The Big Winners In Stimulus Compromise: The Upper-Middle Class

When President Obama outlined on January 8 the rationale for the economic stimulus bill, "The American Recovery and Reinvestment Act," he clearly identified the men and women most in trouble:

Nearly two million jobs have now been lost, and on Friday we are likely to learn that we lost more jobs last year than at any time since World War II. Just in the past year, another 2.8 million Americans who want and need full-time work have had to settle for part-time jobs.

The House-Senate compromise, however, cuts funds for extended health care coverage for the unemployed; cuts $30 billion in aid to state governments to prevent reductions in social services to the poor and out-of-work; and also cuts a special "Making Work Pay" tax holiday from $500 to $400 for an individual, and from $1,000 to $800 for a couple, for low-to-middle-income workers still hanging on to their jobs

Amid all the cutting, however, one group emerged unscathed: the upper-middle class, the not-quite-super-rich, but certainly not on the ropes. Most of these folks, in terms of income and employment, are what could be called the un-needy, a group clearly distinct from those Obama identified as the core target of the legislation. The "compromise" legislation includes $70 billion, or just under 10 percent of the whole package, to be used expressly to take care of these affluent people.

In fact, these lucky men and women make so much money that they fall into the ever-expanding grasp of the alternative minimum tax (AMT). The AMT was originally designed in 1969 to prevent the nation's millionaires and billionaires from using tax loopholes to pay zero income tax. That year, 155 very wealthy taxpayers paid no federal tax whatsoever. This year, if the law remains as it is currently crafted, the AMT would, through bracket creep, apply to as many as 25 million taxpayers, including those making in the $85,000 to $250,000 range, depending on how many deductions they claim (the more deductions, the more likely the AMT comes into play).

There is a strong case to be made that the AMT was never intended to apply to people in these income categories - for example two public school teachers married to each other -- and Congress in recent years has repeatedly passed temporary one-year "patches" postponing the downward reach of the tax provision.

Some economists argue, however, that patching the AMT is one of the least effective ways for Congress to stimulate the economy and create jobs. As the Huffington Post has reported, the Congressional Budget Office and Brookings-Urban Institute Tax Policy Center have both described the AMT as a poor use of federal dollars.

Why then has Congress added the $70 billion AMT patch to the bill, while cutting other expenditures right and left?

The most obvious answers are 1) the people who make $80,000 to $250,000 are influential and vocal in pressing their complaints to Congress; 2) an AMT-induced tax hike would produce an outcry; 3) and people in this class have become the most contested "swing" voters in elections -- running the gamut from presidential to state legislative elections.

Once these upper-middle-class voters were a reliably Republican constituency, but over the past generation, Democrats have made major inroads, evinced in the success of Bill Clinton, Al Gore, John Kerry and Barack Obama in the well-to-do suburbs of New York, Philadelphia, Boston, and along the entire California coast.

A major consequence is that leaders of both parties are vying intensely for this crucial segment of the electorate -- Republicans to staunch the hemorrhaging, Democrats to speed it up. Thus, the $70 billion AMT patch has become inviolable.

It would be great to settle the debate on taxes. I would like to know at what point people are paying enough of their income to taxes. For example, if someone makes $200,000 a year, what percentage would be fair? If some made $1,000,000 what percentage would be fair. At what income lever should a person not be required to pay taxes?

I can tell you, between fed taxes, state taxes, all of the extra taxes attendant to a small business, etc., we put aside and pay about 50% of our income. That's under 150k.

Just a reality check here, the stimulus package is suppose to stimulate the economy. It's not suppose to be a new welfare for poor ppl. The economy is declining, consumer demand is declining, due to whatever the reasons, the fact is the need for upper-middle class to spend more is caused by lack of trust in capitalism in America. Since the upper class cannot spend enough to stimulate the economy to create jobs, who else can stimulate the economy? If you were making less than 30K per year, and you got a check from the govt for $300.00, what would you do? Pay off some debt, bills, or save it. Last I remember this was called federal welfare, not economic stimulus.

The whining and belly-aching of the Republicans would be laughable, if not so sickening. Where were all you when EVERY penny of the Bush tax cuts went to the wealthy and offshore corporations running so they would'nt have to pay U S taxes. The AMT was just a power grab by politicians, the dems, as usual, wanted to show the little guy that the big was not going to get away with not paying taxes. They passed the AMT then ran to the cameras to thump their chests. Now they just elect and appoint tax cheats.

You demonize the upper middle class as if they they have committed a crime earning their income. While it is true a small percentage inherited their income, mots of these people paid their dues by not goofing off, not having teenage children and living a disciplined life making compromises to reach where they are. Chances are the money they will get through this tax break will also be spent or saved in a responsible manner where stimulative or not. Right financial decision is more important in the long run than running out and spending money on Nike shoes and lipstick which only sends the money to China.

I've worked very hard for thankless employers who pay as little as they can, for over 20 years. I have some college, but it got too expensive for the amount of money I make. I've never even applied for a credit card, and I have never tried to own a home (because I know that if college is too expensive for me, a house is too.) I know more than the average college graduate because I've always had a thirst for knowledge. What I know, I learned on my own about a broad range of subjects (unlike college, where specialization in one subject is the goal), and I feel that I am a more well-rounded person becauseof that. While waiting tables, I met many other waiters with college degrees, unable to land a good job in their field, yet racked with huge student loan debts. I've been very responsible for what little money I make, but that means nothing when it comes to getting back into school. I get sticker shock when the amount is over $20. $20 to me is like $200 is to you. I'm glad you're doing great, but keep in mind that prosperity for the few means poverty for many.

