WASHINGTON — In a major victory for President Barack Obama, Democrats muscled a huge, $787 billion stimulus bill through Congress late Friday night in hopes of combating the worst economic crisis since the Great Depression. Republican opposition was nearly unanimous.

After lobbying energetically for the bill, Obama is expected to sign it within a few days, less than a month after taking office.

Supporters said the legislation would save or create 3.5 million jobs. House Majority Leader Steny Hoyer, D-Md., conceded there was no guarantee, but he said that "millions and millions and millions of people will be helped, as they have lost their jobs and can't put food on the table of their families."

Vigorously disagreeing, House Republican leader John Boehner of Ohio dumped a copy of the 1,071-page bill to the floor in a gesture of contempt. "The bill that was about jobs, jobs, jobs has turned into a bill that's about spending, spending, spending," he said.

The Senate approved the measure 60-38 with three GOP moderates providing crucial support _ the only members of their party to back it. Democratic Sen. Sherrod Brown of Ohio cast the decisive vote after flying aboard a government plane from Ohio, where he was mourning his mother's death.

Hours earlier, the House vote was 246-183, with all Republicans opposed to the package of tax cuts and federal spending that Obama has made the centerpiece of his plan for economic recovery.

The legislation, among the costliest ever considered in Congress, provides billions of dollars to aid victims of the recession through unemployment benefits, food stamps, medical care, job retraining and more. Tens of billions are ticketed for the states to offset cuts they might otherwise have to make in aid to schools and local governments, and there is more than $48 billion for transportation projects such as road and bridge construction, mass transit and high-speed rail.

Democrats said the bill's tax cuts would help 95 percent of all Americans, much of the relief in the form of a break of $400 for individuals and $800 for couples. At the insistence of the White House, people who do not earn enough money to owe income taxes are eligible, an attempt to offset the payroll taxes they pay.

In a bow to political reality, lawmakers included $70 billion to shelter upper middle-class and wealthier taxpayers from an income tax increase that would otherwise hit them, a provision that the nonpartisan Congressional Budget Office said would do relatively little to create jobs.

Also included were funds for two of Obama's initiatives, the expansion of computerized information technology in the health care industry and billions to create so-called green jobs the administration says will begin reducing the country's dependence on foreign oil.

Asked for his reaction to House passage of the bill, Obama said "thumbs up" and indeed gave a thumbs-up sign as he left the White House with his family for a long weekend in Chicago.

There was little or no suspense about the outcome, although the final act played out over hours and extended late into the night.

That was to allow time for Brown to fly back. He cast his vote more than five hours after most senators had left the Capitol for a 10-day vacation, one of the longest roll calls in Senate history.

Congress cast its votes as federal regulators announced the closing of the Sherman County Bank in Loup City, Neb.; Riverside Bank of the Gulf Coast in Florida, based in Cape Coral; Corn Belt Bank and Trust Co. of Pittsfield, Ill.; and Pinnacle Bank of Beaverton, Ore. They raised to 13 the number of failures this year of federally insured banking companies and were the latest reminders of the toll taken by recession and frozen credit markets.

The day's events at the Capitol were scripted to allow Democratic leaders to fulfill their pledge to send Obama legislation by mid-February.

"Barack Obama, in just a few short weeks as president, has passed one of the biggest packages for economic recovery in our nation's history," said House Speaker Nancy Pelosi, anticipating final Senate passage.

The approval also capped an early period of accomplishment for the Democrats, who won control of the White House and expanded their majorities in Congress in last fall's elections.

Since taking office on Jan. 20, the president has signed legislation extending government-financed health care to millions of lower-income children who lack it, a bill that President George W. Bush twice vetoed. He also has placed his signature on a measure making it easier for workers to sue their employers for alleged job discrimination, effectively overturning a ruling by the Supreme Court's conservative majority.

Obama made the stimulus a cornerstone of his economic recovery plan even before he took office, but his calls for bipartisanship were an early casualty.

Republicans complained they had been locked out of the early decisions, and Democrats countered that Boehner had tried to rally opposition even before the president met privately with the GOP rank and file.

In retrospect, said White House chief of staff Rahm Emanuel, the White House wasn't "sharp enough" in emphasizing the benefits of the bill as Republicans began to criticize spending on items such as family planning services, anti-smoking programs and reseeding the National Mall.

