CANEYVILLE, Ky. — Thousands of National Guard troops swinging chainsaws cut their way into remote communities Sunday to reach residents stranded by a deadly ice storm, freeing some to get out of their driveways for the first time in nearly a week.

The soldiers went door-to-door handing out chili and beef stew rations to people cooped up in their powerless homes as authorities ratcheted up the relief effort for what Gov. Steve Beshear called the biggest natural disaster ever to hit the state.

"It's going to be a long haul for us," Gov. Steve Beshear said Sunday as he toured hard-hit areas in and around Elizabethtown. "We've thrown everything we have at it. We're going to continue to do that until everyone is back in their homes and back on their feet."

The sight of Humvees rolling up one street in rural Grayson County, about 90 miles southwest of Louisville, sent children bouncing off the walls inside the generator-powered house where Bryan Bowling and 18 other people have been hunkering down by a fireplace.

"The kids were looking out the windows and yelling, 'Yay! We're saved!'" said Bowling, 30, who has a 7-year-old and a 4-year-old.

"It's just good to know that people care."

Kentucky was hit hardest by the ice storm that paralyzed wide areas from the Ozarks through Appalachia early last week. Officials blamed or suspected the storm in more than 40 deaths across nine states, most from hypothermia, traffic accidents or carbon monoxide poisoning from improperly installed generators or charcoal grills used indoors.

At its height, the storm knocked out power to 1.3 million customers from the Southern Plains to the East Coast, more than 700,000 of them in Kentucky, a state record. By Sunday, the figure had dropped to nearly half that across Kentucky, with scattered outages in other states.

By Sunday night, 93 of Kentucky's 120 counties along with 71 cities had declared states of emergencies, according to Monica French, a spokeswoman for the Kentucky Division of Emergency Management. She said officials attributed 16 deaths in Kentucky to the storm.

The 4,600 soldiers Beshear ordered on duty, including his entire Army National Guard, swept through the state distributing food and water, removing fallen trees, providing security and checking houses in hard-to-reach areas. They brought food to Henry Mudd, among others, who said he has had nine family members staying in his powerless apartment, usually home to just three.

"It ain't been easy," said Mudd, a saw mill operator.

"The biggest thing we need is electricity," Mudd said Sunday, one day after he finally cut through the fallen trees and branches that blocked his road and made it to the store, only to discover there wasn't a battery to be found. "But we're managing with wood heat. We're staying warm."

The troops, utility workers and good-natured civilians took advantage of temperatures near 50 across much of the region to make headway on repairs. And while authorities said some people might not get electricity for weeks, residents showed plenty of resilience.

In the town of Clinton, tucked in the tip of western Kentucky, Spc. Michael Hagan had yet to find a person in need of help after four hours of searching, but he said he'd keep knocking on doors.

"I told my sergeant if I have to walk one more hill, my feet are going to fall off," said the 23-year-old guardsman, who returned from 18 months in Iraq in December. "But it's good to be sure people are all right."

One of those who answered the door was Dorothy Potter, 80, who moved to Clinton from Biloxi, Miss., last spring. There, she said she lost her power for 30 days after Hurricane Katrina. It was more a change of scenery than living in a hurricane zone that caused her to leave, she said.

"But still, I move here, and I go through this," she said.

Across Kentucky, churches canceled services or whittled schedules to just one service for the day. At New Horizon Baptist Church in Glendale, volunteers from New Haven Baptist Church in Albany, La., passed out free kerosene, batteries, bottled water and other assorted goods to local residents, returning a favor from 2005.

"Our church sent a truckload down when Katrina hit," said Dan Brian, New Horizon's associate pastor, "and they heard we had trouble and here they came.

What I don't understand is why don't all the dittoheads stand up for their convictions. Refuse SS benefits, medicare & medicaid, FEMA help and all the other programs taxes go to run.
I have lost all respect for Ulysses S. Grant.

yeah, great. thanks for that uber exclusive happy thought.

you know...my neighbors are in their late 70's. terribly interesting travel stories. great jazz collection that they blare on the outdoor speakers. gracious hosts and wonderful neighbors.

when i am out of an ingredient...they lend it to me. when they need some labor with the leaves...we lend a hand.

and guess what? we actually sit together, often, and enjoy each others company. and you know what else? they are raging republicans. and we are raging liberals.

again. obama wishes inclusiveness. and as much as the republican b.s. angers me enough to volunteer and work hard on the last two presidential elections...and as frustrated as i get with the uninformed portion of my state of kentucky...i would not could not help someone in need based on their political views.

so, the whole...this goes out to the dems thing is ridiculous. and as another poster said ...most states are a big storm away from dealing with this same situation. and if you are in dire need of help...i hope exclusivity doesn't bite you in the a*s.

America has spent nearly a trillion dollars on that stupid war in Iraq. WE have neglected our infra-structure especially the last eight years under Bush. Kentucky's power grid needs updating but we are too busy spending money in Iraq.

America's infra-structure is in bad shape all over the land. We are now arguing about not spending money on America, but we went "buck wild" wasting money in the deserts of Iraq.

I am surprised they called up the National Guard. I would have thought they were also in Iraq protecting the people holding up "purple fingers" as they vote.

Now the Republicans don't want to spend any money on America and America's workers.

It's like we are living in the "Twilight Zone".

The electric grid of the entire USA is just one Kentucky-type storm away from breakdown. This is why we need the so-called stimulus to focus on a brand new national electric grid, while also not neglecting the entire infrastructure of pipes (water and sewer), roads, and other things, that are in dire need of repair and replacement.

If Kentucky has to replace all of it's power grid, now would be a good time to put as much of it
as possible underground. There the wires would be protected from storms and the elements.

Name me the last time a President actually stepped in to get power on after an ice storm....Ice storms and power outages happen every year in the USA..... and it is usually up to the power companies to get the power back on......

The only thing the President can do is approve or deny the area to be declared a disaster area, so they can get financial assistance... otherwise it is up to the states.....

Please figure out how ice storms have always been handled before blaming the new Pres for all of your petty grievances.....

oh--one other thing....were the people who live in the path of this ice storm TOLD to evacuate---but they CHOSE to STAY BEHIND?? Or was he severity of this ice storm just a bit more of a surprise than the REPEATED OMINOUS WARNINGS about Katrina??? How many school buses are sitting around embedded in lakes of ice that could have driven the people to safety??? More or less than sat around in NO??? I'm afraid after this their could be a marked shift in the political makeup of these areas as rich white republicans leave in droves for houston!!

FEMA never did anything for Indiana or Michigan when they went through the same kind of Ice Storms in recent years..Or for N Dakota and Minnesota when they had 30 feet of snow a few years ago.. Why doesn't Kentucky Man-Up and take care of their own?

Where do you get your information. There are several sites where you will find where Obama & Fema are involved. The internet is a wonderful thing. One can research before one opens his/her mouth and sound uninformed.
He didn't put Washington on hold, jump on a plane and hop across the south and midwest personally the way McCain stopped his campaign to fix the economy.
Remember when he said a president has to multi- task? The world economy is going into the crapper and you want the president to snowplow across America. I bet he would even look great in a hardhat.
