WASHINGTON — The nation lost nearly 600,000 jobs last month, the worst showing in a third of a century, as a vicious cycle of cutbacks by consumers forced ever more layoffs by beleaguered employers. The unemployment rate catapulted to 7.6 percent, the highest in 16 years, and seems headed for double digits.

Some 3.6 million jobs have disappeared so far in a deepening recession, which is shaping up as the biggest job killer in the post-World War II period and is raising pressure on President Barack Obama and Congress to agree quickly on a huge economic stimulus plan to stop the hemorrhaging.

On Wall Street, investors optimistically assumed action was on the way and pushed stock prices higher. The Dow Jones industrials gained more than 217 points, and all broad stock indexes surged nearly 3 percent.

Battered by the recession, employers slashed a net 598,000 jobs in January, the most since 1974, the Labor Department reported Friday. The jobless rate surged from 7.2 percent in December to 7.6 percent, and economists and government officials all agreed the toll was certain to go higher.

"These numbers demand action," Obama declared, urging Congress to waste no time in completing work on the economic recovery package.

"If we drag our feet and fail to act, this crisis will turn into a catastrophe. We'll continue to get devastating job reports like today's month after month, year after year."

The jobs lost so far since the recession began in December 2007 are the most of any downturn in the post-war period. About half the losses occurred just in the past three months.

Layoffs this month are likely to be just as bad. And job seekers' prospects aren't likely to become noticeably better until 2011 _ at the earliest _ when job growth should return to a more healthy pace, analysts said.

Louis DiFilippo, 30, who was laid off in October from a food store in Washington, recalls seeing sales slowing. "I saw that something had to give," he remembers, "but I was hoping that it wouldn't be my position."

Unable to find a new job, he's going back to school.

Even if the recession were to end by fall _ a best-case scenario _ the economy and the job market would remain feeble for some time. Economists predict anywhere from 2 million to 3 million or more jobs will disappear this year and the unemployment rate probably will climb to 10 percent or higher by the spring of 2010.

"We're talking years _ not months _ before we see a decent recovery in the jobs market," predicted Sung Won Sohn, economist at the Martin Smith School of Business at California State University. "It is going to get worse before it gets better."

The pink slips are hitting all categories of workers _ blue collar, while collar, those without high school diplomas and those with college degrees. And they're sparing few occupations or corners of the country.

Vanishing jobs and evaporating wealth from sinking home values, 401(k) retirement plans and other investments have forced consumers to retrench. Those spending cutbacks have, in turn, led companies to pull back and slash jobs. As the cycle persists, the economy's problems are feeding on each other.

With no replacement work to be found, the ranks of unemployed workers climbed to 11.6 million. In addition, 7.8 million people were working part time. That category includes those who would like to work full time but whose hours were cut back or those who were unable to find full-time work.

The average work week in January stayed at 33.3 hours, matching the record low set in December.

More than 200,000 state government employees were expected to stay home without pay Friday in California, which began its first-ever furloughs to save money. And Cessna Aircraft Co. has told remaining workers that it plans to cut the work week of some production lines to just three or four days.

If part-time employees, discouraged workers and others are factored in, the unemployment rate would have been 13.9 percent in January, the highest in records going back to 1994.

In other January figures:

_ Factories slashed 207,000 jobs. That was the largest one-month drop since October 1982, partly reflecting heavy losses at plants making autos and related parts.

_ Construction companies cut 111,000 jobs, professional and business services 121,000, retailers 45,000 and leisure and hospitality companies 28,000.

_ There were gains for education and health services, as well as in government jobs, but those were swamped by the losses elsewhere.

The average time it took for an unemployed person to find any job _ full or part time _ rose to 19.8 weeks in January, compared with 17.5 weeks a year earlier. And the number of "long-term" unemployed _ those out of work for 27 weeks or more _ climbed to 2.6 million from 1.4 million a year earlier.

The recession is likely to turn out to be the longest since the 1930s. The two record holders since then _ downturns in the mid-1970s and early 1980s _ each lasted 16 months. This recession, which would reach that milestone in April, probably won't end until September, Mark Zandi, chief economist at Moody's Economy.com, and other analysts said.

