WASHINGTON — President Barack Obama said Monday that "very modest differences" over a massive package to revive the economy should not delay its swift passage, a fresh appeal to Congress as the nation dealt with another dose of dire financial news.

Obama teamed up with Vermont Gov. Jim Douglas, the Republican vice chairman of the National Governors Association, as he sought bipartisan backing for the stimulus legislation. An $819 billion version passed the House last week, without a single Republican vote. The Senate took up their $900 billion version on Monday.

GOP lawmakers argue that the plan is too expensive and doesn't include enough tax cuts.

"If I were writing it, it might look at little different," said Douglas, who sat at Obama's side in the Oval Office. "But the essence of a recovery package is essential to get the nation's economy moving."

Douglas is among several GOP governors who are breaking with their Republican colleagues in Congress to ask for approval of the plan. Douglas is in Washington to lobby the Senate.

Obama said that those who really know what is needed around the country _ governors _ have been asking for help from Washington since he was elected in November.

"With very few exceptions, I heard from Republicans and Democrats the need for action, and swift action," Obama said.

Obama and Vice President Joe Biden were scheduled to meet at the White House Monday afternoon with Democratic congressional leaders about the stimulus package.

Obama's appeal came as the Commerce Department reported that personal spending fell for the sixth straight month in December by 1 percent. Analysts had predicted a decline of 0.9 percent. Incomes also dipped, and the personal savings rate shot higher, a sign that consumers remain extremely nervous about the economy.

The department also said construction spending dropped by 1.4 percent in December, slightly worse than the 1.2 percent decline economists expected.

Earlier Monday, Obama promised to establish a review board to oversee the government's separate $700 billion financial industry bailout program. Aides said later that he meant to refer to a oversight board for the stimulus package, as is called for in the legislation.

He also signaled it is likely that his administration will ask for more money for that program beyond the $700 billion.

"We can expect that we're going to have to do more to shore up the financial system," Obama said.

An announcement is expected next week on how the Obama administration plans to use the last $350 billion of that effort, which has come under heavy congressional and public criticism.

The president said he was taking full responsibility for rescuing the U.S. economy, in its worst downturn in 80 years.

Already looking ahead to the 2012 presidential election, Obama said: "If I don't have this done in three years then there's gonna be a one-term proposition." He spoke during an interview taped Sunday and aired Monday on NBC's "Today" show.

The massive infusion of taxpayer money into the financial sector has largely failed to thaw the nation's credit markets, while some financial institutions used the money to pay dividends, buy other banks and pay out big year-end bonuses to employees.

Obama said some of the nation's banks would have to write down bad debts, while other banks may fail.

"It is likely that the banks have not fully acknowledged all the losses that they're going to experience. They're going to have to write down those losses. And some banks won't make it," he said.

While keeping up a drumbeat of dire predictions in the short term, Obama assured Americans that their bank accounts were not in danger.

"All deposits are gonna be safe for ordinary people. But we're gonna have to wring out some of these bad assets," he said.

The president demurred when asked if he planned to set up a so-called "bad bank" under which the federal government would take on the bad debts and investments of financial institutions. He suggested, however, that something like that was in the works, and that taxpayers would become owners of stock in those banks and investment houses.

"We're going to have to ring out some of these bad assets," he said.

Change is coming, and President Obama is going to pound the Republicans over the head with it until they get the message.

They're beginning to understand the America will hold them responsible if the stimulus bill doesn't pass. Some of them are even beginning to put forth good ideas for the bill.

It's not going to take too long for it to dawn on them that depriving the president of his Secretary of Labor during the middle of an economic crisis is a stupid idea.

He is. Naming Rush the leader of the Republican Party is a stroke of genius. Not every Republican thinks that Rush walks on water. Now the Repubs are stuck having a radio show host tell them what to do or fighting the biggest nastiest mouth in the media.

I get so tired of hearing people talk about what Obama should do. None of them have any responsible plan but all they do is to cut him down. I don't remember any cutting comments made to Bush when he went into office. Of course, we well know, that these comments now are coming from the anti-liberal, conservative Republican. It always happens when a Dem is in office. I am so sick and tired of listening to all this crap. Leave the President alone and let him do his job. If you don't like it, you certainly can hop on a plane and find anothe country to live in. Your republicans have torn his country apart. what do you want us to do? Obama stated that he was going to make sure that the stimulus was to stimulate the economy and that it would contain no earmarks. Yet this stimulus is nothing more than an excuse to cram down every democratic position using fear of economic meltdown. Liberals criticized Bush for using fear in the fight against terror (and rightly so in some instances). Now we have Obama and the majority of Dem in congress using fear to ram a ton of non-stimulus pork into a stimulus bill that won't only NOT stimulate the economy, but will result in severe inflationary pressure in the near future.

