored how hard it is for laid-off workers to leave the unemployment rolls by finding a new job amid the deepening recession.

And the 4.78 million figure is deceptively low. It doesn't include about 1.7 million people receiving benefits under an extended unemployment compensation program authorized by Congress last summer, meaning the total number of recipients is actually closer to 6.5 million.

That pushes the share of the work force receiving benefits to the highest level since December 1982, when the economy was recovering from a steep recession. Jobless benefits typically last 26 weeks, but Congress usually authorizes extensions during economic downturns.

More job cuts were announced Thursday. Cessna Aircraft Co., part of the Providence, R.I.-based conglomerate Textron Inc., said it plans to lay off 2,000 workers, on top of 2,600 cuts it announced earlier this month. Ford Motor Co. said its credit arm would cut 20 percent of its work force, or 1,200 jobs. Eastman Kodak Co. said it's cutting 3,500 to 4,500 jobs, or 14 to 18 percent of its work force. Black & Decker Corp. and Bon-Ton Stores Inc. also announced layoffs.

Starbucks Corp., Time Warner Inc.'s AOL, Target Co., Boeing Co., Pfizer Inc., Home Depot Inc. and others have announced tens of thousands of job cuts this week alone, bringing layoffs announced in January to about 130,000, according to a tally by The Associated Press.

On the housing front, the Commerce Department said new-home sales fell 14.7 percent in December to a seasonally adjusted annual rate of 331,000, the lowest pace on records dating back to 1963. For 2008, builders sold 482,000 homes, the weakest results since 1982.

The median price of a new home sold last month was $206,500, a drop of 9.3 percent from a year ago. The median is the point where half the homes sold for more and half for less.

Meanwhile, new orders for durable goods dropped by 2.6 percent last month, even worse than the 2 percent decline economists expected. Orders fell 5.7 percent for the year, the second-biggest drop on government records, exceeded only by a 10.7 percent plunge in 2001, according to the Commerce Department.

The financial markets fell on the news. The Dow Jones industrial average sank 226 points, or 2.7 percent, while other indicators tumbled more than 3 percent. On Wednesday, stocks had soared on hopes that the government will take bad debt off banks' books.

Government data due out Friday are expected to show the economy contracted at a rate of 5.4 percent in the final three months of last year, according to the consensus estimate of economists surveyed by Thomson Reuters. If they are correct, that would mark the worst performance since a drop of 6.4 percent in the first quarter of 1982.

The tally of Americans filing new jobless benefit claims rose slightly to a seasonally adjusted 588,000 last week, worse than analysts expected. That nearly matched a late December tally of 589,000, which was the largest in 26 years although the labor force grew by about half during that time.

Amy Wilson, 38, who lives in Whiting, Ind., has seen all types of companies reluctant to add workers. She's applied for about 100 jobs since she was laid off from the Metal-Matic steel company in October. Other steel makers with nearby plants, including Arcelor Mittal and U.S. Steel Corp., also laid off workers this fall.

She said she had also planned to apply for a job at a nearby refinery which planned to expand, but they put the project on hold as oil prices plummeted.

"I'm going for anything," she said. "Pizza delivery, any kind of work, you name it."

A year ago, continuing claims stood at about 2.7 million, less than half their current level when the extended unemployment program is included.

The unemployment rate, which hit a 16-year high of 7.2 percent in December, likely rose this month to 7.4 percent, according to a Thomson Reuters survey.

The crush of new and continuing claims has overwhelmed many states' ability to process them all. Electronic filing systems crashed in three states earlier this month, and last week Michigan said it would hire 276 workers and open a fourth call center to handle increased phone traffic.

President Barack Obama's $819 billion economic stimulus package, approved by the House on Wednesday and now on its way to the Senate, would provide $500 million to the states to upgrade their unemployment insurance systems. The measure also would continue the extended unemployment compensation program, which adds up to 33 weeks of benefits, until the end of the year.

osamamaia has made some snarky remarks in his defense of Dubya. What he cannot defend is the fact that due to the negligence and the indifference to the working class, his beloved GOP hasn't lost a few 'obamabots', they've lost an entire generation of voters. Look at the voting demographics, sweetie. All the spin in the world won't revive your 'tax cuts are kings' party.

How about Employer Accountability? Not one cent of tax payer bail out or tax credit should be given to any employer who employs out of country workers, or who refuses to comply with fair play employment practices or who employs illegal aliens. AND, remember - not one of US, should buy ANYTHING from any employer who fails to do these things. This is a real Power of the People that can't be taken away...

Im with you all the way. Bush rewrote the visa worker laws and I hooe Obama reversing them. we need to buy american and that means raw goods, to finished products. These companies that refuse need to leave and make it in china then. They truely need to clean up the tax system as its corrupt to the core.

