CANEYVILLE, Ky. — Thousands of National Guard troops swinging chainsaws cut their way into remote communities Sunday to reach residents stranded by a deadly ice storm, freeing some to get out of their driveways for the first time in nearly a week.

The soldiers went door-to-door handing out chili and beef stew rations to people cooped up in their powerless homes as authorities ratcheted up the relief effort for what Gov. Steve Beshear called the biggest natural disaster ever to hit the state.

"It's going to be a long haul for us," Gov. Steve Beshear said Sunday as he toured hard-hit areas in and around Elizabethtown. "We've thrown everything we have at it. We're going to continue to do that until everyone is back in their homes and back on their feet."

The sight of Humvees rolling up one street in rural Grayson County, about 90 miles southwest of Louisville, sent children bouncing off the walls inside the generator-powered house where Bryan Bowling and 18 other people have been hunkering down by a fireplace.

"The kids were looking out the windows and yelling, 'Yay! We're saved!'" said Bowling, 30, who has a 7-year-old and a 4-year-old.

"It's just good to know that people care."

Kentucky was hit hardest by the ice storm that paralyzed wide areas from the Ozarks through Appalachia early last week. Officials blamed or suspected the storm in more than 40 deaths across nine states, most from hypothermia, traffic accidents or carbon monoxide poisoning from improperly installed generators or charcoal grills used indoors.

At its height, the storm knocked out power to 1.3 million customers from the Southern Plains to the East Coast, more than 700,000 of them in Kentucky, a state record. By Sunday, the figure had dropped to nearly half that across Kentucky, with scattered outages in other states.

By Sunday night, 93 of Kentucky's 120 counties along with 71 cities had declared states of emergencies, according to Monica French, a spokeswoman for the Kentucky Division of Emergency Management. She said officials attributed 16 deaths in Kentucky to the storm.

The 4,600 soldiers Beshear ordered on duty, including his entire Army National Guard, swept through the state distributing food and water, removing fallen trees, providing security and checking houses in hard-to-reach areas. They brought food to Henry Mudd, among others, who said he has had nine family members staying in his powerless apartment, usually home to just three.

"It ain't been easy," said Mudd, a saw mill operator.

"The biggest thing we need is electricity," Mudd said Sunday, one day after he finally cut through the fallen trees and branches that blocked his road and made it to the store, only to discover there wasn't a battery to be found. "But we're managing with wood heat. We're staying warm."

The troops, utility workers and good-natured civilians took advantage of temperatures near 50 across much of the region to make headway on repairs. And while authorities said some people might not get electricity for weeks, residents showed plenty of resilience.

In the town of Clinton, tucked in the tip of western Kentucky, Spc. Michael Hagan had yet to find a person in need of help after four hours of searching, but he said he'd keep knocking on doors.

"I told my sergeant if I have to walk one more hill, my feet are going to fall off," said the 23-year-old guardsman, who returned from 18 months in Iraq in December. "But it's good to be sure people are all right."

One of those who answered the door was Dorothy Potter, 80, who moved to Clinton from Biloxi, Miss., last spring. There, she said she lost her power for 30 days after Hurricane Katrina. It was more a change of scenery than living in a hurricane zone that caused her to leave, she said.

"But still, I move here, and I go through this," she said.

Across Kentucky, churches canceled services or whittled schedules to just one service for the day. At New Horizon Baptist Church in Glendale, volunteers from New Haven Baptist Church in Albany, La., passed out free kerosene, batteries, bottled water and other assorted goods to local residents, returning a favor from 2005.

"Our church sent a truckload down when Katrina hit," said Dan Brian, New Horizon's associate pastor, "and they heard we had trouble and here they came.

Apparently the plan is to filibuster the stimulus plan until there are so many tax breaks for the wealthy that infrastructure funds are obsolete.

Supply side economics is the plan. Hopefully an early thaw will trickle down soon enough.

FEMA, The National Guard, Utility Companies, Contractors, with a lot of support from people from other states are working dilligently on the problem. But, no one is communicating with the public. All they've been saying is plan for a week. But it's almost been a week now. Will it be another week? We just want to know what the plan is.

first of all, nobody knew anything in all of western ky until a few days ago. there was 0% information or communication. no radio, no tv, no cell phones, no land phones. so people went several days without having any idea what was going on, how to get help, where to go, etc. Second, they started saying immediately power would be off for 5-10 days. In some places, power is still off, in other places, it is fine. There is no clear estimates being given out in some areas when power will actually be restored. The town of Murray is pretty much back. Most people who have been without power in Mayfield, 20 miles from Murray, since Monday have gone south to Tennessee. But there was another major problem - no gas. No way to pump it, and shortages in most gas stations if they were running on generators. People were running out of gas waiting in hour-long lines trying to get it.

thousands of kentuckians spent hours and years for this election cycle. and we were closer than we have been in decades. i spent hours on the phone, knocking on doors and talking to people to vote the democratic ticket. what did you do? sit back and complain?

