BATON ROUGE, La. — A handful of Republican governors are considering turning down some money from the federal stimulus package, a move opponents say puts conservative ideology ahead of the needs of constituents struggling with record foreclosures and soaring unemployment.

Though none has outright rejected the money available for education, health care and infrastructure, the governors of Texas, Mississippi, Louisiana, Alaska, South Carolina and Idaho have all questioned whether the $787 billion bill signed into law this week will even help the economy.

"My concern is there's going to be commitments attached to it that are a mile long," said Texas Gov. Rick Perry, who considered rejecting some of the money but decided Wednesday to accept it. "We need the freedom to pick and choose. And we need the freedom to say 'No thanks.'"

U.S. Rep. James Clyburn, D-S.C., the No. 3 House Democrat, said the governors _ some of whom are said to be eyeing White House bids in 2012 _ are putting their own interests first.

"No community or constituent should be denied recovery assistance due to their governor's political ideology or political aspirations," Clyburn said Wednesday.

In fact, governors who reject some of the stimulus aid may find themselves overridden by their own legislatures because of language Clyburn included in the bill that allows lawmakers to accept the federal money even if their governors object.

He inserted the provision based on the early and vocal opposition to the stimulus plan by South Carolina's Republican governor, Mark Sanford. But it also means governors like Sanford and Louisiana's Bobby Jindal _ a GOP up-and-comer often mentioned as a potential 2012 presidential candidate _ can burnish their conservative credentials, knowing all the while that their legislatures can accept the money anyway.

Jindal said he, like Perry and Mississippi Gov. Haley Barbour, is concerned about strings attached to the money even though his state faces a $1.7 billion budget shortfall next year.

Barbour spokesman Dan Turner, for example, cited concerns that accepting unemployment money from the stimulus package would force states to pay benefits to people who wouldn't meet state requirements to receive them.

In Idaho, Gov. C.L. "Butch" Otter said he wasn't interested in stimulus money that would expand programs and boost the state's costs in future years when the federal dollars disappear _ a worry also cited by Jindal and Alaska Gov. Sarah Palin.

A spokesman said Sanford, the new head of the Republican Governors Association, is looking at the stimulus bill to figure out how much of it he can control.

"We're going through a 1,200-page bill to determine what our options are," Spokesman Joel Sawyer said. "From there, we'll make decisions."

But state Democratic Party chairwoman Carol Fowler says Sanford's hesitation is driven by his political ambition rather than the best interests of a state that had the nation's third-highest unemployment rate in December.

"He's so ideological," Fowler said. "He would rather South Carolina do without jobs than take that money, and I think he's looking for a way not to take it."

Not all Republican governors are reticent about using the federal cash.

Florida Gov. Charlie Crist lobbied for the stimulus plan and Georgia Gov. Sonny Perdue has embraced it as he looks to close a $2.6 billion deficit in the state's budget this year. Alabama Gov. Bob Riley has already figured the money into his state's budget.

Pearson Cross, a political scientist at the University of Louisiana at Lafayette, said fiscally conservative governors may be able to give themselves political cover by turning down small portions of the stimulus money, like health care dollars requiring a state match, that they might not fully use anyway.

But in the end, he said, they will likely take most of the available money because their states need it so badly.

"Ideology usually takes second place for governors," he said. "And that's going to mean that most governors are going to go ahead and take the money even though they have misgivings about it."

Red states are highest in pollution levels, divorce and hypocrisy, but lowest in educational levels and average incomes. So glad I don't live in the south.

These guys may as well start packing their belongings. It's hard to see how they are going to be able to explain this to their constituents.

They don't seem to realize that most people only support in a particular political philosophy, as long as it benefits them and it's hard to see how refusing the money will be seen as a plus by people who are either struggling to stay afloat.

A real Darwin moment for the GOP.

I wish someone in the DNC had some b--lls to strike back at these losers, as the Rethugs strike back on EVERYTHING! Just imagine if the roles were reversed, & Dems threatened to not accept govt money for their constituents. H-E-L-L-O!!

Actually I did call Perry's Office and say that if he refused the stimulus money that he should be impeached. But, I am confused about this article and another one today by the Post saying GOP governors are fighting for the stimlus money. I also heard on ABC Houston News that Perry wants
to use some of the stimlus money to help with the hurricane damage from IKE. Things on the Texas coast are in a terrible mess. So I am confused about who is say what to whom and what is TRUE.

Actually, Idaho ranks 47th in education and the same for mental health funds; unfortunate, given the fact (we), also rank 4th in the nation for depression and serious mental health issues. I say "we" only because I am still a resident, until March 1st of this year, at which time I will relocate.
I've worked in mental health, in the state, for some years and know first hand how "Butch" Otter feels about his constituents. He currently owes 400,000.00 to the ACLU , in legal fees, for an on-going (and losing) battle against abortion. He does only what the Mormon population allows him to do. They are the money with the mouth. I will be relieved and extremely blessed when I pull out of this state.

The Repuglicans are blow-hard punks !! Do we have ANYONE with a bully pulpit to CALL THEIR BLUFF and make them PUT UP OR SHUTUP?
If these bluffers say they don't want the money tell them their share will be divided amongst the states that DO want (NEED) the money.
Someone in the Democratic Party needs to grow a pair IN ADDITION TO HILLARY !!!

Isn't it instructive that almost all of these states in question are southern states that have traditionally received much more back from Washington than they ever sent there in taxes. It is time the playing field were leveled and the Federal government started to treat the rest of the states equally. If the southern states don't care to participate, then fine. The rest of the union could certainly make good use of the surplus funding.

I have been saying this for years. These states can vote for senators and representatives and governors who claim to hate the very concept of taxes,while at the same time being parasites on the NE, MW, and CA, especially the cities, which are routinely neglected. If CA had even received back all it paid in at the time of the earlier fiscal crisis, there would have been no crisis. When these greedy states start refusing to take more federal money than they pay in themselves, then I will begin to believe their tax disdain is anything other than blatant hypocrisy.

In the meantime, if they want to secede again, let's let them do it this time.

Yeah, ok, well I have three comments:

(i) I'll have to see it to believe it,
(ii) with everyone else in the country clamoring for a new billion dollar bailout each week, there will certainly be no shortage of takers for this money if they don't want it, and
(iii) if they turn down this money for political reasons only, then they are doing their constituents a huge disservice, in particular, because even if they refuse the money, the citizens of their state will still be required to pay for the cost of the stimulus bill through higher future taxes.

PLEASE, PLEASE - DO IT! Republican Governors

The monies should be transferred to other states who can use it.

I am not sure why the Democrats are being so soft in their responses to this guys.

The Democrats should trot out the unemployment rates and other unflattering trivia about the states whose governors refuse the stimulus money. Most of these states are OLD CONFEDERATE STATES.

Democrats it is time to go on the offensive and burn these bastards where it hurts. Don't just sit back and let them ridicule your efforts.

Someone in the DNC needs to be FIRED for the inept way that the Democrats are handling the public relations of the stimulus package.