Some Americans have been hit harder than others. The unemployment rate for blacks jumped to 12.6 percent in January, a 15-year high. The rate for Hispanics climbed to 9.7 percent, the highest since 1995.

"The job market is unraveling," Zandi said. "Businesses are panicked. They are fighting for survival and slashing payrolls to conserve cash, and there's no sense this is going to stop any time soon."

Caterpillar Inc., Pfizer Inc., Microsoft Corp., Estee Lauder Cos., Time Warner Cable Inc., and Sprint Nextel Corp. are among the companies slicing payrolls. Manufacturers _ especially car makers _ construction companies and retailers have been particularly hard hit by the recession. Talbots Inc., Liz Claiborne Inc., Macy's Inc. and Home Depot Inc. are all cutting jobs. So are Detroit's General Motors Corp. and Ford Motor Co.

For all of 2008, the economy lost a net total of 2.9 million jobs, according to revised figures. That marked the biggest annual loss on record.

Many economists predict the current quarter, in terms of lost economic growth, will be the worst of the recession.

"Gird yourself," said Ken Mayland, president of ClearView Economics. "We'll be seeing some just awful numbers on the economy for the coming months."

Small business create most of the jobs in our economy. The government programs are all geared toward large businesses. It seems logical to me that if we free up small businesses, they will be able to create new jobs. Usually small businesses like to hold on to their employees longer too. In a small business, the atmosphere is more likely to be a "family" style working relationship. Small business owners also know the value of each employee and they hesitate to get rid of an employee.
A major obstacle to small business, are state, local, and federal regulations. There are layers of regulations, taxes and fees which hinder small business start ups. I know from experience that it's almost impossible to enter into my business since it became regulated and we had to become licensed by the state. The new regulations have helped me because it has hindered competition. However, it hurts young people getting started.
Our society has become overly cautious. The massive amount of regulations passed over the past 50 years has helped large companies because they can absorb the costs. Small business can't. Now we are paying the price of over regulation.

Meanwhile, the uber-rich are sitting on their piles of money while their former employees scratch around likes chickens looking for feed in a barnyard.
It is a greed beyond comprehension that got us into this mess, and nothing else.
You simply cannot allow wealth to be distributed in such a lopsided fashion.
Of course, complicating the issue by laying off workers when the CEOs have the funds in their won accounts to pay them is simply kicking the unemployed while they are down.
The time of loyalty to workers has given way to the time of greed.
Haven't we been down this road before, SEVERAL TIMES!

Have you realised that in every economic depression or economic problems, everywhere, any time... THE ONLY ONES WHO DOES NOT LOSE THEIR JOBS ARE THE POLITICIANS???
Even the CEOS can be fired -of course, with golden parachutes-. But politicians ALWAYS HAVE A JOB, generally a well paid job with a lot of privileges.
Even in the most poor, screwed countries, politicians have jobs.

In seems that the only important mission for a politician is to keep his/her job.

I read somewhere that after a nuclear war the only living creatures that would survive would be cockroaches & politician­s...
(do you remember how the biggest & most comfortable nuclear shelter would be for politicians?).

The editorial board of the New York Times has stumbled onto a possibly revolutionary economic idea. The paper is sounding a note of caution about Gov. David Paterson's proposal to impose a tax on theater tickets:

The proposal could increase ticket prices by about 8 percent, which could dim Broadway's lights as tourists start thinking twice about that vacation in Manhattan. If tourism slumps in the city, the state's budget problems would surely worsen along with it. Rocco Landesman, the president of Jujamcyn Theaters, summarizes his latest pleas to lawmakers this way: "Please, don't kill your golden goose."

Normally, a tax hike is a classic win-win: The government raises taxes, people pay the higher taxes, and the government gets more revenue, which it uses to stimulate the economy, promote social justice, educate our children, free us from dependence on foreign oil, and provide health care for all.

So how come the theater ticket tax doesn't work the same way? Is Broadway some kind of Bizarro World where the normal rules of economics are stood on their heads?

Or could it be that this maddeningly counterintuitive phenomenon the Times has identified, in which taxing economic activity actually discourages it, can be found in other areas as well?