Senate Majority Leader Harry Reid faced a different task _ finding enough GOP moderates to give him the 60 votes needed to surmount a variety of procedural hurdles. To do that, he and the White House agreed to trim billions in spending from the original $820 billion House-passed bill, enough to obtain the backing of GOP Sens. Olympia Snowe and Susan Collins of Maine and Arlen Specter of Pennsylvania.

As the final compromise took shape in a frenzied round of bargaining earlier this week, it was trimmed again to hold the support of the moderates, whose opposition to a new program for federal school construction caused anger among House Democrats.

In the end, a compromise was reached that allows states to use funds for modernizing schools. But in a display of displeasure, Pelosi decided to skip the news conference last Wednesday where Reid announced a final agreement.

In addition to tax relief for individuals and businesses who purchase new equipment, lawmakers inserted breaks for first-time homebuyers and consumers purchasing new cars in an attempt to aid two industries particularly hard-hit by the recession. In response to pressure from lawmakers from Pennsylvania, Indiana and elsewhere, the bill was altered at the last minute to permit the buyers of recreational vehicles and motorcycles to claim the same break as those buying cars and light trucks.

In the House, all 246 votes in favor were cast by Democrats. Seven Democrats joined 176 Republicans in opposition.

The Republicans complain that they haven’t read the STIM bill because of its size, 1,100 pages. Not too hard to understand since the last time THEIR party, who were in control, went before Congress and asked for $700 BILLION WALL STREET BAILOUT its presentation was on no more than a 2-page document with NO Democrat ALLOWED oversight much less transparency about it from the Republicans, . And, NONE of that money went to jobs, housing or assistance, but instead a huge chunk of it was able to assist in making sure the Wall Street cronies still made their bonuses and take luxury junkets along with still increasing rates on credit cards because don’t forget they have supported over the last 8 years many of the Righties political campaigns. No wonder those Righties hate the word change. Tsk. Tsk.

Some interesting quotes from Mississippi House Speaker Billy McCoy on the American Recovery and Reinvestment Act:

"It makes every bit as much sense for the federal government, with all its power and might, to be involved in assisting the nation as a whole -- states, counties communities and individuals -- in this terrible economic disaster just as much as it did in the physical disaster in Katrina," McCoy said.

McCoy said ........ “the governor’s (Haly Barbor) never been without a job.”

“He doesn’t understand what it’s like to be unemployed, unable to pay your bills, or to have a mother who needs medicine and can’t get it. He doesn’t understand that. I hope he never does, but there are thousands of people who don’t have a job, who can’t pay for their home, car or insurance, and we’ve got a package that helps them,” McCoy said, adding that a myriad of state systems would also benefit from the package.

Rep. Warner McBride, D-Courtland, chairman of the House Transportation Committee, said;

“A few weeks ago we had a big bridge failure. Looking at the report, it’s obvious that the bridge was deficient, and there was just no capital to repair that structure, ..... adding that he believed (with passage o fthe bill) MDOT would “receive $350 million,” which would create “an additional 10,000 jobs.”

Nice to see some voices of reason from the land where Obstructionism flourishes.

although generally speaking republicans are much easier to mislead. As long as there's tax breaks somewhere, they're happy.

Our President has been left with a load of GOP made toxic garage- REagans deregualtion of banks etc- trickle down economics- Reagan & Bush massive tax cuts for the top 2-3 %- while throwing us average folks a few crumbs to kep us happy and ignorant of the facts. All this was caused by the GOP -Reagan- policies. So many people are mis- informed and ignorant of what led us to this crisis. Of course- Limbaugh ' followers ' have fallen for a line of bull- that says ' its the Dems fault. ! Even though 20 of the last 28 years have been Republican ruled-most with a friendly congress. Dems won the election decisively- and fair and square. No stolen election like 2000. Many ' formerly GOP states went with Obama ( 12 ) There is a message there

Hate to break it to you, sweetie. Obama failure is not the same as America's failure.

Obama can fail, the stimulus can fail, but that does not mean America will fail. I personally have nothing against the president. He didn't lie to me or con me. I didn't vote for him. All of the people equating Obama's failure to America's failure are really in la-la land.

