WASHINGTON — In a major victory for President Barack Obama, Democrats muscled a huge, $787 billion stimulus bill through Congress late Friday night in hopes of combating the worst economic crisis since the Great Depression. Republican opposition was nearly unanimous.

After lobbying energetically for the bill, Obama is expected to sign it within a few days, less than a month after taking office.

Supporters said the legislation would save or create 3.5 million jobs. House Majority Leader Steny Hoyer, D-Md., conceded there was no guarantee, but he said that "millions and millions and millions of people will be helped, as they have lost their jobs and can't put food on the table of their families."

Vigorously disagreeing, House Republican leader John Boehner of Ohio dumped a copy of the 1,071-page bill to the floor in a gesture of contempt. "The bill that was about jobs, jobs, jobs has turned into a bill that's about spending, spending, spending," he said.

The Senate approved the measure 60-38 with three GOP moderates providing crucial support _ the only members of their party to back it. Democratic Sen. Sherrod Brown of Ohio cast the decisive vote after flying aboard a government plane from Ohio, where he was mourning his mother's death.

Hours earlier, the House vote was 246-183, with all Republicans opposed to the package of tax cuts and federal spending that Obama has made the centerpiece of his plan for economic recovery.

The legislation, among the costliest ever considered in Congress, provides billions of dollars to aid victims of the recession through unemployment benefits, food stamps, medical care, job retraining and more. Tens of billions are ticketed for the states to offset cuts they might otherwise have to make in aid to schools and local governments, and there is more than $48 billion for transportation projects such as road and bridge construction, mass transit and high-speed rail.

Democrats said the bill's tax cuts would help 95 percent of all Americans, much of the relief in the form of a break of $400 for individuals and $800 for couples. At the insistence of the White House, people who do not earn enough money to owe income taxes are eligible, an attempt to offset the payroll taxes they pay.

In a bow to political reality, lawmakers included $70 billion to shelter upper middle-class and wealthier taxpayers from an income tax increase that would otherwise hit them, a provision that the nonpartisan Congressional Budget Office said would do relatively little to create jobs.

Also included were funds for two of Obama's initiatives, the expansion of computerized information technology in the health care industry and billions to create so-called green jobs the administration says will begin reducing the country's dependence on foreign oil.

Asked for his reaction to House passage of the bill, Obama said "thumbs up" and indeed gave a thumbs-up sign as he left the White House with his family for a long weekend in Chicago.

There was little or no suspense about the outcome, although the final act played out over hours and extended late into the night.

That was to allow time for Brown to fly back. He cast his vote more than five hours after most senators had left the Capitol for a 10-day vacation, one of the longest roll calls in Senate history.

Congress cast its votes as federal regulators announced the closing of the Sherman County Bank in Loup City, Neb.; Riverside Bank of the Gulf Coast in Florida, based in Cape Coral; Corn Belt Bank and Trust Co. of Pittsfield, Ill.; and Pinnacle Bank of Beaverton, Ore. They raised to 13 the number of failures this year of federally insured banking companies and were the latest reminders of the toll taken by recession and frozen credit markets.

The day's events at the Capitol were scripted to allow Democratic leaders to fulfill their pledge to send Obama legislation by mid-February.

"Barack Obama, in just a few short weeks as president, has passed one of the biggest packages for economic recovery in our nation's history," said House Speaker Nancy Pelosi, anticipating final Senate passage.

The approval also capped an early period of accomplishment for the Democrats, who won control of the White House and expanded their majorities in Congress in last fall's elections.

Since taking office on Jan. 20, the president has signed legislation extending government-financed health care to millions of lower-income children who lack it, a bill that President George W. Bush twice vetoed. He also has placed his signature on a measure making it easier for workers to sue their employers for alleged job discrimination, effectively overturning a ruling by the Supreme Court's conservative majority.

Obama made the stimulus a cornerstone of his economic recovery plan even before he took office, but his calls for bipartisanship were an early casualty.

Republicans complained they had been locked out of the early decisions, and Democrats countered that Boehner had tried to rally opposition even before the president met privately with the GOP rank and file.