Why is that Lib's hate republicans so much that they turn off their ears to any and all republican thoughts? If Obama had the spine that Biden said he did, he would stand up to his own party and demand the removal the pork from the stimulus that he claimed would not be in there.

Let us hope that the senate will come to the realization that 75% of what is in this package will not jump start the economy. Furthermore, this stimulus is being billed as something that has to get done now (and I agree something should be done), but most of the pork in this bill is not time critical. Focus on what is important right now.

Emlyn, I can try to answer it for you, but you sound like you may be too young to understand. We have two primary parties in this country. They have very different beliefs on how to govern. That does not mean either side hates the country.That is about the most simplistic outlook one can have. Conservatives believe that to have a healthy economy you need jobs. I trust you agree with that. Do you know of anyone who has been given a job by a poor person? When you punish the rich you are punishing the job creaters. Do you seriously believe that the person who mortgages his home and works 16 hours a day (sometimes when starting a company bringing home less money than his employees) Should not become wealthy if his company eventually prospers. Which by the way is against the odds. All you are hearing about currently are CEO'S who have run companies into the ground while rewarding themselves.No one appreciates them. It is certainly more complicated than this. But at least think about it before you you label the rich as evil. By the way in case your wondering, I'm not rich, simply because I never had the drive or ambition to to what it takes. But if you want it at least you can still do it in this country. I hope that doesn't change.

What is going on is insane. The problem is international. the solution must be found that is international, or the multinational banks and companies need to be broken up, so that they might be handled by their respective governments. The US cannot afford to bailout the world...... bad bank or no.

Let's see, no more tax cuts for income earners and businesses, no more bail outs. What we want are government run "lean on a shovel" programs that have certain aspects that could ignite a world wide trade war. And oh by the way, let's turn the store over to the unions (who are a major reason US automakers are in such a fix). And while we are at it, let's refund taxes to people who have not paid any to begin with. 5% of this bill is infranstructure. Tell me, what is the other 95%?

Construction of base daycare creates engineering and construction jobs. Then staff will be hired to take care of military children, enabling active duty to freely protect your butt and allows spouses to work.

Evey look at military pay, "Magister" or ProudAmerican(?) We wear the uniform, and you complain.

I agree. The Vet pay, including VA benefits for combat injured (my spouse) is horrible, and veterans returning from war are no better off than citizens in the third world.

The reality that it is pork i.e. unrelated to the subject at hand--stimulating economy.
Re-building roads and other VITAL infrastructure is a GREAT idea. A little unoriginal (New Deal) but important.
$ 400,000,000 dollars for child care is not.

I think that the Democrats have failed at selling this stimulus bill. They kept repeating the mantra, "The country is in crisis. It's needed."

However, the actual bill lacks harummmph*. It's obviously not a real stimulus package. It's a spending bill.

And the "minor differences?"

Well, they are major differences.

And we're seeing how Obama meets defeat.

Well, you certainly are entitled to your own opinion. But, then so am I. And from what I can see, Obama has not "failed at selling the stimulus bill" and Obama certainly hasn't "met defeat". That's your wish, but you know, you can't always get what you wish for.

Just for your edification (a big word you probably don't know what means), here's what the people in this country think about the stimulus package. From between 53 percent to 66 percent approve of Obama's stimulus package depending on the poll. I think that means that most of the people in this country disagree with you. Too bad so sad.

The idea of "stimulus" is only coincidental to the big a$$ spending and payback bill that is now being touted as a response to crisis. Fellow Democrats should really take a hard look at how the money is being allocated,...and to whom. It's all over the blog sites now and this is not about saving jobs priority #1 nor is about creating new jobs - it's more about redistribution at tax payers expense.

..."Meet the new boss, same as the old boss,..." the Who.

b.t.w. being laid off recently makes for more time to catch up readings here at the Huffingtonpost. :>)