I hope for the sake of this great country that Obama's stimulus package does NOT work. I am not ready for capitalism to d i e, and this package will definitly do that to it. Just remember, Obama was not voted in by 100% of the people. And to say that the people who do not agree with Obama want this country to fail is pure politics. Nothing more.

Yes- Our deficit is massive- But let's keep in mind what and who's policies got us here.or we will repeat it. Reagan & Bush policy. Changes MUST be made to social security / medicare / medicaid.. No matter who's President at that time- it has to be done at some point.- sooner than later. Bush wanted to ' privatize social security - good thing he did not get his way..seniors would be broke now. ! We have to : Remove the cap on paying into social security- negotiate with big pharma- to lower prices on RX's- run health care like medicare- in the long run- that will save some cash. A trillion dollars spent in Iraq- that would have went a long way towards helping to run our govt. But Bush / Cheney's priorities were to start a ' pre-emtive ' war- with a county that never attacked us- or had the ability to do us real harm. We've all been 'had.' and fooled.

Interesting that fiscal Republicans are complaining now over the stimulus, when they were fully on board for Bush's 2001 tax cuts which was twice the size (over $1.4 trillion, a good portion going to corporations and the rich). They didn't say a word for the porky Farm Bill in 2001, or the ridiculous Medicare Drug Bill of 2003 which was a blank check to big pharm. Nor for the budgets of the last 8 years that took a Clinton surplus and gave it all back the first year, and doubled the national debt from $5 trillion to over $10 trillion.

They never said a word the whole time, even though they controlled Congress and the Presidency. And now that Obama is forced to clean up the mess left by their profligate policies, they are complaining.

The idea that Republicans are fiscally responsible or populist is a joke. Unfortunately, the joke is on us, the American people.

Thinking about this again, I am kind of glad no one read through the whole bill though. The massive addition to welfare and food stamps is good. Those of us who were trying to take care of our retirement and invested in the stock market through the years have lost most of that money. We will ALL be draining the welfare system now. I guess it will just be spread more thinly.

The Republican poodles (those that vote republican) were for tax cuts for the wealthy even though they didn't get any trickle of the trickle down...
Now when tax cuts are going out (from the Democrats) to Americans, these poodles can't wait for their "share".
Please, just send back any benefits you get in the next 8 years for our government.

Obama gives a thumbs up because he doesn't lose political face. Democrats, for the first time since the Bush/Social Security fight, actually stand together. And that's a good thing. The problem is that they gave away the store before they closed the door and made a stand.

By almost all economic measures, the stimulus is too small to have any major effect. And when you take over a third of that amount and turn it into tax cuts instead of stimulus, you weaken it further. Republicans need to understand (although they don't care) that spending creates jobs. The problem with our 70% consumer-based economy is that there is no spending, and no lending for spending, so jobs even tangentially associated with the consumer cycle (construction, production, distribution, selling, service, maintenance, disposal) are diminished.

Democrats have to learn that tax cuts do not stimulate the economy. At best, they allow a family to pay down a debt or save. Noble goals, but not letting money flow through the economic stream.

HUGE difference between Dem and GOP tax cuts The GOP's gave massive tax cuts- for the top 2- 3 %.. First Reagan lowered the top tax rate from 80 % to 30 %. HUGE ! Then Bush said : Gee I think my wealthy / base' needs even more tax breaks-even Exxon & fat cat CEO's SO with 2 massive tax cuts and the Iraq.war- just think how much that money would have helped AMericans - infrastructure- education- job growth- health prevention. The damage they've done is uncalculated. Now OBama is stuck with the GOP TOXIC MESS ! We all need to stop being ' arm chair' quarter backs - and let the man govern. Give Obama at least 2 or more years.after All-
It took 25 + years to get to this point of disaster. I'm constantly amazed at the amount of mis- information out there and how gullible folks are- they believe without checking FACTS !

Don't see that I have any facts wrong. But I agree that Reagan and Bush's tax cuts were destructive to the economy and society. I'm not an expert on this stimulus bill, but I don't think it includes any structural tax changes -- instead they are short-term "tax breaks" like the rebates that Bush handed out last year. Nothing wrong with that -- everyone can use the money... problem is, the government can use the money too, especially state and local governments. But with tax breaks the government loses revenue to stimulate the economy. And the government can't control what or how people will use their tax breaks. Most likely, they will pay off debt or save (depending on their economic situation). They are UNLIKELY to go out and buy new cars and houses. Tax breaks don't stimulate the economy, they don't get money flowing through any industrial or retail sector, they don't create jobs.