In retrospect, said White House chief of staff Rahm Emanuel, the White House wasn't "sharp enough" in emphasizing the benefits of the bill as Republicans began to criticize spending on items such as family planning services, anti-smoking programs and reseeding the National Mall.

Senate Majority Leader Harry Reid faced a different task _ finding enough GOP moderates to give him the 60 votes needed to surmount a variety of procedural hurdles. To do that, he and the White House agreed to trim billions in spending from the original $820 billion House-passed bill, enough to obtain the backing of GOP Sens. Olympia Snowe and Susan Collins of Maine and Arlen Specter of Pennsylvania.

As the final compromise took shape in a frenzied round of bargaining earlier this week, it was trimmed again to hold the support of the moderates, whose opposition to a new program for federal school construction caused anger among House Democrats.

In the end, a compromise was reached that allows states to use funds for modernizing schools. But in a display of displeasure, Pelosi decided to skip the news conference last Wednesday where Reid announced a final agreement.

In addition to tax relief for individuals and businesses who purchase new equipment, lawmakers inserted breaks for first-time homebuyers and consumers purchasing new cars in an attempt to aid two industries particularly hard-hit by the recession. In response to pressure from lawmakers from Pennsylvania, Indiana and elsewhere, the bill was altered at the last minute to permit the buyers of recreational vehicles and motorcycles to claim the same break as those buying cars and light trucks.

In the House, all 246 votes in favor were cast by Democrats. Seven Democrats joined 176 Republicans in opposition.

Good thought, denying support to the non-supporting "districts," but it isn't realistic regarding their constituency. Here in Georgia, Dems fought long and hard to oust our right-wing buffoons. So, your retributive solution would severely punish nearly 50% of our state. As it is, homeowners in Georgia are facing the very real possibility of our right-wing governor taking the quick and easy way of funding the state's budget by hacking out our long-standing Homestead Exemption. Taxes are already based on overinflated home values and, with this rescinding of this much-needed relief, the elderly and disabled citizens may face losing the homes they own, not due to foreclosure, but due to increased taxes that they are unable to pay by virtue of their fixed incomes with no ability to supplement this increased cost of living. We homeowners, both right- and left-wing, here in Georgia are praying for stimulus help from Congress to offset the need for our Governor to steal our homes just to pay a bill.

Warren Buffet has been warning of a looming economic crisis for some time.

Greenspan has admitted that the ideology that informed his decision making had very serious flaw - in other words, blind devotion to american style capitalism was flawed. not only was his belief in it flawed, but the very system itself is flawed.

and yet despite these two champions of capitalism basically providing everyone with warnings of impending disaster if an massive intervention doesn't happen, there are still people blinded by either ignorance or ideology who want nothing done.

so which is it? you either don't believe that there's a crisis, or you don't care.

I think it comes down to the idea that the markets correct themselves. It cannot all be up-economic times. The markets have always cycled and always will. Throwing money at a problem does not help, look at Japan-look at the the TARP. Increasing our debt, when the end result will be inflation (wh/ destroys wealth faster than any other money killer.) Sometimes times get tough and through those tough times we rebound stronger. This will result in massive tax hikes in a few years to come, followed by INFLATION.

Has anyone else noticed how mixed up the Republicans are? We tend to call them hypocrits, however they just don't understand. When their leaders say tax cuts for the wealthy are a good thing, they just go along with the plan. Now, if they were told the truth, that tax cuts for the rich are good (for republicans) because there are more rich republicans than Democrats. Tax cuts are good for Republicans because tax cuts leave less money for America. That's why no money was spent on the infrastructure, health care, education for "kids left behind", bringing the energy policy into the 21st century etc. in the last 8 years.
Then when Obama comes along and wants to do something for America, the Republicans have a problem with that idea. We know they are republicans first, but can we even say Americans second?

...interes­ting point..so I wonder what you think of having the wealthiest Americans make huge sacrifices by giving more to the poor and perhaps helping to underwrite or outright cancel government debt, since we are in a crises. After all when the nation goes to war we ask our young men and women to put their LIVES on the line for the good of the country. I just wonder if those who have a large net worth will be willing to put their WEALTH on the line for the good of the country. I hope so but I doubt it.