For someone who claims to be college educated, you seem like a spoiled little punk. I have some college and make very little, but I gurantee I know more than you about a broad range of subjects. You seem like the kind of person who voted for Bush twice, and most of the things you think you know is parroted from what you were told to believe. Look at the economic numbers for Jan. 19, 2001, and contrast them with the numbers for Jan. 19, 2009. You got played. Too bad you can't buy a better brain with that money.

The AMT was going to be in the bill because congress was going to have to pass another one-year extension anyway and it would be hard to push through another big spending bill right behind the first one.

Congress did the nation a big favor by passing the extension early this year rather than playing the last-minute brinksmanship that has accompanied previous years' AMT adjustments.

I recently got a raise to $26k per year. On that I support my wife and 3 kids. We have one car that we paid cash for. We don't waste money on cell phones or cable tv. We live within our means. We have money set aside for a rainy day. And we put any extra money we have into our kids' college saving plans.

6 years ago we bought an 800 sq ft. condo for $42,000 with an $8500 downpayment. Two years later we sold it for over $70k and upgraded to a nicer place. We have lived there for over 5 years now as our family has grown.

I don't need a handout, but it chaps my hide for these Democrats to slash the measly $500 tax credit that was heading my way as well as the $15,000 tax credit for buying a home that would have been a huge help to us so that someone making over $100k can get another bailout.

Well done, Dems.

I'm sorry but I don't buy your story. Unless your wife works, $26k is nothing. Especially if you have to pay for internet, and a computer. If you bought an 800 sq ft. home for $42,000, it means you live in a place like California. If you live in California, you make more than $26k. Typical of a conservative to lie to make the dems look bad. Of course, it was because of the conservatives that this bill won't work.

I am self-employed with a small retirement income. I set my own hours and my one child is grown, but if I was still working full time and raising a family, you can bet you wouldn't find me here. Wagthe dog1001. The public servants are one of the winning groups in this mercantelistic, predatory economic system. A blood relative of this evolving caste was the civil service system that provoked a stagnant, declining society in China from about 250 A.D.to 1917 A.D. Hu Shih, a student of the great American educator John Dewey, simplified the writing rules of the Chinese language and eliminated the need for a large mass of civil servants. I am concerned that private unionization has been gutted by international trade agreements ant that public unions have become so entrenched and powerful that politicians pander to their ever request at many levels of American governance.
The Chinese appear to have no desire to go back to dynastic governance when the Chinese Civil Service conspired with autocrats that turned the formerly great Chinese people into the matrix of nature for 2000 years. We are stumbling into that democratic society destroying system as self and selfish interests supercede the common interests.

We can contine to harp on definitions, or we can deal with reality. And reality is most of us who have 6-figure household incomes are faced with cutting luxuries, not necessities.

We are undertaxed and over-leveraged as a nation, and we have been for decades now. It will take several years to fix this imbalance, and addressing the AMT PERMANENTLY should be part of that fix.

What do I think my family should be paying in federal taxes? A tad MORE that the tables currently indicate. We've been so conditioned to "keeping more of our own money" that we've lost sight of how much more comfortable our lives would be with more investment in the Common Good.

Most of us 6-figure households fully expect our children to attend college, and a greater share of federal money subsidizing higher education would actually cost us LESS than dealing with the daunting tuition increases we've been forced to swallow these many decades. Better mass transit service would put many millions of people off the roads for commutes, reducing not just our consumption of fossil fuel but also the costs of maintaining existing roads.

Yes, less "stuff" would "belong" to us individually, but our lives would be collectively richer.

As pointed out by several Canadians who've called in Alex Bennett's show over the years-what Americans don't pay in taxes goes toward medical bills and college tuition. I really would like to know just what neo-cons think we are saving money with less taxes. Texas is a great example of their philosophy-sure we don't pay a state tax, but we are sales taxed and user feed to the extent that we just as well have paid a state tax and minimized the other fees.

The other thing I pointed out to a neo-con-a teacher, no less (votes the same as her husband) that spending money on education would lead to a more educated public with a higher potential income and then we all could pay less! She didn't get it....

Money and school performance are not highly correlated, unfortunately.

Utah consistently spends among the least per pupil nationwide, and has some of the highest test scores in the nation. Companies flock to Utah for its highly educated workforce.

The "Kansas City Experiment" proved that dumping unholy amounts of cash into a failing school district did absolutely nothing to improve segregation (segregation actually increased), or test scores (again, racial gaps actually increased).

Exactly, what the hell else do I really neeed to buy? Nothing. Shopping gives me an anxiety attack. I have my trusty 2005 car I love. My step kids are going to college. I don't have that direct pain of uncertainty any more, BUT I know that the people who do are feeling a lot of deep, devistating pain. Pay more tax, count me in too, it ain't that bad, at least for some of the upper middles. Really how much do I really need? Last year we had a surprise extra 7K to pay, ouch at the time, but it didn't take us out, it didn't kill us.

pLS NOTE THE WHEN THE WHOLE COUNTRY IS TAKEN INTO ACCOUNT, THE MIDDLE CLASS IS A RANGE BETWEEN 250k all the way down in the 30's easily.
the cost of living in some places is so high, that what some consider a good income, is just getting by in other areas. so while all us broke people are bickering about who is on easy street or not, the RNC and their 8 houses, and 20 million dollar bonuses are laughing all the way to the bank, see THEIR GAME REMAINS THE SAME, DIVIDE AND CONQUER, it is our side that must see things for what they really are. and be sure to stick together, and not allow the RNC to pull a Jimmy Carter on Obama.