Rampant Republican/Conservative ideology created this mess going back thirty years to Reagan (to be fair, Clinton helped too). But I don't see a strong Liberal corrective in this bill. I don't see strong Liberal champions in Obama's cabinet. I'm not excited by Tim Geithner bailing out the banks with practically no conditions. I'm not excited about watering down a stimulus/jobs/spending bill with tax cuts. The tax cuts were put in to entice Republicans, even if they didn't work.

Don't worry, Obama gets four years. But he's got to do better than this.

Hey, I got way more than that from Bush's tax rebate last year, and the economy was in far better (apparent) shape. Yet those rebates did nothing for the economy. Why would an even smaller rebate in a far worse economy do anything better?

And why is one-third of a supposed "stimulus" spending bill allocated for tax cuts? To get Repbulican votes? Not a single Republican in the House voted for it anyway. Democrats could have pushed through whatever they wanted on just their votes alone. Only three Republicans in the Senate voted for it. Democrats should have crafted the best bill they wanted and pushed it through on their 58 votes. That's more than enough to pass. If Republicans want to ACTUALLY filibuster -- let them. Make them. Then make them pay.

In the end, the Democrat's "muscle" wasn't really very big.

yawn. It's not an all or nothing game. If this doesn't work. the Dem's will put together something else to try, something more direct.

Read up on the 1930's to see how it works. It took FDR and company four years to get things going properly. They tried half a dozen different major initiatives in that time. Then in 1937, they tried to balance the budget and lost about two years worth of progress. They had just about got that straightened out when WWII came along and changed all the rules..

The main thing from the public's point of view is that they see their government continually trying to solve the problem and to improve the solutions. Most people don'yt expect miracles.

Problem is, it IS an all or nothing game. There is only so much political will floating around Washington to pass hundreds of billions of dollars of government spending and/or tax cuts.

You make it sound like, "no prob, dude, we'll just pass another trillion or so..."

Obama may find he can't go to that trough again. Even Bush only got 80-150 billion at a time for his Iraq War supplementals. We've got trillions (potentially) going out the door for the Geithner Bank Bailout, and the derivatives/credit insurance bubble hasn't come home yet. Another bill this size will be almost impossible to pass. Obama and the Democrats had one chance and they watered it down for the false mirage of political harmony.

This is a curious situation......the spending bill has 2 days to sit and wait for the presidential photo op on Mon., Presidents day........Why the hurry, the congress and house could have had 2 days to at the very least, READ IT !!!!!

In a press conference Thursday, the House Republican leadership spoke candidly about being kept out of the House-Senate conference on the Obama-Pelosi-Reid so-called “economic stimulus” bill. They confirmed they had not yet seen the text of the bill as of 4 p.m.

Minority Leader John Boehner (R-Ohio) said he was unsure how many Democrats would vote with Republicans again on this bill but that he thought Republicans “may get a few” Democrats to side with them. The fact that the Demos have now broken their promise to have the public able to see the bill for 48 hours may drive more Dems into the Republican camp.

Oh wait, I'm all mixed up: The Energy Bill was in 2003 and it was the Democrats that were locked out of the "conference". Cheney was there with many Big-oil men. I'm sure you can see why I was confused when the Republicans were complaining about not be allowed to participate in the country's future.

Charlie Crist the Republican Governor of Florida made a public appearance yesterday singing the praises of the passage of the American Recovery and Reinvestment Bill after it passed the House, He (and the Mayors who appeared with him) spoke of how the infrastructure spending will directly bring 28,000 jobs to Florida.

A reporter asked him how this was going to affect his standing in the Republican party, he said "This isn't about politics, this is about people." (but of course it is good politics to bring jobs to Florida)

Mr. Crist and many moderate Republicans were in attendance in Ft. Meyers when Mr. Obama spoke this week.

''You still have the same division in our party between the base who are extreme and the moderates who are interested in getting something done,'' said Republican operative and Crist supporter Roger Stone of Miami. ``The extremists love purity and they love losing elections.''
