CANEYVILLE, Ky. — Thousands of National Guard troops swinging chainsaws cut their way into remote communities Sunday to reach residents stranded by a deadly ice storm, freeing some to get out of their driveways for the first time in nearly a week.

The soldiers went door-to-door handing out chili and beef stew rations to people cooped up in their powerless homes as authorities ratcheted up the relief effort for what Gov. Steve Beshear called the biggest natural disaster ever to hit the state.

"It's going to be a long haul for us," Gov. Steve Beshear said Sunday as he toured hard-hit areas in and around Elizabethtown. "We've thrown everything we have at it. We're going to continue to do that until everyone is back in their homes and back on their feet."

The sight of Humvees rolling up one street in rural Grayson County, about 90 miles southwest of Louisville, sent children bouncing off the walls inside the generator-powered house where Bryan Bowling and 18 other people have been hunkering down by a fireplace.

"The kids were looking out the windows and yelling, 'Yay! We're saved!'" said Bowling, 30, who has a 7-year-old and a 4-year-old.

"It's just good to know that people care."

Kentucky was hit hardest by the ice storm that paralyzed wide areas from the Ozarks through Appalachia early last week. Officials blamed or suspected the storm in more than 40 deaths across nine states, most from hypothermia, traffic accidents or carbon monoxide poisoning from improperly installed generators or charcoal grills used indoors.

At its height, the storm knocked out power to 1.3 million customers from the Southern Plains to the East Coast, more than 700,000 of them in Kentucky, a state record. By Sunday, the figure had dropped to nearly half that across Kentucky, with scattered outages in other states.

By Sunday night, 93 of Kentucky's 120 counties along with 71 cities had declared states of emergencies, according to Monica French, a spokeswoman for the Kentucky Division of Emergency Management. She said officials attributed 16 deaths in Kentucky to the storm.

The 4,600 soldiers Beshear ordered on duty, including his entire Army National Guard, swept through the state distributing food and water, removing fallen trees, providing security and checking houses in hard-to-reach areas. They brought food to Henry Mudd, among others, who said he has had nine family members staying in his powerless apartment, usually home to just three.

"It ain't been easy," said Mudd, a saw mill operator.

"The biggest thing we need is electricity," Mudd said Sunday, one day after he finally cut through the fallen trees and branches that blocked his road and made it to the store, only to discover there wasn't a battery to be found. "But we're managing with wood heat. We're staying warm."

The troops, utility workers and good-natured civilians took advantage of temperatures near 50 across much of the region to make headway on repairs. And while authorities said some people might not get electricity for weeks, residents showed plenty of resilience.

In the town of Clinton, tucked in the tip of western Kentucky, Spc. Michael Hagan had yet to find a person in need of help after four hours of searching, but he said he'd keep knocking on doors.

"I told my sergeant if I have to walk one more hill, my feet are going to fall off," said the 23-year-old guardsman, who returned from 18 months in Iraq in December. "But it's good to be sure people are all right."

One of those who answered the door was Dorothy Potter, 80, who moved to Clinton from Biloxi, Miss., last spring. There, she said she lost her power for 30 days after Hurricane Katrina. It was more a change of scenery than living in a hurricane zone that caused her to leave, she said.

"But still, I move here, and I go through this," she said.

Across Kentucky, churches canceled services or whittled schedules to just one service for the day. At New Horizon Baptist Church in Glendale, volunteers from New Haven Baptist Church in Albany, La., passed out free kerosene, batteries, bottled water and other assorted goods to local residents, returning a favor from 2005.

"Our church sent a truckload down when Katrina hit," said Dan Brian, New Horizon's associate pastor, "and they heard we had trouble and here they came.

Well, why didn't the Big Energy Corporations (who attended Cheney's secret Energy Task Force meetings) and who were recipients of all that deregulation, which was supposed to help BIG Business profit, and who also received all those nifty Bush tax cuts for the wealthy corporations so they could make more profit....­use their PROFITS compliments of GW Bush and friends, to create jobs by...... rebuilding and modernizing the power grids?

Something we have known for years needed to be done.

All they have pushed to do with their profits is DRILL BABY DRILL for "more oil" to sell to make more profit to give themselves more billions in bonuses.

Common sense tells me that all the oil in the world won't help me, if I don't have sufficient, efficient, or functional power lines to carry energy into my house.

Kind of like I could own a fleet of Rolls Royces, but if they don't have tires, they aren't going to take me anywhere.

FEMA spokeswoman Mary Hudak said some FEMA personnel already are in Kentucky working in the state's emergency operations center and that more will be arriving in coming days. Hudak said FEMA also has shipped to 50 to 100 generators to the state to supply electricity to facilities like hospitals, nursing homes, and water treatment plants.

It was also reported that even though the bad weather hit on Tuesday it took until Friday until even the limited FEMA help could get through, due to the very bad conditions on the road. 3 DAYS!