ONE OF OUR BIGGEST PROBLEMS WITH UNEMPLOYMENT is that we can't get RE-EMPLOYED while we have "BAD CREDIT". Employers regularly do background checks to weed out illegal aliens and criminals. That's fine. I'm neither one. Unfortunately - credit card companies have promoted "good credit" as a factor to be considered when hiring someone, and it is the credit card companies owners - the Banks who put us IN THIS MESS, that are promoting this practice. It is SO PREVALENT an Unfair Employment Hiring Discrimination Practice - -that it's preventing many Americans from returning to work - thus causing even greater problems in the Economy. I was hit by this Economy, and am jobless. it's wiped me out financially. I need to work, but I can't - due to this UNFAIR HIRING DISCRIMINATION PRACTICE, I'm a former Federal Employee and a Disabled USAF Veteran - I have Federal Career Reinstatement Eligibility, but ONLY if I "fix my credit first" and that will require getting a good well-paying job first -TO FIX IT which under the present system of Hiring Discrimination Practices caused by having bad credit - is apparently IMPOSSIBLE. We need to abolish this unfair employment practice . Perhaps Ms. Huffinton can comment on this practice in her National Forum here? We didn't set out to throw away our Economy, our Lives, and our Homes..Big Business caused this, and should not be allowed to dictate who can be hired, and who can't! It's not as though THEY are helping the Economy
07:54 PM on 01/29/2009
Grrrrr.... I completely agree. This whole 'You're only as good as your credit' thing has got to stop! the way the system is set up, you don't have good credit unless you borrow too much. And you're automatically out if you aren't in a job that you've held a couple years.
12:37 PM on 01/30/2009
i use my credit cards PLENTY but i never have a balance.
i pay it every cycle.
I never (well almost never) make purchases that i cant afford.
live way within my means.

have credit score close to 800 (below 800). its pretty easy !!

This is what happens when the aggregate amount of U.S. Dollars in circulation and paper assets get sucked up to the top !%i, and the masses run out of money to keep consuming at the same levels. Its obvious what the solution is but that will never happen, because as was true in the early years of our Republic the country is governed by a commercial oligarchy; and the citizen who cannot afford the luxury of a contrary opinion, learns of necessity to dance the beggars waltz.

I was unemployed for seven and a half months. I looked daily for work and where I was quite qualified for the positions . I interviewed many times with HR people only to never hear another word from them. At last I was taken on at the last place I applied . It brings me in an income that is only 1/3 of what I had been making. I am 53 and feel that my age is the reason why I got nowhere in the job hunt. Now I have a job I cant afford and people are telling me how lucky I have work at all. Lucky me !

No, I don't agree with the "knew you wouldn't stay" commentary line - I've heard this myself a lot - I'm well experienced, I'm a litigation paralegal - but attorneys won't hire me because of My age and the pre-conceived notion that I will poorly impact their health insurance costs which increase dramatically as we age. That's why so many employers only want "recent college graduates' as they list in their advertisements and why so many turn down older workers. I have some health insurance/medical care available to me as a US Veteran, but they won't consider that, or that my credit - ruined by this Economy like so many millions of others - is bad BECAUSE of the poor economy- not because of My AGE. I would be happy myself to get a job in anything near my career field - even at half the salary, I don't want to be a homeless person... and neither does anyone else. These unfair employment practices need to be stopped by the Federal Government and enforced, not just "nodded at".

Peter007 you are truely arrogant. You pass judgement on those laid off as being lazy with no job skills. Havent you heard we are in a crisis with jobs losses everywhere? Or skills in demand? Seems to be the skills in demand presently is the cheap counterpart workers on visa's or the cross the border worker. Possibly your type on mentality is why we as a country are in this situation. Your arrogance of claiming a skill in demand is quite funny. Could be almost anything as you do not share it here, you choose simply to pass judgement.

You really arn't worth responding to but I am laid off, bored and yes watching tv! And you will continue to help pay my unemployment as the state I live in has a 33 week extension.

HOW DO YA LIKE THEM COOKIES.......

go on welfare!!!! LOL

sure why not. lay offs for construction workers are quite common in between jobs, and its usually quite short but becasue jerks like you or your mentality have ruined this country, it could be a while. It's not beneath me to do other work than my skilled trade when needed. If I have to flip burgers for a while, hey I'll do it. But until something breaks or my UI runs out, I'll remain hopeful as we have leadership with true skill and working for the will of the people once again.

As far as your arrogance, Turkey sounds like a wonderful place for you.

Maybe by that time Peter007 your job will be "open". Such arrogance needs some "heads up" time. You're not "indispensable" in your job either. And maybe, your company will be the next to go under, without any notice to you... even if you own your own company it could disappear when one of your markets disappears.

The reason we are in such bad shape is that this country pays lazy people to sit around all day and watch TV. If you don't have a job, don't worry, some poor working stiff will take care of you.
Now the government is extending the unemployment compensation again. More money for lazy people that won't work.
The unemployed are always trying to get people to feel sorry for them.
Pity.. Thats how the unemployed get by. Try working.
If you can't get a job where you are MOVE. Try Canada.

These out of control financial companies are Republican backers etc, housing industry sham financed by Republicans and George W Bush fought an Unnecessary unwinnable war that but us in debt when we had a SURPLUS!!!!!!!!!!!!!!!!!!!

How can they not connect the dots???? American Republicans are just such SHEEP! Voting against their own interests because a talk show host tells them too. So pathetic and sad.

Circulate in the Princeton, NJ area.
See that the sons and daughters of privilege do not have to put up with working in convenience stores, drawing a cup of coffee for travelers on the NJ Turnpike, filling your tank at fuel-stops etc.
All of this type of work is being done by immigrant labor.
I don't check their Green Cards. Hard to find an indigenous inhabitant doing the so-called entry-level jobs here. With unemployment soaring are we in dire need of in-sourcing these jobs?
Try opening a fruit-stand in Bangalore and see how long your @ss remains intact. You'd end up as meat-on-a-stick in an open-air bazaar.