Copied and pasted below is a comment I tried to put in the CNN blog and although it would never happen for some reason the censors at CNN apparently don't want people to think about why their Republican friends don't make this kind of granstand play instead of throwing papers on the floor of the Senate.

Since there is such obvious differing opinions on what the stimulus bill will do and how it should have been constructed with Dems wanting money to go for job creation and assisting the disadvantaged and the Republicans want the amount of the bill lowered and consisting of tax cuts there is a simple solution to satisfy everyone.

Those Republicans who think nothing should be done or it should only include tax cuts they can and should stand up for what they say and believe by refusing all monies for their respective areas except of course for the tax cuts.

All the money the Republicans turn down other than the tax cuts should be deducted off the total cost of the stimulus bill and that way both parties and their supporters will have got what they wanted from this piece of legislation.

Kind of a simple and ironic solution to resolve the differences and everone should be happy.

good point but I doubt that the poor people in the RED states will refuse any help from the government despite some the rhetoric from thier so called leaders. Many of those who don't want the federal government to take 'their tax money' and spend it on whatever are the first ones asking for federal relive when a disaster strikes, or when they need unemployment benefits, VA benefits, food stamps, etc. etc. Hypocrites!!

This is not the change I voted for. He said transparency and no one gets to read the stimulas bill. He said no lobbiest in his admin and we have lobbiest. He lied two days ago saying the ceo of a company would hire back people being laid off and the ceo said that wasnt true and there would be more lay off's. Now he is killing innocent people with bombs. I made a big MISTAKE. I would start saying Impeach but Biden scares me more.

It is sad that there was a lack of transparency when we were promised different. Obama promised five (5) days to review bills. Congress promised us 48 hours. We did not get either.
For those that say the bill was read-it was not. We all know Repubs. and Dems. can both be guilty of throwing in pet-projec­ts/pork/ea­rmarks at the last minute buried w/ in the bill.
Dems. had it ready for review at midnight! Not possible to read.
Some programs in the bill may be good ones, but not in a stimulus package.
These programs will become part of the budget.
Yesterday was a sad day for America.
I am sure our founding fathers are rolling in their respective graves.
This is Obama's recession now. and the dem's that "muscled" it through congress.

IT makes buying gas much easier when you are feeding your own future.

Have you ever seen how much land wind farms take? What it does to obstruct the beauty of a place? How much energy is actually garnished and the increase costs to an individual. A 91 year old lady died in England as she could not afford the enviro-upgrades the counsel demanded.

Thanks for the advice. I am definitly going to check in to this. I guess it istime for me to get a little more involved with my portfolio.

I have heard of the wind energy industry. A couple of years ago a friend of mine was tryng to get me involved in investing into it. I had my doubts then. Maybe I should have gone for it, eh?

No one's going to agree with every single expenditure, but the priorities are good. Education, health care, energy development, infrastructure balanced by tax cuts and aid to states. This is a good bill, if not perfect.

Under the headling "Very Stimulating for the City" the the local NY paper states that in NY the bill saves or creates 215,000k obs iin the state and 119,000 in the city, more than doube the amount of jobs lost in 2008.

It restores a $700million proposed cut, which would have cost thousands of teachers their jobs. There's money for new cops hires, money for capital projects There's more.

How will this not help to stimulate the economy?

Hey, don't get me wrong....D­on't read the NEW YORK POST yesterday's ON THE DOLE AGAIN ! I am banking on it ...... I am not paying the mortgage, and am on my way for invitro...­..I will now have great cable reception will I sit on my couch, in my beautiful.­..FREE home while all the time knowing my kids can be taken care of for me at the early childhood education building !!!!! AMERICA IS GREAT !!!!

It really says what the Republicans are and how they are controlled when not one vote is in variance ,all in lock step . Come on, any people that are free to vote their minds will vote differently from others as the Democrats do . And furthermore you can bet the Gregg change of heart came about from his party telling him he would be all done if he didn't get in line.

From your comment last night that I have never been to Mex.

I live 60 miles from the border of Nogales, Sonora and the community I serve is 75% Latino and many of my students are English Language Learners (ELL). I have been to Mexico countless times and have never once heard anyone respond with "que" for what.

more democrats voted no in congress than republicans voted yes in the senate. so i guess democrats are more bipartisan than republicans after all.