Hey dude, I live in Louisville and your comment is out of line. I have also been working at the Red Cross to help out with this situation, there are many families without power right now seeking shelter from the cold. Regardless of people's political affiliation, they are entitled to human dignity and respect.

Ice storms are perilous. A massive ice storm that struck Quebec a few years ago saw the worst of free enterprising scams taking place. All store immediately sold out of portable gasoline electricity generators. However transport trucks flew over the NY border and bought up all of those generators that they could get their hands on. They drove back to Quebec and sold them 4-5 times over their normal price and preyed on the people that were in peril and the victims of this storm and prolonged electrical outage.

Yet there were no need for this because parked in every driveway was a vehicle. But the vehicles did not have a 1200 watt electrical power generator built into the chasis that would always be available for emergencies such as this.

Now that Hydrogen Fuel Cell Electrical generator technology is ready to go, the oil and energy cartels are blocking the release of this technology. Had their been on in every house providing the electricity for heating and hot water, people would easily weather these types of storm conditions.

But since Obama dares not utter the phrase "Hydrogen Fuel Cell", the roll-out of this technology is being delayed deliberately once again.

Yes. But it is not really an invention, it is the capability of energy found in the water molecule when you separate the hydrogen atoms off the oxygen atom and let them snap back together again. There is a energy release during that snap back that can be captured as a electrical current in hydrogen fuel cells.

This surfaced in that Ponds/Fleischman cold fusion experiment a few years ago which was discredited by the scientific community.

But the energy (oil) cartel will be doing everything to suppress this development.

Evansville, Indiana, is north of the Ice Storm (and so is colder than the area the ice storm hit hardest) It reached 40 yesterday, will be 50 today, will be 37 tomorrow. The ice should be melting in the ice storm area.

It will get colder on Tuesday and Wednes, but people should have every opportunity to evacuate....

This is what happens in the winter, folks.. EVERY WINTER SOMEWHERE IN THE US.... It's just that winter hit a little further south than usual this year... point is that buried power lines wouldn't be out for this long of time, and wouldn't need to be completely restrung....

There’s a comment herein that says, “Why in God's name should Obama being helping the people of Kentucky before he helps the people who actually put him in office.” And there are quite a few other comments along this same line as well.
I was in Western Kentucky on business when this ice storm hit and spent several days there afterwards. I saw and experienced the human desperation first hand. It matters not if there is a (D) or (R) in front of anybody’s name regarding this situation. What matters is that these people in need in KY, are (as Jesus referred to) “neighbors”, “brothers” etc.-no matter if you live in Kentucky or in the remotest part of the nation-they are fellow citizens needing help. And that’s the only point that should be made.
President Obama has not only written much about being “our brothers keeper” but has IMO lived that creed in action as well, as a community organizer, civil rights attorney, Senator, etc. Please recall that his leadership focus is expressed in,“not red States or blue States but only the United States of America”. His leadership and care is not limited to only those who put him into office. This is not about “politics”, but about men, women, and children who are in desperate circumstances and need the EXPEDIENT help from all of us to survive and recover, as in any national disaster.

This may come as a shock to you and others who are yanking Kentucky's chain over McConnell, but not all of us voted for McConnell or McCain. I've had to leave my home and bunk with friends who have power, and I've had to find a safe place for my mother to stay during this...mess. To condemn an entire state over election results seems petty and small. I voted Obama/Biden and Lunsford...and my power's out, too. The only blame I will place falls squarely at the feet of KU and the local RECC's.

I live in KY and while the ice storm was bad, not everybody is suffering the way the news says it is. The western 1/2 of the state was hit the hardest. I am in Louisville and my power never went off, thank goodness! I feel sorry for everybody whose lost power because this is worse than when Ike came through. At least it was warm and you could stay in your home. Now it is too cold to stay in your home. last I heard, about 50,000 peole in my hometown were without power, and many of them may still be without power next week.
This would not be so bad if our utility companies would resist building underground cables. They insist it is too costly, but look at how much it cost when storms come through and trees fall and bring powerlines down. As it is, only new subdivisions have underground cables.