We await further enlightenment from future editorials.

I think your thinking is flawed as you assume that a tax on a good/service is the equivalent to an income tax...is equivalent to any other tax... It's a rather simplistic argument to assume that all taxes are equal and will have the same effect and all tax cuts will be equal and have equal effects.

Factor in the notion that this systemic economic failure is different than the status quo in the economy and the republican rhetoric makes even less sense.

Republican tax cut rhetoric It's like a doctor prescribing the same medication for every illness regardless of the patients condition.

BTW, I would assume that taxing the tickets will result in fewer people going to the theater. But so will the overall decline in the economy. Or, we may see an end to the more lavish sets and see lower compensation for those in the shows. Perhaps, the market will actually work and the prices of the tickets will not reflect the entire amount of the taxation and the cuts will be elsewhere.

At any rate the trade off between Broadway and essential services will have to be addressed.

Sail Free you obviously think you have a point and are here looking for an intellectual hand out. So here it goes:

1)we are subsidizing the unproductive and failed on Wall St. with your tax dollars since the failed ideology of your party caused this problem.

2)You went to a subsidized state school for college-I checked your profile you are a hypocrite and actually don't know what you are talking about. It's easy to benefit from a system and then selfishly attempt to claim you got their solely by pulling yourself up by your own bootstraps. Even if you paid for your education solely out of your lotto winnings. We subsidized the institution reducing the cost to you. Even more so with the Army reserve and ROTC.

3)Your understanding of Amtrak is equally flawed. But an explanation would be too lengthy.

I post this because someone is struggling. These words, as constructed, do not glitter, but they are from the heart, they are sincere. I desire to offer hope instead of despair. I desire to say to anyone who is stressed and fearful, do more than hang in there.


Greener pastures, increased levels of joy and laughter, someone might be tempted to ask you...how you can think of such things? How can you feel and act in this way, with all of the many challenges the world faces today, and the seemingly endless problems each passing moment brings?

It is within a storm that I sing, dance, and play in the rain. It is surrounded by potential stress, turmoil, and despair that I relax my brain. Free of worry I remain. It is in darkness that light is most pronounced. It is fear and the other distortions of true life that I denounce.

Luggage of times gone by, weighing down hearts and minds, not allowing spirits to be lifted, and dreams powered by hope to fly. Fear of failure and doom, leaving no room for acknowledging the precious gift. Problems piled so high, through the Cracker Jack dirt and debris of broken life people sift for the prize. Far too many have bought into the distortions and the lies...suc­h that they can no longer see, they can no longer be...their better selves. Real life placed on the back burner or collecting dust on the highest shelf.

Much is wrong and I am mindful of the towering nature of waves that may indeed come crashing down. Gathering peril is all around, with crushing power to take nations and even the whole world under, to leave us gasping for air, splashing here and there...ju­st before we drown. Yet, I am mindful of the nature of water. Therefore my spirit is not hampered by the ebb and flow. I journey on till I am done, be the times good or bad, whether the tide be high or low. For you see my role is to sail free, just to be and not to be too concerned about this or that. It is what it is, this has always been true, this remains the undeniable fact.

So stop tripping, whether you are filthy rich with bling-bling, or taking orders and flipping beef patties at Burger King. Life is precious. Each life is special. Each life is defined within and not from without. For it is within that one finds the real analysis. It is within where one build confidence or harbors doubt. Let the doubt out. Do not let fear near. Do not entertain doom. Make no room for what disheartens. Live not in the margins, and if you find that the moment brings painful distressful things, breathe deep and relax and do not allow such moments to tax you such that you lose. I present these thoughts in the interest of expressing a more hopeful view.

The Taoist approach has proven to be a practical approach for me. It has allowed me to be at peace in a complicated world. I am no sage or master (far from it) but the ancient teachings resonate with me. I find profound logic and knowledge in the wisdom of the "sage of old". It is the thinking, that one needs to control, versus flow or blend, that causes much conflict and agony in our world. Harmony is acceptance.

Form the wu-ji came the one, the one split to form the polarities which brought the three (good, bad, indifferent) and from there...we have realized the ten-thousand things.