I seem to recall during Katrina, it was also 3 DAYS before FEMA could get though (due to very bad conditions on the road). But at that time is was "on purpose and strictly because George Bush hates black people."

Not to worry folks. Kentucky Republican Congressman Ed Whitfield is safe and sound in Florida at his actual residence. However, there is no word on the condition of the vacant lot which is the only property he owns in Kentucky, is unknown.

Maybe this experience will make the citizens of Kentucky more thoughtful at the next election?
After the ice storm in MAine 1998, Al Gore landed inthe state the very next day.......­........al­l who were in unheated home went to motels, and FEMA reimbursed later!A lot of Mainers are prepared tho with wood stoves, gas stoves, generators etc.
I have a wood stove, propane camp stove ( can't afford to replace my electric cook stove with a gas model ) oil lamps a variety of battery operated light sources as well as plenty of candles, and extra gallon jugs of water.....­.........
Phila. placed it's electric lines in underground conduits back on the 60's......­..... ( liberal Govt at the time)

Ok, here's a 'shovel ready' public works project that will create [fill in a number in the hundreds of thousands] of jobs and it can be funded 'today.' Let's put the stimulus package to work for people to rebulild Kentucky's electrical grid!

[..the number from above here..] of workers, making "good incomes" working on electric power grid improvements! $50k per year per person? $ 80k? Certainly not less than $ 50k right?

So, come on White House, lets start the stimulus in Kentucky and see how many are employed at 'family friendly' incomes. This way we can see how a larger stimulus to do other projects might go.

When and where do we apply for these [...the number from above...] jobs? Tomorrow?

Once graduated from an apprenticeship program, the Journeyman Lineman can choose to stay working where they are or can take their skills and abilities to build power lines anywhere in the country – as a matter of fact, anywhere in the world.'

This is a big warning to the United States that we need a new electric grid all across the country. This should be the primary infrastructure rebuilding program in the stimulus package. A strong grid is essential for public safety and national security, and the building of it will provide jobs all across the nation without the favoritism of local pork barrel programs. It will put people to work in constructing it in the short term and people to work in operating it in the long term.

This has very little to do with the electrical grid and local distribution of power. What this has to do with is the way weather patterns are changing and the fact that we have enjoyed relatively mild Winter weather for many years in most of the country. What this has to do with is the fact that many Utility Companies have, over the years, consolidated with other companies and drastically reduced the amount of staff dedicated to maintaining the system and available to restore power. It is the responsibility of the Utility Company to insure that trees and branches are well trimmed back so that they do not contact lines. How long has it been since you've seen you local Electric Company out in your neighborhhod trimming trees?

Our country does need a new electric grid but this issue in Kentucky has nothing to do with that need. The new electric grid we need is an ultra-high voltage distribution grid so that once power generation comes on-line in the southwest (solar) and in other areas (wind) the power generated can be transported to the points of demand (urban areas). Likely, this new grid will be DC (UHVDC) since losses in long distance DC transmission are less than AC and easier to deal with. (Europe is already working on new power projects which will use UHVDC to move electricity from a proposed solar tower farm in North Africa to Central Europe.

Obama wants a 'shovel ready' project, then dig up the ground beginning in Kentucky and bury the power grid, the telephone and cables, etc. and don't stop until all lines are under ground that can be buried nationwide.

It would be a good time to do it because many utility poles have snapped off at the top +I saw about 30 in a row. One pole goes down and takes the rest with it. Problem is that it's winter - I don't know if the whole digging thing would work now.

There is a side benefit her to putting this stuff underground - public safety from downed power-lines and aesthetics. When I lived in San Francisco and they started putting this stuff underground the entire neighborhood looked so much better. I agree if beauty was the only reason I probably would not be in favor of this spending but that is not the case here - there are many more positives than negatives.

I live in a neighborhood community where all of the neighborhood has above ground wires, except for two streets which have buried wires. Anytime we have ice storms etc...that disrupt power, the two streets with buried lines either do not loose power, while the rest of the neighborhood does...or.­..our two street's power is returned much faster then the rest of the neighborhood.

I don't understand the reasons for this..but it is a fact.

Also...the­re is a world of difference in the aesthetics, and no need to navigate dangerous downed power lines.

It would be ironic. An entire county without power is Marshall Coounty in Wesatern KY. I lived in the neighboring county for 20 years. Any AA family tries to settle there, they are harrassed until they leave. Jim Crow still alive and well there...

As someone else mentioned, not all of us are ignorant lifelong Republican supporters and I can assure you that Mitch was more than a little nervous about getting re-elected this time. If we had a better Democratic choice Mitch may not have gotten back in. Unfortunately Kentucky is a red state full of racists, ignorance and political corruption­.....trans­lated it is heaven for Mitch McConnell and his fellow Republicans. As for where Mitch has been during this, check out some of the headlines on HP. It seems he has been giving statements and interviews about the stimulus proposal.

For all the Obama bashers, his administration has been involved with our emergency/cleanup since day ONE.
